13th Zhou Yongkang, member of the Politburo Standing Committee of the CCP Central Committee and head of the Central Political and Legislative Com­mittee, meets with the Minister of Public Security of Vietnam, Lê Hồng Anh, in Beijing. Zhou conveyed the CCP Central Committee’s congratulations to the new central leadership of the Vietnam Communist Party. Lê stated that Vietnam­China relations are a priority for the Vietnam Communist Party.

14th–16th Yang Jiechi, Foreign Affairs Minister of the People’s Republic of China, and the Secretary­General of ASEAN, Dr Surin Pitsuwan, meet during the Boao Forum of the Asia Annual Conference 2011 in Hainan. This year marks the 20th anniversary of ASEAN­China dialogue relations. Under the theme “ASEAN­China: Mutually Beneficial and Win­Win Partners”, ASEAN and China will be implementing a series of activities to promote good­neighbourly relations, deepen cooperation and consoli­date people­to­people friendship. Yang underscored the fact that practical cooperation between ASEAN and China has entered a new phase. During the meeting, Yang also welcomed the participation of the United States and Russia in the East Asia Summit (EAS). However, China believes that ASEAN should continue to play a central role in the expanded EAS.

Weng Cuifen ([email protected]) obtained her B.A. in Science of Diplomacy and Economics (a double degree) from Beijing University, and her M.A. in political science from the National University of Singapore. Her primary research interests cover the history and transformation of China’s public administration and the making and implementation of public policy in China. Her ongoing interests are central­local relations, administrative reforms and urban­rural integration in contemporary China.

20th A workshop on the China­Malaysia Qinzhou Industrial Park, located in the Beibuwan area of Guangxi Province, is launched in Beijing. It will be the first industrial park built by Malaysia in China. General planning of the project has been finished. China has become Malaysia’s biggest trading partner and largest market for Malaysian palm oil, while Malaysia is China’s top trading partner in ASEAN. Bilateral trade rose to a record high of USD74.2 billion in 2010.

25th Shortly before his official visits to Malaysia and Indonesia, Chinese Premier Wen Jiabao gives a joint interview to journalists from the China National News Agency, Star of Malaysia, SCTV, Kompass and the Jakarta Post of Indonesia, and answered their questions at Zhongnanhai. Regarding the South China Sea, Wen stated that China remains committed to the Declaration of Conduct of Parties in the South China Sea. He also pointed out that although China and Malaysia have some territorial disputes over some islands and reefs in the South China Sea, this has not prevented the two countries from peaceful coexistence. Wen also claimed that the countries concerned should and can carry out joint development in the South China Sea.

27th–28th Chinese Premier Wen Jiabao pays a two­day official visit to Malaysia. He held talks with his Malaysian counterpart Najib in Kuala Lumpur. Both sides exchanged views on how to enhance China­Malaysia strategic co­operation as well as international and regional issues of common concern.

Wen and Najib also addressed the China­Malaysia Economic, Trade and Investment Cooperation Forum in Kuala Lumpur. Wen put forward a five­point proposal for the promotion of trade and cooperation between China and Malaysia.

29th–30th Chinese Premier Wen Jiabao makes a two­day official visit to Indonesia. He met with ASEAN Secretary­General Surin Pitsuwan in Jakarta. Both sides vowed to enhance bilateral cooperation and ties. Wen also met with Indonesian Vice President Boediono in Jakarta to boost economic and trade cooperation between the two countries. Wen said he reached a broad consensus with Indonesian President Susilo Bambang Yudhoyono for the two sides set a new target for a two­way trade volume of USD80 billion by 2015.

MAY 2011

4th The 14th ASEAN+3 Finance Ministers’ Meeting opens in Hanoi. The meet­ing was also attended by the newly appointed Director of the ASEAN+3 Macroeconomic Research Office and the President of the Asia Development Bank. During the meeting, participants discussed the recent macroeconomic

situation in the East Asian region. Chinese Deputy Minister of Finance Li Yong briefed the meeting on China’s current macroeconomic situation and the Twelfth Five­Year Plan, and put forward five suggestions for consolidating the economic recovery of the region.

16th Visiting Chinese State Councillor and Defence Minister Liang Guanglie meets with his Singaporean counterpart Teo Chee Hean in Singapore. Teo, who is also Deputy Prime Minister, said there has been rapid progress in bilateral relations and that the two sides had sound cooperation in areas including defence. Liang said that China and Singapore share a strong tradition of friendship and that mutual political trust has been growing.

19th Visiting Chinese State Councillor and Defence Minister Liang Guanglie meets his Indonesian counterpart Purnomo Yusgiantoro in Jakarta. They exchanged views on bilateral ties and issues of common concern. Stressing that Indonesia would continue to support China in international and regional affairs, Purnomo said he hoped the two sides would join hands to further bilateral ties, deepen cooperation in defence and the military, and safeguard regional peace and stability. Liang said that China is willing to work with Indonesia to push forward their strategic partnership, making fresh contributions to the prosperity and development of the region.

23rd Chinese State Councillor and Defence Minister Liang Guanglie wraps up his meetings with Philippine officials pledging to resolve territorial disputes in the South China Sea through dialogue. Philippine President Benigno Aquino III met with Liang in Manila, hoping to promote all­round development between the two countries. During Liang’s visit with Philippines Defence Secretary Voltaire Gazmin, both sides emphasise the need to maintain peaceful relations, especially with respect to territorial matters in the South China Sea.

24th ASEAN and China celebrate the official inauguration of the China­ASEAN Environmental Cooperation Centre in Beijing. The Centre was inaugurated by H.E. Mr. Zhou Shengxian, China’s Minister of Environ­mental Protection. The China­ASEAN Environmental Cooperation Centre was established in 2009 following the adoption of the China-ASEAN Strategy on Environmental Protection Cooperation 2009–2015, which was a result of an initiative made by Chinese Premier Wen Jiabao at the 11th China­ASEAN Summit in 2007. The Centre is the major implementation institution of the Strategy, which serves as a guiding document for ensuring a coordinated and phased approach to promoting ASEAN­China envir­onmental cooperation.

26th The Deputy Secretary General of the Zhengzhou Municipal Government, Mr. Song Baisong, together with respective delegations, visit the ASEAN Secretariat to be briefed on the 17th Zhengzhou National Commodity

Fair and Consumer Goods Expo to be held 16–18 September 2011. The delegations were received by the ASEAN Secretariat’s Director of Market Integration Directorate, Mr. Subash Bose Pillai. Song invited ASEAN’s private sector to participate in the three­day expo which exhibits consumer products, electronics and electrical items, jewellery, foodstuffs and com­modities from both ASEAN and China.

26th–28th At the invitation of China’s President, Hu Jintao, the President of Myanmar, Thein Sein, arrives in China for a visit aimed at improving the two countries’ commercial ties. It was Thein Sein’s first bilateral trip to a foreign country since assuming the presidency in late March. The president met with President Hu Jintao and Premier Wen Jiabao on the 27th. The two sides upgraded their relationship to strategic partnership and inked economic agreements.

JUNE 2011

2nd–3rd Senior Officials from 10 ASEAN countries and China gather in Guangxi’s Beihai City, to prepare for the upcoming 8th China­ASEAN Expo to be held 21–26 October 2011 and the China­ASEAN Business Investment Summit to take place 21–22 October 2011. According to the Secretary General of The China­ASEAN Expo (CAEXPO) Secretariat, Zheng Junjian, the last CAEXPO reached a total trade volume of USD9.8 billion and a contractual volume of USD41.7 billion. For this year, the 8th CAEXPO, the two­way trade target is USD500 billion by 2015, as set by Chinese Premier Wen Jiabao at the 13th ASEAN­China Summit in 2010.

6th Chinese Organisation Minister Li Yuanchao visits the ASEAN Secre­tariat and reaffirms bilateral cooperation. He was accompanied by the Chinese Ambassador to Indonesia, Madame Zhang Qiyue, and other senior officials. The Chinese delegation was welcomed by ASEAN Deputy Secretary­General for the Economic Community, Mr. Sundram Pushpanathan, ASEAN Deputy Secretary General for Corporate and Community Affairs, Mr. Bagas Hapsoro, and other senior officials from the ASEAN Secretariat.

8th–9th The ASEAN­China Small and Medium­sized Enterprises (SME) Confer­ence, with the theme “Maximising Trade under the ASEAN­China Free Trade Agreement (FTA)” takes place in Kuala Lumpur. The two­day conference aimed to create awareness and provide the latest updates on the ASEAN­China FTA (ACFTA) to SMEs. The Conference was organ­ised jointly by the SME Corp Malaysia and Asian Strategy and Leadership Institute, and supported by the ASEAN­China Trade Negotiating Committee­Working Group on Economic Cooperation.

21st Chinese Vice President Xi Jinping meets with Cambodian Deputy Prime Minister and Defence Minister Tea Banh and calls for cultivating relations between the two countries and their armed forces to a higher level.

26th State Councillor and Defence Minister Liang Guanglie holds talks with visiting Cambodian Deputy Prime Minister and Defence Minister Tea Banh, calling for deeper cooperation between the two countries.

JULY 2011

1st Youth leaders from 10 ASEAN Member States and China gather in Phnom Penh as part of commemorative activities lined up to celebrate the 20th anniversary of ASEAN­China dialogue relations this year. Par­ticipants shared youth experiences from their countries and discussed ways to strengthen youth relations between ASEAN and China. The ASEAN­China Youth Leaders’ Symposium was co­sponsored by the ASEAN­China Cooperation Fund and in­kind contributions from the host, the Kingdom of Cambodia.

3rd ASEAN and Chinese industry representatives explore value­added indus­trial cooperation during the Second China­ASEAN Industry Cooperation Conference in Kunming. The event attracted about 280 entrepreneurs from ASEAN and China. The theme was “China­ASEAN Free Trade Area and Industry Connectivity” and was organised by the China­ASEAN Business Council and the Municipal Government of Kunming. It was first held in September 2010.

6th A forum commemorating the 20th anniversary of relations between China and ASEAN is held in Jakarta. Wang Zhongwei, Vice Minister of China’s State Council Information Office, spoke at the forum, as well as Chinese Ambassador to Indonesia, Zhang Qiyue.

8th China’s Foreign Minister Yang Jiechi holds talks with visiting Philippine Foreign Affairs Secretary Albert del Rosario. Both sides exchanged views on the current situation in the South China Sea, emphasising they will jointly remain committed to safeguarding peace and stability in the South China Sea in the spirit of the Declaration on the Conduct of Parties on the South China Sea signed by China and the ASEAN countries.

20th At the ASEAN­China Ministerial Meeting in Bali, co­chaired by Vietnam and China, the Secretary­General of ASEAN, Dr Surin Pitsuwan, says that the agreement on the Guidelines on the Implementation of the Declaration on the Conduct of Parties in the South China Sea is a “momentous and historic” landmark, and is a reflection of the fact that the ASEAN Regional Forum works. This sentiment was shared by Chinese Foreign Minister Yang Jiechi, who described the agreement as a “very important” landmark.

28th Cambodia hosts the 3rd Greater Mekong Subregion (GMS) Ministerial Meeting to discuss the second phase of the Subregional Environment Programme. Representatives of GMS countries, namely Cambodia, the Peoples’ Republic of China, the Lao People’s Democratic Republic, the Union of Myanmar, the Kingdom of Thailand and the Socialist Republic of Vietnam met in Phnom Penh to discuss and decide on continuing collaboration on the environment. The 3rd GMS Environment Ministers meeting was opened by Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia.

AUGUST 2011

4th At the conclusion of the 17th GMS Ministerial Conference in Phnom Penh, the GMS Ministers support the new GMS Strategic Framework 2012–2022, which will guide the GMS Programme into the next decade. They also explored enhancing implementation of the new Framework by initiating the process of preparing a regional master plan for the GMS. The new Strategic Framework was to be considered for endorsement by the GMS Summit in December 2011.

12th At the 13th Ministerial Meeting of the ASEAN­Mekong Basin Develop­ment Cooperation (AMBDC) held in Manado, Indonesia, the ASEAN Economic Ministers emphasise the need for the activities under the Singapore­Kunming Rail Link (SKRL) Project to be aligned and syn­chronised with those of the Master Plan on ASEAN Connectivity (MPAC). This year’s AMBDC Ministerial Meeting is the first since the ASEAN Leaders adopted the MPAC at the 18th ASEAN Summit in Hanoi on 28 October 2010. The SKRL Project is a flagship project of the AMBDC and a priority agenda item in ASEAN transport coopera­tion. The circular 7,000­kilometre rail link will connect the capital cities in Cambodia, Lao PDR, Myanmar, Viet Nam and Thailand.

14 development projects in the Mekong Basin are still in need of financial resources, while 37 projects are already at different levels of implementation. The ASEAN Economic Ministers were updated on the projects’ progress at the 13th Ministerial Meeting of the AMBDC.

At the 14th Consultation of the ASEAN Economic Ministers and Economic Ministers of the People’s Republic of China, Japan and the Republic of Korea (part of the programme at the 43rd Asia Europe Meeting [AEM] Ministers Meeting and Related Meetings), several trade statistics were announced. In 2010, ASEAN’s exports to China increased by 39.1 per cent, from USD81.6 billion in 2009 to USD113.5 billion in 2010. This helped China become ASEAN’s second largest export destina­tion. Imports increased by 21.8 per cent from USD96.6 billion in 2009 to USD117.7 billion. China remains ASEAN’s largest trading partner

and accounts for 11.3 per cent of ASEAN’s total trade. Conversely, ASEAN was China’s fourth largest trading partner and accounted for 9.8 per cent of China’s total trade, but in the first half of 2011, ASEAN improved to become China’s third largest trading partner.

21st–27th At the invitation of H.E. Mdm Tong Xiaoling, Ambassador of China to ASEAN, the Committee of Permanent Representatives to ASEAN (CPR) pays a week­long working visit to China. The Deputy Secretary­General of ASEAN for Political Security Community, H.E. Sayakane Sisouvong, also joined the visit. Both sides exchanged views on issues of regional and international concern. The visit renewed their mutual commitment in the future, as they mark 20 years of ASEAN­China dialogue relations this year.

30th Philippine President Benigno Aquino visits China on a mission to secure USD60 billion in economic deals, amid tension between the two sides over the South China Sea issue. Aquino, in his first state visit to China, met with President Hu Jintao, Premier Wen Jiabao and business representatives during his five­day tour, which also took him to Shanghai and Xiamen.

SEPTEMBER 2011

6th The 5th Meeting of the China­Vietnam Steering Committee for Bilateral Cooperation is held in Hanoi under the chairmanship of Chinese State Councillor Dai Bingguo and Deputy Prime Minister of Vietnam Nguyen Thien Nhan. The two sides exchanged in­depth views and reached broad consensus on further developing China­Vietnam relations.

General Secretary of the Communist Party of Vietnam, Nguyen Phu Trong and Vietnamese Prime Minister, Nguyen Tan Dung, meet with Dai respectively. Dai conveyed General Secretary Hu Jintao’s oral message to Nguyen Phu Trong on the development of relations between the two Parties and countries. They reiterated their abiding by the consensus reached between the leaders of the two countries, international laws and the spirit of the Declaration on the Conduct of Parties in the South China Sea, solving marine disputes peacefully through negotiations and friendly consultations and taking effective measures to safeguard peace and stability in the South China Sea.

16th The 9th East Asia Forum is held in Chengdu with the theme of “Accelerat­ing Regional Integration: Internal Growth Engine of East Asia”. Nearly 100 participants, including government officials and representatives of the business and academic communities of China, Japan, the Republic of Korea, as well as ASEAN members and officials of the ASEAN Secretariat attended the Forum and discussed the Greater Regional Market, Regional Connectivity of Infrastructure and Regional Industrial Match­Making and Transfer.

18th–21st Choummaly Saygnasone, Secretary General of the Lao People’s Revolution­ary Party Central Committee and President of the Lao People’s Democratic Republic, wraps up his four­day official visit to China. He met with China’s President Hu Jintao Premier Wen Jiabao and Vice President Xi Jinping. The two sides reached extensive consensus on further developing relations between the two countries, and issued a joint communique.

OCTOBER 2011

7th The 11th ASEAN Plus Three Ministers of Agriculture and Forestry (AMAF Plus Three) sign the ASEAN Plus Three Emergency Rice Reserve (APTERR) Agreement in Jakarta. The Agreement is a testimony of ASEAN’s efforts with China, Japan and the Republic of Korea to ensure the long­term food security and livelihoods of the people in the region as envisioned by the ASEAN Heads of Government at the 14th ASEAN Summit in 2009.

10th The China and ASEAN (10+1) Cultural Ministerial Meeting is held in Chongqing to commemorate the 20th anniversary of the dialogue between China and ASEAN. China and ASEAN officials agreed to a schedule for ministerial meetings and announced that the first official meeting will be held in Singapore in 2012. After the meeting, China signed bilateral agreements with Laos and Cambodia to arrange mutual visits for cultural officials and performance troupes.

13th The ASEAN Ministerial Meeting on Transnational Crime (AMMTC) Ministers discusses cross­cutting issues in eight priority areas of transnational crime: counter­terrorism, trafficking in persons, illicit drug trafficking, money laundering, sea piracy, arms smuggling, international economic crime and cyber crime. They also explored ways to widen and deepen the existing frameworks of cooperation, both among ASEAN Member States and with ASEAN Dialogue Partners, particularly China, Japan and the Republic of Korea.

21st Six heads of ASEAN governments attend the official opening of the 8th China­ASEAN Expo (CAEXPO) in Guangxi’s Nanning City. Other than the CAEXPO, the opening of the 8th China­ASEAN Business and In­vestment Summit also attracted business leaders from ASEAN, China and beyond. To facilitate the movement of officials, and to encourage its residents to visit the various Expo sites, the Nanning government declared a two­day holiday for 20th and 21st October.

In a meeting with the Secretary­General of ASEAN, Dr Surin Pitsuwan, Chinese Premier Wen Jiabao says “developing the strategic relationship with ASEAN is an important platform in China’s diplomacy”, and besides the opening of the mission in Jakarta, the inauguration of

the ASEAN Centre in Beijing is another indication of the importance that China places on its relations with Southeast Asia. The two leaders also exchanged views on regional developments, as well as developments in ASEAN.

22nd The China­ASEAN Plaza is opened in the Jiangnan District of Nanning city. It is a landmark of the growing economic ties between China and its Southeast Asian neighbours. Chinese Premier Wen Jiabao pointed out that the Plaza will serve as an important logistics base, as well as an exhibi tion and marketing platform. To ensure that supporting mechanisms are ready to support bilateral trade, officials from both sides are also cooperating on standards, technical regulations and conformity assessment procedures.

24th At the one­day retreat of the ASEAN Defence Ministers in Bali, the Ministers and Secretary­General of ASEAN exchange views on ways and means to further enhance cooperation under the framework of the ASEAN Defence Ministers Meeting (ADMM). Ideas for developing the ADMM­Plus, in which the ASEAN Defence Ministers meet with their counterparts from eight Dialogue Partner countries (Australia, China, India, Japan, the Republic of Korea, New Zealand, Russia, and the United States) were also explored.

26th The 8th China­ASEAN Expo (CAEXPO) and the 8th China­ASEAN Busi­ness and Investment Summit (CABIS) conclude in Nanning. The Expo ended with a total trade volume of USD1.8 billion and 105 projects signed, an increase of 5.6% and 10.6%, respectively, from the 7th CAEXPO held in 2010. In line with the theme of the 8th CAEXPO, “Environment Protection Cooperation”, the leaders agreed to enhance cooperation in the following areas: environment promotion, green technology and investment.

Several concurrent events are held to further enhance cooperation and create business opportunities between the two regions, which among others, include: the China­ASEAN Environmental Cooperation Forum, the 1st China­ASEAN Ministerial Meeting on Technical Barriers to Trade (TBT), the 8th CAEXPO Roundtable Meeting on Investment Coopera­tion and the Inauguration of the China­ASEAN Plaza.

30th Chinese Defence Minister Liang Guanglie meets with Laotian Deputy Prime Minister and Minister of Defence Douangchay Phichit in Beijing, saying that the two countries will enhance their cooperation in law enforcement and security in the Mekong River area. This is a response to an incident on 5 October in which two Chinese cargo ships, the “Hua Ping” and “Yu Xing 8”, were attacked by armed people on the Mekong River.

NOVEMBER

1st Counsellor Wang Jinfeng, Director of the Office of ASEAN Affairs from the Chinese Embassy in Jakarta, presents the Instrument of Ratification of the Third Protocol Amending the Treaty of Amity and Cooperation in Southeast Asia (TAC) to Mr Sayakane Sisouvong, Deputy Secretary­General of ASEAN for ASEAN Political­Security Community. The Protocol will enter into force following ratification by all TAC signatories.

2nd–5th The first experts’ working­group meeting on humanitarian rescue and disaster relief under the ASEAN Defence Ministers’ Meeting is held in Beijing. The meeting attracted disaster relief officials from the armed forces and ASEAN Defence Ministries and the 10+8 (Australia, China, India, Japan, New Zealand, Russia, the Republic of Korea and the United States), as well as officials from the ASEAN Secretariat. The defence ministries of China and Vietnam co­chaired the meeting.

18th Chinese Premier Wen Jiabao and state leaders of the ten ASEAN member nations attend the 14th China­ASEAN summit held in Bali. Both sides pledged to further strengthen their strategic mutual trust and pragmatic cooperation in all areas.

The ASEAN­China Centre (ACC) is officially launched by leaders from China and Indonesia at the 14th ASEAN­China Summit in Bali.

The 14th ASEAN+3 Summit is concluded with the inauguration of the ASEAN+3 Macroeconomic and Research Office (AMRO), the signing of the ASEAN+3 Emergency Rice Reserve (APTERR) Agreement and the launching of the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre). At the summit, the heads of state or government from the ten ASEAN states and Chinese Premier Wen Jiabao, Japanese Prime Minister Yoshihiko Noda and South Korean President Lee Myung­Bak exchanged views on the relations among the countries, discussed the deepening cooperation in defence and security as a part of the efforts to maintain regional peace and security as well as the progress of the implementation of ASEAN+3 cooperation plan until 2017.

20th After attending a series of East Asian summit meetings in Indonesia, Chinese Premier Wen Jiabao visits Brunei. At a welcoming banquet hosted by Bruneian Sultan Hassanal Bolkiah, the two leaders agreed that the two countries’ cooperation is fruitful and conducive to regional stability and prosperity.

10th Chinese police begin joint patrols with their counterparts from Laos, Myanmar and Thailand to maintain security along the Mekong River.

The joint patrol marked the restoration of international shipping services on the Mekong River that had been suspended following deadly attacks on Chinese cargo ships on 5 October.

14th The 10th ASEAN­China senior transport officials meeting begins in Phnom Penh, focussing on the ASEAN­China maritime consultation mechanism, the ASEAN­China air transport agreement, and joint ASEAN­China activities for 2012. The 10th ASEAN and China Senior Transport Officials Meeting was a preparatory meeting for the 10th ASEAN­China Transport Ministers meeting which is to start on 16 December.

19th Visiting Chinese State Councillor Dai Bingguo meets separately in Nay Pyi Taw with Cambodian Prime Minister Hun Sen, Lao Prime Minister Thongsing Thammavong and Vietnamese Prime Minister Nguyen Tan Dung to discuss bilateral ties and regional development.

20th Addressing the 4th Summit of the six­country Greater Mekong Subregion Economic Cooperation (GMS) group, Chinese State Councilor Dai Bingguo lauds the GMS’s remarkable progress over the past 20 years in areas such as infrastructure development, trade facilitation and environmental protection. Dai also put forward a five­point proposal on economic cooperation in the Greater Mekong Subregion.
