For many it was a once in alifetime opportunity whenCheshire High School Latinteacher Virginia Swanarranged a whirlwind tripover February break. Shealong with 10 Latin studentsheaded abroad for destina-tions that included: Venice,Rome, Naples. Pompeii, theIsle of Capri and Florence.

“The pace was hectic,”Swan said. “But you want thekids to see and do as much aspossible, with the hope theywill come back and see itagain at their own pace.”

Those on the trip included

CHS seniors: Saparja Nag,Olivia Druckrey, Emilia De-Palma and Meredith Bryden;and sophomores: Alicia Gray,Katherine Wang, CullenClairmont, Charles Biddis-combe, and Ruth Sussman.Leah King, a sophomorefrom another school alsowent, as did the mother andyounger brother of OliviaDruckrey.

Highlights of the trip fea-tured climbing the 300-plussteps to the dome of St. Pe-ter’s Basilica, and exploringthe catacombs, undergroundburial tombs, in Rome. AtCapri, students took a boatride on the azure waters tosee offshore grottoes. The

group also walked throughthe Roman forum, as well asthe coliseum. The trip in-cluded a visit to the leg-endary Pompeii, site of theMt. Vesuvius eruption in 79A.D. There students touredthe home of Caecilius’, acharacter featured in stu-dents’ Latin textbooks.

Town councilors had littleto say about the proposedbudget as it was presented tothem March 13, at the firstpublic budget hearing, whichwas attended by two mem-bers of the public.

“What we face is a chal-lenge,” sighed Chairman TimSlocum, as Town ManagerMichael Milone and FinanceDirector James Jaskot begantheir presentation.

Milone and Jaskot ex-plained how expenses, keycosts, revenues, the tax rate,fund balance policy and re-serves figured into the pro-posed plan.

The 2013-14 budget, as pre-sented, would raise taxes by3.93 percent, a jump nearlyfour times as much as last

year’s 1.02 percent increase.In the past four years, taxeshave raised an average of 1.81percent a year.

Milone said there will be asignificant loss in state aidfrom the PILOT program, inwhich the state makes pay-ments in lieu of taxes for thestate-owned prisons. Overthe years, the funding has de-clined and is expected to fallabout $4 million more this

Museum Curator JudyFurst said the museum getsabout 10,000 visitors annual-ly.

The Town Council’s PublicBuilding Commission decid-ed last week to work with theblueprints already pur-chased by the Board of Edu-cation in rebuilding the con-troversial Cheshire HighSchool boys’ locker room.

“We paid for the drawingsand we have to take that intoconsideration,” said Com-missioner Art Crocker.

That is, if the Town Coun-cil formally decides tonight,to turn the project over to thecommission.

The Town Council was setto make a decision at its lastmeeting, but not enoughcouncilors were present totake action. The matter wason the agenda for the March11 council meeting.

Commissioners made itclear Monday that because ofadditional planning, there isno way the project will becompleted this summer, ashad been planned.

“This project can’t moveforward. I don’t feel anythingis clarified yet,” said com-mission Chairman MarkNash. “They (the Town Coun-cil) will want to get this thing

fast-tracked, but it isn’t goingthis summer.”

The three other commis-sion members agreed that be-cause the project is still in thedesign phase, there would beno way to get the locker roomcompleted by the beginningof the coming school year.

“It’s frustrating that we’reback to square one with this,”said Vincent Masciana,school district director ofmanagement services. “Butthey’re cleaned every night,sanitized ... we’ll make itthrough another year.”

A total of $500,000 in fund-ing for the project was ap-proved by the council fouryears ago. The 25-year-oldlockers serve 15 sports teams.Officials describe some ofthe lockers as unusable andpoint out that the showersare dilapidated and have poorventilation because the roomwas formerly a wood shop.

School officials had pre-sented the Town Councilwith a $2 million alternativeplan to build a field house,handicapped-accessible, free-standing boys’ and girls’ lock-er rooms, handicapped-acces-sible public bathrooms, stor-age facilities for athleticequipment, drama and grad-uation supplies, a press box,and expanded concessionstand.

The commissionersplanned to meet March 18 atthe high school to inspect theboys’ locker room facilities,the girls’ locker rooms andthe two gyms.

Commission members metlast week because they want-ed to get a head start on theproject and look over themassive blueprints, which in-clude a schematic, buildingplans and all design phases.The commission had not hadseen the plans, created by BLCompanies, until then.

The Police Departmentcontract is likely to go to ar-bitration now that the TownCouncil has rejected it.

Town police have beenworking without a contractsince June 30, despite negoti-ating for more than a year.The council late Tuesday vot-ed 5-2 to reject the proposedcontract after meeting in ex-ecutive session. The pensionplan was the key issue andthe reason councilors votedagainst ratification, saidTom Ruocco, who votedagainst it.

The proposed change inthe pension plan closed theplan to new hires but in-creased the “multiplier” forretirees from 68 percent to 72percent. That means thatnew hires would not qualifyfor the pension plan, but offi-cers already on the forcewould leave with 72 percentof their pay, as opposed to the68 percent in the previouscontract. A new hire straightout of the academy would

make $44,473 under the oldcontract. A lieutenant, alsounder the old contract,makes $75,519, according toLouis Zullo, the town’s per-sonnel director.

Voting against ratificationwere Republicans SylviaNichols, James Sima, TimSlocum, David Schrumm andTom Ruocco. Democrats PattiFlynn-Harris and Peter Tal-bot voted for it, while Democ-rat Michael Ecke and Repub-

lican Andrew Falvey ab-stained.

The pension issue “wassignificant,” Zullo said.“Most of the other thingswere settled. We had a good,open dialogue throughoutthe negotiations.”

Other issues included re-organizations in shift sched-ules, changes in command(from five lieutenants tothree), contracts and medicalplans, Zullo said.

Police contract may go to arbitration “I’m a little bit disappoint-

ed,” said Police Chief NeilDryfe. “I thought we hadsomething agreeable to bothsides.”

Dryfe added that policewill continue their duties un-til a resolution is found.

“The members of the de-partment will still do theirjobs. It’s not like anarchy willreign,” he said.

Ruocco said he votedagainst ratifying the contractspecifically because of thepension issue.

“We just can’t afford it.Somebody retires with en-hanced benefits? That’snuts,” he said. “I don’t get it.Based on the state of theeconomy, the state of pension

The debtservice is money the townowes on capitol projects,bond measures and similaritems. Since the town doesnot expect to see a rise in itsdebt service payments until2017, when some of the costsfor the proposed wastewatertreatment plant will come

It was by far CheshireHigh School’s best showingfor its robotics team, theMechaRams No. 999.

Coming off the NYCFIRST Regional Competi-tion, held March 7 through 9at the Javits Center in NewYork City, advisor andCheshire High Schoolteacher Jeff Goodin said,

“We had what can be onlyclassified as great success.”

The mission of FIRST Ro-botics is to inspire young peo-ple to be science and technol-ogy leaders, by engagingthem in mentor-based pro-grams that build science, en-gineering and technologyskills, that inspire innova-tion, and that foster well-rounded life capabilities in-cluding self-confidence, com-munication, and leadership.

At the NYC competition ,five countries and 65 teamscompeted. The MechaRamswent into the competitionwith 19 team members. Cap-tain Dan Pfaff was “amazedto work with and meet stu-dents from all over theworld.”

This was the team’s firsttrip to New York City.

The Barkers opened an artmuseum in the old farm-house next door in 1995. Itfeatures animation cells,original paintings, baseballsautographed by Mickey Man-tle and Joe DiMaggio, litho-graphs and other memorabil-ia, all for sale. The pricesrange from $24.95 for framedlithographs to $8,000 for anautographed Charles Fazzinopiece of 3-D artwork.

Most of Cheshire HighSchool doorknobs are nowlevers. The softball field nowhas a dugout (just like thebaseball field), and studenthandbooks are now updatedwith information requiredunder state standards.

But, the school still hasmany summers of work left

before it is fully compliantwith the Americans with Dis-abilities Act and Title IX re-quirements.

The Americans with Dis-abilities Act requires schoolsand other facilities open tothe public, to provide thesame access to services forpeople with disabilities asthey do for able-bodied peo-ple.

Title IX requires that in

schools, girls sports and facil-ities be of equal quantity andquality, respectively, to sportsoffered to boys.

“The best way to say it iswe expect for corrections tobe addressed in a reasonabletimeframe,” said AdrianWood, compliance officer forthe state Department of Edu-cation compliance officer.“And, in general, that’s soon-er, rather than later.”

He said a reasonable timeframe is relative, dependentupon what is considered to bea major capital improvementproject and how much fund-ing is involved in completingthe project.

Wood said Cheshire HighSchool has been “proactive”in terms of getting ADA proj-ects completed and is on parwith other schools regardingits work timeline.

This summer, school dis-trict officials plan to tacklethe library, changing out car-pet, removing asbestos andmoving the book stacks sothat the aisles between themare wider, said Vincent Mas-ciana, director of manage-ment services for the

Cheshire schools. This sum-mer, the school system hadalso planned to rebuild theboys’ locker room, but thatwork is being tabled by theTown Council, which says itneeds more information.

Masciana said he will meetwith Principal Jeff Solan inearly spring to discuss whatitems may be moved up onthe list, depending on whatthe operating budget canhandle.

The Town Council Build-ing Committee’s chairman,Mark Nash, said he thinkscomplying with ADA and Ti-tle IX regulations should beamong the top priorities forCheshire High School.

“That to me, is somethingwe really need to focus on,not that you have a choiceanymore,” “But that’s wherethe forward thinking reallycomes into play.”

He added that in makingupgrades and repairs to theschool, officials should belooking at longevity.

“We need to look at 30-yearlife cycles,” he said. “That’sthe highest and best use ofthe funds.”

In summer 2014, school of-ficials will work to upgradethe science and technologyprograms, making the equip-ment more handicapped-ac-cessible. Also that summer,outside projects and work inthe culinary arts programand cafeteria are slated forredesign.

In 2015, further work in thescience and technology class-rooms is scheduled. And, thespecial education classroomswill be made handicapped-ac-cessible. Fire alarms will beadded and accessibility tophysical education facilitieswill be modified for ADAcompliance.

All the improvements nec-essary for compliance willcost $2.7 million and thatfunding will have to be ap-proved by the Town Council,Masciana said. So, he said,the timeline could conceiv-ably change.

Sandy Hook workers’ fund signed into lawState Sen. Dante Bartolomeo, along with a bi-partisan group of legislators, joined Gov.

Dannel P. Malloy, March 12 when he signed legislation into law establishing a special fundto assist individuals who suffered psychological trauma as a result of their work related tothe Dec. 14, 2012 shootings at the Sandy Hook Elementary School in Newtown.

Lawmakers in both houses of the General Assembly cast a unanimous vote to approvethe legislation.

Bartolomeo, who is chair for the Select Committee on Children, represents Cheshire,Meriden, Middlefield and Middletown. Also in attendance at the signing were NewtownFirst Selectman Pat Llodra and Newtown police Captain Joe Rios.

The Sandy Hook Workers Assistance Fund will be funded through private donationsand provide support to volunteer and professional workers, including first responders,school employees, and others, who are suffering from mental health issues as a result ofthe tragedy. Traditional workers compensation does not currently cover most workers forexclusively mental injuries.

“While almost three months have passed, the anguish of that day is still raw for many.The creation of this fund will allow first responders, school employees, and other profes-sionals and volunteers who so bravely responded to this horrific event to receive the sup-port they deserve,” Malloy said.

Senate Minority Leader John McKinney (R-Fairfield), whose district includes New-town, was at the signing. He said “One of the most important things we can do as a com-munity and a legislature in response to the Sandy Hook tragedy is provide our neighbors– many of whom have witnessed unimaginable horror and violence – the resources theyneed to heal. This fund is an important step in that direction. I’m grateful for the gener-ous support of the many civic-minded Connecticut-based organizations and private citi-zens who have helped make it possible.”

Malloy hasannounced the launch of anew, user-friendly web-based service for the state’sDepartment of Social Ser-vices that gives the agency’s750,000 clients the ability tocheck on the status of theirbenefits online and providesmembers of the general pub-lic with a pre-screening toolto learn about which servic-es they may be eligible for.

The service, which canbe found online by visitingwww.connect.ct.gov, marksthe first step of the depart-ment’s wide-ranging “Con-neCT” modernization initia-tive, designed to bring 21st

“While today’s launch ofthis new web service is justthe first step, it’s one of sev-eral important upgrades thedepartment will be under-taking in this crucial mod-ernization process,” Malloysaid. “If we are going tostreamline services and re-duce costs, we must bringthe tools DSS uses to ensurethat our elderly, children,families and adults receiveadequate services into the21st Century.”

With the new online serv-

ice, Connecticut joins manyother states in offeringclients the ability to set uponline accounts to check thestatus of benefits, much likebanks, stores and credit cardcompanies provide.

Dubbed “MyAccount,” thefeature allows DSS clientsthe ability to track a varietyof information, includingSNAP (food stamps),HUSKY/Medicaid and otherbenefit information. Data isstored securely and can beaccessed by computer orsmartphone at any time.

“This series of technolog-ical improvements will grad-ually change the service

landscape at DSS for the ben-efit of Connecticut resi-dents, the agency’s dedicatedstaff, and taxpayers in gener-al,” Malloy said. “We are lit-erally taking an agency fromobsolescence in terms ofoverwhelmed phones and la-borious paper processinginto the modern age of busi-ness systems. The onlineservices are just the start.”

“In addition to helpingfamilies and individualsacross the state, this cus-tomer service measure willfree our hard-pressed stafffrom fielding many of theroutine requests for infor-mation that detract from ac-tual casework,” Commis-sioner Roderick L. Brembysaid. “This will help im-prove overall efficiency andreduce the frustration levelsof clients who have difficul-ty getting through on thephone.”

Also available atwww.connect.ct.gov is thenew “Am I Eligible?” interac-tive pre-screening tool,which provides visitors witha list of services for whichthey may be eligible to re-ceive after having had sub-mitted confidential answersto a series of questionsabout their household.

The pre-screening takesabout 15 minutes to com-plete.

Over the next year, DSS ispreparing to launch addi-tional “ConneCT” features,including a statewide, toll-free interactive voice-re-

Cullen Clairmont soakedup the cultured and thor-oughly enjoyed his time onthe trip. The “atmosphere ofthe trip was very comfort-able, even in a city as vast asRome,” he said. Clairmontexplained that to see whatthey learned in class was“impactful.” This includedthe sculpture of Bernini,which was mystifying in itsgreat detail, he said.

Going to a different conti-nent was an incredible expe-rience for Charles Biddis-combe. His favorite placeswere Venice and Florenceand he will remember the

great food and people.For sophomore Alicia

Gray, her trip to Europe was afirst. It was “amazing experi-encing all the culture,” shesaid. Her favorite day was

the first day in Rome whenthe group went to the TreviFountain, the Pantheon, andSpanish steps. “It was sobeautiful and I can’t wait togo back to Rome,” Gray said.

Handheld technology inschool offers much for stu-dents and staff both. Butthere is a downside in this in-creasingly common practice.At a certain point, kids canbecome so distracted withcomputerized devices thatthey lose attention of teach-ers, and lessons at hand.

Area academic districtshave rightly begun implemen-tation of various programswhich permit youths to bringiPads, laptops and/or smart-phones into classrooms. Com-puter technology has thor-oughly proliferated in every-day life in recent years. Itsbeneficial inclusion inschools is only natural.

Positives are numerous.Carrying electronic tabletsthat seemingly contain a li-brary’s worth of writtenworks, kids no longer have tolug around bulky textbooks.For teachers who can weavetech into curriculum, hands-on learning possibilities withthese devices are practicallyendless. In math class, pupilscan calculate logarithms andgraphs on an iPad’s calcula-tor function, and then next pe-riod in art can finger-paint onthe touchscreen. All of infor-mation is now but severalkeyboard clicks away.

But abundant capabilitiesof digital devices also causetheir problems in schools.Any teacher is familiar withthis next scenario. Presentinga subject to pupils, they recog-nize some kids as clearly not

following along, becausethese students are engagedwith smartphone texting orbrowsing Twitter on an iPad.Even students who attempt tomultitask with handheldtechnology during class donot give learning their full at-tention and miss out.

Important, then, is forteachers to direct technologyusage in classrooms based onpersonal preferences. Thereshould be parts of lessons inwhich instructors talk to stu-dents and students talk back.Engaging, mentally stimulat-ing discussions becomedampened when pupils arepreoccupied with digitalhardware.

Of course, in many in-stances, youths have been los-ing focus in schools for aslong as education institutionshave operated. Instructorsare correct to think, however,that iPhones present greateropportunity for attention di-version than an open class-room window. What amountof handheld devices is appro-priate for any given day is amatter of teacher discretion.During school there’s a timefor tech. But there also arisenumerous occasions whenstaff and students gain byputting away these devicesand commence engaging oneanother academically with-out digital distraction.

A hearing on the replace-ment of the Franciscan LifeCenter’s small chapel with amuch larger one has beencontinued by the Planningand Zoning Commission, sothat the sisters may addressneighbors’ concerns aboutparking and increased activi-ty, according to Town Plan-ner Bill Voelker.

The nuns at the centerwant to replace the 800-square-foot chapel, at 267Finch Ave., with a 6,048-square-foot chapel becausethe current chapel is toosmall for all the nuns andstaff to attend services, ac-cording to Sister SuzanneGross, administrator ofFranciscan Home Care andHospice Care. Gross attendeda March 11 Planning and Zon-ing Commission meeting.

The larger chapel wouldincorporate the smallerchapel and be used more as ameeting room, Gross said. Itwould cost roughly $1 millionto build, she said.

The current chapel hasbeen around since the 1980s.The first chapel burned in1987, when the adjoining resi-dence hall for the nunscaught fire. It was rebuilt in1988. The current chapelseats 48 and the private serv-ices are held at 6 a.m. and 6p.m.

“It was never intended tobe a public chapel, and rightnow it’s too small for us,”Gross said.

The added structure wouldserve as the new chapel andwould seat 55 to 60 people.Services would still be pri-vate, she said.

While most of the campusis on the Meriden side ofFinch Avenue, the chapel and

adjoining residence are onthe Cheshire side.

“We hope the public seesthis is a positive and whatev-er we do, we’ll keep the neigh-borhood well cared for,”Gross said.

The Franciscan Sisters ofthe Eucharist campus wasfounded at the site in 1974.The campus was expanded in1995, and now offers servicesranging from counseling andadoption services to homecare and hospice care, as wellas camps for young people,education programs andministry services. The nunsprovide services to morethan 1,500 people and fami-lies monthly.

The public hearing will becontinued at the April meet-ing of the Planning and Zon-ing Commission, Voelkersaid.

The Southington-Cheshire YMCA gymnasts com-peted at the state championship this past weekend.Southington-Cheshire YMCA’s Levels 4 and 5teams walked away with state championships.

Ian Converse had a game-high 23 points along with 11rebounds, for the Centaurs(25-3). He hit two free throwswith 5.7 seconds left to putthe Centaurs up by the finalmargin. After SchradacCasimir’s deep 3-point shotmissed the mark for TrinityCatholic, the on-court cele-bration began.

Trinity Catholic, whichwas seeking its seventh statechampionship, finished at 25-3.

Converse was the onlyplayer in double figures forthe Centaurs. Sullivan Gard-

ner had a game-high 14 re-bounds for Woodstock Acade-my.

Programs include Beginner Musical Theatre Work-shop and Musical Theatre Workshop.

Beginner Musical Theater Workshop is for children ingrades 2 through 6. Musical Theatre Workshop is open tostudents, ages 12 and up as well as previous participantsof the Beginner Musical Theatre Workshop.

Acting A Song is open to students grades 4 through 6and 7 to 8. Students will focus on acting specifically formusicals and learning how to make the transition fromscene to song.
