Tom, I would like to talk with you about a potential meeting that would Include you, Sen. Rafferty, Sen. Piccola, Sen. Williams, representative from POE (hopefully the Secretary); and representive from the Governor's office (prefer the governor).

I would like the opportunity to present some thoughts on how state government could support Districts like Pottstown. As I stated to the Board, we are beyond "business as usual." (See attached comments). In Pottstown, you have capable leadership that thinks creatively and can connect with community and taxpayer interests. So we can continue to drown and blame each other, or we can see this as an opportunity for Pottstown to model the changes that are needed in the PA education (Significant partnership with private and public providers and dollars).

Tom, I am convinced that there are ways to deliver education differently in Pottstown, retain high quality (and likely Improve quality), but it would require the waiver of some mandates.

The administration is preparing a budget to recommend to the Board that could potentially include over $600,000 of personnel cuts. This comes on the heels of last year's budget where we cut 1 central office pOSition, 9 support staff, and 11 teaching positions.

We may be able to protect class size and maintain current programming for the 2011-12 school year; but this is yet to be determined.

What I want the Board and the community to know is that the District cannot sustain quality educational programming should such cuts be required in the 2012-13 budget. What I am saying is that this District, this Community has less than one year to come together around a set of common ideas and action steps that will provide high quality education; that will engage students, parents, and the community at large; and will be affordable to Pottstown's taxpayers.

We have the talent and the desire in this community to work toward these ends. But moving forward, we are beyond the "business as usual" mentality. Arguing to protect various programs will not result in a more streamlined and functional system.

I plan to work collaboratively with our legislative representatives, with the Department of Education, and with the Governor's Office to reach out for ideas to create public-private partnerships that can propel this and other communities forward.

I ask that you become engaged with the President's Task Force on Facilities, they will be completing their tour of all District buildings and be moving forward with discussion and exploration of a number of ideas regarding the configuration of the District and the upgrading of the elementary schools.

I encourage Board members and all interested parties in the community to start attending these meetings, there is time for public comment at each meeting, but the recommendations will emerge from the Committee. This will be what I call a "messy process" because the committee needs to hear All constructive and relevant ideas that can assist in moving the District and community forward through these economic floodwaters. I plan to work with Mr. Huss, Mr. Bush, and the architects to ensure that we have an open process for all relevant ideas to be considered.

It was a pleasure meeting you and Max this morning. I left with more optimism that I have mustered for a while regarding the future of the Pottstown SD and the Borough of Pottstown. It is clear that the community would be remiss by not exploring any and all possibilities to promote cost savings and educational quality.

NEXT STEPS:

1. I reviewed the highlights of our discussion with the following: Linda Adams: Business Administrator Dr. Jeffrey Sparagana, Asst. Supt. John Armato, Director of Community Relations Terri Lampe, Executive Director of Foundation for Pottstown Education We agreed that I would inform the Board that I am continuing to explore charter school options as another possible solution to budget concerns.

2. You plan to assist in expediting the meeting with Senator Piccola where we will have the opportunity to review options/legislative needs that favor communities with a lower or declining tax base.

3. I will forward you our enrollment numbers for your review and comment (See attached). Numbers have changed so please use the following at this point: Grades PK-5, general education: 1509 Grades PK-5, special education: 180

We calculate this would result in charter school tuition of $19,295,121.

4. If we move to a more detailed proposal, school configuration will become a Significant community concern (topic for another discussion).

destroyed, however 1 think there will be strong support when they see the public system working collaboratively with the private system to focus public expenditures in ways that have most educational impact for all of Pennsylvania's students. 1 do agree with Sen. Dinniman and Piccola in that "we must shake up" the public system. 1 want to be sure that you are included in the conversation because 1 am convinced that we are going to shape a bold direction that will benefit taxpayers, parents, and students alike. Anthony. So good to hear from you. Hello to Lauren and Lisa. It is very important to me that the Governor's Office is aware of the needs of the Pottstown Communtiy and the Pottstown School District. We are developing ideas for public-private partnerships that could potentially be the model for towns across the state in similar circumstances.

We do NOT have failing schools, we DO have catastrophic budget implications a year out that will quickly turn us into a failing school system.

I am on board with the need to ashake UpD the public education system-no issue here. However. I along with most Pennsylvanian's are not ready to destroy the public education system. To make the paradigm adjustments that are needed to revserse the tax and spend mentality, I need personal support from the legislature, POE, AND the Governor's Office.

We have a meeting scheduled with Sen. Piccola to discuss revisions in the charter school law that will continue to promote choice AND protect quality public schools.

The School District is a formal partner with Borough Council and the County Re-Development Authority (Organization called PAID). in an effort to promote and focus economic growth in the Borough.

I will be meeting shortly with the new PAID Board, would love to have you or others as a Quest at one of our initial meetings to develop networks and to build capacity that will strengthen our ideas going forward.

Per your request I am reviewing my comments made at the Committee of the Whole on March 31, 2011 during my presentation of the communication that I received regarding a potential proposal for a charter school in Pottstown. Prior to reading the letter that I had received, I provided the following contextual commentary:

Since my appointment as Superintendent I have been contacted by persons wishing to discuss charter schools. I have had 3 appointments with individuals that made it clear to me that there were providers interested in moving a charter school to Pottstown.

I explained to all three that I would personally oppose a charter school (regardless of quality issues), because of the school's ability to "cherry pick" students, to attract students from various schools and grade levels, but not enough for the Board to reduce programs or staff. Solely from a fiscal viewpoint, this approach is detrimental to the School District and to the taxpayers of Pottstown. The District would need to maintain current programming, would not be in a position to close a school, etc. and the funding to the charter would further drain the District budget.

Knowing that the District is facing significant financial challenges, Mrs. Adams and I had two separate visits to Harrisburg to meet with legislators where we advocated for mandate relief. We were assured that various legislators were sponsoring such bills.

I communicated my view that Boards should have all tools in their decision­making box to adequately deal with the challenges that we face. I articulated the following themes: quality education, affordable to the taxpayers, and sustainable overtime.

Subsequently, knowing that the Chester Charter School was one of the providers considering Pottstown (and knowing that this Board would need to vote on the charter should such a proposal be made; and knowing that should the Board deny the charter, the proponent has the right to have the charter approved at the state level, which would be very likely in the current environment); I felt that it was important for District leadership to become familiar with the program and

process that could potentially take root in the Borough. Therefore, I along with other central staff members visited the charter school in Chester.

On March 30, I received the letter from the CEO of the Chester Charter School as presented here and in the Board minutes.

In summary, it is my duty as Superintendent of Schools to be in a position to offer sound recommendations to the Board that enhance the quality of education, provide programming that is affordable to the taxpayers; and is sustainable over time. As we face continuing budget deficits, and deliberate on the best solution to improve the elementary schools, I will continue to seek ideas and potential solutions to bring to this Board for consideration.

The communication of the interest of the Chester Charter School has potential implications to the District and the Borough; which should be understood and debated. I clearly understand the "shock" that this letter and my comments created. However, given the potential impact of the information in the letter, I felt it necessary to communicate its contents at this time to the Committee of the Whole.

Currently, there is no decision for the Board to generate regarding a potential charter school-such decisions are required upon receipt of an actual proposal. I appreciate your thoughtful and concerned engagement with this matter.

After co siderable research and evaluation, my company has concluded that we can offer a positive benefit to the stude ts and citizens of Pottstown based on the successful model of the Chester Community Charter School (CCCS) Chester, Pennsylvania. However. there is a legislation currently pending In the Pennsylvania enate (PA Senate Bill 904) which would allow for your school board to convert existing public schools into publ c charter schools If this legislation IS passed. CSMI will likely offer a proposal to the Pottstown Scho I District to manage the education of your kindergarten through fifth grade students at a considerable savings t the district.

CSMI would be able educate the kindergarten through fifth grade st ents (approximately 50 percent of the district's enrollment) utilizing four of the five current elementary school fa ilities. CSMI would make necessary upgrades and updates to the facilities at Its own expense.

CSMI would set rigorous academic achievement goals for all studen s, and for overall sChool performance, to be evaluated at the end of the initial five year period as a co dition of renewal of a management contract. and would follow the successful model of its schools t CCCS, building on an excellent track record of academic and behavioral accomplishment.

In addition to school improvements. CSMI would provide all kindergarten through Slh grade services, including facilities and academic management, for a fee that is less than what the Pottstown School District is currently paing to educate these students. The district could use the savings toward the education of the 6111

grade to 12 grade population.

Mr. Hylton:

Given your reference to paid advertisements in the Mercury and with the possible implication that in some way I am not in compliance with my role as Superintendent of Schools; I plan to consult with the Solicitor before responding to your request for specific information. (I feel competent to reply, but plan to consult the Solicitor to best protect the interests of the Board).

I can best assist the Board when I have an understanding of local, regional, and state issues. This is why I chose to participate on the Board of the Pottstown Public Library, the Board of the Chamber of Commerce, and enjoy my role as the District representative to PAID.

In my role as Superintendent, I believe that it will be most helpful if legislators as well as members of the Governor's staff are familiar with Pottstown and with the educational and fiscal issues we face.

The position for which I have advocated is that Board's need more discretionary authority as they face real fiscal challenges at the local level (which we will continue to review at Thursday's Finance committee Meeting). This position is even more critical should the state budget be adopted as presented, knowing that poorer districts are significantly impacted.

those of the school board or administration." While many of my colleagues don't like these columns, I believe as an elected official responsible to the voters, I can express my opinions as long as they are clearly labeled as my opinions and not the board's.

As superintendent of schools, however, your role is different. You are appointed by the school board to carry out policies established by the board.

For you to gather information and explore options for our consideration is commendable. I have complimented you several times on your candor, including at a recent public meeting of the school board. At this point, I suggest the board needs candid answers to the following questions:

1. In your letter, you state you were contacted by persons wishing to discuss charter schools, and you had three appointments with individuals who made it clear to you that there were providers interested in moving a charter school to Pottstown. Who are these people, and what is their charter school affiliation?

2. Were these conversations initiated by people affiliated with the charter schools, or did you invite these conversations?

3. I believe we need a written summary of your recollection of these conversations.

4. You state in your letter that you and Mrs. Adams made two separate visits to Harrisburg to meet with legislators to advocate for mandate relief. who are the legislators with whom you met?

5. In meeting with these legislators, what specific mandates did you discuss?

6. what specific bills did you discuss?

7. when you visited the Chester Community Charter School, who from our district accompanied you?

8. Once again, I believe a written summary would be helpful.

9. At our committee-of-the-whole meeting Thursday, you said that with the current climate in Harrisburg, if we don't approve a charter school application, they may appeal to the state and receive approval anyway. Were you referring to an application for an independent charter school open to all students, or were you referring to Gureghian's tentative proposal to manage the education of our kindergarten through fifth grade students? If you meant the latter, is it your understanding that current law would allow such an appeal? Reed - fellow members of the board -- thank you for your consideration of these concerns.
