Das Center for Governance and Culture in Europe wird von den Politikwissenschaftlern Prof. Dr. Patrick Emmenegger, Prof. Dr. Dirk Lehmkuhl, der Historikerin Dr. habil. Carmen Scheide und dem Slavisten Prof. Dr. Ulrich Schmid getragen. Das Center ist dem Institut für systemisches Management und Public Governance angegliedert (IMP-HSG). Am GCE-HSG sollen gesellschaft-liche, wirtschaftliche, politische und kulturelle Wandlungs- und Europäisierungsprozesse aus ei-ner interdisziplinären und transnationalen Perspektive untersucht werden. Betrachtet wird dazu nicht nur der EU-Raum, sondern alle Länder des Kontinents geraten in gleichem Masse ins Blick-feld. Die Forschungsprojekte des Centers befassen sich u.a. mit den kulturellen Voraussetzungen politischer Prozesse, mit Mustern von Regionalisierungen sowie mit dem Zusammenspiel von transnationaler und lokaler Governance. Durch eine enge Zusammenarbeit mit renommierten Forschungsinstituten wie dem New Europe College in Bukarest (NEC) und dem Centre for Advanced Studies in Sofia (CAS) ist das GCE Teil eines internationalen Netzwerks. Im Juni 2011 wurde das Forschungsprojekt Region, Nation and Beyond. An Interdisciplinary and Transcultural Reconsideration of Ukraine bewilligt. Das auf drei Jahre angelegte Forschungsvorhaben wird als DACH-Verbundprojekt vom SNF, der DFG und dem FWF finanziert.

Das GCE-HSG betreibt eine eigene Website (www.gce.unisg.ch). Es führt einen täglich ak-tualisierten Twitter-Account der sowohl über die Startseite des GCE-HSG eingesehen oder auf twitter.com/gcehsg abonniert werden kann. Schliesslich gibt das GCE-HSG ein eigenes online journal im open access unter dem Titel Euxeinos. Governance and Culture in the Black Sea Region heraus. Euxeinos wird derzeit befristet von der Kulturstiftung Landis & Gyr finanziert (http://www.gce.unisg.ch/euxeinos).

1. Basic information

The Center for Governance and Culture in Europe is headed by the political scientists Prof. Dr. Patrick Emmenegger, Prof. Dr. Dirk Lehmkuhl, the historian Dr. habil. Carmen Scheide, and the Slavicist Prof. Dr. Ulrich Schmid. The Center is affiliated with the Institute for Systemic Ma-nagement and Public Governance (IMP-HSG). The GCE-HSG analyzes social, economic, political and cultural processes of transformation and Europeanization from an interdisciplinary and transnational perspective. It focusses not only on the EU region, but on all countries on the European content to an equal extent. The research projects of the Center deal, among other things, with the cultural prerequisites of political processes, regionalization patterns as well as the interplay between transnational and local governance. Through close cooperation with renowned research institutes such as the New Europe College in Bucharest (NEC) and Centre for Advanced Studies in Sofia (CAS), the GCE is part of an international network. In June 2011, the research project Region, Nation and Beyond. An Interdisciplinary and Transcultural Reconsidera-tion of Ukraine was approved. The three-year project is funded as a DACH-joint project by the Swiss National Science Foundation (SNF/FNS), the German Research Foundation (DFG) and the Austrian Science Fund (FWF).

The GCE-HSG operates its own website (www.gce.unisg.ch) as well as a daily updated Twit-ter account, which can be viewed both on the homepage of the GCE-HSG or can be subscribed to at twitter.com/gcehsg. Furthermore, the GCE-HSG publishes its own open access journal entitled Euxeinos. Governance and Culture in the Black Sea Region. Im Jahr 2013 gab es personelle Veränderungen beim GCE. Das Gründungsmitglied Prof. Martin Müller ist seit 1. August 2013 neu SNF-Förderprofessor an der Universität Zürich. Deshalb hat er das Leitungsteam des GCE verlassen und ist in den Fachrat gewechselt. Neu hinzugekommen ist der Politikwissenschaftler Prof. Patrick Emmenegger, der sich in seinen Forschungen beson-ders für Fiskalpolitik und Berufsbildung interessiert. Ihm zugeordnet sind zwei Assistierende, André Walter und Dominik Schraff, die ebenfalls neu zum GCE gehören. Als weitere neue Mitarbeiterin wurde die Politikwissenschaftlerin Dr. des. Katharina Hoffmann eingestellt, die eine weit reichende Kompetenz für die Regionen Ukraine, Kaukasus und Kaspisches Meer hat. Für die interne Kommunikation gibt es zwei Formate: einen monatlichen jour fixe, an dem sich alle GCE-Mitglieder treffen und austauschen können, zudem regelmässige Teamsitzungen der Center-Leitung, um organisatorische und konzeptuelle Fragen zu besprechen. Einmal jährlich wird eine Retraite als Reflexionsprozess, Qualitätssicherung und Projektentwicklung durchge-führt. Der Fachrat wird jährlich einberufen und gibt dem GCE ein Feedback auf der Grundlage schriftlicher und mündlicher Berichte.

In 2013 there were several changes in personnel at the GCE. Founding member Prof. Martin Müller has held a new professorship funded by the Swiss National Research Foundation (SFN) at the University of Zurich since 1 August 2013. Therefore, he has left the Management Board and joined the Advisory Council. The Political Scientist Prof. Patrick Emmenegger, who specia-lizes in fiscal policy and vocational education in his research, has joined the GCE. He has two research assistants, André Walter and Dominik Schraff, who also have now joined the GCE. The political scientist Dr. des. Katharina Hoffmann, who has broad expertise on Ukraine, the Caucasus and the Caspian Sea, is an additional new GCE staff member. There are two formats for internal communication: a regular monthly meeting (jour fixe), for which all GCE members meet and can exchange ideas, as well as regular meetings of the Management Board of the Cen-ter, in order to discuss organizational and conceptual issues. A retreat is also held once a year to promote processes of reflection, quality assurance, and project development. The Advisory Council is convened once annually and provides the GCE feedback on the basis of written and oral reports.


3. Forschung

Ukraine-Projekt: Region, Nation and Beyond

Das derzeit grösste Forschungsprojekt mit ca. 60 beteiligten WissenschaftlerInnen aus der Schweiz, Deutschland, Polen, der Ukraine, den USA und Österreich ist interdisziplinär und trägt den Titel Region, nation and Beyond. an inteRdisciplinaRy and tRanscultuRal Reconceptua- lization of ukRaine. Alle relevanten Informationen dazu sind öffentlich auf der Website http://regionandculture.krytyka.com/about zugänglich, die gleichzeitig Kommunikationsplattform für die interne Kommunikation ist.Das Forschungsprojekt ist interdisziplinär angelegt, unterteilt sich jedoch in disziplinäre Arbeits-gruppen, da Fragestellungen und Methoden fachspezifisch sind. Auf den Jahreskonferenzen fin-det dann jeweils ein Austausch zwischen den Projektmitarbeitenden und Arbeitsgruppen statt. Zentrale Grundlage des Forschungsprojektes ist ein 2012/2013 eigens durchgeführter Survey zur Frage regionaler Strukturen und Besonderheiten. Auf der Jahreskonferenz 2012 wurde ein Pilot-Fragebogen ausführlich diskutiert und modifiziert, Ende 2012 und zu Jahresbeginn 2013 fand dann angeleitet von Prof. Maria Lewicka (Warschau), Dr. Viktoria Sereda (Center for Urban History, Lviv) und Ania Susak (Center for Urban History, Lviv) die Datenerhebung statt. Das Center for Urban History hat vom GCE per Werkvertrag vom 1. September 2011 den Arbeits-auftrag erhalten, ein soziologisches Netzwerk in der Ukraine aufzubauen und die beschriebenen Datenerhebungen durchzuführen und auszuwerten. Es wurden bis Ende 2013 678 Tiefen-, Experten-, und Fokusgruppeninterviews durchgeführt, davon

Alle Arbeitsgruppen verwenden das empirische Material für die gemeinsame Projektpublikation und eigene Schriften. Die Daten sind in verschiedenen Formaten zugänglich und sollen nach Abschluss des Gesamtprojektes dann auch anderen Forschenden zur Verfügung gestellt werden. Die Verantwortlichen für den Survey bereiten auf Anfrage die Daten für die spezifischen diszip-linären Subprojekte und Erfordernisse auf.

Zusätzlich zu den empirischen, quantitativen Daten wurden noch Fokusgruppen-Interviews durchgeführt, die in transliterierter Form ebenfalls allen Projektmitarbeitenden vorliegen.Die Wirtschaftsgruppe führte ihr Koordinationstreffen im Sommer 2013 in St. Gallen durch. Da sie vornehmlich Fragen von Vertrauen und Korruption untersucht, erfolgte hier eine eigene Datenerhebung. Auch die Geschichtsgruppe führte nochmals qualitative Erhebungen über die Erinnerungskultur in der Zentralukraine durch (Zeitraum der Erhebungen September 2013 - Dezember 2013), um zusätzlich zu den allgemeinen Daten aus dem Survey spezifische Materia-lien zur Analyse zu erhalten.Im September 2013 trafen sich alle Beteiligten an dem Forschungsvorhaben zu einer Autoren-konferenz in Myrhorod, einem Kurort im Gebiet Poltava. Zusätzlich veranstaltete die Litera-turgruppe eine eigene, unabhängige Jahreskonferenz in Wien, da sie eine Literaturgeschichte für die Ukraine und eine Anthologie wichtiger ukrainischer Autoren vorbereitet. Beides sind Forschungsdesiderate in der vorliegenden Ukraine-Forschung.

Für die Projekt-Jahreskonferenz mussten alle Teilnehmer vorab ein Manuskript einreichen, das von al-len gelesen und von zwei anderen Projektpartnern kommentiert wur-de. Dadurch entstand ein intensiver Dialog zwischen den beteiligten Disziplinen. Ulrich Schmid hatte ein Grundsatzpapier zum Begriff der Regionen und des Regionalismus verfasst, das methodische und the-oretische Grundannahmen für die geplante gemeinsame Projektpub-likation vermittelt. Im Verlauf der Konferenz wurde über die einzel-nen Kapitelinhalte und die Autoren-schaft gesprochen, ebenso wurden die Surveydaten ausgewertet und analysiert. Bis zur nächsten Jahreskonferenz im September 2014 werden die einzelnen Kapiteltexte auf der Grundlage eines vorliegenden Konzeptes des Sammelbandes geschrieben. Parallel bereiten die beteiligten Wis-senschaftler eigene Publikationen zum Projektthema vor. Im Rahmen des Ukraine-Projektes werden auch junge Nachwuchswissenschaftler aus der Uk-raine gefördert, die eine Dissertation anfertigen oder an einem PostDoc-Projekt sitzen. Die Zuteilung des jährlich vereinbarten Stipendiums erfolgt nach der Abgabe eines schriftlichen Berichts, um das Voranschreiten und die Qualität des wissenschaftlichen Arbeitens zu gewähr-leisten.Auf der Grundlage des reichhaltigen Datenmaterials wird derzeit ein Kartenprojekt vorberei-tet, in dem auf einer eigenen Website interaktiv und frei zugänglich Daten in Form von Karten visualisiert und verglichen werden können. Die Fertigstellung ist für das 2. Quartal 2014 geplant.

The largest current research project with approx. 60 participating academics from Switzerland, Germany, Poland, Ukraine, the USA and Austria is interdisciplinary and bears the title Region, nation and Beyond. an inteRdisciplinaRy and tRanscultuRal Reconceptualization of ukRaine. All current information on the project is accessible to the public at the website http://region-andculture.krytyka.com/about, which also functions as a platform for internal communication. The research project has an interdisciplinary character, but is divided into disciplinary working groups, as the questions and methods are subject-specific. The annual conferences enable active communication and exchanges between the participants and working groups. The main basis of the research project is a survey on issues of regional structures and peculiarities carried out by the GCE in 2012/2013. A pilot questionnaire was thoroughly discussed and modified at the 2012 annual conference, and the data collection took place in late 2012 and early 2013 under the leadership of Prof. Maria Lewicka (Warsaw), Dr. Viktoria Sereda (Center for Urban History, Lviv) and Ania Susak (Center for Urban History, Lviv). On 1 September 2011, the Center for Urban History was mandated by service contract to establish a sociological network in Ukraine and to carry out as well as evaluate the described collected data. Up to late 2013, 678 in-depth, expert, and focus group interviews were carried out, including

All working groups use the empirical material for joint project publications and their own artic-les. The data are accessible in different formats and will be made available to other researchers at the end of the entire project. The persons responsible for the survey will prepare the data for the specific disciplinary sub-projects and requirements on request. In addition to the empirical, quantitative data, focus group interviews were also conducted, which are available to all project members in transliterated form as well. The economic group held its coordination meeting in St. Gallen in summer 2013. As the group primarily examines issues of trust and corruption, it collected its own data. The history group also again collected qualitative data on the culture of remembrance in Central Ukraine (time frame of data collection September 2013 - December 2013), in order to acquire specific mate-rials for analysis in addition to the general data from the survey.In September 2013 all participants in the research project met for an authors’ conference in Myrhorod, a spa town in the Poltava region. The literature group additionally organized its own, independent annual conference in Vienna, as it is preparing a book on the literary history of Ukraine and an anthology of important Ukrainian authors. Both are a desideratum for present Ukraine research. Before the annual project conference, all participants had to submit a manuscript in advance, which was read by all other participants and commented by two other project partners. This

resulted in an intense dialogue between the participating disciplines. Ulrich Schmid presented a concept paper on the terms regions and regionalism, which conveyed the fundamental metho-dological and theoretical assumptions for the planned joint project publication. During the con-ference the participants discussed the content of the individual chapters and authorship issues, while also evaluating and analyzing survey data. The individual chapter texts will be written on the basis of an existing concept for the edited volume before the next annual conference takes place in September 2014. Simultaneously, the participating academics will be preparing their own publications on the project topic. The Ukraine project also supported young academics from Ukraine, who are working on a dis-sertation or a post-doctoral project. The agreed annual scholarship is granted upon submission of a written report, in order to assure progress and quality in their academic work. On the basis of the extensive data material, a map project is currently being prepared, through which interactive and freely accessible data can be visualized and compared in the form of maps on the project’s own website. The completion is planned for the second quarter of 2014.

Das GCE hat mit dem Staatssekretariat für Bildung und Forschung eine Leistungsvereinbarung abgeschlossen und koordiniert dabei die wissenschaftliche und administrative Zusammenarbeit der Schweizer Sozial- und Geisteswissenschaften mit zwei renommierten Institutes for Advan-ced Study in Bukarest und Sofia.

4.1. NEC BukarestDas New Europe College in Bukarest wurde 1994 gegründet und ist eine ausseruniversitäre, interdisziplinäre und internationale Forschungseinrichtung in Rumänien. Regelmässig werden dort Stipendien für Nachwuchswissenschaftler ausgeschrieben. Prof. Ulrich Schmid ist Mitglied des Academic Board und nimmt jährlich an der Auswahlsitzung für neue Stipendiaten teil, Prof. Dirk Lehmkuhl ist Mitglied im Administrative Board, das personelle und strategische Fragen des NEC erörtert. Dr. habil. Carmen Scheide nahm wie bereits 2012 auch 2013 an der Black Sea Link-Konferenz teil, einer wissenschaftlichen Veranstaltung zu Themen rund um das Schwarz-meergebiet. Fellows und Alumni des NEC werden zudem immer wieder als Experten und Au-toren für das GCE-Journal Euxeinos eingeladen, um auch eine inhaltliche Vernetzung zwischen GCE und NEC herzustellen.

4. Cooperation

The GCE has signed a service agreement with the State Secretariat for Education, Research, and Innovation and is coordinating the scientific and administrative cooperation of the Swiss social sciences and humanities with two renowned Institutes for Advanced Studies in Bucharest und Sofia.

4.1. NEC BucharestThe New Europe College was founded in 1994 in Bucharest and is a non-university, interdisci-plinary and international research institutional based in Romania. It regularly offers scholarships for young academics. Prof. Ulrich Schmid is a member of the Academic Board and participates annually in the selection meeting for new scholarship holders. Prof. Dirk Lehmkuhl is a member of the Administrative Board, which addresses personnel and strategic issues of the NEC. Dr. habil. Carmen Scheide took part in the Black Sea Link Conference in 2012 and 2013, which is an academic event dealing with issues affecting the Black Sea region. Fellows and alumni of the NEC are frequently invited to participate as authors and experts in the GCE Journal Euxeinos, in order to support academic networking activities between the GCE and NEC.

4.2. CAS SofiaThe Center for Advanced Studies in Sofia was founded in 2000 as an international academic institution. Like the NEC in Bucharest, the CAS also grants research scholarships. Prof. Dirk Lehmkuhl has a seat on the Administrative Board, while Prof. Martin Müller in his function as Academic Board member takes part in the selection interviews with new fellows. The CAS is also linked to the GCE through Euxeinos and personal scientific contacts.

Networking activities between the GCE and research institutions and networks at the natio-nal and international level take place through personal contacts, conference participation, own events, and the online journal Euxeinos. GCE members have taken part in meetings of Eastern Europe experts, conferences, and associational meetings. In January 2013, GCE held its own international, interdisciplinary academic conference on Pop-Up Culture: Popular and Mass Culture in late Soviet Society (conference report & program availa-ble at http://hsozkult.geschichte.hu-berlin.de/tagungsberichte/). In February and March 2013, the GCE carried out a public lecture series at the University of St. Gallen with six lectu-res on the topic Crossing the Curtain: Images of Europe between integration and segregation. The GCE also participated in the “kick-off” day of the spring semester at the University of St. Gallen with two lectures on Eastern Europe. The members of the GCE are active in professio-nal associations and therefore took part in associational meetings, including the Swiss Eastern Europe Day, the South-Western Study Day of Germany and Switzerland for Eastern European Studies, the meeting of the SAGO (Swiss Academic Association for Eastern European Sciences, organized within the SAGW) and the annual meeting of the German Association for Eastern European Studies (DGO).

Im Herbstsemester 2013 führten Prof. Dr. Dirk Lehmkuhl (SEPS) und Prof. Dr. Ulrich Schmid (SHSS) an der Universität St. Gallen im Co-Teaching den Bachelorkurs Governance und Kultur in Europa durch. Dabei wurden kultur- und politikwissenschaftliche Themen aus transdisziplinärer Perspektive behandelt. Ein besonderer Fokus lag auf der Analyse aktueller Ereignisse in der Ukraine.

In the Fall Semester of 2013 Prof. Dr. Dirk Lehmkuhl (SEPS) and Prof. Dr. Ulrich Schmid (SHSS) co-taught the Bachelor course Governance and Culture in Europe at the Universi-ty of St. Gallen. The course dealt with cultural and political science issues from a transdis-ciplinary perspective. One particular focus was the analysis of current events in Ukraine.


Das GCE gibt eigenverantwortlich das Online Journal Euxeinos 4-6 mal pro Jahr heraus. Die Ausgaben oder auch einzelne Artikel können im Open access von der Website des GCE her-unter geladen werden. Derzeit gibt es etwa 250 Abonnenten. Die Finanzierung erfolgt vorläufig über die Stiftung Landis & Gyr. Das Online Journal mit interdisziplinären Themen rund um das Schwarzmeergebiet dient zur Vernetzung mit Wissenschaftlern in der Schweiz und den verschiedenen Regionen, zumal alle Ar-tikel auf Englisch erscheinen und dadurch einem breiten Adressatenkreis zugänglich sind.

The GCE is also solely responsible for the online journal Euxeinos, which is published four to six times a year. The issues as well as individual articles are openly accessible and can be down-loaded from the website of the GCE. Currently there are approximately 250 subscribers. It is funded by the Landis & Gyr Foundation on a temporary basis. The online journal dealing with interdisciplinary topics related to the Black Sea region pro-motes networking activities between academics in Switzerland and various other regions. All articles have been published in English and are therefore accessible to a broader range of rea-ders.
