• Existing forests including more than 12000 van panchayats and PAs , though acting as carbon sink but are not covered.

• Density improvement if forests not covered• Farm forestry/agroforestry(Tillage/fertiliser

application etc.)• Most of the orchards excluded. • Conservation approach in hills no

incentive

• Thrust on forest based livelihood issues in Uttaranchal
