ordinance. he city does not tolerate i$$orality. R.O. No. 2011-222 has great signi#icance and

i$pact in the protection o# the dignity o# hu$an !ody/ especially o# #e$ale !ody. he ordinance

also protects $inors #ro$ har$#ul $edia that is detri$ental to their psychological and

necessary !y the Chair$an.

Po3ers and duties o# CIR* include coordinating 3ith appropriate authoritieso##icers o# City

Anti-Pornography notices and signage in $ost internet shops/ especially the !ig and #a$ous

ones situated along the $ain roads.

here are internet shops that closed !ecause they did not $eet the 200-$eter radius

re%uire$ent o# the ordinance. he author has personal 6no3ledge and can testi#y to internet

shops near Central Philippine ,niersity that 3as #orced to close !ecause o# !eing too nearthe school. he author has also o!sered 3hether $inors are allo3ed during class hours and

could testi#y that there is strict i$ple$entation in $ost internet shops/ especially the ones

situated along $ain roads.

residences that are open to !usiness. So$e ho$es hae a space 3here they proide internet

serice to custo$ers. hese internet shops could !e running 3ith or 3ithout !usiness per$its.

he author could not !e sure !ecause there is no display o# !usiness per$it and there are no

necessary anti-pornographic notices as re%uired in the ordinance. he CIR* #ails to raid all

internet shops !ecause so$e are not situated along $ain roads and are s$all enough to !e

hidden in personal residences.

he proisions o# the ordinance re%uire !usiness esta!lish$ents proiding internet serices

to o!tain and su!$it a certi#ication/ ho3eer/ so$e !usiness o3ners do not o!tain a !usiness

 per$it in the #irst place and operate 3ithout the 6no3ledge o# CIR*. he general pu!lic also

contri!utes in the protection o# these !usiness esta!lish$ents that are operating illegally

 !ecause they are not e8ercising igilance and citiBen action. Not a lot o# people are reporting

these internet stations !ecause they/ the$seles/ #loc6 in these esta!lish$ents. It is also

co$$on 6no3ledge ho3eer they cannot !e caught red-handed !y CIR* or o##icials o# the

city goern$ent; that a lot o# these s$all-ti$e internet shops/ especially the Hpiso-net shops/

accept $inors at any ti$e o# the day #or the sa6e o# pro#it.

+INDIN/S0 CONC"USIONS AND R%COMM%NDATIONS

he progra$/ generally/ is success#ul !ut not %uite !ecause there is 3ide o!serance o# the

ordinance especially to the internet shops that are along $ain roads and are in Hplain ie3.

At the start o# its i$ple$entation/ it 3as reported that $ore than 200 internet stations 3ere

 penaliBed. ,ntil today/ there are reported cases o# iolators that are sanctioned. It is good

ne3s/ ho3eer/ that $ost internet shops today are in steady o!serance o# the ordinance and

so are the general pu!lic. 4o3eer/ inside !arangays/ there are still $any internet shops
