Carmel-by-the-Sea: Fire engine and ambulance dispatchedto Junipero and Ocean to find a female in her 70s down on thesidewalk. Bystanders said she had fallen backward and bumpedher head. Provided first aid and checked for injuries. C-spineprecautions were attempted, but she denied all treatment withthe exception of diagnostics. The patient was possibly intoxicat-ed, stating she had “one drink.” She agreed to be transported toCHOMP rather than be left in the custody of the police.

Carmel area: Victim reported the theft of coins thatoccurred sometime between August 2008 and today.

Carmel Valley: Victim on Country Club Drive reported sev-eral items and equipment were take from a toolbox in a carport.

MONDAY, FEBRUARY 2

Carmel-by-the-Sea: A citizen reported a barking dog com-plaint on San Carlos Street. A surveillance of the area was con-ducted and intervals of barking were heard. The person and dogowner were contacted about the complaint.

Carmel-by-the-Sea: Report of a past-tense 594 [vandalism]to a city-owned sign at Martin Road

Carmel-by-the-Sea: Report of a second-degree burglary onScenic.

Carmel-by-the-Sea: A woman was bitten by a neighbor’sdog while visiting at the neighbor’s home on Guadalupe Street.

Carmel-by-the-Sea: Fire engine and ambulance dispatched

to Ocean at Casanova for a vehicle fire. Arrived on scene to finda pickup truck with its hood up with nothing showing.According to the owner, there were flames showing prior toemergency responders’ arrival, but the fire self-extinguished.The owner stated the cause of the fire was possibly electrical. Atow truck was requested to take the vehicle to the repair shop ofchoice of the owner. Firefighters attempted to locate the causeof the fire, but were not conclusive. Damage estimates wereapproximately $1,000.

Carmel area: Vandalism occurred at Carmel Middle School.Carmel Valley: Male suspect was stopped on Carmel Valley

Road for a traffic violation. The suspect had a strong odor ofalcohol emitting from his person. California Highway Patrolresponded to conduct a driving-under-the-influence investiga-tion, and at the conclusion of the investigation the suspect wasarrested.

Carmel area: Victim reported items missing from her safe.

TUESDAY, FEBRUARY 3

Carmel-by-the-Sea: Traffic collision on Monterey Street onprivate property. Vehicle was drivable.

on Camino del Monte for a mechanical viola-tion and found to be unlicensed. Subject citedfor several CVC violations. Vehicle was towedand impounded for 30 days.

Carmel-by-the-Sea: A vehicle check wasconducted on Scenic Road, and the occupantswere found smoking marijuana. Subject wascited for possession of marijuana and released.Marijuana was confiscated and booked intoCPD evidence.

Carmel-by-the-Sea: Subject reported hergun missing from her home in Carmel onJunipero Street. She reported no signs of forcedentry.

Carmel-by-the-Sea: Citizen reported park-ing his vehicle on Ocean Avenue at 0900 hoursand returning at 1700 hours to find his vehiclestolen.

Carmel-by-the-Sea: Fire engine and ambu-lance dispatched to Santa Lucia and Casanovafor a residence with a smoke-detector activa-tion. No fire — unintentional.

THURSDAY, FEBRUARY 5

Carmel-by-the-Sea: At 0217 hours, sub-jects were observed consuming alcohol in abusiness on San Carlos Street during restricted

hours. Subjects advised and report taken to beforwarded to the ABC.

Carmel-by-the-Sea: Person called to reportan involuntary repossession on Santa Rita. Allinformation was provided and listed in thisreport. The vehicle was entered in SVS.Nothing further.

Carmel-by-the-Sea: Local business onSanta Rita reported an act of graffiti to a busi-ness sign.

Carmel-by-the-Sea: Welfare check onJunipero.

Carmel-by-the-Sea: A 26-year-old maledriver was stopped on San Carlos Street for amechanical violation and found to have a sus-pended driver’s license and exceeded theallowed limit of BAC for his DUI probationterms. He was booked at San Carlos and Sixth.

Carmel-by-the-Sea: Dog was found on apark bench on Lincoln Street. Area check wasconducted and an owner was not located. Dogwas taken into custody. The dog had no tagsand was scanned for a chip with negativeresults. The dog appeared to be very old and inpoor condition. The dog was housed in CPDkennel No. 2. Dog was later transported toMonterey County Animal Services.

Carmel-by-the-Sea: Fire engine and ambu-lance dispatched to a Ridgewood Road resi-dence for public assistance for a lift assist, fora female in her 80s who had suffered a fall.Crews treated the patient, and she was trans-ported to CHOMP by ambulance for facial lac-erations and hypotension.

Carmel-by-the-Sea: Walk-in medical atthe fire station on Sixth Avenue. A male in his

90s had suffered a fall at the Dolores Streetpost office steps. Carmel P.D. arrived on scenefor a fall on property report, and patient trans-ported to CHOMP by ambulance.

Carmel Valley: Victim on Meadows Placewanted to report that a suspect keeps callingher and violating a court order.

Carmel Valley: Past-tense check fraudreported. Case continues.

Carmel Valley: Carmel Valley Road resi-dent reported having a verbal domestic disputewith her brother-in-law.

FRIDAY, FEBRUARY 6

Carmel-by-the-Sea: A TV was taken in aburglary to a residential unoccupied dwellingon Mission Street.

Carmel-by-the-Sea: A driver was stoppedon San Carlos Street for expired registrationand found to be operating a vehicle on a sus-pended license. Driver also found to have twooutstanding warrants issued for her arrest.Vehicle was towed and impounded for 30 days.Driver was issued citations for driving on asuspended license and for the two outstandingwarrants.

Carmel-by-the-Sea: A 28-year-old maledriver was arrested on San Antonio Avenue forDUI after failing a series of field sobriety tests.

Carmel-by-the-Sea: Fire engine andambulance dispatched to a San Carlos Streethotel for a male in his 70s with swelling to thelower legs. Patient transported to CHOMP byambulance.

Carmel-by-the-Sea: Fire engine andambulance dispatched to aForest residence for a personin distress. Assisted an elder-ly female who needed assis-tance back to bed.

Big Sur: Two suspectswere using a misappropriatedcredit card to purchase itemsfrom Carmel stores and gasstations. One suspect was inpossession of a lost creditcard and hypodermic needle,and had a restraining order tostay away from the other sus-pect. They were contactednear the 42-mile marker ofHighway 1 in Big Sur.

It is the purpose of this ordinance to promote the public health, safety, and gener-al welfare, and to minimize public and private losses due to flood conditions in spe-cific areas by legally enforceable regulations applied uniformly throughout the com-munity to all publicly and privately owned land within flood prone, mudslide (i.e.mudflow) or flood related erosion areas. These regulations are designed to:

A. Protect human life and health;B. Minimize expenditure of public money for costly flood control projects;C. Minimize the need for rescue and relief efforts associated with flooding and

generally undertaken at the expense of the general public;D. Minimize prolonged business interruptions;E. Minimize damage to public facilities and utilities such as water and gas

mains; electric, telephone and sewer lines; and streets and bridges located inareas of special flood hazard;

F. Help maintain a stable tax base by providing for the sound use and devel-opment of areas of special flood hazard so as to minimize future blightedareas caused by flood damage;

G. Ensure that potential buyers are notified that property is in an area of spe-cial flood hazard; and

H. Ensure that those who occupy the areas of special flood hazard assumeresponsibility for their actions.

This ordinance shall apply to all areas of special flood hazards within the juris-diction of the City of Carmel-by-the-Sea as identified by the most recent FloodInsurance Rate Maps provided by the Federal Emergency Management Agency.

hours, officers responded to a residence onFountain Avenue in regards to a violation of arestraining order. A 41-year-old male Montereyresident had previously been ordered by thecourt to stay away from the persons and the res-idence. He had reportedly forced entry into theresidence by kicking the back door open whilethe residents were away. When the residentsreturned home, they found him in one of thebedrooms and called the police. As police wereresponding, the suspect fled. Police found himwalking on the recreation trail near OceanView Boulevard, where he was placed underarrest. As officers approached the suspect, theyfound him to be unsteady on his feet, hesmelled strongly of an alcoholic beverage, hisspeech was slurred, he was shoeless and wasapparently intoxicated. He was booked oncharges of burglary, violation of restrainingorder and public intoxication. He is being heldat the Monterey County Jail without bail pend-ing a violation of parole.

SATURDAY, FEBRUARY 7

Carmel-by-the-Sea: Person on SeventhAvenue called to report her ex-boyfriend camehome intoxicated and the two of them engagedin a verbal argument. Person stated the malesubject yelled at her and was verbally abusive.She wished officers would ask him to leave.Male subject was counseled, and he left for thenight. Both subjects were provided informationon civil issues, and they agreed to talk the nextday. The male was provided information on acivil standby to retrieve the rest of his belong-ings.
