Energy Program

USMC Build Up

• Issue – NDAA Section 2207 restrictions on use of funds affects DOD’s ability to proceed with the Guam military realignment.

• Conditions – Prior to the expenditure of GOJ or MILCON funds:

– CMC provides Congress with preferred force laydown in the Pacific;

– SECDEF submits a master plan supporting the above;

– SECDEF certifies that tangible progress has been made with the FRF;

– Coordinated federal agency plan for addressing non-military infrastructure and utilities requirements on Guam

– Independent assessment of the U.S. force posture in the Pacific region

• Exceptions – SECDEF may use funds to carry out:

– Complete NEPA analysis for a LFTRC SEIS

– Ongoing analysis on the impacts to coral reefs in Apra Harbor
