THE OPPORTUNITYMilton Keynes Development Partnership (MKDP) isseeking Expressions of Interest and invites indicativeproposals and offers to develop this significantresidentially led, mixed use opportunity on the northside of Campbell Park.There is no fixed development brief for this prominent 12 hectare siteand therefore MKDP is looking for an innovative longterm StrategicDevelopment Partner to master plan, build and deliver a pioneeringdevelopment. The developer may like to consider including high qualityfood and beverage outlets, quality office accommodation, and apremium hotel with a conference centre and spa. There are norestrictions on the storey height and there is the possibility of exceeding10 storeys to create a feature gateway to Central Milton Keynes fromthe canal end of the site.

Location Plan

There are still significant opportunities to be part of a visionary city andthriving community. The city centre is a magnet for premier business,retail and leisure occupiers and recent developments will enhance itsreputation.Milton Keynes Development Partnership LLP (MKDP) is an independentlegal entity wholly owned by Milton Keynes Council to facilitate MiltonKeynes’ continued growth and economic success by promoting thedevelopment of its land assets in line with the Council’s Plan 2016-2020and the MK Futures 250 Commission report - Making a Great CityGreater. MKDP takes a commercial and entrepreneurial approach to sell anddevelop these assets with third party developers and investors. MKDP’s development land bank comprises over 120 hectares (300acres) suited to employment, residential and commercial leisure uses.

PLANNINGIn March 2007, the Campbell Park Northsidesite received outline planning consent underApplication Reference 04/00586/OUT for mixeduse comprising the following:• Up to 2400 residential units• Up to 140,385 sqm office/retail space• Up to 2366 sqm leisure/community uses• Up to 6640 sqm “live work” units• New marinas along the Grand Union Canal

Some of this has already been delivered and further development isunderway with Crest Nicholson. The Strategic Development Partneris encouraged to review this planning application and the Section 106which can be found in the Knight Frank Data Room. It is envisaged that the Strategic Development Partner will bringforward its vision and plans for the site and submit a new planningapplication to the Local Planning Authority for their consideration.

Milton Keynes has the only Business Neighbourhood Plan in theUK which sets out a clear vision for developing Central MiltonKeynes (CMK) which by 2026 will be the dynamic centre of one of thefastest growing regions in the southeast of England and the UK.MK’s aspiration for the future as set out in the MK Futures 2050 reportmay also be a material consideration.

THE DEVELOPER SELECTIONWith these ideals in mind, MKDP does not seek topre-determine its potential Strategic DevelopmentPartner’s vision for the site but, as a broadbrush guide, the following are considered important:• The Developer to bring forward comprehensive market-facing strategicvision for the whole site and promote through the planning process.

• Architectural excellence, innovation, solid environmental sustainabilityand high quality build are a pre-requisite to delivering a qualitydevelopment to meet the balance between social and economicobjectives.

• Long term continuity and commitment to develop and deliveringthe whole project is essential as it is the balance between creationof a vibrant new community and provision of a meaningful capitalreceipt.

• The design and delivery of the scheme will need to be carriedout with the cooperation of the Local Planning Authority. Excellentcommunication will be required to ensure that policy requirementssuch as Affordable Housing, environmental stability, its parkingprovision and contribution to the improved transport network in thecity can be incorporated into the scheme.

SELECTION PROCESSA staged tender process will be undertaken to find anappropriate developer for the scheme, with offersjudged on the basis of the quality of the indicativedesign proposals and layout, together with theexperience of the Tenderer on similar projects andthe indicative financial offer.Stage I - Expressions of InterestExpressions of Interest which must include indicative offers for thewhole development site to include sketch designs and scheme layout.Stage I bids will be assessed against the following criteria:• a: 50% - experience on similar projects and financial standing.Evidence to be supplied.

• b: 30% - suitability and quality of designs and deliverability, includingplanning

• c: 20% - the financial offer and financial return to MKDP

Stage II - Detailed BidsDepending on the level of interest and the quality of the proposalsreceived, MKDP will invite 4-5 parties to prepare detailed proposals andfirm up their financial offers. As part of the Stage II tender process, partiesmust invest heavily in presenting their masterplan and designs to theBoard of MKDP. They will be considering layouts, land use, massing,elevation treatments, parking, affordable housing at a minimum, alongwith deliverability and capital receipt. A final criteria will be given to theTenderers as part of their Stage II Information Pack.Proposed Deal StructureMKDP owns the freehold of the subject site and their preference is forthe disposal of the long leasehold interest by way of an “agreement tolease” and “building lease” subject to a premium, ground rents andoverage provisions. This is the standard approach that MKDP take withall of their sites, both large and small. Furthermore, developers arewelcome to submit additional offers with alternative deal structures. Thedisposal process will be used to assess the best value for the site.Please note: MKDP reserves the right not to accept any bid. All costs incurred in this tenderingprocess are at the Tenderer’s risk.
