1. PREFACE

Commitment four of the Human Resource Development Strategy for South Africa (HRDSSA) II

state that “we will urgently implement skills development programmes that are purposefully

aimed at equipping recipients/citizens with requisite skills to overcome related scourges of

poverty and unemployment”. Commitment seven of the HRDSSA II state that “we will ensure

that the public sector has the capability to meet the strategic priorities of the South African

developmental state.

The mission of the National Skills Development Strategy (NSDS) III is to increase access to high

quality and relevant education and training and skills development opportunities, including

workplace learning and experience to enable effective participation in the economy and society

by all South Africans and reduce inequalities. Skills development is one of the mechanisms that

contribute in overcoming the scourges of poverty and unemployment. Bursaries, Scholarships,

Apprenticeships, Learnerships and Internship programmes are learning interventions that will

respond to the commitments of the HRDSSA II and the mission of the NSDS III.

It is in view of the above factors that the Provincial Bursary scheme aims to facilitate increased

access to educational opportunities for all citizens in order to address the skills supply based on

the labour market demand in the province and in the country.

2. AIMS AND OBJECTIVES

The booklet aims to:

Provide information and procedures for North West citizens to access bursaries.

Improvement of learning and skills levels of the North West Province public officials in

line with the labour market skills demands for the promotion of economic growth and

development of the Province.

Improve the employment prospects of persons previously disadvantaged by unfair

discrimination and to redress those disadvantages through training and education, as

stipulated in the Skills Development Act, 1998.

3. SOME TIPS WHEN APPLYING FOR A BURSARY

Please check the closing date before applying for any bursary or scholarship. Here are some important points to be considered when applying for a bursary.

You apply for a bursary when you are in grade 12 so that you can be sponsored for the next academic year of study at a tertiary institution, not after passing Matric.

Remember to always fill in an updated bursary application form, for an example, if you are in grade 12 in 2014, your bursary application form should indicate that is for 2015 academic purposes.

Applying for a bursary doesn’t guarantee that you will get it, always apply to as many companies as possible to increase your chances.

Companies are looking for hard working students; those with good marks will be given

preference. Applications arriving after closing date will not be considered.

Some bursaries have preferences for certain individuals with certain values or for learners from certain places; some might require you to study at institutions of their choice, please read the conditions carefully before applying.

The course that you are applying to be sponsored for should exactly be the same as the course you have applied for admission at a tertiary institution.

Applying for an admission at a tertiary institution and applying for a bursary are two

different things, so they must be done separately.

Getting a bursary doesn’t automatically give you a tertiary admission; you have to apply for tertiary admission.

When returning the application form, please attach the required documents, e.g. your grade 11 marks, requirements differ from a bursary to a bursary, some might require you to write an essay for motivation.

After returning the application, shortlisted candidates might be invited for an interview or an aptitude test. Then a conditional acceptance will be send to you should you be successful

After getting your grade 12 results, send a certified copy to the company to enable you to get a Bursary Confirmation Letter to register at their approved institution.

Before signing the bursary contract, please take time to read and understand the

terms and conditions as most of them are binding.

Remember that the company that is offering you a bursary is actually investing in you; you might be required to work for them after completing your studies for a certain

period of time, but failing your tertiary studies may results in you being excluded by both the bursary and the institution.

4. INSTRUCTIONS

Please read the following instructions and information carefully and make sure that

you understand them before completing the application form.

Complete the application form using capital letters.

The way you complete the application form will affect the chances of your

application being considered.

The completed Bursary Application Form, together with copies of all the required

documents should be submitted directly to the Department where the programme

was advertised for selection process and NOT at Mmabatho Post Office Bursary Unit

on or before the SPECIFIED DUE / CLOSING DATE.

NB. Kindly be informed that the Provincial Bursary Scheme was decentralized to the Provincial Departments effective from April 2014. Applicants are requested to attach the following documents to the application form:

5. WHO SHOULD APPLY?

Only South Africans who are permanently residing in the North West Province

should apply.

Applicants who are not bursary holders of other Financial Aid organizations.

Applicants who have passed grade 12 and would like to study or are already

registered at any reputable, recognized University or University of Technology in

the Republic of South Africa.

6. WHAT ARE THE MINIMUM REQUIREMENTS FOR AN APPLICATION TO BE CONSIDERED

The applicant must at least have passed Grade 12, or due to write Grade12 examinations at the end of the proceeding year of the tertiary study.

Applicants who are already studying at a University or University of Technology qualify for a bursary if they have passed to the next level of study.

An applicant who has been admitted at tertiary institution that he/she has

applied to.

7. ALLOCATION SYSTEM FOR PUBLIC STUDENTS

The relevance of the course applied for to the respective departments’ HR needs

Grade 12 year-end results or year-end results obtained by an applicant already at the University or University of Technology

Degree of disadvantage with respect to home background, high school

background and financial background.

Extra mural activities and any community service involvement

Motivational factors sought from open-ended questions asked the applicant.

8. WHAT DOES THE BURSARY COVER?

8.1 Acceptable expenses

Registration fees, Examination fees – but not paid for repeated subjects. Tuition fees required,

Students are responsible for the payment of supplementary fees. Compulsory levies, e.g., SRC; internet access; notes and student card, etc. Community Based Education costs in case of health fields of study and research

students. Meals,

Book fees / study material: Only prescribed books will be covered for a particular academic year. The

HOD has the prerogative to determine the amount to be covered.

The bursary must cover an allowance for variation of the bursary subsidy amounts in

order to cover additional learning costs for disabled people according to technical

guidelines for disabled people.

8.2 Residence Fees:

Residence and meal fees for full-time studies are paid for students who stay on

campus only. Where institutions do not have enough residential facilities, the

nearest suitable facilities excluding hotels/ motels, should be considered for

accommodation. The accommodation should cater for the minimum requirements of

the physically challenged people.

NB: Payment in this regard will be made upon receipt of a lease agreement

from a landlord (where applicable).

8.3 OBLIGATIONS

All full-time bursary holders are obliged to:

Enter into an agreement with the individual Department and agree to comply with the stipulations as set out in the agreement.

Register for the field of study as applied for, and not change course without prior approval of the head of department or her/his delegate, if not, the bursary contract will be deemed cancelled.

Submit proof of registration (specified account) and previous trimester/semester/academic year results within the first three months of every semester/academic year.

Pass at least minimum subjects as prescribed by the institution in terms of the academic levels except for courses, which require a 100% pass rate, e.g. MBChB.

Submit a copy of the diploma/degree certificate immediately after completion of studies.

Notify the Bursary Office at all times of any changes of address.

To register and study a programme identified within the Provincial skills needs.

The North West Province has the first option to employ the bursary holders on completion of their studies, as a method of addressing their departmental needs in specific occupational classes as reflected in their WSP’s and human resource skills needs analysis.

Bursary holders may accept employment offer from other provinces; National departments or from state owned institutions in cases where government is unable to employ them and such bursary holders must be released from contractual obligation.

Refund the department/ North West Provincial Government in full with interest after resignation before completion of contractual service obligation.

Serve the department/ North West Provincial Government for the Period equivalent to which the bursary was granted - if employment offer was made failing which he/she will have to refund all the bursary money plus interest at a prescribed rate in accordance with section 80 of the PFMA.

To take note that only normal vacation- and sick leave count for service delivery (if employed).

Not to register part-time in order to accept employment whilst having a bursary from the North West Provincial Government, excluding intern students.

In case of a programme not identified by Public Sector, but needed by other sectors and crucial to the provincial economy, bursary holders may be allowed to find employment in such sectors and, be released from contractual obligation.

Should a bursary holder terminate her/his services before fulfilling her/his obligation(s), the service obligations calculation will be done pro rata for the remaining obligation period as follows:

Convert the years of study into months; multiply the bursary amounts by the number of Months served and divide by the actual period to be served.

Subtract period served from the actual period to be served and then add interest on the balance, if any.
