District Attorney for the 33rd/424 th Judicial Districts STAND UP Wiley (Sonny) McAfee has over forty years of experience in Criminal Justice. Sonny currently serves as District Attorney of the 33 rd & 424 th Judicial Districts. His experience includes 25 years as an attorney serving as a prosecutor, legal advisor and as a Department of Justice technical advisor. Sonny retired from the Houston Police Department as a lieutenant in the Homicide Division where he worked from the age of 19 in everything from patrol to investigative divisions including Narcotics, Internal Affairs and Homicide. He also was a helicopter pilot for the police department and a member of a patrol tactical unit. Sonny is a graduate of the 129 th session of the FBI National Academy. He obtained his law degree from the University of Houston and was licensed as an attorney prior to his retirement from the Houston Police Department. Upon retirement Sonny worked as an attorney for the First Court of Appeals in Houston. He served as a prosecutor in both Harris County and later in Smith County. As a prosecutor in those counties Sonny tried cases ranging from Driving While Intoxicated to Death Penalty Capital Murder cases. Sonny became the Legal Advisor for the Irving Police Department where he worked as legal counsel for the police department, trained officers in legal aspects of investigations and represented the police department in litigation. Following 911, Sonny went to Europe as a contractor for the Department of Justice in Albania as the senior anti-human trafficking advisor. Later he went to Bosnia-Herzegovina with his wife, Jill, where together they developed training for police officers and prosecutors in the First Criminal Procedure Code following the war with Serbia. Sonny trained and assisted police officers and prosecutors from Alaska to South Carolina in trial preparation and criminal investigations. In November 2012, Sonny won election for District Attorney of the 33 rd and 424 th Judicial Districts of Texas and took office January 1, 2013. With his extensive background in law enforcement and prosecution, Sonny approaches prosecution and law enforcement as a team effort. Sonny and his prosecution team have prosecuted many cases obtaining lengthy sentences to prevent criminals from murderers to child abusers from reoffending in our community. Predators of children have received tough sentences that will prevent them from ever offending against members of our community again. The goal of the District Attorney’s Office is to continue to make the four counties of this District to be one of the safest areas in Texas in which to work, live and raise children.

Candidates started announcing their run for President of the United States and Burnet County candidates for Justice of the Peace and Sheriff positions. Excitement and enthusiasm is in the air and most of us cannot wait for the next Presidential Candidate's Debate. We are the party of the future and we must work together to bring forth the best candidate for each position and “Get Out The Vote”. Many of us are Deputy Registrars and plan to set up booths in various areas of the county to register the new residents as they move into our county. You can be a part of this by taking the short class at the Elections Office in Burnet which is offered every month. Call to make your reservation now and help us get these folks registered to vote. I hope to see each and every one of you at the BCRW September 10th meeting at 11:30, in Burnet, located at the Reed building at the corners of Jackson and Boundary streets. How exciting it is to be a Republican in the Texas Hill Country! Republicans have been very busy during the summer preparing for startup meetings in September and the elections in 2016. In May, following our Burnet County Republican Women's Club meeting where we awarded three scholarships to graduating seniors from the three high schools, we joined the Highland Lakes Republican Women's Club and Star Republican Women's Club in an event luncheon featuring our first lady of Texas, Cecilia Abbott who gave a resounding speech on the State of Texas from a Governor's wife's view. Following that event the club presented a book authored by George W Bush, “A Portrait of a Father” to the Bertram public library.

Burnet County Republican Women General Meeting

May 14, 2015

Reed building, Burnet, TX

The regular monthly meeting of the Burnet County Republican Women was held on May 14, 2015 at the Reed Building Burnet, TX. Gail Teegarden, President, called the meeting to order at 11:45 a.m. Carolyn Taplin, chair of Caring for America committee, gave the invocation and Carolyn Stripling, Parliamentarian, led the pledges to the United States and Texas flags. Gail recognized guests and new members and the elected officials in the audience. She also announced that our scholarship winners and parents were in the audience. We broke for lunch. After lunch, Gail introduced the Patricia Ratliff, Detective Sergeant of Marble Falls Police Department that spoke to the group about “Preventing Scams and Identity Theft”. Patricia offered material for us to use in protecting ourselves. The presentation was followed by a period of questions/answers. Gail thanked Ms. Ratliff for her presentation. Nancy Parmeter presented a recap of the scholarship procedures and then Carolyn Stripling announced the scholarship candidates. They were Brandi Kuhlman of Faith Academy, Aiden Park of Marble Falls High School, and Lauren Beckwith of Burnet High School. The candidates and their parents were presented to the group. Gail then began the regular meeting. The April regular minutes were presented for approval. Londa Chandler made a motion to approve and was seconded by Carolyn Stripling. The motion was approved. Gail then announced the luncheon for First Lady, Cecelia Abbott being sponsored jointly by three women’s clubs, Star Republican Women, Highland Lakes Republican Women and our own club. She announced that the luncheon would be next Wednesday, May 19, 2015 and to contact Janice Estill for tickets that were still available. Lorna Kithil then read a letter of interest from Franklin Graham. He will hold a Prayer Rally in all 50 states. To find additional information to go to www.billygraham.org. Frank Reilly announced a meeting of the BCRC on June 4, 2015 at 6PM at River City Grill in Marble Falls. Justice Jeff Brown, Supreme Court Justice, is the speaker. Gail announced a forum being held for PEC candidates at Quail Point on Wednesday, May 20, 2015 Nancy Parmeter announced a proposed “By Law” change. Current wording – Article 5. Section B. Terms of office. Officers: A term is one year (January 1 to December 31) or until her successor is elected.

1. No officer may serve in the same office for more than two consecutive terms.

Proposed wording change. 1. No officer may serve in the same office for more than two consecutive terms with the exception of the PAC

Treasurer who may serve unlimited terms, but be elected each year.

Reasoning for change being: PAC Treasurer is governed by Texas Ethics Commission with changes occurring throughout the year. With the difficulty in the learning process, this change is justified by having a PAC Treasurer handling the monies and reports in a more educated manner.

TFRW Vice-President of by-laws, when contacted, stated that most clubs have their PAC Treasurer serve unlimited terms due to the responsibilities involved. Nancy announced that a vote would be taken at our next meeting in September, 2015. Carolyn Richmond presented the Treasurer’s report. The balance of our account as of 5/8/15 is $4,499.19. We have a total of 68 members and 27 associate members. The balance includes $420.01 in Scholarship Donations. Gail announced that our club has been awarded a “Gold” award from TFRW. This is the highest level our club has achieved. Dorothy James reported “nothing to report” on Legislative Report. Carolyn Taplin reported the April project for Caring for America (Women’s Shelter in Marble Falls) was much appreciated when items were presented. The new Project for summer is “Vet Ride”. Information was handed out on the subject. Barbara Hoffman, Membership Chair, reported 68 official members and 27 associated members for 2015 year. Gail then asked if there was any New Business. With none, she asks if there was any additional Old Business. Having none, the meeting was adjourned and Gail wished us all a wonderful summer and we would meet again in September. A Budget update from Burnet County Judge James Oakley

A quick snapshot of the Burnet County FY16 budget: The proposed tax rate represents a 2.8% reduction from .414 to .4025 (1.15 cents) which is the effective rate. We were able to do that reduction while absorbing a 7.85% increase in employee health insurance premiums, accelerate a market adjustment schedule for several identified positions, provide a 2% COLA for all employees, program for replacing 3 patrol Tahoe's for the Sheriff’s office, 2 pickups for maintenance and environmental ( Herb ), 2 cars for the DA ( 55% share of District ), increase a PT to FT position for the County Attorney, and add a PT position for the DA ( Burnet County only to collect forfeitures funds ), and absorb the entirety of the Public Defender's cost as the grant funding will have rolled off. All of these budget items while providing for a 29% fund balance (vs.20% mentioned for Llano Co.) and we were able to add $500k to the Capital Improvements fund (separate of the fund balance) which will now sit at $1.4mm for use for future buildings. (IE. less need to finance.

Much of budgeted items were possible due to an increase in some

valuations and newly appraised properties (new construction). Also, we were able to eliminate a couple positions and reduce professional service contracts by about $100k, IE. Do it ourselves.

Within all of this, we were still able to buy the big jail without increasing

the debt service tax rate. We are also going to completely revamp and enhance the courthouse & historic jail Christmas lighting this year using hotel tax (not property tax) funds with a professional vendor. That fund carries a separate $ 500k fund balance. We look forward to our county seat providing a stimulus to economic activity during an otherwise "off" season.

Caring for America The Caring for America Committee is giving you the opportunity to join in by telling women in the Military

how very much we appreciate their service and offer prayers for their safety while they fight to keep

America strong under a lame President.

Since we are Republican Women we thought to select women to send them a little bag of items women enjoy

and probably don't have very often.

We will list some items for you to choose from and others as you shop that you would want to share.

Tooth brushes, toothpaste, lip balm, lotion (both body and hand). Foot cream or foot products especially for

tired feet. All nail care items including files, clippers, etc. We like feminine pink razors, hair brushes,

shampoo and conditioners. (no color products)

Other items you think they would enjoy are welcome. We also need hard candy of all kinds including candy

canes.

If you travel and bring home the little bottles from the hotels, they would be perfect as the items must fit in a

quart zip lock bag.

We hope you will enjoy shopping for our veterans but if you don’t have the time to shop, we will accept cash

donations. The Dollar Tree has a good selection for this size items

Stop by our table at the September meeting for a flyer.

We want to start this project in September so we can receive as many items to share as possible. Our club

truly Cares for America and supports our many projects and we thank you.

We will have a work day late October to fill the bags and get ready to ship.
