    Close to 2,000 passengers stranded

Close to 2,000 passen-gers were stranded in the two ferry terminals in Allen town, Northern Samar due to Gorio, the only effect of the typhoon that hit Eastern Visayas.

Based on the information of the Coast Guard based in Catbalogan City, which has jurisdiction over the Allen ports, said that 1,997 pas-sengers were stranded in the ports of Balwarteco and Dapdap.

In Balwarteco port, 1,723 passengers boarded on 37

Department of Education(DepEd) Sec-retary Armin Luistro has called on all schools in Sa-mar and Leyte provinces to maintain a Gulayan sa Paaralan project.

Luistros call was made during the 22nd Samar Is-land Partnership for Peace and Development (SIP-PAD) meeting. SIPPAD is a partnership of the Church, government and Civil So-ciety which aims to bring progress and development to the whole Samar island.

    A recent report of the

The National Board of Philippine Councilors League (PCL) through its National President Alma Moreno, appointed Jennifer S. Anacio as Interim Provin-cial Federation President of PCL Eastern Samar Federa-tion effective July 1, 2013.

This was the information given by Ms. Candelaria Badillo, Local Government Operations Officer (LGOO V) of Departmentof Inte-rior and Local Government (DILG), Borongan City.

Badillo said that Anacios assumption will mean her representation in the PCL as an ex-officio member of the Sangguniang Panlalawigan until such time when the new set of Federation Of-ficers shall had been elected and proclaimed.

Badillo added that her appointment is pursuant to the pertinent provisions of the Philippine Councilors League, Constitution and By-Laws particularly on suc-cession into office of Anacio.

Anacio will assume and hold office and exercise its functions and responsibili-ties until the next Federa-tion President had been duly elected and proclaimed.

Meanwhile, the incum-bent President of PCL, E. Samar is Board Member Sol Angelie Libanan who did not run in the Mid-term elections while the Vice-President is Sangguniang Bayan Josue Sison who ran as Sanggunian Panlalawigan Member of the Second Dis-trict of Eastern Samar but lost.

    So, being the next high-

For putting a measly P10 a day into the piggy bank of the Social Security System (SSS), drivers, ambulant vendors and other members of the in-formal sectors will receive the benefits similar given to regu-lar SSS members.

Thus said Helen Solito, SSS Assistant Vice-President for Central Visayas, in todays launching of the AlkanSSSya Program at the city hall here.

Solito said that would-be members of the SSS AlkanS-SSya program for informal sectors will just have to re-member certain important numbers.

She said that number 120 stands for continuous payment of monthly contri-bution for 120 months where a member can avail of lifetime

A Millennium Challenge Corp. (MCC) official said MCC is not only concerned with infrastructure activities but also in the comprehensive social development of people in affected areas.

MCC, a United States foreign aid agency, is imple-menting the Secondary Road Rehabilitation Project here.

David Gange, MCC con-sultant, said this is the par-ticular uniqueness of MCC because it considers the issues and concerns affecting the people within the perimeters of MCC.

He said MCC has given the affected households cer-tain fees as pay-off for what-ever part of their house was damaged, including fences, either those with concrete or with light materials.

MCC implements comprehensive social development programsBy Alicia E. Nicart He added that there is a

demolition cost given to af-fected families for the demo-lition of the affected part of their house, which they ex-pect to be done 30 days after they received the money, oth-erwise, the MCC contractors themselves will do the demo-lition job. If this happens, the affected household will have to return the demolition fee money they received.

Gange said MCC have compensated the resettlement obligations to 85 of the 6,990 affected households, except for the remaining 110 who they referred to as in difficult places, or those structures with owners abroad, some are unknown or are still in the process with the Grievance Committee.

Luistro calls on Region 8 schools to maintain a Gulayan sa Paaralan to curb malnutrition

National Nutrition Council (NNC) said Region 8 ranked second in the entire coun-try for Severely Wasted and Wasted Malnutrition among school-aged children.

Luistro flew to Borongan city to respond to the invita-tion of the three bishops of the Eastern, Western and Norhtern Samar in order to express his side on the re-ported problem on the nu-trition aspect of children.

If a child would be hungry in Saudi Arabia, I would understand it, but for a child to be hungry and be

malnourished in Samar and Leyte which places are like heaven in natural resources, I think that is a sin for al,l Sec. Luistro said.

NNC reports that in Eastern Samar, of some 1,000 pupils, 2.5% of them are with Severely Wasted Malnutrition, and 8.53% have Wasted Malnutrition.

In Western Samar, of the same number of pupils, 2.56% are Severely Wast-ed and 9.05% are Wasted, whereas Northern Samar has the biggest problem,

buses, 76 trucks and 26 light vehicles, were stranded while at the Dapdap port, 274 passengers were strand-ed boarded on four buses, 40 trucks and four light ve-hicles.

The Philippine Coast Guard imposed the no sail-ing policy in all ports in Eastern Visayas since Friday due to Gorio.

Flights at the Daniel Z. Romualdez (DZR) Airport bound for Cebu and Manila were also cancelled.

The Revenue District Of-fice No. 86 (RDO-86) of the Bureau of Internal Revenue (BIR) here has exceeded its P207.5-million collection goal for the January to May 2013 period.

BIR Eastern Samar has collected P210.1 million, 1.25 percent (P2.6 million), more than the target, during the perod, Mr. Gil A. Mones, Jr., Revenue Collection Su-pervisor, said.

The BIR RDO aims to collect P454 million this year.

    BIR hits collectiontarget

Mones also said that the collection came mostly from withholding tax and value added tax (VAT) and ex-panded income withholding taxes.

BIR said they will con-tinue to conduct tax info campaigns such as tax map-ping, Oplan Kandado and monitoring of withholding tax remittances of political candidates during the May 2013 elections and other en-forcement activity this year.

Mones is hopeful that the BIR of E. Samar would be able to achieve if not sur-pass the target, but said they have to work hard to be able to maintain the record as top tax collector in the region. (SDC/PIA-E. Samar)

She added that a P20,000 educational loan can be availed for any four-year course and a P10,000 loan for any vocational course, the payment of which shall be made 18 months after the child have graduated.

Solito said that a P20,000 burial assistance is also af-forded to AlkanSSSya Pro-gram member.

    JUNE 25- JULY 01, 2013

T he expose of Rep. Walden Bello of the sex-for-flight racket a few days ago was disconcerting news, at least for the

    Sex-for-flight

many (or few) who cared. As exposed, three, get this, officials (two from the Philippine Overseas Labor Office or POLO and the other from the DFA) were accused by Bello of en-gaging in the racket, taking advantage of the desperation of our distressed women workers who had to leave their abusive employers by offering a flight home in exchange for flesh. Disconcerting wont even cut it.

Naturally, one of the libelled officials denied fervently the allegations against him, label-ling the expose as a mere propaganda of illegal recruiters whose angry buttons he may have pushed with his own efforts to stop them. He failed however to name at least one of his so-called bashers.

But if all that Rep. Bello has exposed is true, both as to the what and to the who, or at least bear a semblance of it because it is ac-

curate as to the what but shady as to the who, it should stir the Filipino people to more than just disconcertion. It should raise hell on the peoples sense of decency, of hu-manity, of morality. Disconcertion is too bland a word to describe what ought to stir the peo-ple. Disconcertion will really not cut it.

It is bad enough that this racket, if true, is happening not in the shadows but under the glimmering light of embassies. If true, it is even worse that it is engaged in by those sup-posed to protect, not prowl on, our helpless women seeking protection, not aggravation of their wounds. What makes it worst how-ever is the fact that the victims are OFWs who have to sell whatever could be sold, mortgage whatever could be mortgaged, pawn whatever could be pawned, just so they could be called and be paid as such.

And it may not hurt to stress again that dis-concertion is a weak word for it. It will not just cut it.

( Pope Francis com-pleted his first 100 days as Holy Father., . At a Harvard University seminar, John Carr og Georgetown Uni-versity was told by a non-Catholic participant: You have a pope who knows how to pope. Here are excerpts of Carrs paper JLM )

Francis is changing the Vatican, not the other way around. Francis is changing how the popes responsibili-ties are carried out, not the other way around. Whether reaching out to a new council of eight cardinals or wash-ing feet of prisoners, Pope Francis is adapting customs of the papacy to his pastoral manner,

Everybodys pope ---..so far: Pope Francis changes how the church is perceived. Pope Francis Is Good for Jews, Wall Street Journal bannered an article by Fran-cis Rocca, Pope Francis Is Good for Protestants wrote Chris Nye, in Relevant Mag-azine. Hes Our Francis, Too, adds revangelical pub-lication Christianity Today.

Symbolism is substance: Symbols are substance in a sacramental church. Where Francis lives, what he wears, stands, speak.. He offered a chair and sandwich to a Swiss guard Do not come for my installation, he told Argentine parishioners. Give the travel money to the poor instead. He washed the feet of prisoners.

Power is service: From start, Francis has insisted authentic power is service. His responsibility was to open his arms to protect all of Gods people and, espe-cially the weakest, the least important. He ha no en-tourage or guards --- and no grand communications strategy. He is a pastor on a new global stage sharing his faith, hope and love.

Whats in a name? Fran-cis consistently placed the poor at the center of his ser-vice. His priority expresses Pope Benedicts neglected teaching in Deus Caritas Est and Caritas in Veritate. His strong words about savage capitalism and indifference to the poor apply traditional Catholic teaching, deliv-ered with passion of a pas-tor whose feet walked the slums.

simple words carry a powerful message: He is a reporters dream. He com-municates moral principle thru provocative, sound bites

100 Days of Francis with passion. The food we waste is stolen from those who are hungry., he said. The church is a mother, not a babysitter The church is not an organization, but a love story. And media is having as ball with the com-ment that even atheists being redeemed by Christ.

Francis doesnt fit: He defies conventional catego-ries. He is not chaplain to particular factions. As uni-versal leader. he urges set aside ideological prejudices. Instead. look anew at chal-lenges through lens of the Gospel. Savage capital-ism leave too many behind. Relativism empties faith of meaning. It drifts and with those who wish to turn the clock back and stubbornly seek to tame the Holy Spir-it. Society is not measured by what we have or produce. It is gauged by how we care for one another, especially the vulnerable.

Identity matters: The church is not just another organization that does good things. It is the body of ChristWe can build many things, but if we do not con-fess Jesus Christ, nothing will avail. We will become a compassionate NGO, but not the Church. Christ crucified and the Resurrection are the center of Christian witness.

Fundamental principles matter: Pope Francis re-minded the Archbishop of Canterbury: We promote Christian values in a world that seems at times to call into question some of the foundations of society, such as respect for the sacredness of human life or the impor-tance of the institution of the family built on marriage.

Build bridges, not walls: Through dialogue, it is al-ways possible to get closer to the truth which is a gift of God, Pope Francis said. We enrich one another. It is crucial to open minds and hearts.. He told report-ers for Civilta Cattolica . It is crucial to open minds and hearts. When ( the church ) becomes self-referential, gets sick and old.

Dont clericalize the la-ity: For years, Pope Francis emphasized the lay vocation to be salt, light and leaven --- in the world., [We] fo-cus onthe sanctuary, rather than bringing the Gospel to the world. The call of the laity is to live and spread the faith in their families, workplaces, schools, neigh-

borhoods and beyondto be a leaven of the love of God in society itself. [The lay-person] is to create and sow hope, to proclaim the faith, not from a pulpit but fromeveryday life.

No room for whiners and climbers: Francis has no time for melancholy Christians whose faces have more in common with pickled pep-pers than joy. The gospel is good news. Show it. He has no time for the dark joy of gossip or bickering among believers Do not speak ill of one another. Do not deni-grate one another. In the end we are all traveling on the same road. Francis repeat-edly warns against clerical ambition: Careerism is lep-rosy. Leprosy.

Make connections: Fran-cis links priorities and prin-ciples that others divide. On the Gospel of Life week-end he made the case for the protection of the unborn and the poor as tests of our commitment to life. Tthe

goal of economics and poli-tics is to serve humanity, he said . (That begins ) begins with the poorest and most vulnerable wherever they may be, even in their moth-ers wombs. Every economic and political theory or ac-tion must set about providing each inhabitant of the planet with the minimum where-withal to live in dignity and freedom, with the possibility of supporting a family, edu-cating children, praising God and developing ones own human potential.

The devil is still around: Pope Francis is a man of hope, but not a utopian op-timist. There is evil in the world and in our lives. And that evil has a source in Sa-tan. Francis insists pessi-mism, cynicism and calumny come from Satan . He re-minds us: The devil always rips us off.

Well hear more from this Pope. ( Email: [email protected]

to Balangkayan has now commenced construction by first putting in place the large culverts and concrete drain-age systems.

MCC also takes into con-sideration some issues on trafficking in persons and gender integration in the workplace.

Gange said a number of women workers have been taken in as flag women, those who assist in the smooth flow of traffic by signalling motor-ists with either green or red flaglets. Some women are also assigned in middle man-agements of MCC.

    He also stressed that they

The month-long celebra-tion of Nutrition Month will kick off today to increase public awareness on hunger and malnutrition issues.

The regional opening rites to be lead by the National Nutrition Council (NNC) will start with a motorcade that will be participated in by pupils, students, teachers, government employees, non-government organizations and Barangay Nutrition Scholars.

It will be followed with an opening program at the Balyu-an Amphitheater

The program includes technical sessions, sample provision of livelihood assis-tance, donation to 10 a Day Save a Life Campaign, raffle draw, seeds distribution by the Department of Agriculture, cooking demonstration and promotion of herbal medicine production.

Provinces and cities will also conduct their respective Nutrition Month-related ac-tivities.

The 39th Nutrition Month celebration focuses on hun-ger with the theme Gutom at Malnutrisyon, sama sama nating wakasan! (Hunger and malnutrition, let us end it to-gether!)

The theme underscores the need for active multi-stake-holder participation to address the basic causes of hunger. All activities are geared towards achieving actions to mitigate hunger and malnutrition, said NNC Regional Nutrition Pro-gram Coordinator Segundina Devota Dilao.

Dilao pointed out that hun-ger is one of the worst forms of deprivation particularly because people do not enjoy their basic fundamental right the right to food.

She said stakeholders need to fast track actions to reduce hunger to meet the first Mil-lennium Development Goal on eradicating extreme pov-erty and hunger.

Based on the Social Weather Station survey, the average overall hunger was 14.5% from July 1998 to March 2013. The average in-cidence for moderate hunger was 10.8% and severe hunger at 3.7% in the same period.

The NNC has encouraged the public to celebrate Nutri-tion Months spreading the message, being informed, be-ing concerned, provide liveli-hood opportunities, planting, providing for the future and being a supporter for sustain-ability.

Section 7 of Presidential Decree 491 designated July as Nutrition Month, for the pur-pose of creating greater aware-ness among our people on the importance of nutrition.(SAR-WELL Q. MENIANO
