IntroductionTheBGSUPoliceDepartmenthaspreparedthisdocumentinacollaborativeeffortwiththe(Building)EmergencyResponseTeam.Thisplanhasbeendevelopedtoprovidethe(Building)personnelwithemergencyresponseguidelinestouseduringanemergencyordisasterthatdisruptsthenormalday-to-dayoperations.

BasicPlanPurposeThepurposeofthisplanistoprovidetheBuildingEmergencyResponseTeam(BERT)memberswithasetofguidelinestobeimplementedwhenrespondingtoanemergencyordisasteroccurringinBGSUownedand/oroperatedbuildings.Thisplanaddressessignificantemergencyincidentsincludingnatural,technological,andpersonalsafetycrises,whichcouldseverelydisruptday-to-dayoperationsofthesebuildings.Thisplanwillhelptoensurethesafetyandwell-beingofstudents,faculty,staffandvisitorswhoutilizethesefacilities.ScopeThisplanisdesignedtocoveremergenciesrangingfromanisolated,single-personmedicalemergencytoamulti-victimmasscasualtyincident.Theplanwillfollowthefourphasesofemergencymanagement:Mitigation/Prevention,Preparedness,Response,andRecovery.IncorporatedwithinthisplanaretheBasicPlan,ProtectiveActionRecommendations,EmergencyResponseGuidelinesandAttachments.TheBasicPlansectionincludesthepurpose,scope,andrequirementsforasuccessfulCEAP,aBGSUpolicypage,situationandassumptions,emergencynotificationsystems,directionandcontrol/lineofsuccession,planmaintenance,training,exercisesandplanvalidation.
TheProtectiveActionMeasuressectionoutlinestheproperguidelinesforevacuatingthebuildingduringafirealarmactivation,generalbuildingevacuation,sheltering-in-place,andlockdownusedduringviolentincidents.
TheEmergencyResponseGuidelinessectionoutlinesresponsibilitiesandproceduresforthestaffdealingwithnatural,technologicalandpersonalsafetycrises.TheAttachmentssectionincludesmaps,definitions,forms,andathreatassessment.
TheCEAPisdesignedtohelpensurethelife,safety,andwell-beingofstudents,faculty,staff,andvisitorswhiletheyareutilizingthefacility.

RequirementsforaSuccessfulCEAPThisemergencyactionplanshouldaddressthecomprehensiveandparticularneedsofthevariousoccupantsofBGSUownedandoperatedbuildingswhenconfrontedwithanemergencysituation.InorderfortheComprehensiveEmergencyActionPlantobeeffective,itisimperativethatallfaculty,staff,studentsandvisitorsfollowtheinstructionsoftheBuildingEmergencyResponseTeaminapromptandorderlymanner.Inadditiontounderstandinghowthisemergencyactionplanworks,eachteammembermustactivelyparticipateandreceiveadequateperformancebasedtrainingrequiredforimplementationofthisplan.BGSUCEMPandOSHAComplianceCoordinationwiththeBGSUComprehensiveEmergencyManagementPlanThisplancoincideswithBGSU’sComprehensiveEmergencyManagementPlan(CEMP)toensureoptimumsafetyofthebuildingoccupantsandefficientresponseinanyemergencyincident.ItreflectsBowlingGreenStateUniversity’semergencyresponseproceduresandsatisfiesanelementoftheemergencyactionplanrequiredbytheOccupationalSafetyandHealthAdministration(O.S.H.A.)29CFR1910.38.29CFR1910.381910.38(a)Application.AnemployermusthaveanemergencyactionplanwheneveranOSHAstandardinthispartrequiresone.Therequirementsinthissectionapplytoeachsuchemergencyactionplan.1910.38(b)Writtenandoralemergencyactionplans.Anemergencyactionplanmustbeinwriting,keptintheworkplace,andavailabletoemployeesforreview.However,anemployerwith10orfeweremployeesmaycommunicatetheplanorallytoemployees.1910.38(c)Minimumelementsofanemergencyactionplan.Anemergencyactionplanmustincludeataminimum:

UniversityClosingPolicyThePresidentordesigneewilldeterminewhenconditions—suchassevereweatherorastateofemergency—necessitateclosingorcancellingclassesattheentireUniversityoranyofitsspecificcampuses.ThePresidentordesigneewillpromptlynotifyotherdesignatedUniversityofficialsandmembersofMarketingandCommunications,whowillcontactareamedia.Closinginformationwillbeannouncedasclearlyandsimplyaspossibletoavoidconfusion.Cancellationofclassesandclosureannouncementswillbemadeasearlyaspossibleinthedayandwillclearlystatetheaffectedcampus(es).ThiswillbecommunicatedviatextthroughAlertBG,throughemailnotificationandontheUniversityhomepage.Certainemployeeswhoareessentialtomaintainingcriticaloperationsandsupporting/protectingresidentstudentswillberequiredtoreporttoworkduringacampusclosure.Theseemployeeswillbedesignatedassuchbytheirsupervisor.ThecompleteBGSUCancellation,DelayandClosingPolicyandProceduresdocumentcanbefoundattheBGSUOfficeofGeneralCounselwebsiteorbycontactingtheBGSUHumanResourcesdepartment.UniversityClosedDefinitionAllcampusfacilities(exceptthoseneededforspecialoperations)areclosed.Onlythosedesignatedasessentialpersonnelaretoreporttoworkattheirregularlyscheduledtimesandonlythosepersonnelwillreceiveovertimepayorcompensatorytime.EmergencyClosureDefinitionTheUniversityareamustbeevacuated.Duetoacriticalordisastroussituation,thecampusareaandallbuildingsareofflimitstoeveryoneexceptdesignatedemergencypersonnel.Nootherpersonnelwillbepermittedtoremainoncampus.

DesignatedEmergencyPersonnelDefinitionDesignatedemergencypersonnelareonlythoseemployeesnecessarytoprotectresidentstudentsandemployeesandtomaintaincriticaloperations.Designatedemployeesmayincludeappointedmaintenance,custodial,grounds,andHVACpersonnel;telephoneservicespersonnel;animallaboratoryandgreenhousetechnicians;policeandsafetyofficers;andresidencehall,foodservice,andhealthservicespersonnel.Thetypeofemergencywilldictatetheemployeesthatareconsidereddesignatedemergencypersonnel.Forexample,forsevereweathersituations,theBGSUSevereWeatherPolicydesignatespersonnelas“essentialweatheremployees”andthoseemployeesareissuedcardsthatidentifythemassuch.EmergencyIncidents

CampusEmergencyNotificationSystemAlertBGistheemergencynotificationsystematBGSU.EmergencymessageswillbesentbytheBGSUPoliceDepartmentand/orMarketingandCommunications.ForthosewhohavesignedupforAlertBG,emergencymessageswillbesentviatexttocellphones.AlertBGmessageswillalsobesentviaFacebook,Twitter,amassemailtothecampuscommunity,theUniversityhomepageonlineandondigitalsignagethroughoutcampus.AlertBGwillonlybeusedforemergenciesandforcampusclosuresduetosevereweather.Communitymemberscanalsodial37-ALERT(372-5378)forarecordedmessageaboutcampusconditionsintheeventofanemergency.OtherSourcesofInformationOtherpotentialsourcesofuseful,safetyrelatedinformationincludethefollowing.CrimeAlertsCrimealertsareusedbytheBGSUPoliceDepartmenttoassistthepoliceingatheringinformation,toinformthecampuscommunityofcriminalorsuspiciousactivityorcrimetrendsandtofacilitatecrimeprevention.CrimealertsarepostedontheBGSUDepartmentofPublicSafetywebsiteandaredistributedtothecampuscommunityviamassemail.CampusUpdateCampusupdatesarenotificationssenttotheuniversitycommunityviaemailthatlistupcomingevents,activities,meetings,deadlinesandotherusefulinformation.Itissometimesusedtocommunicateinformationabouttrafficdelays,poweroutages,watermainbreaks,gasleaksandotherissuesthatareoccurringonornearcampus.BGSUWebsiteDuringemergenciesandcampusclosures,moredetailedinformationmaybealsobeprovidedontheUniversity’shomepage.LocalTVandRadioStationsAttimes,localmediaisanadditionalsourceofinformationforsevereweather,campusclosures,utilitydisruptions,andothereventscoveredbythisplan.DirectionandControl/LineofSuccessionDirectionandControlisdesignedtoassiststaffconcerningwhoisinchargewhenanemergencysituationoccurs.Thiswillalsoassiststaffinthedivisionofdutiestoensurenooverlappingoccursduringemergencies.Thelineofsuccessionislistedbelowandshouldbefollowedforallsituations.Thedutiesdescribedforeachposition
