Study Goals and Objectives

• Goal: Compile data to evaluate reservoir level effects on recreation.

• Objectives: Evaluate historical reservoir levels.– Map reservoir and identify shallow areas.

– Review boat ramp conditions and boat access.

– Compile and evaluate boat accident data.

• Lake Levels– compile reservoir storage data 1931 - 2013

• Light Detection and Ranging (LiDAR) – 3d photos from fixed-wing aircraft

– GIS contour map

• Boat Launch– evaluate conditions of boat ramps

– evaluate launch suitability at low reservoir levels

• Accident– reports and interviews with Plumas County

Summary of Results

• No documented accidents related to lake levels

• No documented instances of collisions with obstacles such as rocks or stumps

• Primary issue is access and aesthetics at low lake levels– Bucks Lake is almost always accessible for launching boats Labor

Day to Memorial Day– May and October, lake levels are occasionally lower than usable end

of boat ramps

• Condition of boat ramps maybe an issue– Sediment buildup at Sandy Point– Surface condition of Haskins– Operating season at Haskins

• Implementation of the study is considered complete

• Technical Memorandum is considered final – Unless other studies determine that reservoir level affects

other resources.

– If so, Technical Memorandum may be updated, if needed.

• One variance to the FERC-approved study. – The study used four water year types, Critically Dry, Dry,

Normal, and Wet, based on the California Department of Water Resources records of annual inflow to Lake Oroville
