Boucher 2014b – Summary: Domesticating the Drone Concerns are raised about the public rejecting the technology because of controversial applications. EU commission has generated a roadmap to avoid public rejection. Boucher provides a critique about 3 points: - Purpose of innovation - Knowledge as a precondition to accountability - Pushing technology to public without sufficient information is irresponsible Strategies critique: They minimize the recognition of M-RPAS benefits by avoiding the use of the word “drone”. Instead we should find ways to help the public accept C-RPAS, e.g. more transparency about RPAS development. Four categories of applications: Military: Surveillance & combat State: Security & surveillance, forest monitoring, fire services, air sampling, SAR, infrastructure management & emergency response. (Motive: Value for money) Commercial & Industrial: agriculture mgmt., entertainment, advertising, security & surveillance, IS mgmt. & delivery services (Concerns about privacy, safety & liability) Recreation & creativity: (associating with drone communities; skill to develop drones). There is a significant crossover among these categories. Hearing on UAV by DG Energy Apps: Similar to the above + traffic mgmt. (no crew replacement). Benefits: functional, economic and for the MRPAS sector. High-level conference by EC Echoed the hearing. A group was setup to respond to the barriers against UAS development. 5 Workshops Focused on: Industry & markets, integration to airspace, safety, societal dimensions, R&D.
