Observations of Process• Work of Board of Trustees is really done by

subcommittees• Agenda Review – less formal than BOT meeting; where

the vetting gets done– This is where the agenda-setting process takes place

(Kingdon’s Agenda-Setting Model)– Opportunity to revise/ask questions before public mtg.– Is it ready to go before the full BOT & public?

• Agenda denial

• Loss of agenda status

sent back to subcommittee for revisions– If necessary Second Reading is usually scheduled for next

• President’s Communication Council– Primary purpose is to share results of BOT mtg.
