MS. MARIA MORENO SANCHEZ Policy AnalystAlliance for Financial Inclusion

Ms. Maria is a banking lawyer, with expertise in fi nancial regulation, focused in projects related to

fi nancial services, retail and wholesale banking, derivatives and insurance products. She has had

experience on payment system regulation (e-banking) and policy matters related to fi nancial inclusion

for developing economies, such as SME Finance. Currently, Maria is a policy analyst responsible for

developing the AFI Member Country Policy Profi le, a repository of knowledge of the fi nancial inclusion

policies issued by AFI members.

Thomas is the Director of Human Capital Development Centre and Central Banking Services (CBS)

in Bank Negara Malaysia (BNM). He is responsible for developing a competent and progressive

workforce for BNM. He also oversees the formulation and implementation of technical cooperation

strategies and programmes to enhance ties with central banks and fi nancial sector authorities.

Thomas has more than 19 years of experience in central banking. Prior to his current role, Thomas

served in the Development Finance and Enterprise Department, Economics Department as well as

the Monetary Assessment and Strategy Department, where he was the Deputy Head of the Monetary

Policy Committee (MPC) Secretariat.

Thomas holds a degree in Economics and Accounting from the University of Bristol and an MBA

from INSEAD. He is a Chartered Financial Analyst (CFA) charter holder, was a BNM scholar and had

attended the Strategic Leadership for Microfi nance Programme at Harvard Business School.

Ms. Roxana Chávez Valencia is a Microfinance Senior Supervisor at the Superintendency of Banking, Insurance and Private Pension Fund Administrators of Peru. Chavez executes on site and off site supervision in entities that provides micro and small credits, also participates as a trainer in national events and internships for foreign delegations about microfinance topics.

Roxana is an accountant and has a master degree in Corporative Finance at the Esan University of Peru.

Dr. Barbara Drexler is Associate Dean of International Affairs at Frankfurt School of Finance and Management. In this role, Barbara is responsible for International Executive Education, Student Recruitment and Academic partnerships. She is a seasoned expert in education management and quality assurance, with substantial experience in curriculum design and development. Barbara teaches economics for Bachelor and Master Students in Germany and is a visiting lecturer at the Protestant University of the Congo, Kinshasa DRC. Recently, she has also taught customized seminars on Economics and Monetary Policy for (non-economist) staff of the European System of Central Banks.

Ms. Drexler has studied at the United World College of South East Asia Singapore, the University of York UK and the London School of Economics. She holds a PhD in Monetary Economics from Germany. Above all, she is looking forward to returning to her country of birth, Malaysia.

Mr. Erturk has been serving as the Head of Department for Financial Instruments and Market Development at Turkish Treasury since 2011 and his works are focused primarily on entrepreneurship ecosystem to improve access to finance for SMEs. His department is now actively working on venture capital issues to strengthen the financial ecosystem through developing public policies for business angels and business angel networks. Mr. Erturk actively took part not only in the creation of business angels and funds of fund programs but also in improving the quality and volume of business angel investments. He is also dealing with the implementation of the fund of funds system which was established in early 2014 to support the venture capital funds and co-investment funds. Besides, he also works on improving other alternative financing instruments to increase access to finance.

He graduated from Ankara University, Department of Economics in 2000 and started his career at Turkish Treasury as an auditor. In 2008, he got his MBA (Finance) degree from University of Illinois in the United States. Currently, he is working on a doctorate in venture capital at Department of Business Administration in Ankara University.

MR. HAKAN ERTURKHead Department for Financial Instruments and Market Development, Turkish Treasury

Mr. Ahmad Haniff Jamaludin is currently a Manager in the Development Finance and Enterprise Department, Bank Negara Malaysia (the Central Bank of Malaysia), overseeing the development of policies and strategies on financial inclusion as well as access to financing for SMEs. With 15 years experience serving Bank Negara Malaysia, he has extensive experience in financial inclusion and SME financing areas, and the regulation of banking institutions and development financial institutions in Malaysia.

He holds a Master of International Economics and Finance degree from the University of Queensland, Australia; a BSc in Finance and Accounting from the University of Salford, UK; and a Certificate in Islamic Banking and Finance Law, International Islamic University, Malaysia.

Md. Ashraful Alam is currently a Deputy General Manager in the SME & Special Programs Department, Bangladesh Bank (the Central Bank of Bangladesh), overseeing the development of policies and strategies on access to financing for MSMEs. He is also engaged in design, implementation and monitoring of financial inclusion policies and strategies in Bangladesh Bank. He is a member of the AFI SME Finance Working Group and AFI focal point of Bangladesh Bank. Mr. Alam is engaged with many national and international organizations in various capacities in the field of financial inclusion, MSME development and entrepreneurship building.

With 19 years of experience in serving Bangladesh Bank, and 4 years in the Government, he has extensive experience in prudential regulations in banking with special focus on SME banking, development financing, MSME and entrepreneurship development with particular focus on financial inclusion and inclusive growth in Bangladesh. He has extensive experience in the areas of low cost housing, community mobilization, working with MFIs and private sector development (PSD). Mr. Alam is also engaged in teaching business and entrepreneurship at tertiary level as adjunct faculty.

He holds a Master of Business Administration degree from the Institute of Business Administration, University of Dhaka, Bangladesh; a BSc in Natural Resource Management from the Institute of Forestry and environmental Science (IFES) University of Chittagong, Bangladesh.

MR. MD. ASHRAFUL ALAM Deputy General ManagerSME & Special Programs Department, Bangladesh Bank

Dato’ Mearia has more than 20 years of working experience in many fields, including audit and financial consultancy, corporate banking, corporate & strategic planning as well as operations management.

She started her career in audit & financial advisory at Arthur Andersen & Co. and later joined Bank of Commerce (M) Berhad in the Corporate Banking Division. Thereafter, she worked in two property companies, namely Land & General Berhad dan Malton Berhad in the Corporate & Strategic Planning Division.

She served Pos Malaysia Berhad as Chief Operating Officer in the Retail & Financial Services Division, prior to joining Bank Simpanan Nasional on 1 July 2014 as Senior Vice President/Head of Community Business Division.

Dato’ Mearia Hamzah graduated with Masters in Business Administration (Accounting & Finance) from University of New Haven, Connecticut, USA and a Bachelor of Science (Accounting) from State University of New York, USA.

Mr. Thomas is a financial market professional with in depth experience across regulation, supervision, banking and microfinance.He is currently heading the GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH) project on Financial Sector Development in Myanmar. The project focuses on sustainable access to formal financial services for SME and works closely with the Central Bank of Myanmar, the Myanmar Institute of Banking and also selected pilot banks.

Thomas held further positions with GIZ as advisor to Bank Indonesia (Central Bank of Indonesia) and as financial sector expert in the GIZ-internal research and planning division in Germany. In Indonesia, he focused on the regulation and supervision of microfinance institutions as well as commercial banks. In his role in Germany, he oversaw the GIZ financial sector portfolio in Asia.Prior to joining GIZ, Thomas worked in the financial services industry in Switzerland with a focus on investments in emerging markets.

Thomas holds academic degrees in Economics as well as International Relations. He studied in Switzerland (St. Gallen and Geneva), UK (Aberdeen) and China (Shanghai).

MR. THOMAS FÖERCH Head, Project on Financial Sector Development in MyanmarDeutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ)

Mr. Yaw Brantuo is the Coordinator of IFAD’s Rural and Agricultural Finance Programme (RAFiP) which supports value chain interventions in Ghana. Previously, Yaw was responsible for the implementation of a five-year rural finance project including an agricultural credit programme worth $31 million out of which $23 million reached 10,506 actors across identified value chains in collaboration with fifty-six commercial banks, rural and community banks, savings and loans companies and financial NGOs.

Dr. Sheikh Ghazali Abod is currently the Chief Operating Officer, Centre for Entrepreneur Development and Research (CEDAR), a wholly-owned subsidiary of SME Development Bank of Malaysia. He was earlier the Director of Human Capital & Corporate Services, SME Bank. Prior to his appointment in July 2010, he was the Senior VP, Group Head Education, Sime Darby Corporation. He used to be the Deputy Vice-Chancellor (Management) of Universiti Tenaga Nasional (UNITEN), a post he held, subsequent to his position as Deputy President and Chief Operating Officer of Universiti Tun Abdul Razak (UNITAR).

He holds a Ph.D in Islamic Financial Economics from the University of Durham, United Kingdom (1996), MBA (MIS and Corporate Finance) from the Catholic University of Leuven (1981) Belgium, as well as Diploma in Computer Science from the Universiti Teknologi MARA (UiTM) (1978).

Ms. Kamisah is the Deputy Director of Development Finance and Enterprise Department of Bank Negara Malaysia, heading the SME Financing and Financial Inclusion Division. She is directly involved in designing, implementing and monitoring of policies and programmes pertaining to SME Financing and Financial Inclusion.

Her involvement in the SME development began since 2005 as the Secretariat member of the National SME Development Council at the Bank before the function transferred to SME Corporation Malaysia in 2008. She had the opportunity to work with the World Bank consultants in drafting the SME Masterplan 2012-2020 during her two-year attachment at SME Corporation Malaysia as the Director of Economics and Policy Planning Division. Her other working experience at the Bank for 20 years include regulation/supervision of development financial institutions and insurance industry as well as corporate strategic management.

Kamisah holds Master’s Science in International Development Finance from University of Manchester, UK and Bachelor of Commerce from University of Canterbury, NZ.

Ms. Ruziana has been with Bank Negara Malaysia since 1998. She joined the Central Banking Services (CBS) in August 2014 to oversee the development and implementation of international technical cooperation initiatives in areas of central banking and financial stability with other agencies and organisations.

Prior to joining CBS, Ruziana served as Deputy Director in the Prudential Financial Policy Department and Financial Sector Development Department. Her experience includes development of prudential regulatory policies, review of the Central Banking Act and Financial Services Act, Financial Stability Assessment Programme, financial sector liberalisation, financial markets development, establishment of Financial Institutions Directors’ Education Programme and Financial Sector Talent Enrichment Programme; and implementation of the Financial Sector Masterplan.

Ruziana holds an accounting degree from the University of Melbourne and is a member of CPA Australia.

Ms. Nor Fazleen Zakaria is currently the General Manager, Operations Division of Credit Counselling and Debt Management Agency Malaysia, also known as Agensi Kaunseling dan Pengurusan Kredit (AKPK). Set up in 2006, AKPK is a wholly owned subsidiary of Bank Negara Malaysia to promote retail consumers’ financial wellness through financial education, credit counseling and debt management programmes.

Nor Fazleen is in charge of the 3 core services of AKPK namely, financial education, credit counselling and debt management programmes with the aim of ‘Making Prudent Financial Management a Way of Life for Malaysians’.

She holds a Bachelor’s degree in Accounting and Finance from the University of Brighton, United Kingdom. She is also an Associate Member of Chartered Institute of Management Accountants (CIMA), United Kingdom.

Ms. Karen is currently a Manager in the Financial Surveillance Department, Bank Negara Malaysia. Her role includes overseeing macroprudential surveillance on the financial system and charting the strategic direction of the credit reporting industry in Malaysia. She also has experience in the application of credit bureau data for systemic risk assessment and policy formulation. She is a Chartered Accountant with the Association of Chartered Certified Accountants, UK (ACCA) and is a member of the Malaysian Institute of Accountants (MIA).

Ms. MacEachern is currently the Asia Pacific Regional Product Specialist for World Bank Group (WBG)‘s financial infrastructure secured lending product. Elaine has over fifteen years of public and private sector experience and a solid track record providing consultative services and trusted advice to governments, development agencies and international financial institutions. Elaine was a former Registrar of both Land Titles (immoveable) and Personal Property (moveable) in Canada. She has participated in the design, development and implementation of secured transaction reform projects and registry systems in Canada, Russian, Asia and Africa under Common, Civil and Islamic law regimes. She has extensive experience in legislative and public registry reform projects involving various alternatives operational and governance models. She actively monitors the global development of secured transaction law and operational frameworks and is frequently sought as subject matter expert on secured transaction projects globally.

When Elaine is not traveling throughout Asia providing advisory services to WBG’s government clients on secured transaction and collateral registries, she and her husband enjoy the freedom of having an empty nest and all the different cuisines Bangkok has to offer!

Mr. Khoo Kim Ho is the Chief Executive Officer of Credit Bureau Malaysia (CBM). Prior to his appointment as CBM’s CEO in November, 2013; he was the Senior General Manager of Operations for Credit Guarantee Corporation Malaysia Berhad. He joined CGC in 1992, serving various capacities including credit. As Senior General Manager of Operations, he was responsible for strategizing, planning, directing and leading the development and implementation of approved operational, business and credit activities of the Asset Management and Credit Divisions.

He brings with him more than 30 years of experience in financing and consultancy, having served for 10 years at the Malaysian Productivity Corporation prior joining CGC.

Mr. Khoo holds a B. Soc. Sc. (Hons.) majoring in Management from Universiti Sains Malaysia.

Mr. Heng Bomakara is currently a Chief of Macro-Surveillance Division of the National Bank of Cambodia. He examines the performance of each bank as well as the whole banking system. The examination is mainly focused on the capital adequacy, credit risk, liquidity risk, operational risk, market risk, concentration risk, etc. to ensure that the banks operate in a safe manner. He is one of the key members of the financial stability team of the National Bank of Cambodia, which is responsible for analyzing and identifying the potential hazard in the banking sector.

Mr. Heng Bomaraka has worked as an internal auditor of the National Bank of Cambodia in reviewing the adequacy and effectiveness of the internal control systems of the departments and branches to ensure that their implementation will meet their goals and objectives.

Mr. Heng Bomakara holds a Master of International and Development Economics from the Australian National University and a Master of degree from the University Utara Malaysia in management.

Ms. Sari has a deep passion in Small and Medium Enterprise Development as reflected by her various research project, such as: Role of Central Banks in SME Development – Joint research at the SEACEN Centre (2004), SME Profile in Indonesia (2005), Mutual Linkage of SME and corporations in Indonesia (2006), SME Cluster Development-Pilot project (2007), Role of Banks in successful SMEs (2008), Impact of Financial Crisis to SME (2009), Preliminary study of the establishment of SME Credit Rating (2009), Developing the Regional Credit Guarantee for SME (2010), Research on Regional Leading Sectors (2011), Analysis on MFI Key Success Factor (2011), Household Survey (2012). She has actively participated in international forums: ASEAN SME Working Group, APEC SME Working Group, Global Policy Forum of Alliance of Financial Inclusion (AFI), ASEAN Financial Inclusion Conference, Global Entrepreneurship Congress, AFI SME Finance Working Group. Additionally she has initiated and played a major role in some SME projects in the country, such as: Regional Credit Guarantee Agency, Credit Rating for SME, SME Clusters and Entrepreneurship Program.

Ms. Sari holds a bachelor degree in Agricultural Engineering from Bogor Agricultural University and a master degree in Business Administration from University of Melbourne, Australia. She started her career in Bank Indonesia, 1993.

Prior to joining International Finance Corporation (IFC), Ms. Paula Felipe spent her career in senior roles in commercial banking and credit risk management with the Philippine operations of global banks, mainly HSBC and more recently Standard Chartered.

Paula began her career in HSBC as a Relationship Manager for both SME and large domestic and multinational corporates. During the Asian Financial Crisis, Paula was appointed to head HSBC Philippines’ Credit Control unit, and was responsible for managing the “watchlist” and non-performing loan portfolios across conglomerates, commercial and SME businesses, by developing optimal collection and recovery strategies (including restructuring and litigation) and ensuring that prudential standards are maintained. She then went on to head HSBC Philippines’ Trade Services Department, and then further promoted to Head of the Commercial Banking business, which covered large domestic corporates and SME Banking. She was also concurrently a member of the Board of Directors of subsidiary HSBC Savings Bank Philippines Inc.

She joined IFC Philippines in 2009 and currently heads Financial Institutions Group Advisory Services in the Philippines in addition to her role as East Asia and Pacific Specialist for Risk Management Advisory Services.
