    religious diversity and interaction but also include efforts to knowingly and

    determinedly set out to change someone elses mind about something basic to his

    or her identity and self-definition. We must acknowledge the power imbalances

    and mutual suspicions that often accompany efforts to win converts through

    transnational activity. But to restrict proselytism, through mandatory or self-

    imposed measures, is to restrict free speech. Nothing should compromise open

    dialogue within and across traditions in a spirit of truth.

    Jean Bethke Elshtain is the Thomas and Dorothy Leavey Chair in the Foundations

    of American Freedom at Georgetown University and a senior fellow at the Berkley

    Center, in addition to her permanent position as the Laura Spelman Rockefeller

    Professor of Social and Political Ethics at The University of Chicago. She also

    serves as an associate scholar with the Berkley Center's Religious Freedom Project,

    supported through the Templeton Foundation.

    The show LIMINAL LIGHT at Project 4 Gallery features artists who explore various means of

    representing reality and the boundaries beyond, bringing the viewer to the visual realm of the

    sublime. Using graphite, India ink, smoke, and photo collage the artists exploit the duality between

    black and white to reveal the spectrum of infinite shades of gray.

    The featured artistsMatt Ballard, Mayme Donsker, Christine Gray, Loie Hollowell, and AnderMikalsoneach explore light and dark with various monochromatic media used both traditionallyand expansively. The light implied or described in these works intensifies, wanes, or pulses using

    simple means of production. Although each artist focuses on different subjects, their work is unified

    by a desire to question notions of reality.

    The Next Generation of Anti-Poverty Programs?

    Can Conditional Cash Transfers linked to Savings Help End Global

    Poverty?

    In the fight against global poverty, conditional cash transfers (CCTs)

    programs are finally getting their dues. These programs-recognized in

    January by the New York Times as "likely the most important government

    anti-poverty program[s] the world has ever seen"-direct funds toward

    qualified households or individuals if they fulfill certain requirements like

    visiting health clinics or making sure their children attend school regularly.

    In Brazil, CCTs have seen the number of poor drop from over 20 percent

    of the population to less than 10 percent in a six year span. In Mexico,

    CCTs were associated with a decline of over 20 percent in the poverty

    gap.

    As these programs expand around the world, advances in electronic

    payments now offer the opportunity to leverage the success of CCTs

    even further. By linking CCTs to savings accounts, governments can offer

    a path to savings and financial inclusion to the poor and help break the

    inter-generational cycles of poverty. Following the success of Proyecto Capital's pathbreaking pilots supported by the Ford

    Foundation, the United Nations Development Programme recently lauded the idea, and the Inter-American Development

    Bank in partnership with the Citi Foundation announced a significant investment in further testing the concept. In

    November, New America Foundation, along with the Ford Foundation, Citi Foundation, United Nations Development

    Program and Proyecto Capital held a two-day expert Global Colloquium to discuss how to move this exciting new vision

    forward.

    Join us for the release of the Colloquium report, and a discussion of how savings-linked conditional cash transfers might

    be the next promising anti-poverty tool.

    The band Kompost 3 decided to name themselves Kompost as it is the best way to reflect their music style:;

    organic, earthy, alive; a jumble of countless bits and smears from the king's table and straight out the gutter,

    melted together into a single mass. A little funky. Sometimes a LOT funky. Kompost is all those things. Kompost 3 is

    a powerful and multisided jazz band, which combines top jazz music with electronic effects, elements of funk rock

    and even gospel. Although it is not possible to pigeonhole it, they might surprise you! It is a band the way bands

    are supposed to be. They've got it all: fire, sweetness, the ability to step on the one so hard that you nearly fall over,

    a seemingly inexhaustible flow of ideas and the best thing of all: real telepathy, the kind you hear about.

    Those impossible, jaw-dropping, roller-coaster twists, turns and stops only work because each of these fourheads knows what the others are going to do next. They improvise tremendously and not just solistically. Thisband is a monster. They'll pull you in; don't bother trying to resist. They'll make you a part of themselves and

    won't let go until they feel like it, but by then you won't want to leave.

    Escalating levels of violent crime are a threat to democracy and development around the world. The challenge calls for a

    multi-sectoral response across entities, including government, private sector, and civil society. Complex interventionsmust rival competing agendas and the power of fear.

    The Open Society Foundations and the World Banks Social Development Department host a lunch discussion on crime

    and violence prevention strategies. Barbara Holtmann, vice president of the International Centre for the Prevention of

    Crime, will distinguish investments in security from spending on safety. Based on her experience in South Africa, she will

    argue that unsafety is an outcome of a failing social system, and share her model for stakeholder collaboration and

    development organization, and is responsible for working with Internews programs worldwide on programdesign, research, and monitoring and evaluation. Abbott was previously Associate Director of the Center for

    Amb. Chas Freeman began his government service

    in 1965, when he entered the United States ForeignService. After three years in India, he entered a longperiod of involvement with China, serving in Taiwanand as the principal American interpreter duringPresident Nixons historic 1972 visit to Beijing. From1979 to 1981, he directed Chinese Affairs at theDepartment of State. He served as Charg and DeputyChief of Mission at the American embassy in Beijing(198184). After similarly heading up the U.S.embassy in Bangkok (198486), Amb. Freemanreturned to Washington as the Principal DeputyAssistant Secretary of State for African Affairs from1986 to 1989. He became U.S. Ambassador to SaudiArabia in 1989, serving in that capacity through theGulf War and leading an effort that more than doublednon-military exports to the Kingdom as he managedthe largest diplomatic mission in the world under crisis

    A decade ago, the United Nations Security Council passed Resolution1325 (UNSCR 1325), which calls for women's full participation inpromoting peace and security and for greater efforts to protect women inwar, particularly from sexual violence. However, today gender-basedanalysis of conflict often remains outside the mainstream of securitydialogues.

    The book,Women & War: Power and Protection in the 21st Century, underscores that much needs to be doneto develop effective conflict prevention and management strategies that are inclusive of women and that give

    women a voice at the negotiating table. This edited volume is a trans-Atlantic collaborative effort to highlight

    innovative approaches toward ensuring greater participation of women at the negotiating table, and the ways in

    which women will make a difference in the security arena over the next decade.

    Join us for the U.S. Institute of Peace (USIP) and the Peace Research Institute-Oslo (PRIO) book launch andinternational symposium on the next decade of UNSCR 1325 on the afternoon of May 5th and all day on May

    Crothers studied sculpture at MICA in 1988 and has since exhibited his work ingalleries and museums throughout the mid-atlantic region, including the

    Smithsonian American Art Museum.

    Khanh Le: Know Place

    May 6th 2011 - May 27th 2011

    Khanh Le often thinks about his hyphenated identity, as a Vietnamese-American, in the

    context of a landscape, a thing of earthly and natural status. When people ask him what

    Vietnam is like, it is almost as though they believe the landscape is permanent and non-

    changing, as if it is frozen in time. Conception of "real" and "unreal" is one of the larger

    issues that Le deals with in his work. He uses real images from Vietnam, but reconfigures

    them to represent an unreal place. Just like his images, Le knows the place but it is no

    place that can really be found.

    Khan Le has resided in Washington D.C. since 1990. He received his M.F.A. from Syracuse

    University in 2008.

    With deficits, debt, and budget battles dominating our politics for the foreseeable future, and much of the debate

    centering on what to do about the entitlements that are consuming ever-greater portions of the federal budget,

    more questions are arising about the social contract, the nation's first principles, and the moral issues that are just

    below the surface in the budget battles. Amitai Etzioni, for example, wrote recently in Dissentthat many of the cutsbeing proposed for our social safety nets are "highly immoral" since there are numerous ways in which they can be

    avoided. More recently still, Roger Pilon argued in the Wall Street Journalthat the federal budget itself is infused

    with immoral provisions that not only are unconstitutional but have brought on these deficits and debt. Please join

    What So Proudly We Hail: The American Soul in Story, Speech, and Song, edited by Amy A. Kass, Leon R. Kass, and

    Diana Schaub, speaks directly to these questions. Using the soul-shaping possibilities of American short stories, political

    speeches, and songs, it addresses issues of national identity, the American character, the virtues and aspirations of civic

    life, and the problem of making a national one out of the multicultural many. The chapter devoted to the last subject

    contains a moving speech by Theodore Roosevelt, which powerfully argues that all new immigrants must be assimilated

    into the idea and practice of True Americanism. This symposium will revisit Theodore Roosevelts speech and the issuesit raises. What, if anything, defines True Americanism today? Why and for what purposes does it matter?

    The 2011 Bradley Symposium, hosted by Hudson Institute's Bradley Center for Philanthropy and Civic Renewal and

    National Affairs, will feature a discussion among prominant political figures and scholars, led by Hudson Institute Senior

    Orchestra uses the classification system of the consumer-driven worldthe series of lines found on everyday

    products known as barcodes to create music. Numbers of the barcodes are translated into notes on a staff, a
