Two high-achieving African-Americans in the U.S. Navy share their leadership experiences over nearly sixty

consecutive years of service. Melvin G. Williams, Sr. served in the Navy from 1951 to 1978 with a final assignment

as a Command Master Chief. His son, Melvin G. Williams, Jr., served from 1978 to 2010 with a final assignment as

Commander, U.S. Second Fleet. Their book describes how they navigated through the ranks by employing what

they call the "Seven Cs" of leadership: Character, Competence, Courage, Commitment, Caring, Communicating, and

Community. The authors contend that their leadership principles can be learned, practiced, and refined for any

    profession.

Master Chief Melvin G. Williams, Sr. served 27 years in submarines, aircraft carriers, and surface ships. His many

awards include the Meritorious Service Medal and six Good Conduct Medals. He resides in Temple Hills, Maryland.

Vice Admiral Melvin G. Williams, Jr., a 1978 graduate of the Naval Academy, served 32 years in submarines, Fleet,

and Joint assignments. He has several military and civic awards for service and leadership. He resides in

    Alexandria, Virginia.

by his eternal fight for small government and states' rights. As a core power in both

    Featuring

Dr. Levan Berdzenishvili, Reagan-Fascell Democracy Fellow

    With comments by

Dr. Miriam Lanskoy,National Endowment for Democracy

Fueled by ideals of democracy and human rights, Georgias 2003 Rose Revolution initiated a period of hope and

possibility unknown since the country gained independence following the collapse of the Soviet Union. This hope quickly

turned into disillusionment, however, as many of the initial reforms proved unsuccessful.

Lack of political freedom, a defunct parliament, high levels of unemployment, and tensions with Russia over disputed

territories have continued to plague democratic development, causing Georgia to resemble more of a semi-autocracy than

the mature democracy promised by the Rose revolutionaries. Georgia also remains no closer to fulfilling its aspirations ofjoining the European Union and NATO than it was before citizens took to the streets.

The collection features a selection of 15 paintings depicting the harsh lives of political prisoners in the Soviet

forced labor camps in the 1940s and 1950s. Lee Edwards of the Heritage Foundation and Chairman of the Victims

of Communism Memorial Foundation will present brief remarks at the opening reception.

GULAG was the acronym for the infamous Sovietbureaucratic institution Glavnoe Upravlenie ispravitelno-trudovykh Lagerei (Main Administration of Corrective

Labor Camps). This branch of the secret police oversaw theSoviet forced labor camp and internal exile system. TheGulag system was a vast network of forced labor campsthat were used to repress any political opposition to theCommunist state and provide labor to fuel the SovietUnions economy. Gulag camps existed throughout theSoviet Union, but the largest camps lay in the most extremegeographical and climatic regions of the country. Millionsof innocent people were incarcerated in the Gulag, servingsentences of many years of hard labor without adequatefood, clothing, shelter, tools, or clean water. The

combination of endemic violence, extreme climate, hardlabor, meager food rations, and unsanitary conditions led toextremely high death rates in the camps.

Gulag survivor Nikolai Getman (1917-2004) created the acclaimed paintings in his collection, an unparalleledvisual record of the Soviet penal camps that held more than 14 million political prisonersmany of whom diedin captivity or upon release. Once freed in 1953 after eight years of forced labor in Siberia and Kolyma, Getmanbegan painting the scenes in secret. He devoted decades of his life to putting his visions of the Gulag on canvas. When he died in August 2004 at the age of 86, he left behind images of communisms cruel inhumanity that hehoped should never be forgotten.

The Embassy will keep Getman's work on public view weekdays through March 31, 2011. Please contact202/274-9105 to schedule an appointment.

    About the Project:

Democracy and Human Rights: Lessons from the Past for the Current Czech Foreign Policy

Based on her own historic experience, the Czech Republic holds human rights and democracy very dear. Calling

upon the international community to follow suit, the Czech Republic is a staunch advocate of respect for human

rights and democracy in various places in the world where these are under threat. The numerous activities in this

field, where the Czech Republic is involved, are portrayed in the Embassys project Democracy and Human Rights:

Lessons from the Past for the Current Czech Foreign Policy. The various events put together within this project

include exhibitions, conferences, documentary and feature film screenings, and lectures focusing namely on the

countrys totalitarian past, its current human-rights-promotion priorities and, topically, on the rights of women

    and children.

some form of it. Carrying a smartphone or laptop is a great way to stay on top of your workload and to be available in case

historical greats such as Plato, Shakespeare, and Thoreau dealt with "disconnecting" from the technological advances in

"Passion To Live: The Sunday Sessions" photography exhibit

    Thursday, February 24, 9:30 p.m.-1:00 a.m.

Enjoy the collection of photos of women, unscripted and never posed. Music by DJ Neekola. Peacock will be

serving complimentary light hors d'ouvres and specially priced cocktails.

    Free to the public

Join us as we celebrate the raw beauty of women in the photographic vision of Ben's passiontolive photography

    from his "Sunday Sessions" series.

Moved by the intense and unfiltered state of female subjects, his "Sunday Sessions" series explores their depth

while moving past popular concepts of what is "beautiful". Unscripted and never posed his shoots are a dynamic

collaboration between himself and the subjects wh...o open themselves up. This emotional exposure then drives his

shooting much like a journalist capturing an event unfolding before them. Each photograph captures a glimpse into

the subjects being revealing a beauty and strength in vulnerability. There is a unique and piercing beauty in the

raw and pure," he said. "The process and intensity of the photographs is what drives me. It's not about everyone

liking every photograph but rather one person having a deep connection with just one."

About seven years ago while seeking a creative outlet, Ben found his eye as a photographer and shot the first

collection in the "Sunday Sessions" series. The exhibit will feature work from throughout its evolution.

Ever since its discovery in the eighteenth century, the Crab Nebula has surprised

astronomers and taught astrophysicists much of what they have come to take for granted

about the universe. We now know that the Crab is an expanding remnant of a supernova

explosion that was observed 957 years ago and that it left behind a neutron star spinning

thirty times a second. This neutron star - about the size of Washington DC - has a very

strong magnetic field and acts as a powerful electrical generator which ultimately lights up

the nebula. During the past year, the new Fermi telescope has seen rapid flares from the

Crab which strongly suggest that it contains electrons with the highest energy known to be

associated with any cosmic source. Combining these observations with recent discoveries

made by the Chandra and Hubble telescopes is leading to a much better understanding of

    astrophysics at the highest energies.

Dr. Blandford is a renowned astro-particle physicist who was the chairman of the National

Oscar Wildes wickedly witty yet touching comedy revolves around blackmail, political corruption and publicand private honor in late 19th-century England, where an ideal husband must be above reproach in both

spheres. Sir Robert Chiltern is a well-regarded politician happily married to a loving wife. His status as an idealhusband is threatened when evidence of a past indiscretion appears. Sir Robert turns to his friend Lord Goring, who takes matters into his own hands. An Ideal Husbandis directed by Keith Baxter (Lady Windermeres Fan,

The Imaginary Invalid), whose production ofThe Rivals was proclaimed irrepressibly funny! (ChicagoTribune).

Is There a Military Leadership Crisis?

    February 28, 12:00-1:00 p.m.

    Heritage Foundation

    214 Massachusetts Avenue NE

Nearly four decades after the introduction of the All Volunteer Force, the U.S. military has proven to be one of the

best organizations in the world at recruiting and training great leaders, but the bureaucracy remains reliant on

industrial era practices for promotions, evaluations, and job assignments. Has low retention of the best and

brightest harmed national security? A new survey of West Point Graduates says yes, and points the way to

reform. How can the U.S. armed forces incorporate modern innovations in personnel management? Dr. Kane

suggests the Army needs to transition from the All Volunteer Force into an All Free Force, with higher pay, a

climate for entrepreneurial leadership, and an end to central planning entirely. Join us as he and our panelists

    NAACP DC Political Action

Effective political action is part and parcel to protecting civil rights and advancing the cause of social justice. The positive potential in engaging voters and influencing decision makers to craft good public policy is undeniable.Government must be held accountable. To do this, citizens must be educated and empowered. If citizens are noteducated they cannot deftly engage elected officials, and hold legislators accountable when they take action that is

discriminatory or otherwise not in best interest of their constituents. If citizens are not empowered through training,GOTV efforts, and the like: the potent tool of the ballot may not be fully employed. It is by such methods that thePolitical Action Committee of the NAACP, DC Branch will support the national vision of the NAACP to "ensure thepolitical, educational, social, and economic equality of rights of all persons and to eliminate race-based discrimination." The ideas that emanate from the nation's law schools in one generation often wind up shaping law and national

policy in the next. But as Cato senior fellow Walter Olson argues in this new book, for more than four decades the

nation's law schools have been a hatchery of bad ideas, from tort and contract theories to class actions,

environmental law, racial reparations, the recasting of domestic policy differences as questions of international

human rights, and more. Yet the common theme is to confer power and status on the schools' own graduates and

faculty, as law pervades ever wider areas of life. The pipe dream of training up philosopher-monarchs, Olson says,

distracts law schools from their genuinely useful function of training competent, ethical, and suitably humble

    practitioners of the law.

    Touchstone Gallery

    Washington, DC 20001

    (202) 347-2787

Touchstone Gallery is having two great solo shows in March, Michele Cormier's "Surfaces" and Betsy Forster's

    "Inspiration."

Betsy Forster receives the inspiration for her work from nature. She has a tremendous love for and feels a great

spiritual connection with nature. As with a number of northern romantic painters, Forster seeks the supernatural

in the natural. From cracking sidewalks to weathered faades, Michele Cormier captures the deterioration of urban

surfaces over time. Erosion, decay and traffic take their toll. What was once a blank canvas becomes a landscape of

    the inevitable urban condition.
