The region: Placer, El Dorado and Alpine Counties, is the Governor's designated Local Workforce Investment Area.

Golden Sierra Job Training Agency

Golden Sierra Job Training Agency is the funds recipient for the Golden Sierra Local Workforce Investment Area. GSJTA is formed by a Joint Powers Agreement between the member counties

The Agency is the administrative entity for WIOA Title I (in addition to other funds)

WIOA Career Services - Focus

Requires staff to be actively engaged in working with the public on a regular basis.

Outreach, and services shall include efforts to encourage the use of the AJCC system to groups that need employment and training services to become more skilled and employable in the path to financial self-sufficiency.

Each customer should receive an orientation of available services, including all partner services and any other pertinent resources to ensure successful return to employment.

WIOA emphasizes the need for services targeted to persons with disabilities and individuals with barriers to employment, including individuals who receive public assistance or are otherwise low income and/or basic skills deficient.

WIOA Youth Program - Focus

Significantly increased services to out-of-school youth ; High school dropout recovery; Achievement of recognized post-secondary credentials; Career pathways and work-based learning tied to a

systematic approach that offers youth a comprehensive set of service strategies;

Closer linkages to the local labor markets; and Required connections between WIOA-funded youth

programs and the one-stop system providing information on the full array of appropriate services that are available to youth

Two New Youth Requirements

1. At least seventy-five percent (75%) of WIOA youth funds must be expended on providing workforce investment activities and services for out-of-school youth.

2. At least twenty percent (20%) of total allocated WIOA youth funds must be expended on paid or unpaid work- based learning activities that have as a component academic and occupational education

Program Administration and Fiscal Considerations

Collecting participant data and compiling WIOA required supporting documents;

Recipients of WIOA funds will be required to have an annual Fiscal & Procurement, as well as Programmatic compliance monitoring performed by grantor;

Invoices and/or supporting data for non-payroll disbursements

Insurance Requirement

general liability insurance, prior to WB approval.
