IN FOR A POUND The Sovereign Group have released an interesting survey this month which points to the emergence of a new wave of investment in offshore property by ‘UK tax refugees’, prompted by increases in top rate tax in the country. Sovereign have collated compelling evidence to show that property markets of offshore tax jurisdictions within easy reach of the UK are being fuelled by an ‘exodus from harsh UK tax rises’ (see sovereigngroup.com for full report). Howard Bilton, Chairman of The Sovereign Group said, ‘For many months now, 20% of all new business at our London office has been from wealthy individuals looking to move offshore to escape… increasingly harsh tax rises.’ Perhaps some of this fleeing property money might make its way to the UAE?

NEW SURVEY

There was some great news last month for any budding entrepreneurs looking to start up a business in the UAE, as the minimum capital requirement for setting up a company was dropped. Previously you had to have a minimum of AED 150,000 (or AED300,000 in Dubai) in the bank to set up a new company in the UAE, but the amendment of federal law number 8 through a decree by The President, His Highness Shaikh Khalifa bin Zayed Al Nahyan now makes it much cheaper to get your business idea off the ground.

The amendment is a great move in terms of increasing the competitiveness of the country’s economy and stimulating investment in the local market. It should particularly help smaller and middle-sized enterprises, keeping bureaucracy for new start-ups to a minimum. It should also boost the country’s rating on the global ‘Ease of Doing Business’ report by the World

Bank, encouraging foreign investment. The freeing-up of start-up capital

represented by this move also means, of course, that when you decide to start your new business, you can concentrate on more interesting things than bank guarantees – the location and design of your new office space, for example. Flip to the Commercial section on p45 to start researching the location of your new business. You’ll find an outstanding range of office buildings and retail areas, with some particularly intriguing deals on offer in Business Bay, Jumeirah Lake Towers (particularly Saba Tower and Reef Tower), TECOM (the Grosvenor Business Tower’s a beauty) and in Yansoon in Downtown Burj Dubai. And if you want to assess the market at a glance and compare some prices, turn to ‘Commercial Breakdown’ (p49) where you can get an instant overview of current market prices. Entrepreneurs, now is your time!

So what’s so special about Al Reef?It’s an incredibly exciting development in Abu Dhabi, and its first units are about to be handed over.

Where is it located?It’s near the airport, not far from Al Raha Beach and on the road to Shahama City. It’s fantastically positioned so residents can get out to Dubai or Al Ain in under an hour.

What sort of accommodation is on offer?There’s a mix of one, two and three bedroom apartments, of up to 125 metres squared, some with private courtyards and gardens, and most with lovely balconies. The apartment buildings themselves are low rise – six stories maximum – so they’re on a very ‘human’ scale, rather than being huge towering beasts.

And what are the facilities like?There are gyms, pools and dedicated play areas for kids, plus social and shopping

facilities. And there’s plenty of parking – no fighting for a space here. The whole community is criss-crossed with walkways, and dotted with playing fields and dedicated areas for barbecuing. Finally, there’s the Town Square, home to a medical centre, school, health club and stores.

I’m not really after an apartment – I want a stand-alone place.Then check out the Al Reef townhouses and semi-detached villas, with up to five bedrooms, and as much as 400 square metres of space for the ‘Signature Villas’.

What do they look like?They’re decked out in one of four different styles – Mediterranean, Desert, Arabic and Contemporary.

The Mediterranean villas have lovely timber shutters and terracotta tiles, the Desert villas are decorated in simple, sandy tones, the Arabic villas have beautiful open rooftops and the Contemporary options have striking glass and metal balustrades.

What are your general predictions about Cityscape Dubai this year?

RYAN MAHONEY Cityscape will not be nearly as big as it was last year, for obvious reasons. However, it is still likely to be the world’s largest property exhibition. Cityscape Dubai 2008 was considered by many to be the final round of applause for Dubai’s real estate bonanza before the market crashed. Twelve months on, Cityscape 2009 may well emphasize the recent stabilisation of the property market, where sale prices have generally stopped falling and the long road to recovery can now begin. This year, the event will be a far more subdued affair than in previous years but an important milestone for the market and still the leading industry event.

Is lending becoming more readily available? And what is your take on the

direction of interest rates? CHRIS GREEN There is a trend towards lending more readily and this has been improving slowly over the past two months, however the criteria against which the banks make their final credit decisions remain by and large inflexible. If you read all the adverts in the papers you would think that banks are lending to everyone. What you do not see is that loan to values still remain a key issue as not everyone has 25% deposit even though the banks state that they lend up to 85%. In reality this does not always occur. Often it is not because the banks will not give the 85%, but because the property valuation

remains lower than the selling price and the banks lend based on 85% of the valuation. What is very heartening to see is that the banks are coming out with some novel products, and offering some very decent interest rates for those who want to switch their mortgages to another lender. As we move toward the end of the third quarter, the signs are promising, but I do not believe that it will be business as usual until 2010, at least. Interest rates are under pressure from all sectors and we should see them moving downwards. Already we are being able to offer clients a “Switch and Save” product offering at an excellent interest rate of 6.5% and even down as low as 6.25% when all conditions prevail. That’s very competitive and more and more lenders need to meet these standards. We also expect to see two important things happening. First, loan-to-value levels and the actual property valuation will start matching up and as soon as that starts happening a true 75% LTV mortgage will be available to everyday property buyers. Second, with the central bank’s involvement in EIBOR control we can expect to see fairer and more realistic interest rates from the lenders, who all generally have their own way of setting internal rates and thus we expect rates to fall further.

Which areas are witnessing most transactions? Are there any new

buying trends in the ‘new’ Dubai zones?JANNIE BIDDULPH The past 3 months have seen a significant increase in sales transactions compared to the past 6 months, as property prices hit bottom. This was to be expected as the market sentiment had changed somewhat from the gloomy days of Q4 08 and Q1 09. Stabilization is now the buzzword as the market is trying to bounce back, and end-users with cash in hand have made a strong appearance. The Marina Emirates Living District, is by far the most sought after, recording a 65-70% share of all transactions. There are no clear signs of any new trends; however a large number of Open Hoses are still the focus for most brokerages. We have seen some minor success with auctions, and we have witnessed some rent-to-own options. In the Marina, finished stock from Emaar has been high on the list. Although banks are still very tight, there is some light at the end of the tunnel with an increase of about 8-10% in mortgage lending. Most importantly, we have witnessed the return of the cash buyer as we believe most prices have now reached their lowest levels, and those buyers who perhaps missed out at launch of these projects in 2004/5 have now purchased, in spite of the cheaper rental options.

JUMEIRAH BEACH RESIDENCE

In which area of Dubai were you brought up?I was brought up in Deira, behind Al Ghurair Centre, close to the Fish Roundabout. I love that roundabout – the fish have managed to survive the whole evolution of the city intact.

And which areas of Dubai excite you the most from an architectural and development point of view?There are a lot of places with really interesting aesthetic values. I’m completely in love with the view at night from the Creek – I like the contrast you get there between the old and the new. One of my favourite buildings is the old National Bank of Dubai, it’s beautiful. I also like Madinat Jumeirah’s interior – it’s a nice take on traditional style. And I like the layout of the developments around the Montgomerie – they’re not ‘copy and pasted’, and they feel really substantial.

When did your family get the place in Jumeirah Beach Residence?They got it three years ago. It’s in the Murjan Tower, and it’s beautiful – our loft apartment is right on the beach and the whole living room has a beach view, it’s like looking at a postcard out of the window. It’s really serene.

And how did you set about decorating it?I love what my father did to the loft – it was his idea and it was designed by my brother, and accessorised by me and my step mother. My brother came up with a contemporary concept that works really nicely.

What are your favourite elements of Jumeirah Beach Residence?It has a relaxed feel and a lot of atmosphere. During Ramadan there are tons of restaurants you can go to for Iftar– it’s got a lot more shopping and restaurants than a lot of other developments around the city.

And what are your favourite stores and restaurants on The Walk?I like the Turkish restaurant, Kosebasi, and I also like one of the Indian places, which I find quite exotic. And there’s a really cool gallery on The Walk, where you can buy lovely vintage artwork and pictures.

Where do you go for exercise at JBR? My father has his own gym in another house, and he works out there. He’s really fit, he could run for an hour and not get exhausted! He’s an entrepreneur, just like the rest of my immediate family and he likes to keep himself in shape.

Do you find Jumeirah Beach Residence a sociable area?Yeah I think so, it has a lot of really nice people, and there’s a really laidback feel about the communal areas. But we also stay in a lot – we have a massive TV in the loft, and we like to have big movie nights at home.

What would you like to see introduced to Jumeirah Beach Residence?At the moment, with the weather being so hot, there’s nothing much to add. But when the weather’s better, it would be really nice if they introduced some workshops – painting workshops, maybe some sports events on the beach, things that people can engage in. It would be really interesting to have things going on on the sidewalk – they could have artists and interesting people out there putting on workshops for the community. I also like the idea of a hotdog stand like the ones you get in Canada.

Is it tough getting in to work at Media City in the mornings? No not at all, the traffic’s absolutely fine, it doesn’t take long.

D-Seven is based in the CNN building in Media City – what made you choose that?It’s an amazing building to be in. Firstly because it’s the headquarters of Dubai Media City management so if you’ve got any issues they’re just downstairs. Second, it’s a bit like having a branded building because of the CNN association. Third, I love my office - the interior design is by an Iranian guy, he did a fabulous job, it’s beautiful. And finally Dubai International Film Festival (DIFF) has its offices in our building, which is perfect.

Have you invested in property elsewhere in Dubai? Not yet, but I’m looking into it, although I don’t know exactly where or when. Maybe in March next year…

MEYDAN DISTRICTMeydan district includes Nad Al Sheba, best known for its racecourse and as the venue of the Dubai World Cup. It’s also home to Meydan City, which when com-pleted will be a mixed use area with a long stretch of waterfront with berths and yachts. The Meydan District also encompasses Al Quoz industrial zone.

PALM DEIRA DISTRICTThis district is focused exclusively on The Palm Deira, the largest of the three Palm Islands, set to be finished by 2015, and equipped with over 40 separate ‘fronds’, all stocked with homes, malls and marinas.

PALM JUMEIRAH DISTRICTThe Palm Jumeirah, currently the world’s largest man-made island, is surrounded by a vast breakwater barrier, and kitted out with an artificial reef. Just nearby is The World, 300 island clusters in the shape of the world, and divided into four categories - private homes, estate homes, dream resorts, and community islands.

WATERFRONT DISTRICTThe Waterfront District features Dubai Water-front and The Palm Jebel Ali. A conglomeration of canals and artificial

islands, Dubai Water-front is shaped in an arc and will produce a shelter around the Palm. The Palm itself is set to be ringed by luxury homes on stilts alongside six high-tech marinas.

JEBEL ALI DISTRICTThe Downtown project is set to be one of the few truly pedestrian-centric areas of town, with its own low-emission public transport system, plus entertainment, residen-tial and business zones.

JUMEIRAH DISTRICTThis coastal residential area is one of the more expensive and exclusive areas in Dubai and is filled with quiet roads of attractive old villas. This district includes areas such as Al Wasl, Badaa, Manara, Safa, Satwa, and Umm Suqeim.

DUBAILAND DISTRICTThis district is huge. Its principal claim to fame is that it’s home to Dubai-land, 3 billion square feet of theme parks, shopping malls and hotels. It also includes City of Arabia, all 20 million square feet of it, which is set to be the main residential and retail centre at the heart of Dubailand. Then there’s Bawadi, a 100 billion dollar project hosting 31 theme-based hotels. And nearby is Falcon City of Wonders, a falcon-shaped city con-taining life-size replicas

of the Seven Wonders of the World, housing chic apartments and villas.Also here is Dubai Motor City, home to Dubai Autodrome. Then there are some top residential developments including the equestrian-themed desert community Arabian Ranches, the lush and tranquil Green Community and Jumei-rah Golf Estates, built around four themed golf courses. Dubai Sports City, meanwhile, is set to be home to residential properties and cricket and tennis academies.

LAGOONS DISTRICTThis district comprises the seven artificially-created islands of the Lagoons and Dubai Fes-tival City, a residential, business and entertain-ment development.

INTERNATIONAL CITY DISTRICTThe multi-country-themed International City features 10 architectural styles and is made up of 6 main ar-eas: The Central District, Dubai Design Centre, The Dragon Mart, The Residential District, Lakes District, and the Forbidden City. Also in this district is Dubai Academic City, with its universities and housing.

DOWNTOWN DISTRICTBusiness Bay is the regional business capital,

a ‘city’ for international trade which is expected to have more than 230 commercial and residential towers when completed. Also in the district is Dubai Interna-tional Financial Centre , the world’s newest finan-cial centre. Finally there is Downtown Burj Dubai, a prestigious neighbour-hood built around Burj Dubai, the world’s tallest tower and featuring around 30,000 houses, nine hotels, parkland area, 19 residential tow-ers, the Dubai Mall and the Burj Lake.

MARINA EMIRATES LIVING DISTRICTAt the heart of this district is Dubai Marina, with over 200 towers. Then there’s the gated community of Emirates Hills, with its lush landscaping and world-class Montgom-erie golf course. You’ll also find The Meadows, The Lakes, The Greens, and The Springs, all prestigious districts with a range of high quality apartments, malls and community centres. An-other standout is Discov-ery Gardens, a 420,000 square metre develop-ment with multi-sized apartments. Jumeirah Islands is a self-con-tained community of 50 islands with homes in one of four architectural themes, all with their own pools. Jumeirah Park, meanwhile, is a

family-orientated com-munity spreading over 370 hectares. It has more than 2,000 villas combined with expansive parks and green spaces. Finishing off the mix are The Dubai Pearl and the freezones of TECOM and Dubai Media City.

MIRDIF DISTRICTA small but rapidly grow-ing residential area com-prised of Uptown Mirdif, Warqaa, and Khwaneej. Uptown Mirdiff has been designed on the lines of an ancient spa town and promises contoured landscapes filled with stylish townhouses.

WORLD CENTRAL DISTRICTThis district solely focuses on the projects that make up Dubai World Central, compris-ing Dubai World Central International Airport, Dubai Industrial City, and Dubai Residential City.

DEIRA DISTRICTAreas in the Deira district include Qusais, Umm Ramool, Nadd Shamma, Nahda, Mamzar, and Twar.

BUR DUBAI DISTRICTThe Bur Dubai district comprises areas such as Karama, Oud Metha, Umm Hurair and Zabeel. It’s also home to Culture Village, a community which aims to incorpo-rate the UAE’s cultural history in the buildings.

While commercial leasing rates have fallen everywhere in Dubai, some locations have been significantly harder hit than others. From peak levels, several communities have fallen in rental prices by 55-65%. Among these victims, International City has fallen over 50% (current prices are around AED 40 psf), Deira and Garhoud have fallen 55% (priced now at AED 80-90 psf) and Dubai Silicon Oasis has fallen 65% (now around AED 60 psf).

Those areas which have been most resilient to the declines are Trade Centre, Jumeirah, and Mirdif, having fallen by only 15-20% from their peaks in 2008. Trade Centre is currently priced at AED 180-210 psf, Jumeirah between AED 160-200 psf, and Mirdif between AED 180-210 psf.

Trends in July and August are showing rates stabilizing, with very small declines in the range of 1-2% per month in many commercial leasing areas in Dubai.

When kids get to the age when they’re ready to interact with their room, you want it to be filled with stimulation. Theming is a good idea so long as it can grow with the child and can evolve. Current trends or characters should be avoided, as a child’s favourite is likely to change on a week to week basis and therefore could date extremely quickly. Instead, ‘timeless’ themes should be used - for example fantasy, creating a princess’s palace, a knight’s castle or an enchanted garden for them to escape into their fantasy world. The most key rule is that the child’s bedroom should be designed from a child’s perspective and should suit each individual child’s personality and interests. It’s that perennial issue with teenagers – how can you encourage them to study when it’s the last thing they want to do? One step is to set them up with a cool mini-office in their bedroom. We very much approve of this set-up from IKEA, which combines tons of storage space with a cosy work area. Walls are painted in bold, bright colours to set off the white of the wood: and the whole unit is deceptively slim, meaning it won’t take up a huge amount of space. Perfect.

Small bathroom? No worries. You just need to make sure to get the storage right - there’s nothing more likely to make the place look cramped than clutter being spread about the place. choose a wall colour for my child’s bedroom?

The first thing is that it’s important that while choosing

colours you should involve your child in the decision-making process. Red, blue,

and yellow are the three ideal primary colours because these are the first three colours that children recognize and are drawn to. For babies’ rooms, shades of baby blue, baby pink, pale lemon, and light neutrals can be used as experts recommend calm tones for babies. If using bright pinks, reds, and purples, be sure to pair them with a calming tone so that they don’t overwhelm the room. Bright pink and purple are very popular with young girls and it’s easy to find accents that pair the two colours. To keep them from overwhelming the room, choose a pale pink, lilac, or periwinkle tint for the walls, and accent the look further with lots of white and light green. If you are going for a vintage look, it’s easy to find elements in old rose, lavender, ivory, celadon, and sage green. For boys, greens and blues with hints of grey and neutrals can be used. Will they give my child any education?It depends on what a family’s criteria are for their nanny. Our European nannies are very educated, enabling them to offer many different activities to stimulate children and further their social, emotional and educational development.
