HAPPY MAY DAY! Hope we all enjoy a beautiful spring. Many thanks to Suzy Holleran, our Spring Puppy Match chair; judge Jessica Pangilinan and trainer Doris Boyd for the show ring training for our puppies! Our shows are only successful through all the efforts you have made to come and support the club and help our chairper-son. Great job, Suzy!!!
Now we focus ahead on our July Breeders Match. The Breeders Match was created to recognize club mem-bers who are trying to breed better dogs. Anyone can show their dog (pet owners) so long as they are bred or sired by a club member’s dog. The ribbons and prizes go to the breeder (the puppy and owners get the kudos!).
We incorporate a wonderful "Play Day Picnic" with our Breeders Match. We again encourage all members to come and enjoy the day; the Breeders Match will again be held at the Pet Food Express offices. Of course, bring shade and water for your dogs.
We are planning a BBQ lunch and you are encouraged to bring pot luck dishes to share. We will have fun games and prizes for the dogs! Come and have fun with your dog.

On a rainy Sunday, May 3, the Spring Puppy Match was held at the Pet Food Express Offices in San Leandro. De-spite the bad weather, there was a terrific turn out. A very special thanks to Judge Jessica Pangilinan for ex-amining the puppies. There were a lot of great puppies out there. The winners were: • Best Puppy, the 9-12 Open Bitch, "Haley":

It was reported that not all breeders are responding very quickly to email inquiries, and that Breeder Referral should not just be about selling puppies, but an opportunity and responsibility to educate the public. One suggestion was that every breeder on the referral list give back “time” as in managing a table at a meet up, or show etc., with educational items. Another idea was having each person on the list create a "standard" inquiry response that they could send out for those times they have no puppies, or are rushed for time. One more idea was to form a committee to find/develop a bulldog puppy inquiry response packet that could be emailed/mailed out to interested people. No deci-sions were made. A motion was passed to: 1. Include the word “INFORMATION” to Breeder referral on the website 2. Increase the referral charge to $20/year 3. Re-sign the code of ethics yearly. Ways and Means We need a chairman for this committee. Kim Lucier kindly volunteered.

NOMINATIONS FOR CONFORMATION MARK R. KENNEDY Mark Kennedy of Ballydown Bulldogs has been involved in Bulldogs over 46 years. He started showing Bulldogs at age 9 with his mom and sister and competed in Juniors and Conformation. He has finished a total of 45 champions to date and has several group and specialty winners. Mark is a member of the Bulldog club of Pittsburgh, currently serving as secretary. He has been show chairman many times for his home club and is also active in the West PA Kennel Association. He has been a licensed judge since age 24 and has judged Bulldogs in Kansas City, Philadel-phia, New England, Houston and Tampa. He is now approved to judge all Non-Sporting breeds, Jr. Showmanship, the Non-Sporting group, and Best In Show. CLAUDIA M. BROWN In March 1968 my mother-in-law gave me a Pekinese as a wedding gift. My very first dog! The first 20 years of my marriage saw us raising kids and Quarter Horses — that was life on the farm. In February 1991 we got our first Bulldog and later that year joined the Bulldog Club of Cen-tral Iowa. Our membership to this club was short-lived because we moved from Iowa to Washington in spring 1993. In our new location on the Olympic Peninsula, our Bulldog ‘population’ began to expand. We joined the Bulldog Club of Greater Seattle. In 1996 I served as president of the BCGS, and the following year I was elected to the Board of Gov-ernors for BCA Division V. I was and still am active in my local all-breed club, Hurricane Ridge Kennel Club, having served as secretary, vice president and president. In 1999 I was the Show Chair for the HRKC. In 2005 I again served on the Board of Governors in Division V. I remain today a member of the BCGS, the Oregon State Bulldog Club, HRKC and the BCA. January 2006 was the beginning of my two-year term as president of the Bulldog Club of America, an honor that I will always cherish! At present I am still showing Bulldogs, still very active in the local all-breed club, and a Councilor of BCA Division V. BRIGETT HIGGINBOTHAM I have been an AKC judge since 2000 and in Bulldogs since 1990; my first champion was Ch. Hailey’s Comment, whom I owner-handled to her championship. Hailey was bred twice, giving me my start in the Bulldog world! With her first litter, she still holds the record for most champions produced in one litter. One of the offspring from this litter was Ch. Mugshot’s’ Standing Ovation — Stanley, whom I owner-breeder-handled to Number 1 Bulldog! I was inducted into the BCA Breeders Hall of Fame in 1999 and currently have 20 home-bred cham-pions to my credit. Next to Stanley, my second favorite brag is being owner, breeder and handler of the 1998 BCA National BOW Bulldog, Ch. Mugshot’s Flying Solo, Amelia, who is still ruling the roost at 11 1/2 years of age! I have owned Beckett Award Winners, Hall of Fame pro-ducers, and Mother Superior Award winners, also was BCNC Breeder of the year! I have judged National Sweepstakes, National Dogs and this year will be judging National Bitches, something I am very proud of. I have been a licensed veterinary technician since 1987 and currently own the Northern California franchise of ICSB in Grass Valley, CA. Assisting breeders with successful breedings and facilitating preserving their breeding program is something I truly enjoy. Many say my life has completely gone to the dogs, and I wouldn’t have it any other way.
ALLEN BRECKLEY With the help of Bob and Lee Hughes of Kismet Kennels, and friends from the Inland Empire Bulldog Club, I purchased my first Bulldog in 1962. It was a white bitch that grew to be 40 pounds. We bred and showed for a few years, then took a respite to raise a family and build a business. In 1986 we joined the Pacific Coast Bulldog Club and started breeding and showing again. We have been lucky enough to become Hall of Fame breeders and along the way have made some great friends. I have been President of PCBC, a National Councilor for Division III, and I am President of The Bulldog Club of America Charitable Fund.
NOMINATIONS FOR PUPPY SWEEPSTAKES PEGGY BRECKLEY I have been in bulldogs for 23 years. My introduction to Bulldogs was to look at 23 puppies from 3 litters, after being told that there is NOTHING IN THE WORLD CUTER THAN A BULLDOG PUPPY. I made up my mind that I would only look at the big dogs. We purchased a puppy that day in January 1985 from Casey and Genevieve Kaysinger, and the rest is history. Our first litter was born in December 1989 and our first home-bred champion came out of that litter. We were inducted into the BCA Breeders Hall of Fame in 2005. I have served as President of the Pacific Coast Bulldog Club and Bulldog Club of America Division III, and have been on the Division III board for more than 10 years. SHALISA NEELY My husband and I live in Northern California in the Humboldt red-woods. We’ve been in Bulldogs for 9 years and our kennel name is Ma-jestic Bulldogs. I am a member of the BCA, BCNC, and I have applied for associate membership to the Southern Oregon Bulldog Club. Over the past years I have finished 10 champions, 8 of them home-bred, including our BIS and BISS winner, Ch. Majestic Willy McKee, and BISS winner, Ch. Majestic Lunch Box. I am also priviledged to love and enjoy 7 BIS wins and a National 1st Award of Merit winner, Ch. Bodhi’s Rock & Roll Rosie of Majestic. She’s a huge part of our family and has been a wonderful foundation for our future. I love the Bulldog breed and am always looking to learn more about them. I also always look forward to the next shows and so much appreci-ate the mentoring and friendships I’ve had over the years. I am deeply honored to be considered for the BCNC 2010 Sweepstakes judge and, if chosen, I will judge the dogs to the best of my ability as set forth in our Standard. NOMINATIONS FOR VETERAN SWEEPSTAKES PATTI RUNGO Patti, Veterinary Technician and co-owner/manager of Blue Ravine Ani-mal Hospital, has been a Bulldog owner/exhibitor for more than 20 years. She was instrumental in beginning the Bulldog Rescue program in the early 1990s, and over the years has assisted in re-homing more than 1000 Bulldogs. Patti’s first litter produced three champions and she has finished many more than that. She has judged puppy matches for BCNC, MLBC, and PCBC and judged the sweepstakes for the Bulldog Club of Greater Seattle, Mother Lode Bulldog Club and Palm Springs. It would be her honor to judge the BCNC Veteran Sweepstakes in 2010.

Welcome to the newly-relaunched Taking Command, the news-letter of the American Kennel Club's Government Relations Department. The purpose of this monthly newsletter is to educate, inform and empower purebred dog owners and breeders about the leg-islative challenges we face, and to help preserve the rights of responsible owners and breeders. Each Taking Command will contain an update on the major legislative issues and develop-ments that we are monitoring/addressing throughout the coun-try. It also will provide you with useful information and insight on how to defend your rights, and how to educate and work effectively with officials to develop policy that encourages responsible ownership and punishes irresponsible ownership. Today, we are being challenged as never before by the intro-duction of legislation that could change or destroy our way of life. The AKC Government Relations (GR) department is com-mitted to fighting these battles wherever they occur, but this battlefield is vast and we need your help. The GR department is staffed by five individuals based out of Raleigh, North Caro-lina. We rely heavily on our club-based legislative liaisons and state-wide federations to be our eyes and ears "on the ground". These groups play a crucial role in keeping us informed about threatening legislation and other issues at the local level and letting us know when they need our assistance. If your club does not have a legislative liaison yet, please consider appoint-ing one ? this is easy to do, and it's one of the most important first steps we can take to coordinate our efforts. If your state doesn't have a federation of dog clubs, please consider forming one. We can help you do this, but we need to hear from you. Through its compliance and inspections programs, the AKC has demonstrated a level of commitment to ensuring quality of care and conditions for purebred dogs heretofore unknown by any registry. More than ever, the AKC remains the gold stan-dard for purebred dogs. Let's work together to ensure that the voice of responsible breeders and owners is heard in state houses and city halls throughout the country, and that our beau-tiful purebred dogs are protected for future generations to en-joy. News from the State Capitols
Many states kicked off their 2009 legislative sessions in Janu-ary, and the Government Relations team is already hard at work tracking over 600 state bills and working with local fed-erations and dog clubs to protect the rights of owners and breeders. Also, many local municipalities are considering ordi-nances that affect responsible dog owners. For more informa-tion on any of the measures mentioned, contact us at (919) 816-3720 or [email protected]. Local Battles Many local municipalities are also considering ordinances that will have a tremendous impact on dog owners and breeders. The AKC is unable to track every single city and town in the country, so if you hear about an issue in your community, be sure to contact us at (919) 816-3720 or [email protected]. We have a number of resources available to help your efforts to protect your rights as a dog owner in your community. Here are some of the highlights so far in 2009. California – A bill has been introduced in the California Senate to require the spaying or neutering of all dogs and cats unless the owner has an “unaltered dog license”. Under Senate Bill 250, any owner will be forced to spay or neuter their dog if they are concurrently cited with two infractions, including violations of leash laws and “failure to take proper care of noisy animals”. If a dog is impounded, then it must be spayed or neutered and the owner will be forced to pay a lien within 14 days. AKC is working with local dog clubs and fanciers and has posted a legislative alert on this issue to urge Californians to contact the Senate and express their opposition to this bill. California State Senator Dean Florez has introduced Senate Bill 250, a measure that purports to reduce shelter populations, but would in reality make it easier to revoke licenses for intact dogs and cats in California. This legislation will not improve the lives of cats and dogs, will negatively impact responsible owners and breed-ers, and by placing additional burdens on owners of intact ani-mals, may lead to an increase of animals in shelters. SB 250 is unnecessary. Existing state law requires that the fee for licensing an intact animal be double that for a sterilized animal. In many cases these fees already exceed $100, making it cost prohibitive for responsible owners to license their ani-mals. If lawmakers wish to increase compliance with local li-censing laws, fees need to be reasonable, especially during challenging economic times. State law already provides for enhanced and graduated fines for owners whose intact dogs are impounded. Local governments already have the authority and tools to effectively address problems with owners whose ani-mals are repeatedly at large. Several of the provisions in Senate Bill 250 are unreasonable. For example, Section 1 (g) requires anyone who sells an intact

animal to post the animal’s license number. However, most juris-dictions do not require or provide for licensing an animal under the age of four months and most puppies and kittens are sold before they reach that age. Further, Section (c) (2) can force owners to sterilize their pets on the basis of two complaints "verified by the department" that a dog has run at large. It is unclear what that language actually compels a department to do to verify the complaint. Any thresh-old should be based solely on impoundments or issued citations. Section (c) (3) allows an intact dog license to be revoked for any violation of state or local laws relating to the care and control of animals. Section (i) (1) includes another laundry list of violations for which a dog must be sterilized. Under Section (j) it is unclear whether owners who have a current intact license would be forced to spay/neuter their pet after a single impoundment. With the confusion of overlapping jurisdictions and a high num-ber of people being forced to move due to foreclosures, it is easy to see how an owner could overlook pet licensure. Instead of en-couraging these people to come in to compliance, SB 250 penal-izes them by requiring sterilization, even for a single offense. In addition, many jurisdictions within California already have ex-treme laws limiting the number of animals that residents may own, and as a result, some owners are unable to license all their animals for fear of being forced to choose between beloved pets or having to place their pets in shelters. Finally, the term "custodian" is used in the bill, but is not defined in the legislation or within the existing Food and Agriculture Code. This term is simply another word for "guardian." The American Kennel Club supports the use of the term "owner" rather than "guardian" when referring to the keeping of dogs. The AKC believes that the term guardian may in fact reduce the legal status and value of dogs as property and thereby restrict the rights of owners, veterinarians, and government agencies to protect and care for dogs. It may also subject them to frivolous and expensive litigation. The term guardian does nothing to promote more re-sponsible treatment of dogs. We strongly support efforts to edu-cate the public about responsible dog ownership to ensure that all dogs receive the care, love and attention they deserve. The American Kennel Club strongly supports and promotes re-sponsible pet ownership. However, SB 250 unreasonably pun-ishes owners who choose to maintain intact animals and does not address the fundamental reasons that animals are surrendered, or assist those pet owners who are losing their homes and jobs. This measure will only increase the burdens on animal control depart-ments in California.

2009 Legislative Success The AKC Government Relations Department is working hard
with local federations, dog clubs, and concerned owners to pro-tect the rights of responsible dog owners. Despite the many chal-lenges we have seen so far this year, there have been a number of victories for owners, breeders, and fanciers at the state and local level. 2008 Year in Review 2008 was a busy year for AKC's Government Relations Depart-ment. A combination of sound policy, motivated and well-educated constituents, and lots of long hours resulted in many successes.
AKC Distributes New Bulletin to Congress AKC's Government Relations and Club Communications Depart-ments recently teamed up to produce a new publication for fed-eral lawmakers and their staffs. In Session – AKC's Congres-sional Newsletter features news and information from the world of dogs, including information on the AKC and our nearly 5,000 affiliated clubs. In addition to regular commentaries and analyses on current dog-related policy and legislative issues, the newslet-ter highlights AKC's public education programs, charitable dona-tions, and other grass roots initiatives that benefit all dogs and their owners and communities. SB250, the Mandatory Spay/Neuter Bill, will be heard by the California Senate Appropriations Committee on Monday, May 11.
