BAYVIEW GATEWAY PUBLIC ART PROJECT OUTLINE For approval at August 21, 2013 Visual Arts Committee meeting BACKGROUND The Port’s Bayview Gateway Project will create a new one acre public open space along the southern bank of Islais Creek in San Francisco’s south east waterfront. The Project Site is bound by Islais Creek on the north, Cargo Way on the south, 3rd Street on the west, and Illinois Street on the east. This area was reclaimed in the 1900’s to create a working waterfront with a timber wharf and shed buildings. The shed was removed in the early 1980’s leaving an asphalt covered lot. The Project will demolish the existing timber wharf, rehabilitate the seawall, and transform the asphalt lot into a public green space with walkways, plaza spaces and green spaces so that residents and visitors to the Bayview may enjoy the waterfront. The Project will also serve as a connection to the Bay Trail along Illinois Street and Cargo Way and a resting place to view Islais Creek and the surrounding maritime activity. Construction is scheduled to be complete by summer 2014. ART OPPORTUNITIES The Port of San Francisco in consultation with the community has determined that this site offers an opportunity for a large scale permanent signature artwork, which will represent the entry to the Bayview neighborhood. The public art project site features two distinct areas which are divided by 3rd Street at the intersection of Cargo Way and Arthur Avenue. The selected finalists may choose to address both project areas or may limit the focus of their proposal concept to just one site. Due to the complexity of the project site with significant competing infrastructure (railway tracks, large traffic lights and wide intersections which are utilized by heavy vehicles), artists will be encouraged to develop unique and site responsive solutions that transcend the constraints of the designated artwork areas. Possible themes/concepts include artwork that: Signifies entry into the Bayview community; References the culture and history of the Bayview community; [1]

• References the Bayview’s maritime and other commercial history, or reflects the industrial nature of the area;

• ‘Connects’ or unifies both sides of Third Street at Cargo Way/Quint Street; • Heightens awareness of natural phenomena (wind, sun, creek current) and/or

employs green technologies. BUDGET ALLOCATION The artwork budget for the Bayview Gateway project is $445,000, which will cover all project costs including, but not limited to, artist’s fee, design, materials, engineering, fabrication, transportation, installation, lighting, insurance and contingency. ARTIST SELECTION PROCESS SFAC staff will issue a Request for Qualifications for the Bayview Gateway Project. Professional, practicing artists residing in the Unites States will be eligible to apply. A qualification panel comprised of two SFAC staff members and an arts professional will review all applications and establish a list of qualified candidates with experience creating work in media appropriate for the project site. The list of qualified candidates will be presented to a selection panel consisting of three arts professionals, one community member, an Arts Commissioner, one representative of the Port, and one representative of the design team. The panel will identify three finalists who will be invited to develop conceptual site specific proposals after attending an orientation session with the project team and key stakeholders. These finalists will be paid an honorarium of $2,000 for development of a proposal. The proposals will be displayed for two weeks at the Bayview Branch Library for written public comment, as well as on the Arts Commission website. Following public display, the selection panel will reconvene to consider the finalists’ concepts in an interview format along with any community input and will select one artist for recommendation to the Arts Commission and the Port Commission.
