he Basque country provides the perfect natural and

industrial setting for the development of the Automotive

Industry. With an industrial history that goes back more than

300 years, the Basque Country boasts some of the most

prestigious educational institutions in Spain, producing large

numbers of well-trained professionals. Its geographical

location and modern communications infrastructures facilitate

the necessary mobility of materials and people. Moreover,

its large number of support institutions promote R&D activities

and facilitate the diffusion of new technologies.

Located in the north-eastern corner of the Iberian Peninsula

and one of the largest industrial areas in Spain, the Basque

Country is known for its ability to adapt to the continuous

changes associated with the development of an advanced

society and for the conditions, attitudes and aptitudes

required to develop a highly active and competitive

Automotive Industry.

Strategic Location

The Basque Country, one of the major geographical

communications centres located along Europe’s Atlantic

seaboard, has several seaports, national and international

airports, a large, well-connected railway network and first-

rate motorways and roads.

In addition, the logistics centres of the Port of Bilbao and

Vitoria airport cater for goods being transported to and from

major international destinations.

Industrial Fabric and Subcontracting

The Basque Country has a long industrial history that began

with the dawning of the iron and steel industry, eventually

led to the creation of major industries such as shipbuilding

and heavy engineering, and more recently has evolved

towards today’s most advanced technologies. The widely-

recognised industriousness of the Basque people has given

rise to a highly-specialised network of small and medium-

sized companies, providing a wealth of subcontracting and

outsourcing possibilities.

International Commitment

Basque companies are extremely active internationally with

facilities and/or strategic alliances in a large number of

countries throughout the world, especially in the other

member states of the European Community, Latin America

and the Far East.

Administrative Structure

As an Autonomous Community, the Basque Country enjoys

a wide range of administrative powers including: industrial

policy, education and public investment. Local authorities

have a long record of providing companies with strong

institutional support to facilitate the launch of new business

projects, develop new technological products and companies,

and attract new business to the region. “Sociedad para la

Promoción y la Reconversión Industrial, S.A.” (SPRI -

Association for the Promotion of Industry) is the official

development agency for the Basque Country. Its main

undertakings include promoting the Basque Country as an

attractive location for inward investment and forging business

relations between foreign and Basque companies. Over the

last 20 years, SPRI has accumulated a great deal of

experience in this field and its advanced system of industrial

promotion has provided public and private financial support

for a wide variety of activities.

The Basque Public Administration has created a number of

entities that provide basic support for industry in areas such

as: Management Quality (Euskalit), the Environment (Ihobe),

Technology (Eite), etc. This is the main reason why the

Basque Country has one of the highest densities of ISO

9000 certificates in Europe and a larger rate of implementation

of the EFQM European excellence model. There is also a

high level of awareness of environmental issues, which

contributes to reducing environmental impact and helps to

ensure quality surroundings, in spite of the high degree of

industrialisation.

The Basque Country boasts one of the best public health

services in Spain, Osakidetza, as well as one of the most

modern and automated public administrations, which pays

special attention to the development of electronic government,

for which it has developed a special programme.

Training Infrastructure

The Basque Country has 4 prestigious universities with

more than 91,000 students and 4000 lecturers. Of all the

technical areas offered, Industrial Engineering attracts the

largest number of students and has been taught for more

than 100 years. The Bilbao and San Sebastian Schools of

Engineering are among the most highly accredited in Spain,

with a history, in the case of the Bilbao School, that dates

back more than a century.

R&D Infrastructure

The Basque Science, Technology and Innovation Network

(SARETEK) is made up of over 70 institutions including: 10

Technology Centres of international renown, university

research departments, 4 research laboratories, 4 sector

centres and 2 public research organisations, as well as

corporate R&D units and innovation organisations that serve

as intermediaries between business and universities – one

of the highest concentrations in Europe of research and

development activities as a support for industry.

Industrial and Economic Infrastructure

The Basque Country has an extensive network of structures

that provide support for a number of different industrial

sectors. The Basque Network of Business Parks includes

three large Technology Parks (Bilbao, San Sebastián and

Vitoria), among which the Technology Park of Zamudio is of

special interest as it was the first to be created in Spain.

Due to their constant efforts to promote the companies in

their respective sectors, and to provide incentives and advice,

the network of Sector Associations of the Basque Country

represents a major source of support for more than 1000

associated companies, articulating an efficient system of

industrial development based on collaboration.

All these centres and most of the Basque Country have

access to broadband telecommunications networks, provided

by two main operators and a large number of Internet service

providers (ISP).

The Basque financial system is well known for its capacity

and influence, and has produced international entities such

as BBVA, the Savings Banks Confederation, the Cooperative

System, etc. All major international financial institutions have

a presence in the Basque Country.

Quality of Life

The renowned quality of life in the Basque Country can be

attributed to its exceptional landscapes and geographical

conditions (shoreline, mountains, climate, etc.) as well as its

cultural ambience (international festivals and conferences,

film festivals, jazz festivals etc.), its internationally famous

museums (Guggenheim Bilbao, Artium, Chillidaleku, etc.) and

celebrated cuisine. The pursuit of all kinds of sports has been

a popular pastime in Basque society for many years.

he automotive suppliers sector is defined as the group

of industries engaged in the design, development, production,

supply and/or sale of fluids, parts, components,

subassemblies, assemblies, systems and modules for the

automotive industry. In turn, automotive industry is understood

as the group of companies that design and produce industrial

vehicles, cars, motorcycles and scooters.

Since the end of the 19th century, the Basque Country has

been one of Spain’s main industrial centres. It is not surprising

therefore that back in the early 1950s, when the automotive

industry was beginning to grow, car manufacturers seeking

suppliers with good technology should try to get Basque

firms to gear their products to this new market.

For this reason, and despite the absence of car manufacturing

plants in the region – with the exception of Mercedes Benz

in Vitoria (almost 100,000 vehicles in 2004) –, many of the

industrial firms present in the Basque Country took heed

and focused on that incipient automotive industry.

Thanks to the opening of a Ford plant in Valencia (1976)

followed by the General Motors plant in Zaragoza (1982),

and to the growth of manufacturers already in Spain, by the

early 1990s the Basque automotive industry was able to

hold its own in a sector that was far ahead of the others in

making globalisation an established fact. The advent of the

Single Market thus simply confirmed for all industrial sectors

the situation that automotive suppliers in the Basque Country

and in the rest of Spain had been experiencing for years.

When in early 1990 the Basque Government targeted

enhanced competitiveness as a key objective of its Industrial

Policy to enable Basque firms to compete successfully in a

global market, the Competitiveness Programme identified

automotive suppliers as one of the priority sectors of Basque

industry. To invigorate the sector and boost the

competitiveness of its companies, ACICAE was formed in

1993 as the driving force behind the new Basque Automotive

Cluster. Its prime objective is to promote cooperation among

cluster firms to enable them to meet the innumerable

challenges posed by the market.

In the field of Management Quality, the automotive industry

is probably one of the most demanding. By 2004, a full

100% of ACICAE companies held at least ISO certification,

while 71% had been certified by the Automotive Industry

itself. Moreover, there is growing interest in applying

Management Excellence models. Among Basque automotive

suppliers, there are many companies that go beyond

customer requirements and apply Total Quality and Excellence

models such as EFQM1, with a view to ensuring customer

satisfaction and survival, while at the same time satisfying

employees and making best use of their resources, all of

which will undoubtedly help to raise profits.

Today, the Basque Automotive Suppliers sector comprises

280 companies located in the Basque Country itself, reporting

combined turnover for the year 2004 amounting to €8,117

million, or 250% more than in 1993. The sector employs

approximately 44,000 persons and accounted for 15.37%

of the Basque GDP in the year 2003, an increase of nearly

5 points over the 1993 figure.

These 280 companies include Tier 1, Tier 2 and Tier 3

suppliers, the largest of which have plants outside the Basque

Country, both in Europe and in America. In such a highly

competitive sector as the automotive industry, no company,

including those in the Basque Country, can afford to be an

exception. All must improve continually and with increasing

speed. In this regard, Basque automotive suppliers have had

a very positive record over the past 10 years, making the

outlook for the future appear quite optimistic. Research,

Development and Innovation (RD&I) are crucial to the

competitiveness of industries. In this area as well, sector

companies work hard to keep pace with market requirements,

and do so through collaboration with SARETEK2, whose

specialists enable them to meet requirements in specific

technology areas.

Two other challenges being addressed by Basque automotive

suppliers are the concentration of decision-making in very

few centres for the entire world, and the location of customer

production facilities in many different places, trends to which

the Basque sector has responded decisively in recent years,

thereby gaining market share despite the drop in prices

constantly demanded and achieved by the customer sector.

Rising raw materials and personnel costs combined with

price cuts mean that survival must be based on increased

competitiveness, which has been achieved by applying new

technologies, developing new products, enhancing resource

utilisation, raising and improving personnel qualifications,

and the constant search for, and presence in, new markets.

Under this last heading, Basque automotive suppliers have,

for example, raised exports from 44% in 1994 to 66% in

2004.

Finally, the efforts of the Basque automotive suppliers sector

to enhance competitiveness have paid off in increased sales,

which rose from a figure of € 2,281 million3 in 1993 to €

7,035 million in 2004. Stated in another way, during that

same period world vehicle production increased by 29%,

whereas the Basque automotive suppliers sector raised its

turnover by nearly 210%.
