BASIC COMPUTATION

Refers to hauling of cargo, comprehends the handling of cargo on the wharf or between the establishment of the consignee or shipper and the ship’s tackle.

a. Receive and load cargoes from and to ship’s tackle with the use of dock (arrastre) gang and cargo handling equipment.

b. Check cargo by marks and quantity, acknowledge and sign tally sheets.

c. Sort and pile cargo sheds (CFS warehouse ) and/ or open storage , if not taken on direct to truck.

Arrastre services includes

the following:

d. Deliver/ Transfer cargo to, and receive from, tailed of consignees transportation or ship’s tackle.

e. Secure cargo from pilferage or losses while under its custody.

f. Provide mechanical equipment for receiving, stowing, delivery, transfer and shifting of cargo

g. Provide checking services only when cargo is unloaded or loaded to and from shipside, to and from barges/ lighters alongside vessels.

means a charge on all goods that are loaded, unloaded or transhipped within the Authority’s property by any means of transportation.

WHARFAGE CHARGES

charge levied by the port or the terminal to the shipping line as long as the container is sitting in the port (may or may not be within the specified free days offered by the port).

STORAGE CHARGES

Charge levied by the shipping line on the consignee if the container is not cleared and returned to the nominated empty depot within the specified free days offered by the line.. The free days and charges might vary depending on the country and shipping line.

DEMURRAGE

1. Shipments of duly registered BOI firms or companies as well as those granted special exemptions by law enacted or decreed (RA or PD) or through Executive Orders after January 01, 1976 until otherwise revoked or suspended/ amended.

EXEMPTIONS FROM PORT

2. Vessels of drylocking or repair at any duly authorized drylocking shipyard facilities shall be exempted from dockage/ usage fees from the time it calls at a shipyard facility up to the time the drylocking or repair is completed.

3. Vessel (foreign or domestic) certified from shipbreaking at a duly accredited shipbreaking yard shall be exempted from all vessel charges.

4. Vessels in distress or those calling at any port for humanitarian reasons shall be exempted also from all vessel port charges.

5. Donations from International or local organizations duly authorized or registered by the DSWD or the office of the President shall be exempted from wharfage and storage charges provided there is evidence that the same is requested for release/delivery within seven(7) days from notice of arrival in port.

If the shipment is under kilograms (kgs), convert it into Metric Tons (MT) and then multiply to its corresponding arrastre/ wharfage charges based on CMO NO.17-2014.

Example:

Gross weight : Number of Pound (lbs)divided by 2.2 = Total No. of kilos

No.of kilos divided by 1,000 = Total No. of Metric Tons
