1. ADMINISTRATION

1.1 Introduction

The Lodi Boosters of Boys/Girls Sports Organization (B.O.B.S.) and the City of Lodi Parks and Recreation Department Co-sponsor Babe Ruth Baseball, Cal Ripken Jr. Baseball and Girls Babe Ruth Softball in Lodi. The B.O.B.S. was organized in 1960 to aid the City in various youth sport activities. The B.O.B.S. is a volunteer organization that assists in policy making, purchasing equipment and uniforms, and fund-raising. The work of this group gives stability to all programs and keeps registration fees low for all the participants. The B.O.B.S. donates thousands of hours to all Lodi programs. This manual is the basis for the administration of this program.

1.2 Policies and Procedures

Policies and procedures will be determined by the two sponsoring organizations. Coaches will have input in determining policy or procedural changes through their B.O.B.S. Softball Coordinator, or the City of Lodi Parks and Recreation Supervisor. The B.O.B.S. Coordinator and Lodi Recreation Supervisor will

interpret any item not specifically covered in this manual. 1.3 Rules and Regulations

Rules and regulations will be determined by the two sponsoring organizations. Coaches will have input through the B.O.B.S. Softball Committee and Lodi Recreation Department Supervisor. Rules and regulations will be issued to all coaches prior to the start of the program. Babe Ruth Softball Rules and Regulations will basically guide game play. Some local rules and regulations will be adopted.

1.4 Financial

All financial matters will be administered by the two sponsoring organizations. Finances are considered to be registration fees, sponsor fees, and monies raised through fund-raising activities. Fees and fund-raising projects will be set by the sponsoring organizations and administered by them. Coaches, players, and parents will be asked to participate in a fund-raising project and/or other league activities as authorized by the sponsoring organizations. Players requesting refunds must petition the Softball Committee by filling out a request form at the City of Lodi Parks and Recreation Office. REFUNDS will be reviewed by the B.O.B.S. Committee.

1.5 Personnel 1.5.1 Game Officials

Will be recruited, hired, trained, and scheduled by the City of Lodi Parks and Recreation Department.

1.5.2 Support Staff

Scorekeepers and team business managers will be volunteers. They will be recruited from each team's parents or persons whom the team coaches secure to assist with team responsibilities. Teams will be asked to secure at least two scorekeepers and should have one parent serve as a team business manager to coordinate team matters and responsibilities.

1.5.3 Coaches

Coaches will be volunteers secured through the efforts of the B.O.B.S. and City of Lodi Recreation Department. Coaching staff will consist of the (1) head coach and two (2) assistant coaches maximum. (See Section 3 for more information on coaching selection). Coaches serve on a season-to-season basis and will be asked to adhere to the Coaches' Code of Conduct while serving as a coach. (See Section 10 for more information on Coaches Code of Conduct)

1.6 Facilities

The City will maintain required practice and game field activities as deemed necessary. Practices will be scheduled by the B.O.B.S. and the City of Lodi Recreation Department. Practice facilities will include school grounds and City park areas. Teams should not litter or throw debris on fields and should pick up same on diamond areas. Coaches should check each time they practice to see that the facility is safe and report problems to the City of Lodi Parks and Recreation Department.

1.7 Equipment

Equipment will be issued to each head coach by the B.O.B.S. Equipment bags will consist of the following: 1 set of catchers gear, 4 helmets, and a dozen balls. Broken equipment or gear may be exchanged by bringing the broken article in to the City of Lodi Parks and Recreation Department Equipment Room. Equipment room hours will be posted during the season.

1.8 Uniforms

Uniforms will be provided by the B.O.B.S. and issued by the City of Lodi Recreation Department. Shirts will be issued to all levels. Teams will NOT be issued pants. Shirts become the property of the player and/or coach at the end of the season. Teams must play in issued uniforms. Uniforms (including hats) must not be altered or added to without permission of the B.O.B.S. Softball Committee. Teams must wear similar colored or white socks to match their uniforms.

1.9 Sponsors

All softball teams will have a team sponsor. The sponsor's name will be printed on the team's shirts. Sponsors will be secured and assigned by the B.O.B.S. and the City of Lodi Recreation Department. Since Softball is a youth program, the B.O.B.S. and the City of Lodi choose not to advertise alcohol, drugs or tobacco in any program.

1.10 Schedules

Game and practice schedules will be prepared by the B.O.B.S. League Coordinator and/or the City of Lodi Recreation Department. Please see Section 7.1 "Practices" and Section 7.2 "Games" for specific practice and game schedule information.

1.11 Awards

Awards will be determined and provided by the B.O.B.S. and the City of Lodi Recreation Department. Trophies will be awarded to Playoff Champion and Runner up winners in the 10U, 12U & 16U leagues only.

1.12 Leagues

The City of Lodi Recreation Department & B.O.B.S. softball program is affiliated with Babe Ruth International. Babe Ruth rules will generally govern play with local rule variations. Leagues consists of the following: T-Ball (6U), Eight and Under (8U), Ten and Under (10U), Twelve and Under (12U) and Sixteen and Under (16U). The softball league is designed for the following age groups:

13 - 16 year olds – “Sixteen and Under (16U)” 11 - 12 year olds - “Twelve and Under (12U)” 9 - 10 year olds – “Ten and Under (10U)” 7 - 8 year olds – “Eight and Under (8U)” 5 - 6 year olds – “T-Ball (6U)”

1.13 Concession Operations

All Leagues will be scheduled two shifts (one date) at the Salas Park Concession Stand. Failure to fulfill the obligation will result in a loss added to your record.

2. REGISTRATION

2.1 Registration Period

General registration will usually start the first Monday in January and extend until the second week of February. After that point registration is considered to be late and a additional fee will be added on to the cost.

2.2 Player Eligibility Residential Requirement All participants must live or attend school in the Lodi Unified School District. (Falsification of an address may result in the participant's suspension for one year in youth athletic programs). Age Requirement (Ages 5 – 16) Participants must be five (5) years old on December 31 of the past year and no older than sixteen (16) years old on December 31 of the past year in order to be eligible for the Babe Ruth Softball program. A Birth Certificate may be required to verify age. If falsification is proven, the participant may be suspended for one (1) year from youth athletic programs. Participation The B.O.B.S. Babe Ruth Softball Program is limited to residents of Lodi Unified School District or those who attend school within the LUSD boundaries except as prescribed by the Babe Ruth charter. Players may participate in other softball programs and be eligible to play in the Babe Ruth program. Upon conclusion of their school season, players are eligible for Babe Ruth unless restricted by their school or the CIF.

2.2.1 Penalty

Team The team may forfeit all games in which the ineligible player participates. Coach The coach will be put on probation or possibly suspended if an ineligible player participates on his team. Player The player maybe suspended for future season(s).

2.3. Refunds

Refunds are given for medical reasons or moves out of the area only. Partial refunds may be given if the teams have already begun practicing. Players requesting refunds must petition the Softball Committee by filling out a request form at the City of Lodi Parks and Recreation Office. REFUNDS will be reviewed by the B.O.B.S. Committee.

3. MANAGER AND COACH SELECTION

3.1 Selection & Assignment

Volunteer head coaches and assistant coaches will be selected by the City of Lodi Recreation Department staff and the B.O.B.S. Softball Committee. The B.O.B.S. Softball Committee has the authority and responsibility to assign, train, evaluate, and terminate head coaches and assistants within the B.O.B.S. softball program. Coaching assignments are for one season. Coaches will be reviewed, terminated, or reassigned after each season of play or before the next season of play.

3.2 10U, 12U & 16U Coaches All coach/assistant coach assignments are subject to committee approval. Assistant coaches desiring to be assigned to a particular head coach will be approved only if the assistant was an assistant for that coach the previous year and the pitcher balance is not disrupted. Coach/assistant coach requests should be noted in the appropriate box on the player registration form and should identify with whom they chose to coach.

3.3 Conduct of Coaches The conduct of coaches and assistant coaches must set a proper example for all participants in the league. To put it plainly: STAND UP FOR YOUR RIGHTS BUT EXHIBIT AND PRACTICE GOOD SPORTSMANSHIP AT ALL TIMES. The B.O.B.S. Code of Conduct must be upheld by all volunteer coaches. (Coaches are required to read the Code of Conduct/Volunteer Coaches Policy and sign it prior to the active participation in the program.)

3.4 Daughters & Siblings 3.4.1 Coach/Daughter Rule Any head coach may have his/her youngster automatically assigned to his/her team regardless of which area they coach. The coach's daughter must be identified on the application form. One assistant coach can have his/her youngster assigned to a specific team only if he/she has served within the past softball season as a head or assistant coach in the softball program sponsored by the City of Lodi Parks and Recreation Department and the B.O.B.S. Head and assistant coaches must have history together to be considered. This will be done providing the individual plans to serve as a full-time assistant coach (not a part-time). All head coach or assistant coach/daughter situations must be approved by the Softball Committee and the Lodi Parks and Recreation Department prior to assignment of players to teams. In 10U, 12U and 16U leagues each optioned player will be evaluated and placed in a specified round. Any coach’s option not covered specifically in the coach/daughter option rule will be at the discretion of the program coordinator.

3.4.2 Sisters Rule

A parental option that may be requested is to have sisters placed together on the same team, providing the sisters are in the same league level. There are times when this may not be possible. In this case the sister option would, upon request, be reviewed by the City of Lodi Recreation Supervisor and the B.O.B.S. Softball Committee.

4. PLAYER SELECTION

4.1 Area and Leagues

All participants must live or attend school in the Lodi Unified School District. (Falsification of an address may result in the participant's suspension for one year in youth athletic programs).

4.2 Placement

4.2.1 10U, 12U and 16U Leagues

10U, 12U & 16U Leagues will use a placement draft system for a one-year assignment. Coaches will evaluate each and every candidate and set up his priority list of eligible players for drafting.

4.2.2 6U (T-Ball) and 8U Leagues The 6U and 8U Leagues will be divided into geographical areas within the Lodi Unified School District. Geographical areas and assignment of participants will be determined by the total sign-up in each age group. Age groups will be broken down evenly so that each geographical area will have the same number of participants in that age group.

4.3 Player Transfers

A player or parent may request a transfer by filling out a "Request for Transfer" form and a $10.00 fee. The request will be reviewed by the B.O.B.S. Softball Committee and the City of Lodi Recreation Supervisor. If approved, the player will be transferred to another team. Players may not practice with another team until written approval is given. Transfers will be considered ONLY under extreme or serious conditions or circumstances

4.4 Number of Players and Shortages

4.4.1 Number of Players

Nine players must play defensively for 12U & 16U Leagues. Ten players for 6U, 8U & 10U. Batting through the bench is the rule at all levels, unless specified differently in Section 9 "Playing Rules" . A team may start, play and finish with one less player than required if the team is short because of absence, injury/illness, or ejection of a player or coach restricting a player due to disciplinary action. Injured or ejected players can be replaced to avoid forfeiture if no legal substitutes are available. This does not apply to 12U & 16U Leagues; they must have nine players. A game will be called and a forfeit declared if a team is unable, during any inning, to field a team of at least nine players. Coaches may pick up players from the league below only when there will not be enough players to field the full ten required players plus one.

4.4.2 Call Up Procedure

To call up a player, a coach must: 1. Contact coach of any team at a lower level of play that does not have a game the same day. 2. Request player name and phone number; then contact player. 3. Pick no more than the number needed to field the starting line-up plus one. 4. Do not use the same player two consecutive times. 5. Do not use the player as a pitcher. 6. Use called players for at least 18 outs, or 3 full innings of play, time limit pending, even if regular team player shows up unexpectedly. (Follow the 45-minute substitution rule in Section 4.5). Called up players may NOT play more than rostered players who are at the game, and may NOT start if a rostered player is available to start. 7. Have called players play in their own team uniform.

4.5 Player Participation Rule

All players must play three (3) complete innings, eighteen (18) outs. This will include all regular season scheduled games and any and all play-off games. Substitutions can be made at any time. This will include all practice, league, and play-off games.

Exceptions 1. Player is sick or injured. 2. Player has missed required practices. This is only in effect from one game to the next. 3. A player has become or is a serious disciplinary problem. Note: If you as a coach should restrict a player from playing because of one of the above reasons, you must inform the opposing coach and the head umpire before the game starts. The coach must also indicate the same on the line-up card. This card will be given to the League Advisor or Program Director, who will make note of your action. Any coach who misuses the above Player Participation Rule may stand to forfeit any games in question and possibly be dismissed as a team coach. Any player who does not play the mandatory three innings or eighteen (18) outs for disciplinary or illness reasons does not bat even though the league rules state that a team must bat through its line-up at the 8U, 10U, 12U and 16U Leagues. There is no designated hitter or Re-Entry Rule at any League, except a player that has been taken out of the game may re-enter as a substitute for a player that leaves the game because of injury, acute illness or ejection by the umpire.

5. DRAFT PROCEDURE

5.1 Team Composition

As many teams as sign-ups will allow will be formed with 12-14 players per team, 15 only when absolutely necessary.

5.2 Tryouts

All girls participating in the 10U, 12U & 16U Leagues will be required to attend a tryout at least one of the two days, preferably both. Girls wishing to pitch must tryout to pitch. Any players who did not tryout to pitch at one of the scheduled tryouts will not be allowed to pitch at any time during the season. However, if there are not enough pitchers at tryouts, a written agreement will need to be signed by each head coach allowing any player, who did not tryout to pitch, to pitch during the season. Tryouts will be conducted twice (weather permitting). Girls will be evaluated by as many coaches, assistant coaches and committee members as possible. Girls will be evaluated on batting and fielding. If time and personnel permit, running may also be timed. Pitchers will be evaluated at the completion of tryouts or on a separate day. As soon as possible following tryouts, a night will be set aside to form teams.

5.3 Draft Order

The order of drafting will be established by a lottery. The B.O.B.S. League Coordinator will determine the drafting priority and teams will draw for draft positions the night of the coaches meeting. Teams shall start drafting players in order of the team's draft sequence number and then continue drafting in a serpentine manner until all players have been selected.

5.4 Pitchers Round

The City of Lodi Recreation Department and B.O.B.S. League Coordinator will ask each coach in the draft to submit a list of rated pitchers (i.e., six teams, a list of the top eight pitchers they evaluated at the draft, two more pitchers than the number of teams drafting). This list will be submitted to cover a draft known as the “pitcher” round. Once all coaches have submitted their top evaluated pitchers list, the draft committee (made up of assigned Lodi Recreation Staff and B.O.B.S. League Coordinator) will review and form a list of the top rated pitchers by all coaches. This list will include only the players eligible to be drafted during the “pitcher” round. Teams will follow the draft order proceed to draft only the pitchers who were evaluated as top candidates. Once the last team has drafted a pitcher, this round is closed and any pitcher not selected is returned to the general draft pool of players. Now the second round is ready to be chosen.

5.5 Regular Draft After the “Pitcher Round” is completed, the “Regular Draft” will take place. The teams will draft in a serpentine manner to conclude the draft of eligible players.

5.5.1 Grab Bag

The B.O.B.S. League Coordinator and the league coaches will evaluate players that do not attend tryouts or ask to be excused from tryouts on an individual basis. Players will then be included in regular draft or be included in a grab bag and selected by a coach, in draft order, as the final draft round until all players have been selected.

5.6 Trading

At this time personality conflict trades may be made. All trades should be made across the board. After placement night no trades or transfers will be allowed. All teams are redrawn each year.

5.7 Official Team Roster The coaches roster becomes official after the draft is complete and all trades are finalize the same night as the draft.

6. TOURNAMENTS

6.1 All-Star Season (10U, 12U & 16U)

6.1.1 Coach Selection

All-Star head coaches will be selected by the B.O.B.S League Coordinator and/or the City of Lodi Recreation Department for all leagues. Head Coaches that will like to be the All-Star coach must submit their name in writing to the B.O.B.S. Softball League Chairperson by the second week of the season. All-Star Head Coaches will be selected and notified in May.

6.1.2 Player Selection The All-Star head Coach and B.O.B.S. League Coordinator will select the All-Star Players with suggestions from the current head coaches in appropriate leagues. The All-Star team will consist of a min. of 12 players up to a maximum of 15 players. Players will be selected and notified in May.

6.1.3 Fees There will be a All-Star player fee, to be determined by B.O.B.S. Softball League Coordinator and/or City of Lodi Recreation Department, for equipment and uniforms.

6.1.4 Practice All-Star Head Coach may call for All-Star practice during the regular season, but may not interfere will the game and/or practice schedule of the regular season. All-Star practice may not violate the practice schedule rules in Section 7.1.2 "Schedule".

6.2 Tournament Season

All-Star teams in 10U, 12U and 16U Leagues may register for participation in a maximum of 2 local association tournaments at a cost split between participating players before the Babe Ruth tournament trail. If All-Star teams wishes to continue play in tournaments after the Babe Ruth tournament trail, they may do so but will not be funded or insured by the Lodi B.O.B.S.

7. SCHEDULING

7.1 Practices

7.1.1 Locations At the beginning of the B.O.B.S. softball season, designated practice locations and times will be assigned to each coach. The teams must practice at these locations at these facilities, unless otherwise authorized to change by the B.O.B.S. League Coordinator and/or City of Lodi Recreation Department. 7.1.2 Schedule

It is recommended that no team's workout or practice session go over 2 hours in length for 10U, 12U & 16U Leagues or 1-1/2 hours for 6U & 8U Leagues. The League appreciates your cooperation in practicing on specific days set by the B.O.B.S. League Coordinator and City of Lodi Recreation Department in order to have enough facilities to accommodate all teams. No team will be allowed more than three on field practice sessions per week prior to the start of league play. A fourth practice sessions a week is allowed as long as it is a volunteer practice only and is not mandatory. Player cannot be held accountable for not attending a volunteer practice. Practice games are counted as a practice. After league play begins, no team will be allowed more than two practice sessions, in addition to their scheduled games during a calendar week.

7.2 Games

7.2.1 Locations Games will be played at fields deemed appropriate by the B.O.B.S. league Coordinator and/or City of Lodi Recreation Department. Please consult the game schedule for exact playing locations.

7.2.2 Schedule Game schedules will be prepared by the B.O.B.S. Coordinator and/or the City of Lodi Recreation Department. 6U, 8U & 10U leagues generally will play one game per week minimum. 12U and 16U leagues will play two games per week minimum. Game Schedule will be handed out at the draft and can also be viewed on the Lodi B.O.B.S. website (www.teamsideline.com/lodibobs).

7.2.3 Standings Team Standings will be kept for 10U, 12U and 16U Leagues to determine playoff seeding. Please see Section 7.3.3 "Standings Tie-Breakers" to determine playoff seeding if there is a tie in record. Team Standings are available at www.teamsideline.com/lodibobs. Team Standing will be updated once a week after all games are played.

8U: A 6-Run-Rule for the entire game. No more than 6 runs may be scored in an inning,

including the last inning of the game. Total score of the game shall not be kept.

6U: Score will not be kept as players will bat through the entire lineup up regardless of the number of outs made.

7.2.5 Game Length 16U: A regulation game shall be 7 innings or 2 hours, whichever comes first, unless the 10 run

rule comes into effect (Section 7.2.4). Any inning that begins before the time limit is reached shall be played. When a score is tied at the end of the regulation number of innings, the game shall go into extra innings until a decision is reached, or the game is called by umpires due to darkness, playing conditions, or time limit. If the time limit has been reached, it is a tie. Please see Section 7.2.6 "Rain Delays/Darkness". If the game goes into extra innings, the line-up must be played as it is, unless substitutions follow Section 4.5.

10U & 12U: A regulation game shall be 6 innings or 2 hours, whichever comes first, unless the 10 run rule comes into effect (Section 7.2.4). For 10U only, no new inning may start after one hour forty five minutes from game starting time (not scheduled time). Any inning that begins before the time limit is reached shall be played. When a score is tied at the end of the regulation number of innings, the game shall go into extra innings until a decision is reached, or the game is called by umpires due to darkness, playing conditions, or time limit. If the time limit has been reached, it is a tie. Please see Section 7.2.6 "Rain Delays/Darkness". 8U: A regulation game shall be 6 innings or 2 hours, whichever comes first. Any inning that begins before the time limit is reached shall be played.

6U: A regulation game shall be 4 innings or 1-1/2 hours, whichever comes first. Any inning that begins before the time limit is reached shall be played.

7.2.6 Rain Delays/ Darkness In case of rain or darkness, four innings or more shall constitute a legal game. Time limit games are considered complete games. The plate umpire shall be sole judge as to calling of a game because of

darkness or rain. Called games, because of darkness, rain or any other reason determined by umpires, shall go back to the last complete inning for the final and recorded result of the contest.

7.2.7 Forfeits

A forfeit time of 15 minutes will be allowed. If the required player is not on the field at the time designated as the starting time of the scheduled game, allowing 15 minutes forfeit time, the game will be recorded as a forfeit. The team with the correct number of players at the scheduled starting time will be declared the winner

7.2.8 Rescheduling

Games cancelled or called due to rain delays, darkness or any other reason determined by the umpires will be reschedule by the B.O.B.S. league coordinator and/or the City of Lodi Recreation Department. The B.O.B.S. league coordinator and/or the City of Lodi Recreation Department has the right to not reschedule any games called or cancelled in any league at their discretion. .

7.3 Playoffs

7.3.2 Schedule Playoff schedules will be prepared by the B.O.B.S. Coordinator and/or the City of Lodi Recreation Department and will follow a single elimination format. Playoffs will generally start in June. Playoff Schedule will be handed out after the regular season and can also be viewed on the Lodi B.O.B.S. website (www.teamsideline.com/lodibobs).

7.3.3 Qualifications The 10U, 12U & 16U Leagues shall participate in playoff and championship games. All 5 Team and 6 Team leagues will follow a single elimination playoff format determined by the final team standings. All 7 Team and 8 Team leagues will follow a "Top 4" make playoffs. All standing ties will be determined by coin flip if all other tiebreakers are even. See Section 7.3.4 "Standings Tie-Breakers" in regards to other tie-breakers. Please note that all Pitching Rules are in effect for the playoffs. It is very important that coaches check team standings often (After the season ends it is too late)! 7.3.7 Rain Delays/ Darkness Playoff games cancelled or suspended by rain Delays, darkness or any other reason determined by umpires, will be continued from the point of stoppage on a day deemed appropriate by the B.O.BS. League Coordinator and/or the City of Lodi Recreation Department.

7.3.8 Forfeits

A forfeit time of 15 minutes will be allowed. If the required player is not on the field at the time designated as the starting time of the scheduled playoff game, allowing 15 minutes forfeit time, the game will be recorded as a forfeit. The team with the correct number of players at the scheduled starting time will be declared the winner. 7.3.9 Rescheduling

8. PROTEST

If a coach believes that an umpire has misinterpreted a rule and wishes to protest the game, he/she must notify the plate umpire; the umpire notifies both coaches and scorekeeper at the time of the disputed play, and before play is resumed. The scorekeeper shall mark all pertinent facts in the official scorebook. Within forty-eight (48) hours of the completed game the protesting coach must then submit, in writing, his/her formal protest to the Lodi Parks and Recreation Department Supervisor. If the protest, based on the interpretation of a rule, is upheld by the Protest Committee the game shall be replayed from the point of protest. (Consideration will be made for the games that may affect standings.) A protest based on any umpire's judgement is not permitted. In the case of an ineligible player, the above protest procedure will be followed and the penalty shall be forfeiture of each game in which the ineligible player has played. Any coach willfully using an illegal player at any time will be removed from his coaching duties immediately and suspended for three (3) years from coaching in all B.O.B.S. programs. An illegal or ineligible player is defined as a player whose name does not appear on the official team roster or the coach does not have said player’s approved medical release in his possession.

9. PLAYING RULES

9.1 General

Rules and regulations will be determined by the two sponsoring organizations. Coaches will have input through the B.O.B.S. Softball Committee and City of Lodi Recreation Department Supervisor. Rules and regulations will be issued to all coaches prior to the start of the program. Babe Ruth Softball Rules and Regulations will basically guide game play. Some local rules and regulations will be adopted.

All general rules apply to all levels unless specified differently in league exceptions.

9.1.1 Playing Field Dimensions

12U & 16U: 60-foot bases & 40-foot pitching distance. 6U, 8U & 10U: 60-foot bases & 35-foot pitching distance.

6U & 8U: 50-foot bases & 32-foot pitching distance.

9.1.2 Equipment

As stated in Babe Ruth Softball Rule Book. Helmet Each batter, on deck batter, runner and base coach (if a player), must wear a helmet or headgear with a facemask. Any player who refuses to wear said protective headgear would not be allowed to bat, coach the bases or be a base runner. (Any batter or base runner that intentionally removes protective gear while running between bases will automatically be out but the ball remains alive until the play ends). Uniforms Issued uniforms must be worn at all scheduled games. Uniforms (including hats, if worn) cannot be altered. 10U, 12U & 16U must wear like color shorts or pants. Catcher's Gear The catcher must wear catcher's gear in its entirety whenever a player is required to catch with a batter at bat and a pitcher throwing the ball. A mask must be worn when warming up a pitcher at any time.

9.1.3 Scoring

9.1.4 10 Player Leagues

In leagues that field 10 players the tenth player must be used as an outfielder only. She will be designated as the rover and not be on dirt infield. (If there is a large dirt infield, the umpire will rule on position).

9.1.5 Allowed on Field/Bench

No one shall be allowed on the field or on the benches except umpires, eligible players and not more than four (4) designated coaching staff members.

9.1.6 Pitching

16U: 7 innings a week or 10 innings for a scheduled 3 game week. 12U: 6 innings a week or 9 innings for a scheduled 3 game week. 10U: 4 innings per game or 6 inning for a scheduled 2 game week. 8U: 3 innings per game or 6 inning for a scheduled 2 game week. 6U: Machine Pitch (See 6U Exception Section 9.2.2)

The number of innings shall be entered into the scorebook. When more than one pitcher is used, each name must be entered and the number of innings pitched. One pitch in an inning is considered one inning pitched. A violation of the pitching rule will result in a forfeit of that game whenever discovered.

9.1.7 Batting

All players will bat whether or not they are in the game as a fielder player. At the beginning of a game, the coach will list ALL players in the batting order. This batting order will follow the entire game whether or not substitutions are made. The only variations to this rule might occur in the Player Participation Rule. Exceptions: If you are restricting a youngster's play it follows that she will not bat in this game.

Bunting is allowed

9.1.8 Base running

Stealing is only allowed in 10U, 12U & 16U leagues. Base runners attempting to steal may do so only after the ball has been released from the pitchers hand. Base runners who run before the ball has been released from the pitchers hand are called out and the pitch (if the is one) counts as called by the umpire.

Time will be called by the umpire when the ball has been returned to an infielder and all apparent action has ceased.

For 10U leagues only, stealing home is not allowed, unless the catcher is making a play and throwing to one of the bases. Throwing to the pitch does not constitute a player to steal home.

9.1.9 Lineups

Lineups shall be filled out prior to game and handed to opposing coach, scorekeeper and/or Umpire for all levels. Batting order shall be followed throughout game.

9.1.10 Ball Type and Size

12U & 16U will use a regulation 12" softball. 10U will use a regulation 11" softball.

6U & 8U see general exceptions for size and type.

9.2 6U Exceptions

9.2.1 General Exceptions Two defensive coaches will be allowed on the field for instructional purposes, one in the infield and

one in the outfield. A maximum of two time outs per inning may be called to give instructions to a player. Time out length will not exceed two minutes. One offensive coach will be allowed to give instruction to the batter on proper stance, how to hold the bat, etc. This instruction shall be very brief.

No protests will be allowed.

Roster size will be 12 - 16 players. (If possible)

The ball used will be a safety ball 9” Rif 1.

No protective cup will be required for catchers.

Game length will be four innings or 1-1/2 hours.

Mandatory play on defense of two innings, substitute top of third inning. 9.2.2 Pitching Exceptions Players will receive four machine pitched balls. If the batter has not hit after four machine pitched balls, the batting tee MUST be used until the batter has put ball into play. If fourth machine pitch is a foul ball, the batter will get another pitch.

9.2.3 Batting Exceptions Players will bat through the entire line up regardless of the number of outs made. When each player has a time at bat the teams will change sides. Bases will be cleared after three outs. A batted ball that travels less than twenty-five feet in fair territory from home plate shall be considered a foul ball. An arc twenty-five feet from home plate shall be drawn from the first base line to the third base line.

9.2.4 Running Exceptions The is no stealing in 6U and the base runners are allowed only 1 base at a time regardless of where the ball has been hit or thrown.

9.3 8U Exceptions

9.3.1 General Exceptions

8u will use an 11" safety softball instead of the regulation 12".

There is no Infield Fly Rule. 9.3.2 Pitching Exceptions Each team will provide a "Player Pitcher" who will throw up to four balls with strikes being counted

against the batter. "Player Pitcher" is to have the opposing head coach next to them on the mound to call balls and strikes. If after the fourth ball the batter is still eligible to hit, the coach of the hitting team will be given two pitches to throw to the batter. Walks will be eliminated, thus forcing the ball to either be put in play or having the batter strike out. The third strike to a batter will constitute an out, no matter who pitches the ball. If a batter takes the second or final pitch from a coach, they will be called out. If the batter fouls off the final pitch, she will be given additional pitches until she puts the ball in play or strikes out. Batters hit by a pitch from the (non-coach) pitcher are awarded first base.

Each "Player Pitcher" is limited to 3 innings max a game and 6 innings max a week, no exceptions.

The "Coach Pitcher" must start with feet on the mound before delivery of the ball. If the "Coach Pitcher" should catch or be hit by a batted ball, the ball will become dead immediately and no pitch called.

The "Coach Pitcher" may not coach either batters or base runners by words or gestures while on the

playing field. The "Coach Pitcher" must make every effort to stay out of defensive plays occurring on the playing field and will not interfere, in any way, with the defensive team's attempt to make plays. Interference by the "Coach Pitcher" will result in the pitch, which began the play, being called dead (no pitch) and the play being replayed.

9.3.3 Batting Exceptions

A batter is automatically out after her third swinging strike whether or not the ball is caught by the

catcher. (No advance by the batter on third dropped strike). Batters cannot bunt.

9.3.4 Running Exceptions There is NO STEALING any base. Runner may leave the base only on a batted ball. If a runner leaves

too soon a dead ball (no pitch) will be called with the runner being called out and the other runners returning to their original bases. Violation by one runner affects all runners. The batter will assume the same count as before.

Base runners are allowed only 1 base at a time regardless of where the ball has been hit or thrown.

10. CODE OF CONDUCT

10.1 Coaches

COACHES MUST:

Make every attempt to control attitudes of players, parents and spectators by setting the best example of sportsmanship at all times.

Strive to teach, coach and play by the "spirit" of the rules rather than by the "letter" of the rule.

Spread this philosophy-"ROOT FOR YOUR TEAM-NOT AGAINST THEIR TEAM"

Remember: the programs are primarily for the youth-not for the coaches and parents.

Adhere to and work within the framework of the volunteer coach's criteria and dismissal policy.

Treat facilities and equipment with respect.

Any coach that fails to adhere to the coach's conduct policy may be dismissed. Coaching assignments are for one year only and will be reviewed.

COACHES MUST NOT:

Partake of alcoholic beverages prior to or during participation in any activity involving the coordinating or supervising of youth.

Smoke or use tobacco on a playing area. Only off and away from the field of the activity. Use severe and/or profane language in the presence of youth.

Cause or incite disturbances by prolonged, loud or frequent disagreements with game officials'

judgment or decisions.

"Heckle" or "Ride" an opponent, nor permit team to do so.

Commit any act of poor sportsmanship or personal conduct that may bring discredit to a team, the B.O.B.S. or fellow coaches within the program.

Physically abuse or mishandle any player, coach, official, or spectator. Drug use on or off the playing area, will not be tolerated.

10.2 Parents

Control yourself and set the best possible example of sportsmanship.

Root for YOUR TEAM - NOT AGAINST THEIR TEAM.

Abide by all decisions of game officials.

Do not partake of alcoholic beverages prior to or during participation in any B.O.B.S. youth activity.

Do not smoke or use tobacco in the area of a practice or game.

Do not "heckle" or "ride" an opponent or official.

Do not use foul language.

Drug use, on or off the playing area will not be tolerated

Do not physically or verbally abuse any player, coach, fan or official.

Do not commit any act that could bring discredit to your team, the B.O.B.S., friends or family members.

Do not damage or deface any property, buildings or equipment.
