WelcomeIt is my pleasure to welcome you and introduce the 2007-2008 edition of the "Azerbaijan

Export Catalogue" (AEC). This is the first edition of this kind and a unique project which

aims to introduce Azerbaijan's export potential to the outside world. Azerbaijan Marketing

Society (AMS) is honored to be a team of enthusiasts who have planned and developed

it.

At present, Azerbaijan's economic growth is one of the highest in the world; thus, the poten-

tial of local companies is growing. The development of entrepreneurship which is one of

main attributes of market economy has become one of main priorities of economic reforms,

and a great success has been achieved in this direction. Azerbaijan's business sector is

getting stronger and has become a driving force for country's development.

As the result of these positive trends many Azerbaijani companies now produce high qual-

ity products and services that could compete regionally and internationally. However, these

products and services are not promoted and marketed, while Azerbaijani brands are not

known abroad. The AEC's mission is to provide the necessary marketing support to pro-

mote local companies' exports.

Since AEC is based on the detailed study of country's export potential and selection of com-

panies to represent Azerbaijani business sector, we are confident that the Catalogue will

serve as a useful source of information for foreign companies interested in establishing suc-

cessful economic relations with Azerbaijani companies.

Thanks to the efforts of our team, AMS could achieve the goals of project and provide infor-

mation on various companies operating in Azerbaijan that have potential and determina-

tion/will to export their products and services. And it is you, who will judge the quality of our

work.

Introduction to Azerbaijan

GeographyAzerbaijan is a country located in the South-western Asia, bordering the Caspian Sea, between

Iran and Russia, with a small European portion north of the Caucasus range. The Republic of

Azerbaijan covers an area of 86,600 square km (forests accounting for 11.5%, water basins-1.6%,

sown area-50%, including 27% pastures, 36.9%-other lands). The country extends between longitude

44° and 52° east and latitude 38° and 42°, with Baku situated at the latitude of 40°. It borders with

Iran (765 km) and Turkey (15 km) on the south, Russia on the north (390 km), Georgia-on the north-

west (480 km) and Armenia on the west (1007 km).

The semi-desert and dry, sub-tropic, temperate and frigid types of climate dominate in the coun-

try. It has been determined that Azerbaijan accounts for 9 out of 11 climate zones, existing in the

world. The average annual temperatures equal 15 C° on the plains while in high mountain regions

they fall even below zero. Temperatures reach 25-27C in Aran regions and 5C° in mountain regions

in July. The absolute maximum is 43C°, while the minimum is lower than -30C°.

The territory also includes Azerbaijani sector of the Caspian Sea.

The highest peak of the territory of Azerbaijan is Bazarduzu (4466m).

ClimateAzerbaijan's climate varies from an arid subtropical and humid subtropical to a mountainous tun-

dra climate. Average annual precipitation is between 200 to 300 mm (8 to 12 inches) in the lowlands

and 300 to 900 mm (12 to 35.5 inches) in the highlands, although precipitation is distributed uneven-

ly throughout the year. On the southern slopes of the Greater Caucasus average annual precipitation

ranges from 1,000 to 1,300 mm (39 to 51 inches). Average temperature ranges on the lowlands are

from 25 to 27 degrees Celsius (77 to 80 degrees Fahrenheit) in July to 0 to 3 degrees Celsius (32 to

37 degrees Fahrenheit) in January and between -3 to -6 degrees Celsius (27 to 21 degrees

Fahrenheit) in January on the highlands.

Azerbaijani DiasporaAccording to estimations, there are about 45 million Azeri living in 70 countries of the world, includ-

ing Azerbaijan. Currently more than 150 social, cultural societies and organizations of Azerbaijan peo-

ple are functioning in 30 countries of the world.

State StructureAccording to the Constitution adopted on November 12, 1995 Azerbaijan is a democratic, consti-

tutional, secular and unitary republic.

The government of the Republic of Azerbaijan is organized on the base of principles of separa-

tion of power. According to the traditional concept of the separation of power, the Constitution deter-

mines that the executive power is held by the President of the Republic of Azerbaijan, the legislative

power is carried out by the Parliament of the Republic of Azerbaijan - Milli Majlis, and the judicial

power is held by the independent courts.

A cabinet of ministers is a superior body of the Executive power of the President, it is subordinat-

ed to the President and accountable before him.

Judicial systemJuridical power of the Republic of Azerbaijan is represented by the Constitutional Court, Supreme

Court, Court of Appeal, Economic Court.

Economic OverviewFollowing sharp decline in early 90's of the last century Azerbaijan achieved stable and rapid

growth for 10 consecutive years starting from 1995. Now the country is one of the most rapidly recov-

ering economies in the world. The GDP annual surplus in 2005 was 26.4%. A record growth in 2006

was at 34.5% (highest growth indicator globally for the year). It is highly probable that the country will

be the global leader in economic growth in the year 2007 too. Nominal wages grew by 19% in the

year 2006. Almost all other major economic indicators point out a similar growth pattern.

Baku is the center of Azerbaijani economy and the home for most of Azerbaijan's 3,500 industrial

enterprises, petroleum extraction and refining, metallurgy, aluminum processing, petrochemicals,

chemical production are located in the city and its satellites. Consumer goods production consists of

food processing, textiles, and wine production. Baku is also strong in services including banks, hotels

& restaurants and logistics. Sumgayit (3rd largest city and Baku's satellite) production centers on

chemical and petrochemical production, textiles, and aluminum smelting; Ganja is the home to an alu-

minum refinery and also specialises in textiles, machine building and metallurgy.

The effect of the early 1990's economic decline is evident in agriculture - a critically important sec-

tor in Azerbaijan, employing about 35% of the labour force. Cotton is Azerbaijan's leading crop,

together with grape (for wine production), fruits, vegetables, and tobacco.

The country is the regional leader not only in the overall economic growth, but in direct foreign

investment attraction as well. The 2005 UNCTAD Trade & Investment publication quotes Azerbaijan

as the No 1 globally as per the FDI Inflow Performance Index. Azerbaijan is also in top 20 in equity

capital attraction in absolute terms. This is mainly due to the favourable environment created in the

lead sector of the economy i.e., the oil & gas industry. It opened for international business in 1994.

Since then a number of international contracts for the oil and gas fields were signed with the prin-

cipal oil businesses such as BP, Statoil, Total, Exxon, Itochu, Lukoil and others. Some useful macro-

economic indicators (2006): GDP 17.77 billion AZN and its annual growth 34.5%, GDP per capita

2,120 AZN and its annual growth 40.1%, inflation 11.4%, investments 7.27 billion AZN and its annual

growth 8.0%, domestic investments 30.9%, foreign investments 3.3%, weighted exchange rate for 1

USD 0.87 AZN. The "jewel in the crown" of the economy is the Baku-Tbilisi-Ceyhan oil pipeline con-

necting the Caspian offshore fields with the Mediterranean Turkish port. It is taking crude oil from the

ACG (Azeri, Chirag, Guneshli) project led by British Petroleum. The pipeline is ready and being filled

with crude oil to be sold at the Turkish port of Jeyhan. The transport capacity of the pipe is over 1 mil-

lion barrel a day. The Azerbaijani government is committed to constructing a network of oil & gas

pipelines throughout the region to promote international cooperation and trade. The oil & gas projects

are to bring substantial cash inflow into the country from the year 2006 onwards.

Notwithstanding this apparently bright prospective, the government of the country took a number

of steps aimed at the reduction of the country's dependency on the oil revenues and evasion of the

so-called "Dutch disease". The State Oil Fund, a transparent state agency under public scrutiny is

accumulating the oil revenues from the international contracts thus preventing possible Azerbaijani

Manat deflation which would potentially be damaging for local manufacturers and exporters as well

as other possible negative economic trends. The regional development and non-oil economy devel-

opment strategies aimed at the diversification of the economy are also prioritised.

The main source countries of FDI for Azerbaijan are currently the United States, UK and Turkey.

The cumulative FDI in the year 2006 amounted for circa 4,500 mln USD. The country received even

large FDI stock in 2005. Foreign direct investments outside the oil & gas sector currently are mainly

in construction, services, transport, telecom and manufacturing.

Azerbaijan is consistently expanding its international trade capacities as well. This was achieved

mainly due to two factors: export of ever increasing amounts of Azerbaijani crude and oil products and

the expanding internal market which resulted in rise in import of manufacturing equipment and con-

sumer goods in the country. At the moment EU is the main export destination for Azerbaijan, with

Russia and CIS countries remaining the main source of import.

The country's domestic product is largely contributed by private business. Its share constituted

81% of GDP in 2006. This is the result of several stages of privatisation of the formerly state owned

property and development of new privately owned industries. However, a number of key segments of

the economy are still state controlled. Many of them are now "open for privatisation" by the

Presidential Decrees which creates additional investment opportunities. The government uses sever-

al methods of privatisation with the most popular being the acquisition by a "strategic investor" or via

"investment tender".

Azerbaijan has one of the lowest external debt / GDP ratios in the region and a sound financial

system. The National Bank has been pursuing the "stable manat" (local currency) policy consistently

for last 10 years with the annual inflation not exceeding one digit figure. The fiscal system is further

characterised by a very low deficit of state budget not exceeding 1% of GDP in 2006.

Foreign TradeAzerbaijan has started negotiations with WTO on accession to the organisation. The govern-

ment has undertaken a number of steps to liberalise foreign trade. As of the end of 2006, the

weighted average import tariff in Azerbaijan was 5.8 % i.e. significantly below the international ave -

rage. Import and export is one of the most rapidly developing business segment in Azerbaijan. The

average annual growth in foreign trade in recent years is approximately 15%.

Azerbaijan is developing trade relations with a number of countries. In 2006, there were trade

operations with more than 140 partners. The European Union remained the major destination for

export of Azerbaijani goods. Russia and CIS are the major importers.

The main export commodities are oil and petrochemicals, a/c products. The import includes

machinery and luxury goods, constructions materials etc.

Azerbaijan's CompetitivenessAccording to the Global Competitiveness Report 2007-2008 conducted by the World Economic

Forum, Azerbaijan occupies 66th place on Growth Competitiveness and 78th place on Business

Competitiveness. The report covers 131 countries including the CIS countries, except Turkmenistan

and Belarus.

sophistication of company operations and strategy; quality of the national business environment.

Improving the state of economy by considering current problems and conducting effective market

reforms by the government will drive Azerbaijan towards development, at the same time it will further

increase its rating.

Global Competitiveness Index

Business Competitiveness Index

Business ClimateThe Republic of Azerbaijan is the leading FDI destination in the region. In the last decade the

total FDI stock in Azerbaijan exceeded 25 billion USD. Azerbaijan has achieved gradual improve-

ment in the overall legal framework for the investment activities in the country for last several years

with a number of practical regulations liberalising conduct of business and reducing red tape. It car-

ried out a revolutionary legal reform several years ago with adoption of new Tax code, Civil and

Civil Procedure Codes, Land Code, Labour Code, Customs Code, Foreign Exchange Law as well

as Law on International Arbitration made the system significantly more transparent and friendly for

local and foreign businesses.

The Government managed to open up economy for the international business and introduce

investments friendly laws and regulations. Generally, the Azerbaijani legislation establishes a very

open national regime for FDI (which means that FDI are welcome in any sectors where the local

investor is allowed to invest). Such a regime also applies to the privatisation of the state owned

property. There are no special permissions or specific registration requirements for foreign invest-

ment. The licensing was substantially simplified with foreign investors' interests in mind.

As of now a foreign investor in Azerbaijan enjoys a non-discrimination regime. The major eco-

nomic policies are FDI element inclusive, for example, the Government lifted limitations for foreign

participation in the banking sector. Privatisation process is open for foreign investors as well. Any

FDI restrictions are strictly limited to national security matters.

The major factors that turned Azerbaijan into a leading FDI destination and provide sound justifi-

cation for doing business here are:

- Abundant resourcesAzerbaijan is rich in mineral and climatic resources. The Caspian Sea oil & gas reserves are

one of the major deposits globally. Azerbaijani proper has also substantial explored deposits of pre-

cious metals (including gold and silver), ferrous and non-ferrous metals, various construction raw

materials deposits etc.

One of the major resources the country has is its natural diversity. Despite relatively small size,

the Azerbaijani territory due to complex terrain and geography has a number of distinct climatic

zones ranging from humid subtropical climate to semi-arctic. This creates unique opportunities in

agriculture and tourism.

- Favourable locationserves as the natural bridge between Europe and Central Asia as well as it is the most conven-

ient route from the north-east of Europe to the Middle East. The country is the logistics hub for the

Caspian region. Excellent infrastructure of Baku (including largest regional sea and air terminal) is

the best choice for any business entering the markets of the Caspian Sea region.

- Competitive cost of productionAzerbaijan has long lasting industrial and trade traditions. The industrial revolution has taken

place here in the late XIX century due to expanding and advanced oil production and processing

sector. Further industrial development led to growing R&D base. A large R&D centre, Academy of

Sciences with circa 7,000 research studies, exists in Azerbaijan in parallel with a number of univer-

sities and colleges.

The country is rich in engineering skills yet the wages are still very competitive. Azerbaijani gov-

ernment's policies in respect of utilities tariffs are manufacturer friendly.

- FDI friendly lawsAzerbaijani legislation is evolving in accordance with the strategic goal of the Government which

implements the "welcoming policy" for foreign businesses.

Foreign investments are protected by certain guarantees provided by the government and legis-

lation, including:

I. Guarantee against deterioration of legislation - the general rule is that legislation in force at

time of making an investment continues to apply for subsequent 10 years;

II. Guarantee against nationalisation and requisition - foreign investments are not subject to

nationalisation (except in cases of harm to population and state) and requisition (except in cases of

natural disaster, epidemics, accidents, emergencies). Foreign investors are guaranteed immediate,

adequate and effective compensation in case of nationalisation and requisition. Compensation

should be commensurate to the amount of the investment at the time of nationalisation or requisi-

tion, payable in foreign currency and may be freely transferred abroad;

III. Guarantee of compensation of damages - foreign investors are entitled to compensation of

damages, including lost profits, incurred as a result of unlawful acts of state authorities;

IV. Guarantee of repatriation of profits - foreign investors are entitled to repatriate profits derived

from foreign investments subject to payment of applicable taxes and duties. The new Foreign

Investment Bill currently under discussion in the Parliament is expected to reinforce the above guar-

antees as well as to introduce new legal instruments to protect foreign businesses.

The Government will continue the policy of support to industries with priority given for privately-

held enterprises including foreign-owned enterprises.

There are no general trade barriers or prohibitions for import of any types of goods in Azerbaijan

and a minimum non trade barriers level for international trade exists. The country is not a member

of WTO yet, though the Government started the accession process. Exported goods are not subject

to any customs duties and restrictions. Regulations exist for the export of strategic commodities

such as electricity, petrol, cotton and nonferrous metals.

A foreign investor is particularly welcome to enter the Azerbaijani market with a so called green

field project. This is particularly attractive bearing in mind the regional markets and the geographic

location of the country as the transportation hub for the Caspian region and Central Asia.

The Government has introduced a number of initiatives recently aimed at the improvement of

dialogue with the business community. Apart from the standard methods of communication with the

government via its ministries and agencies, foreign investors can effectively deliver messages via

such structures as the Azerbaijan Export & Investment Promotion Foundation (AZPROMO) aimed

at the promotion of export & investment mainly in the non-oil sector (for more information please

refer to www. azpromo.org).

One more governmental initiative is the Azerbaijani Investment Company JSC, a stateowned

joint-stock company, established by the Presidential Decree of 30th March, 2006 with charter capital

of AZN 90,000,000. The main objective of the AIC is to implement fixed-term equity investments in

the private sector and to assist FDI in the non oil sector in Azerbaijan.

Steps aimed at simplifying the process of business start-ups were undertaken recently.

Azerbaijani legislation is permissive in respect of expatriate staff employment.

Other substantial comparative advantages of doing business in Azerbaijan include such impor-

tant factors as macroeconomic and political stability in addition to Baku's reputation as being the

only metropolitan capital on the Caspian Sea.

Pursuant to the 1992 Foreign Investment Law in force, foreign investment, may take any of the

following forms:

- Participation in enterprises and organisations established with legal entities and citizens of the

Republic of Azerbaijan on a shared basis;

- Establishment of enterprises wholly-owned by foreign investors;

- Purchase of enterprises, property, buildings, structures, shares in enterprises, other shares,

bonds, securities, and certain other property, which, under the law of the Republic of Azerbaijan,

may be owned by foreign investors;

- Acquisition of rights to use land and other natural resources, and also other proprietary rights; and

- Conclusion of agreements with legal entities and citizens of the Republic of Azerbaijan provid-

ing for other forms of foreign investments.

Enterprises with foreign investment include joint ventures, enterprises wholly-owned by foreign

investors, and representations (offices and branches) of foreign legal entities.

Bilateral Investment Treaties.Azerbaijan has 34 bilateral treaties on the mutual protection of investments. Several more

treaties are currently being negotiated. Azerbaijan is also a party to a number of multilateral treaties

concerning foreign investment.

TaxationAccording to the Tax Code of the Azerbaijan Republic the taxes shall not be of discriminatory

nature and shall not be established based on the political, ideological, ethnic, confessional or other

existing differences between taxpayers.

Trade LiberalizationAzerbaijan has an observer status at WTO. Import of alcohol, alcoholic drinks, and tobacco as

well as food products of animal origin are subject to licensing. Imports of large communication

equipment must be authorized by the Ministry of Communications. Apart from commodities subject

to export restriction, exports are not subject to licensing.

Main Features of Customs RegulationsImport Tariffs

Today, imports are subjects to ad valorem duties at uniform rates at 0.5%, 3%, 5% and 15% of

declared customs value. Some goods are granted duty free entry. The average tariff was 7.35% in

2000.

In order to avoid under-invoicing, some products are subject to specific tariffs, which are called

as a fixed amount per unit of quantity or volume. They are set at levels consistent with a maximum

ad valorem tariff of 15%. In the context of cooperation with the IMF, the government has brought the

average import tax to 6.5% and significantly reduced the use of special tariffs.

Importers are also required to pay a minimum custom processing fee of about 4.5 USD or equal

to 0.015 percent of the declared custom value, if larger. This fee, which is payable independently of

whether the goods are exempt from customs duties or VAT, is not applied at all port facilities in the

country.

Tariff ExemptionsAccording to Article 34 of the law on "Customs Tariff", a duty free import regime applies to the

following: medical equipment and medicines, humanitarian goods and some products for military

use, property contributed by foreign investors to the equity capital of joint ventures and goods for

official use by diplomatic missions and international organizations. Moreover, customs duties are

not applied on goods imported under bilateral free trade treaties.

Special provisions for imports by companies working in the oil sector are an integral part of

Product Sharing Agreements between the Government and respected oil companies. Goods, tools,

equipment, supplies and services used under Product Sharing Agreements are duty free as well as

exempt from VAT. This regime is also extended to foreign firms registered in Azerbaijan and provid-

ing services to contractor parties as well as respected foreign sub-contractors.

There are no other duty free-exemptions from custom duties for imports used as factors of pro-

ductions for export products. This is one of serious obstacles for exports by the non-oil sector, since

many components need to be imported.

Import Quotas. ProhibitionsThere are import quotas on ethyl alcohol, alcohol beverages and tobacco products.

Exports tariffsIn Azerbaijan export tariffs are applied for the "non-precious metals and products thereof" (espe-

cially, Group 72 (ferrous metals) and Croup 76 (aluminium and articles thereof). In these groups tar-

iffs are applied to about 75 product items (51 of them from Group 72; 9 - Group 76; 15 - Groups 78,

79 and 80). Exports tariffs are estimated as 5 USD per tone for ferrous metals, 15 USD per ton for

aluminium and articles thereof, lead and articles thereof, zinc and articles thereof, tin and articles

thereof.

Export RestrictionsExport of works of arts, weapons, explosives, radioactive materials and wastes, narcotics, and

psychotic drugs are prohibited. In addition, exports of strategic commodities produced in Azerbaijan

are restricted; such commodities include: petroleum products, cotton, electric power and non/fer-

rous metals.

Participation in International OrganizationsAzerbaijan is a member of the following organizations: ADB, BSEC, CE, CIS, EAPC, EBRD,

ECO, FAO, GCTU, GUAM, IAEA, IBRD, ICAO, ICRM, IDA, IDB, IFAD, IFC, IFRCS, ILO, IMF, IMO,

Interpol, IOC, IOM, IPU, ISO, ITSO, ITU, ITUC, MIGA, NAM (observer), OAS (observer), OIC,

OPCW, OSCE, PFP, SECI (observer), UN, UNCTAD, UNESCO, UNIDO, UNWTO, UPU, WCO,

WFTU, WHO, WIPO, WMO, WTO (observer).

Partnership and Cooperation Agreement concluded between the European Union and

Azerbaijan entered into force in July 1999.

European Neighborhood Policy (ENP) Action Plan for Azerbaijan was adopted on 14 November,

2006 and offers Azerbaijan the prospect of increasingly close relationships with the EU, involving a

significant degree of economic integration and deepening political cooperation.

Being reorganized in 1992 from the branch of the former USSR's "Vnesheconombank" into the unaffiliated

financial and credit organization, the International Bank of Azerbaijan (IBA) is contemporary with the independ-

ent Azerbaijan. IBA has managed to pass successfully all stages of formation of the local economy and become

an efficient financial institution, gaining a leading position in the banking system of the country and being right-

fully considered its national identity at the international scene.

IBA has already been operating for 16 years. These were the eventful years, full of severe trials, enormous

changes, and rapid and diversified development.

Nowadays, IBA is recognized by the international financial institutions as the leading bank in the South

Caucasus. The Bank is a member of S.W.I.F.T. (Society for Worldwide Interbank Financial Telecommunications)

(1993), as well as such payment systems as MasterCard International (1994) and VISA International (1997), the

founder of the Baku Interbank Currency Exchange, "AzeriCard" processing center, International Insurance

Company, "Joint Leasing" leasing company, the first bank in the country's history that has established its bank

abroad - "IBA - Moscow" (2002), and affiliated bank in Georgia (2006).

The representative offices of the bank are operating in London (2002), Frankfurt (2005), Luxembourg and

The work on opening the representative office in New York is actively going on. It is planned the establish-

Azerbaijan, trade relations, country's export and import, and for the tremendous contribution to the advance in

cators of high appreciation of professionalism and efforts of IBA's management and personnel. For over the past

four years the bank's rating awarded by Fitch IBCA has been raised three times, and at present, it is evaluated

at the level of "BB+". The international rating agency Moody's Investors Services has evaluated the IBA's rating

in the local currency at the level of Baa2, while the long-term rating in foreign currency is Ba2.

The agency has made the stable forecast for changes in rating.

Nowadays, the diversity and quality of IBA's services are highly competitive with the similar indicators of

western banks. According to the international experts, IBA is more unfettered, flexible and shows much greater

consideration for the customers than the foreign banks operating in Azerbaijan.

Despite offering the lowest interest rates in the country, the bank has a substantial volume of deposits. At

present, the share of IBA in the market of plastic payment cards constitutes 70%. The customers are offered a

IBA has become the second (after the Russian banking sector) bank in the regions of Central and Eastern

Europe, Middle East and Africa, which has proceeded with issuing the most advanced cards with dual contact

noncontact interface and dynamic data authentication (DDA). These cards are used not only as the regular

bankcards but also as the cards for drawing the salary and scholarships, to pay for utilities, gas station servic-

es, and purchases in the retail trading networks and public catering networks, for payment of taxes and custom

duties, to transfer money from one card to another, and etc.

For the first time in the country, IBA has begun to introduce the "Information booths" and the new cash-in

type ATMs.

The Internet-banking service offers the customers an opportunity of gaining access to their bank accounts,

getting the bank statements as of any date, and regularly monitoring the balance without leaving their homes

or offices. The individual customers can pay the bills for utilities and cellular communication services.

IBA exerts continuous efforts towards introducing in Azerbaijan the state-of-the-art technologies and render-

ing the advanced financial services to the citizens of the country. The efficiency and positive dynamics of IBA's

operations, its sustainable development have been rightfully appreciated not only domestically but also gained

the worldwide recognition. According to the data of annual audits conducted by PricewaterhouseCoopers, over

the past years the bank has attained the qualitative changes in the fundamental components of economic

growth showing the weighty financial results.

In comparison with 2001, the net assets of the bank increased almost 8 times as much, the authorized cap-

ital - 40 times as much, the paid-in capital - 12.2 times as much. The share of IBA in the overall volume of bank

credits in the country constitutes 47%, while the credit portfolio proper has increased 11 times as much as com-

pared to the beginning of 2001. The similar tendency is attributable for the balance sheet incomes as well, now

they are 7.5 times as much as the figures of 2001. By the year-end of 2007, the profit increased 21 times as

much as compared to the financial results of 2001, at that, the net profit after tax increased almost 30 times

as much. Deposits, the main component of resource base, increased 6.2 times as much, and also, the deposits

of individual customers increased 9 times as much. Thus, over the past years IBA managed to strengthen firm-

ly its leading position in the banking sector while maintaining the high financial stability. By accomplishing its

definite mission, the bank has gained a foothold as the support for stability of Azerbaijani banking system and

actively promotes the dynamic development of the country's economy as a whole.

IBA effectively cooperates with the international financial organizations and world's major banks. A great

number of projects in the various spheres of non-oil sector of the country's economy have been financed

through the credit lines issued by these financial organizations without requiring the sovereign guarantees.

Thus, the financing facility for acquiring the modern industrial cotton processing equipment allowed making

a good progress in increasing the rate of performance in this sector. Alongside with that, over the past three

years, the implementation of the project covering the various stages of production process, such as harvesting,

storage and production of cotton-seed oil, led to the significant increase in production of cotton, which is con-

sidered to be the strategic product, and creation of many permanent and seasonal jobs.

The other successful project, which has been financed by IBA, is connected with the revival of silk produc-

tion in the country. About two thousand people are currently working at the reconstructed factory and more than

4 thousand people are dealing with growing of silkworms domiciliary. One of the advantages of that project is

that this business predominantly oriented for export. The bank is financing the significant projects in tobacco

industry. Over the previous period of time the considerable amount of funds have been directed into the expan-

sion of commercial plantations, which as a result has led to the significant increase in productivity. Taken togeth-

er, all these projects are the facts that demonstrate the direct participation of IBA in development of non-oil sec-

tor, as well as the important economic processes in the country.

In addition, over the recent years IBA has boosted its activity aimed at borrowing the credit lines from the

international financial institutions, such as Commerzbank, Societe Generale, JBIC, Bayerische Landesbank, AKA,

BankGeselschaftBerlin, Credit Suisse, UBS, Sumitomo Mitsui Banking Corporation, Nordic Investment Bank,

which are issued against the guarantees of the export credit agencies, such as USEXIM, Euler-Hermes, COFACE,

SACE and others. By the means of these credit lines, the local companies get an opportunity to purchase from

the foreign suppliers the modern technologies, equipment, and materials under the comparatively low interest

rates and for a long-term period.

The repeated extension of syndicated loans to IBA without requiring the government guarantees can serve

as an example of the high level of confidence in IBA. Among the participants of syndication appear such giants

as Citigroup, JP Morgan, Commerzbank, BNP Paribas, Sumitomo Mitsui Banking Corporation, Rabobank and

other eminent banks from the different continents. At the same time, IBA is not only the main creditor in the

country but it also, together with the leading European financial organizations, participates in syndication on

extending financing to the foreign banks, such as "Ak-Bars", "Invest-Bank", and "Ukrsotzbank".

Beside carrying out the diversified investment and credit operations in the public sector of economy, IBA

holds the leading positions in providing services to the private business. Having determined the organization of

network of "financial supermarkets" as its strategic objective, the IBA's head office, its 36 affiliates and more

than 100 service branches and small offices located throughout the whole territory of the country, offer the

broad range of all kinds of banking facilities on the basis of the most up-to-date technologies.

IBA also continues to implement the policy of expanding its presence outside Azerbaijan. An example of this

is the opening of an affiliated bank "The International Bank of Azerbaijan - Moscow" in the capital of Russia in

2002. "IBA - Moscow", which is the first bank in Russia with the foreign capital from the CIS country, is active-

ly operating at the Russian market taking the 269th position among the Russian banks in terms of rating indi-

cators and the 290th position in terms of capital (2007). In 2004 "IBA - Moscow" established its affiliate in Saint

Petersburg and several branches in Moscow. Established the affiliate in Yekaterinburg, Sverdlovsk region. In

years to come, "IBA - Moscow" intends to continue the process of establishing the branch network and plans to

open several more branches in largest regional centers of Russia, in Moscow and Moscow region.

Another subsidiary structure of IBA is the "International Insurance Company" was established in April 2002,

at that, its authorized capital constitutes about 30% of the aggregate capital of all Azerbaijani insurance com-

panies. The company has obtained the international certificate of compliance with the international standards

with respect to the level of corporate management and operational efficiency and renders all main kinds of insur-
