What is the Purpose of
Codification?
• To establish a common supply language throughout all logistic operations • To enable interoperability
• To optimize resource management by minimizing
duplication in inventories and allowing common management

NSN Statistics
About 17 million NATO Stock Numbers have been
assigned
• 34 million reference numbers have been registered
on these NSNs
• More than 2 million suppliers and other
organizations are registered
• 10 million NSNs with characteristics data display
Those NSNs contain more than 26 million user
registrations

Benefits of the NCS
for Governments
• A recent study by LSC Group concluded that the
prevention of inventory growth alone created by
the NCS justifies its total cost
• The study also identified these other benefits:
• Reduction in warehousing costs
• Lower prices paid per item through purchasing
larger, consolidated volumes of items
• Shorter re-supply times
• Ability for different nations to share supply
chains and inventory
October 2012 Steven Arnett
11
Benefits of the NCS
for Suppliers
•Gives visibility to suppliers’ products in an
electronic catalog used in acquisition and
logistics by 64 nations around the world
•Allows suppliers to find out what nations
around the world are buying and what their
competitors are selling to governments
•With 34 million part numbers, the NCS is a
great place to search for parts

Data: The business cost of creating the data to configure and use a system
Training: Cost of training and the 'cost' of getting accustomed to a new system

• ISO 22745: A standard for defining and exchanging
master data based on the NCS
• ISO 8000: A standard for defining and measuring
data quality
• ISO 22745 and 8000 have been developed by
AC/135, ECCMA, and many industry and
government partners within ISO Technical

Aims and Objectives
NATO Allied Committee 135 engaged with ISO and other
standards organizations for the following reasons:
• To automate the codification process
• To improve the quality and availability of data
• To help align the NCS with international standards
• To increase cooperation with industry

•AC/135 has undertaken a series of projects
called Supplier Sourced Codification (SSC)
•Meant to gauge costs and benefits of adopting
22745 and 8000
• SSC partners:
•Patria AMV
•BAE Industries
•Rockwell Automation
•ECCMA
•PiLog
•LSC Group

• SSC4 involved BAE Global Combat Systems
(GCS) and spares support for the aircraft carrier
Queen Elizabeth Class (QEC)
• The National Codification Bureau of United
Kingdom took the lead
• Goal was to test concept of fully automated
product data exchange between different
ontologies and different information systems:
NCS and BAE GCS
• A further goal was to measure productivity and
data quality gains
SSC Phase IV
24 October 2012 Steven Arnett
• Steps in the project:
• Creation of a NATO Preferred Ontology in the
eOTD Master Data Ontology Manager (MDOM)
• Mapping of the NPO to the BAE GCS PDM
• Generation of qXML queries into the BAE GCS
PDM and replies in rXML
• Preparation of a report and statistical tables
• In addition to BAE GCS and AC/135, ECCMA,
PiLog, ESG, AURA, and Logica were involved

Mapping NCS Ontology
to BAE Ontology
From NCB United Kingdom
• Greatly reduced time needed to fully describe
items: 10 minutes using SSC as compared to 50
minutes for manual codification
• Greatly increased data quality: 72% fully
described NSNs vs. 17% for traditional
codification
• Elimination of human error that inevitably occurs
with manual codification
Results from SSC Phase IV
27 October 2012 Steven Arnett
From BAE GCS
• Cost to introduce an item into their Product Data
Management Tool: £3000
• About 80,000 spares are projected for QEC
• As many as half those spares may already have
NSNs with descriptive data
• Potential savings: £120,000 in reduced engineering
and data costs for the QEC
• Potential savings are even greater for future
projects

How Does SSC Make
Codification Faster?
• AC/135 is considering the best way to leverage
the results of the SSC projects and move
implementation of ISO standards 22745 and
8000 into production
• The committee would be glad to partner with
other government contractors for SSC—just let
us know
• AC/135 is also considering an offer to partner
with eCl@ss on a pilot project
