WELCOME

Welcome to the 2018 Australian Yachting Championship being hosted by

Sandringham Yacht Club (SYC). We are very proud and excited to be partnering

with Australian Sailing to deliver this year’s prestigious event.

SYC has a strong tradition and history of hosting high profile events, and for this

regatta we have assembled a world class race management team. We look forward

to providing competitors with a great sailing experience on terrific racing waters,

with typically reliable and steady winds at this time of the year.

Our modern and recently developed facilities make us the perfect regatta venue. The boatyard, marina, and on-

site services will cater for all your preparation and race requirements. Off the water, SYC has a big range of food

& beverage offerings including the Ken King “by the water” wet bar and canteen, members bar & lounge, and

the Harbour View restaurant. Daily “on board” food catering will also be available to those boats wishing to take

up this offer.

Our large external balcony is positioned directly on the water’s edge overlooking the racing area. Spectators and

competitors alike will enjoy the 180 degree views of Port Phillip, and to the north the city of Melbourne. On

Saturday evening we will celebrate in style with the live entertainment being provided by Wendy Stapleton and

band.

In a practical sense, SYC is well located in proximity to good local shops and accommodation, public transport,

and surrounding car parks to ensure convenience and ease of access to the venue.

We know you will find SYC to be a welcoming and friendly club! As our guests, all competitors will receive an

“honorary membership” for the duration of the event which will allow full access and enjoyment of the club.

Our staff will do their best to ensure a visit to our club is a great and memorable experience!

WELCOME

On behalf of Australian Sailing, welcome to all competitors, family and friends,

officials, sponsors and volunteers to the 2018 Australian Yachting Championship.

We are pleased to be returning to Victoria for the first time since 2013 and thank

Sandringham Yacht Club for their dedication and commitment to delivering a

wonderful schedule of racing. This location offers some of the best racing waters in

Australia and provides plenty of opportunities for family and friends to watch the

action.

Since its inception in 2000 as the Australian Offshore Keelboat Championship, this event has evolved into one of

Australia’s premier regattas attracting many of the finest names in sailing in Australia. The honour board for the

Australian Yachting Championship boasts a list of the most highly regarded skippers and crews and the

competition is always intense and this year will be no exception.

There are a number of familiar boats and crews at the Australian Yachting Championship with many new faces

making their debut, welcome to you all. We are also joined this year by a Multihull Division to add to the racing

mix contesting the Australian Multihull National Championship, best of luck to all of those competing for that

title.

Our thanks to Sandringham Yacht Club for hosting the Australian Yachting Championship, we appreciate the

efforts of all involved in the preparation and during the event and I’m sure I speak for all competitors, family and

friends in thanking everyone who has contributed to making it a great Championship.

Please note the following foul water obstacles including;

Anonyma Shoal marked with Cardinal approximately 3/4 nautical mile to the south of SYC.

Yorkies Rock approximately 1/2 nautical mile due south of SYC.

Known bommies lie in the area inshore of the line between the Anonyma Shoal and the Black Rock Yacht

Club. Visitors are advised to avoid this area. Racing will be well to the south of the area.

Visitors are also advised to avoid sailing inshore of the Club Marks to the north of the club between the

breakwater and Green Point as there are a number of bommies close to the shore.

Visitors are also advised that shoaling is occurring at the end of the breakwater. Visitors are advised to

give the end of the breakwater a wide berth when entering and departing from the Harbour

SYC is delighted to be hosting the Australian Yachting Championships. All competitors, their support teams and

family receive honorary membership at SYC during the regatta. This provides a warm welcome and hopefully

makes you feel part of the ‘Sandy family’. In addition to the Marina, Yard and on water resources, SYC makes

During the regatta we relax the dress regulations in the Clubhouse – please adhere to the regulations as per the

signage. Please also note as you have been granted honorary membership you do not need to sign into the bar or

Clubhouse areas.

Food, Beverage & Entertainment

The Members Bar & deck overlooks the Bay and the Clubs main start line. Trading 7 days per week for lunch and

dinner, the Bar has a reputation for delivering excellent food and beverage. It is available to all Honorary Members

and we encourage your patronage. During the regatta the bar will open at the earlier time of 9am with the kitchen

opening from 12 midday. As well as lunch and dinner, a snack menu will be offered from 3pm – 6pm.

The Ken King Centre is a kiosk style eatery that will be open for early pre-race breakfast

(egg and bacon rolls & coffee), meat and salad rolls and general (packaged) take away

food and drinks. To assist with catering, Lunch Packs can be pre-ordered – download

the form on the event webpage and order all your crew lunches for the regatta in one

go – and simply pick up the daily packs each morning. For $15 you receive a wrap, a

chocolate bar, a sports drink or bottle of water and a piece of fruit.

Join Wendy Stapleton and band on Saturday night 20 January as part of the regatta

festivities.

General Information

The SYC Guest Relations Desk is located in the main foyer of the Clubhouse and can assist with all general enquiries

& local information. They are open from 9am - 5pm Sunday to Wednesday and 9am-8pm Thursday to Saturday.

Regatta Information

The Regatta Office is located in the Auditorium (downstairs at the Northern end) and they can assist with any

regatta related queries between 8am - 6pm each day.

Club Key (Marina & Yard Access)

Each Boat may require a Club Key for after-hours access to club areas. Please check in with the Guest Relations

desk in the main lobby of the Clubhouse.

Change rooms, Showers & Lockers

Showers are available at the Ken King Centre – there are ample showers in both the male and female change

rooms. There are also a handful of lockers – you are free to use these but we ask that you bring your own padlock.

Please do not leave your locker unsecured.

Free Wi-Fi

Free Wi-Fi is available throughout the Clubhouse via our wireless network – no password is required.

Fuel

Both unleaded and diesel is available at the Club – please visit Guest Relations to organise your fuel card.

Disabled Access

Disabled access is available throughout the SYC clubhouse and facility. Onsite there is a mobility scooter,

wheelchair, onsite defibrillator, first aid room and several first aid trained staff well versed in handling incidents

and emergency responses if required.

Car Park

The SYC Member Car Park will have limited onsite parking – there is plenty of nearby ticketed Council parking in

Jetty Rd and its 2 car parks off Jetty Rd. All are within a close walking distance to the Club.

ATM

There is an onsite ATM located in the foyer of the main Clubhouse.

Local Services

Banks

Westpac, ANZ, NAB, BOQ and Commonwealth Bank branches are all located in nearby Hampton Street (1.3 km /

10 min walk).

Shopping

Hampton Street has a bustling mix of local shops to cater for all day to day needs including groceries, pharmacies,

laundrettes, dry cleaners, bakeries etc. For stylish fashion, cinema and gift shopping, Church Street in Brighton

(4.6km) will not disappoint. Westfield Southland (5.2km) is a mega retail complex with all the normal trappings

within a short 8-10 min drive.

Transport

SYC is located 15km southeast of the Melbourne CBD. Accessible by road and water, SYC is nestled in the heart of

the Sandringham Harbour in the City of Bayside.

Train Services

Trains to the Melbourne CBD (Flinders St) operate from both Hampton Station (1.3km) and

Sandringham Station (1.1km). Use Google Maps for directions or ask our Guest Relations team and they

can also look up the train timetable for you.

Taxi Phone

A courtesy taxi phone with a direct line to the cab company is located in the Clubhouse Main Foyer next

to the ATM.

Uber

Uber is commonly used by Members and Guests and our location is easy to find and widely known.

Local Accommodation

There are several local accommodation options. We have listed 4 different providers below ranging in distance

of 800m – 5km from SYC. To make a booking we suggest you either call direct or google and use their direct or

booking agency options.

SAILING INSTRUCTIONS

The Organising Authority for this event is the Sandringham Yacht Club Inc. (SYC)

1. RULES

The regatta will be governed by the rules as defined in:

a) The Racing Rules of Sailing (RRS) of World Sailing;

b) IRC Rules Parts A, B and C where applicable;

c) ORCi Rating System Rules where applicable; and

d) OMR Rating Rules where applicable.

Australian Sailing (AS) Prescriptions and Special Regulations Part 1 will apply.

Changes to the Racing Rules of Sailing:

a) RRS 51: A boat with movable or variable ballast (within the meaning of those terms in the

Special Regulations) may move the ballast for the purpose of changing trim or stability

b) RRS 52: RRS 52 does not apply to the adjustment and operation of sails or the adjustment

of movable appendages on any boat.

c) RRS 55 is amended adding the following sentence to the rule: “However, discarding

cotton, wool, or any other similar biodegradable material when setting a sail is

permitted”.

The Organising Authority has appointed a National Jury. In accordance with RRS 70.5 and the Australian

Sailing Prescriptions to the RRS, Addendum A, there is no appeal from the decisions of the jury.

2. NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board in the Auditorium located on the

ground floor of the northern end of the clubhouse and on the Championships website:

3. CHANGES TO SAILING INSTRUCTIONS

Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except

that any change to the schedule of races will be posted by 2000 on the day before it will take effect.

4. SIGNALS MADE ASHORE

Signals made ashore will be displayed on a flagpole located at the Ken King Centre at the head of the

marina.

When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 45 minutes’ in race signal AP.

This changes Race Signal AP.

5. SCHEDULE OF RACES

Racing will take place on Friday 19 January 2018, Saturday 20 January 2018 and Sunday 21 January 2018.

The scheduled time of the warning signal for the first race on each day is 1025.

Subsequent races will be started as soon as possible after the completion of the previous race, not

necessarily in the same divisional sequence.

The regatta shall comprise of up to eight (8) races for each keelboat division and 6 races for the multihull

division.

The number and type of races, depending on weather conditions, will be advised in a Notice to

Competitors before 0900 on the morning of the race.

There will be no postponements to times later than 1500 on Sunday 21 January 2018.

6. CLASS FLAG AND BACKSTAY FLAGS

Class flags will be:

IRC/ORCi Division 1: White Flag

IRC/ORCi Division 2: Yellow Flag

IRC/ORCi Division 3: Purple Flag

OMR Division 1: Pink Flag

OMR Division 2: Grey Flag

7. RACING AREAS

Racing will be conducted on the waters of Port Phillip in the vicinity of Sandringham Yacht Club. Refer to

Appendix B.

8. THE COURSE

Courses to be sailed are detailed in SI Appendix “A”.

9. MARKS

Marks of the course will be inflatable buoys, or fixed marks as described in SI Appendix “A”. The

approximate location of the fixed marks to be used in passage races are noted in SI Appendix “A”.

10. THE START

The starting line will be between a staff displaying an orange flag on the Race Committee boat at the

starboard end and the course side of the port-end starting mark.

Recalls may be advised on the relevant race VHF Channel

Boats whose warning signal has not been made shall keep clear of the starting area.

A boat starting later than 5 minutes after her starting signal will be scored Did Not Start (this amends

RRS A4.1).

11. CHANGE OF POSITION OF THE NEXT MARK

To change the next leg of the course, the race committee will lay a new mark (or move the finishing line)

and remove the original mark as soon as practicable. When in a subsequent change a new mark is

replaced, it will be replaced by an original mark.

12. THE FINISH

Windward/Leeward Course Finish:

The finishing line will be between a staff displaying a blue flag on the Race Committee boat at the

starboard end and the course side of the port-end finishing mark.

Passage Race Course Finish:

The finish line will be between the sighting indicator on the race control tower and SYC 4, with SYC8

being the inner limit mark.

13. PENALTY SYSTEM

For the Windward/Leeward races RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the

One Turn Penalty.

14. TIME LIMITS

The time limit for Windward/Leeward races shall be 30 minutes after the first finisher in a boat’s

division.

The time limit for Passage races shall be 8 hours.

Boats failing to finish within the time limit will be scored Did Not Finish (this amends RRS 35 and A4.1).

15. PROTESTS AND REQUEST FOR REDRESS

Protests shall be lodged at the regatta office or sent to [email protected] within ninety (90) minutes

of the finish time for the last finishing yacht in the last race for the day for the protesting yacht’s division

or the race committee signals no more racing today, whichever is later, and shall be in accordance with

RRS Part 5. Protest forms are available at the regatta office.

Protest hearings will be heard at the regatta office as soon as practical after the close of protest time. A

schedule of hearings will be posted on the official notice board. The Protest Committee may apply a

penalty other than DSQ (including no penalty).

Breaches of Sailing Instructions 18, 20, 22, are only protestable by the Race Committee. (This changes

RRS 60.1).

On the last day of the regatta, a request for reopening a hearing shall be delivered within the protest

16. ARBITRATION

An arbitration hearing may be conducted for all protests lodged in accordance with RRS 61 which allege

an infringement of a rule of Part 2 or 4 or Rule 31. Such hearings will be held subsequent to the protest

being lodged and prior to a hearing. Hearings will be in accordance with RRS Appendix T.

The race score for a boat that takes a Scoring Penalty shall be the score she would have

received without a penalty, made worse by adding the number of places equal to 30% of the

difference between her finishing position score and the score for Did Not Finish rounded to the

nearest whole number (0.5 rounded upward). The scores of other boats shall not be changed;

therefore, two boats may receive the same score. However, the penalty shall not cause the

boat’s score to be worse than the score for Did Not Finish

17. SCORING

The IRC/ORCi series will consist of up to 8 races. 1 race is required to be completed to constitute a

series.

The Multihull series will consist of up to 6 races. 1 race is required to be completed to constitute a

series.

Low Point System of RRS Appendix A will apply.

If 6 (4 in the case of Multihulls) or more races are completed a boats worst score shall be excluded.

When fewer than 6 (4 in the case of Multihulls) races are completed a boats series score shall be the

total of her race scores with no exclusions.

IRC race results will be calculated by the application of the IRC Time Corrector (TCC) as printed on each

boats IRC Certificate as a multiplier of the boat’s elapsed time.

ORCi results will be calculated by the application of the Time-on-Time (ToT) Simplified Scoring Option,

using the Offshore ToT rating for the Passage Race(s) and the Inshore Windward Leeward ToT rating for

Windward Leeward races as printed on each boats ORCi Certificate as a multiplier of elapsed time.

Multihull results will be calculated by the application of the OMR rating (OMR) for each boat as a

multiplier of the boat’s elapsed time.

PHS results will be calculated by the application of a Time Correction Factor (TCF) as a multiplier of the

boat’s elapsed time. A boat’s TCF may be adjusted after each race.

18. SAFETY REGULATIONS

All boats shall comply with Australian Sailing Addendum A, Special Regulations Part 1 for Race Category

6.

A boat that retires from the race shall notify the Race Committee as soon as possible.

19. OFFICIAL BOATS

Official boats may be identified by a SYC burgee.

The position of an official boat shall not be grounds for redress (this amends RRS 62).

20. RADIO COMMUNICATIONS

The Race Committee will issue a Notice to Competitors for their respective VHF Radio Channel.

The Race Committee may broadcast the course to be sailed, names / sail numbers of OCS boats, and /or

other information of interest to competitors on the appropriate course VHF channel. The Race

Committee may also transmit course information by Short Message Service (SMS). Any failure of, or

defect in such a broadcast will not be grounds for redress. This alters RRS 60.1 and 62.

21. EQUIPMENT AND MEASUREMENT INSPECTION

Equipment may be inspected at any time for compliance with the class rules and sailing instructions.

When instructed by an equipment inspector, a boat shall proceed immediately to a designated area for

inspection.

22. ADVERTISING

A boat shall comply with the advertising requirements of the Notice of Race.

23. PRIZES

Trophies will be awarded to the boat of the day in each division after racing on each day. The overall

prize giving will be held at the SYC clubhouse following racing on Sunday 21 January 2018.

24. DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The

organising authority and/or Australian Sailing will not accept any liability for any material damage or

personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
