Speakers’ Profiles Chief Justice Helen Murrell

Persuasive Jury Advocacy Chief Justice Helen Murrell Supreme Court of the ACT On 28 October 2013, Helen Murrell was sworn in as the Chief Justice of the Australian Capital Territory. Her Honour was admitted as a solicitor of the Supreme Court of New South Wales (NSW) in 1977 and from 1977 to 1981 practised at the Commonwealth Crown Solicitor’s Office and NSW Legal Aid Commission. Her Honour practised as a barrister in the areas of criminal law, administrative law, environmental law, common law and equity. From 1994 to 1996 her Honour was the first Environmental Counsel to the NSW Environment Protection Authority and was appointed Senior Counsel in NSW. From 1996 to 2013 her Honour was a Judge of the District Court of NSW; Acting Judge of the Land and Environment Court of NSW; President of the Equal Opportunity Tribunal of NSW; Deputy President of the Administrative Decisions Tribunal of NSW (Head of the Equal Opportunity Division). Her Honour assisted to establish the Drug Court of NSW and was the first Senior Judge of that Court. Her Honour was a member of the United Nations Expert Working Group on Drug Courts in Vienna and was Deputy Chairperson of the NSW Medical Tribunal. Her Honour is the Chair of the Council of the National Judicial College of Australia, and represents the Supreme Courts of the States and Territories on the Council.

Brigadier Jennifer Ann Woodward CSC

Regimental Amnesia – Challenges facing Military Prosecutors Brigadier Jennifer Ann Woodward CSC Director of Military Prosecutions, Australian Defence Force Brigadier Jennifer Woodward CSC was appointed Director of Military Prosecutions by the Minister for Defence, on 1 July 2015. Until 30 June 2015 she was one of two permanent judge advocates and Defence Force magistrates serving in the Australian Defence Force. She had been appointed as one of the three inaugural military judges on the Australian Military Court in October 2007, however on 26 August 2009, in Lane v Morrison (2009) 239 CLR 230, the High Court declared that the Australian Military Court was not validly created. In September 2009, in response to the Court's decision in Lane v Morrison, the Commonwealth Parliament enacted the Military Justice (Interim Measures) Act (No 1) 2009 to restore the system of trial by court martial or Defence Force magistrate which had been in existence prior to the purported establishment of the Australian Military Court. Prior to her appointment as a military judge, Brigadier Woodward was a prosecutor with the ACT DPP for 13 years.

Daniel Andres

Toxicology and Forensic Chemistry Unit – Functions and Process Daniel Andres Forensic Chemist, ACT Government Laboratory Daniel Andres holding a Bachelor of Applied Science in Environmental and Analytical Chemistry from University of Canberra. I started work with the ACT Government Analytical Laboratory in 2001 as a temporary junior scientist. Since then he has worked in several roles including junior and senior scientist in the Toxicology section, an Analyst in the Forensic Chemistry section and as an Analyst in Clandestine Laboratory Investigation. He is currently the manager of Forensic Chemistry a position I’ve held since 2013 and one of two appointed Analysts for Clandestine Laboratory Investigators in the ACT.

Associate Professor Vanita Parekh

Themes in Clinical Forensic Medicine – Responses to Sexual Assault, Male Survivors and life after Jama Associate Professor Vanita Parekh Director, Clinical Forensic Medical Services, Canberra Hospital Associate Professor Vanita Parekh is a senior staff specialist in sexual health and forensic medicine based at the Canberra Hospital. She is the director of the Clinical Forensic Medicine Services which includes the provision of medical and forensic care to victims of sexual assault and domestic violence (FAMSAC) under health funding. The general forensic medicine service (CFACT) is police funded and includes the provision of forensic medical services to suspects and victims in criminal matters, medical care to those in police custody and attendance at death scenes. Vanita was responsible for the development and implementation of these services in 2001 and 2006 respectively. She has successfully combined these two services funded through different agencies under her directorship

Speakers’ Profiles Steve Bouwhuis

Multicultural Assistance and Extradition in Prosecutions Steve Bouwhuis Criminal Casework Unit, Commonwealth Attorney-General’s Department Stephen Bouwhuis jointly leads the Criminal Casework Unit in the Attorney-General’s Department. The Unit encompasses extradition, international mutual assistance, federal offenders, international transfer of prisoners and firearms administration and policy. His previous roles include: Counsel in the WTO Tobacco Plain Packaging dispute; Assistant Secretary of the International Law, Trade and Security Branch in the Attorney-General’s Department; Legal Counsel of the Commonwealth Secretariat in London; and as the Trade Measures Review Officer for Australia.

Margaret Jones

New Courtroom Technology – Walking Excursion to ACT Supreme Court and iPad Masterclass Margaret Jones Deputy Director, ACT Director of Public Prosecutions Margaret Jones is the Deputy Director of Public Prosecutions (ACT). She has a particular interest in utilising technology in the courtroom whether it be in appeals or trials, and exploring how technology can be used to present evidence to juries more clearly and conveniently while ensuring fairness in the trial process. In a recent murder trial in which she was lead counsel, the photographs tendered by the Crown were tendered in electronic form and viewed by the jury on ipads. This saved each juror being saddled with numerous photo books and ensured that jurors, witnesses and the court were literally on the same page in the course of the evidence.

Jon White SC

“Idiots, Infidels, Madmen and Children – The Evolution of Acceptance of Unsworn Evidence of Children” Jon White SC ACT Director of Public Prosecutions Jon White was appointed as DPP of the ACT in September 2008. Having started his professional life as a commercial lawyer in Sydney, he served for many years in the Commonwealth DPP in both Sydney and Canberra. He was appointed as Senior Counsel in August 2014.

Support Dogs in Sexual Assault Trials - Meet Coop – Australia’s First Court Dog! K9 Support Australia Coop is a black Labrador and Australia’s first dog trained specifically to serve as a Court Dog. In May this year she passed her public access test and is now working at The Centre Against Violence in Wangaratta. Tessa Stow is the founder of K-9 Support which runs Court Dogs Australia, the first program of its kind in this country. Nina Funnell is a presenting partner in this program.

Major General Ian Westwood AM

Major General Ian Westwood AM Chief Judge Advocate, Australian Defence Force Ian Westwood won a Commonwealth Scholarship to read Law at Brisbane and Sydney Universities. He was appointed in 1978 to the NSW Supreme Court and to the Australian Army Legal Corps in 1983.. Since 1992 Major General Westwood has sat as a Judge Advocate and as a Defence Force Magistrate. In 1993 he obtained an LL.M from the US Army Judge Advocate General’s School. He was the inaugural Director of the Complaints Resolution Agency. He has also been counsel assisting numerous boards of inquiry, including second counsel to the 1996 Blackhawk Board. In 1999 – 2000 he served in East Timor, establishing the Detainee Management Unit (DMU). providing an interim review of the detention of civilians suspected of committing serious offences. He was promoted to Major General in October 2012. On Australia Day 2007 Major General Westwood was appointed a member of the Order of Australia, and later that year as the first Chief Military Judge of the former Australian Military Court
