1. THE OPPORTUNITY

IntroductionThe township of Augusta is located on the south-west coast of Western Australia, approximately 300 kilometres south of Perth. The town is a popular retirement destination due to its relaxed, coastal lifestyle and high level of amenity. The region has experienced significant social change in recent years as a result of the continual migration of retirement aged people towards the area. Due to the high proportion of the area’s population that is in or approaching retirement age, the Shire of Augusta Margaret River has identified the need to develop a dedicated retirement village.

BackgroundSince 2010, the Shire of Augusta Margaret River has invested considerably in investigating the market demand for a retirement facility and the suitability of the subject site for such purpose. The Feasibility Study (AEC Group 2013) and Business Case (Rosewood Care Group 2014), demonstrate that such a facility is necessary and can be feasibly created on the subject site.

Current Status• The following tasks have been completed:• Feasibility Study (2013) – see disc• Business Case (2014) – see disc• Preliminary consultation with local community• In principle support from Department of Lands to access the required land• Preparation of development design concept

The Vision• Facilitate in-place ageing of Augusta residents for when their existing (and often large) homes become

too difficult to manage.• Allow elderly residents to ‘cash out’ of their existing homes in order to fund their retirement.• Create a development which exhibits the unique ‘Augusta’ design vernacular.• Help to boost population growth of the town both in respect to tenants and employees of the

retirement village facility.• Provide mutual support to the surrounding community facilities such as the ‘mens shed’, hydrotherapy

pool, library and gymnasium, all of which are located in walking distance to the proposed site. • Increase the supply of affordable housing in the Shire.

The Augusta community will benefit signifcantly from investment made to improve infrastructure and services in the town. Improvements and additions to the town will also serve to support the growing tourism population.

2. ABOUT AUGUSTA

AboutThe town of Augusta is located approximately 310 kilometres south of Perth and 42 kilometres south of Margaret River and is the most south-westerly town in Australia. It is located at the mouth of the Blackwood River on the shores of Hardy Inlet and Flinders Bay. The town is one of Western Australia’s oldest permanent settlements (1830s) and is a popular holiday destination for swimming, surfing, fishing, diving, and boating, as well as scenic trips to discover wildlife such as whales, dolphins, seals, and pelicans.

DemographyAugusta comprises over 1,000 dwellings and had a population of approximately 1,420 in 2014. Notably, the 65 plus age cohort is considerably higher than other settlements within the Shire.

InfrastructureThe Augusta townsite offers a range of retail, health and civic services commensurate with its size.Major state government investment in the town has recently occurred in the form of the $36 million Augusta Boat Harbour which was officially opened in November 2014 after three years of construction. This world-class landmark facility provides commercial and recreational users with the necessary infrastructure to service the region’s tourism and commercial fleet and also serves as a regional base for sea search and rescue operations.

3. THE SITE

LocationThe subject site forms a portion of Reserve 20761. It is in direct proximity of the Augusta Town Centre. Reserve 20761 is also home to a range of mutually beneficial attractions such as the Augusta Library, hydrotherapy pool, recreation centre, Men’s Shed and golf course.

Zoning and TenureThe subject land is presently a portion of a broader Crown Reserve. However, the Shire has in place approval in principle from the State Government to convert the land to ‘Conditional Tenure’ under s75 of LAA subject to conditions being imposed to ensure that it is developed for the agreed, aged care purpose. A mortgage can be raised against the land with the Minister’s approval. This will allow the Shire to make the land available to a proponet at minimal cost. Subject to a suitable proponent being identified, the Shire would seek to rezone the land to accord with its aged care function.

ServicingConventional water and power services are available to the subject land. Connection of future development to the reticulated sewer network will be required; however the existing sewer line is located some 570m from the site. It is estimated that extension of the sewer will cost in the order of $400,000. The Shire has made application through the South West Development Commission for State Government grant funding to undertake the sewer extension however the application is being held in abeyance pending identification of a suitable proponent. The Shire is confident that this funding will be forthcoming should an acceptable proposal be put forward. It is reasonable to expect that any EOI could be conditional upon receipt of this funding.

4. ASSESSMENT PROCESS

EOI Selection CriteriaProponents are required to submit the following information in no more than three (3) pages per criteria, to clearly demonstrate their technical, financial and operational capacity to deliver the development:

Experience and CapabilityCompany name, company profile, delivery team composition, previous project experience, and capability to undertake design and development objectives. This criterion will attract a weighting of 30%.

Development VisionVision for the site and how key development objectives will be met. This criterion will attract a weighting of 20%.

Financial CapacityDemonstrated capability to purchase the land and finance the project delivery over time. This criterion will attract a weighting of 30%.

Commercial Terms and DeliveryProposed settlement Terms and Conditions and an indicative building construction schedule for delivering the project. This crierion will attract a weighting of 20%.

Evaluation ProcessThe evaluation panel will include suitably qualified representatives from the Shire of Augusta Margaret River who will use the following methodology:• Check each proposal for completeness and compliance.• Score each proposal against the selection criteria.• Determine the most suitable Proponent at its absolute discretion.
