We are a group of Brazilian professionals with international experience. Throughout our careers we have achieved signifi cant results for our clients, working in different sectors of the economy, mainly in tourism, with a particular emphasis on the promotion of international destinations.

Our familiarity with world tourism - coupled with a deep understanding of the specifi c characteristics of this dynamic sector of the economy, gives us the confi dence that we have the expertise and ability to perform a fi rst class communications job for the Republic of Maldives, expanding its recognition as a tourist destination worldwide.

To carry out this task as effi ciently and effectively as possible, we have decided to set up a joint venture, which involves:

Athos de Comunicação - Leader of the joint venture project for the Republic of Maldives. The CEO and founder of ‘Athos’, Luiz Fernando Destro, is also the current president of the Brazilian Operating Group of the European Travel Commission (ETC). In the tourism sector, ‘Athos’ has among its clients, destinations such as Chile, Croatia, Czech Republic, and its portfoloio has also included, among others, destinations such as Cancun, the Dominican Republic and Hungary.

A typical example of the results gained through work developed by Athos de Comunicação is that of a 400% increase in the fl ow of Brazilian tourists to the Czech Republic over a fi ve year period.

Perhaps it is a surprise to receive a proposal for a Brazilian joint venture. But this is nothing more than a refl ection of the new world order. Along with other countries in the BRIC group, Brazil has developed into one of the most important players in the international arena.

The inspiration for a Brazilian joint venture being developed in such an important and challenging international competition is perhaps a manifestation of the new world order. Alongside the other countries in the BRIC group, Brazil has now, without any doubt, become one of the most important players in the international arena.

Unlike many economies in the world today, the Brazilian economy is performing well, the average income of Brazilians is increasing and more and more Brazilian companies are expanding across the globe. According to the Central Bank of Brazil, Brazilian tourists spent about USD 21 billion abroad in 2011.

In fact Brazil epitomizes all that is new (and ‘cool’) in terms of destination marketing - for example, both the FIFA World Cup (2014) and the Olympic Games (2016 ) will take place in Brazil. For the beleaguered global tourist market Brazil is a “breath of fresh air” and will surely become one of the countries known for setting exciting new trends in the business.

Perhaps this is the fi rst proposal received from Brazil. But believe me, will hardly be the last.

The Joint Venture – expertise, experience and top level international quality

As already mentioned, this proposal brings together three different companies, each one specializing in a particular segment of communication, but all equally able to deliver the best result to the Republic of Maldives.

Athos de Comunicação

The leader of the Joint Venture specializes in marketing and communication for either tourism destinations or companies. By extension, it also acts as a representative in Brazil of some of its customers.

‘Athos’ was created in 1994, and its CEO is Luiz Fernando Destro, professionally trained at the “Escola Superior de Propaganda e Marketing” (São Paulo School of Advertising and Marketing), including specialized retail marketing courses at the Wal-Mart headquarters in Bentonville, USA. He is the current chairman of the Brazilian Operating Group of the European Commission for Tourism (ETC), an association that brings together the National Tourism Offi ces (NTO) of the European countries.

Giorgia Marcucci, journalist and marketing specialist with over 30 years of experience in marketing and developing communication strategies in the fi elds of tourism and real estate;

Maria Alice Ancona Lopez, a journalist with more than 30 years of experience, many of them in large media outlets

Ricardo Rollo Photography - Ricardo Rollo is a photographer who combines youth with experience, always using his inate talent to great effect. Over the past decade he has produced an impressive folio of photographic material from destinations all over the world, mainly related to the demands of tourism offi ces and media outlets such as the tourism magazines Lonely Planet and Viagem & Turismo. Besides his creative fl air and technical capacity, Rollo is versatile enough to produce excellent quality photos in any location - including aerial and underwater.

Richard Rollo established his company in 1995. Since then he has carried out tourism-related photography in over 26 countries, including most areas of Brazil.

His photos have been published in magazines such as:

César Charlone and PC Toledo Vídeo

César Charlone will be the fi lm director for the ‘Maldives Project’. It is co-directed by Paulo Cesar Toledo, who has close professional interaction with Charlone. An Uruguayan, living in Brazil since 1970, César Charlone has several awards to his name, including a nomination for an Academy Award for ‘Best Cinematography’ for his work on the fi lm “City of God”. He is the director of ‘O2 Filmes’.

During his career, Charlone photographed several feature fi lms, among them:

“City of God”

“Blindness”

“The Constant Gardner”

“The Pope’s Toilet”

In the feature fi lm “Artigas - La Redota”, César Charlone was both director and photographer. The fi lm received seven awards from the ‘La Asociación de Criticos Cine del Uruguay’. César coordinated a total of 22 camera man on the feature fi lm “All the Hearts of the World”. He fi lmed the documentary “Pierre Verger” and, in partnership with Fernando Meirelles, photographed for “City of God” (Oscar nominee for ‘Best Cinematography’) and “The Constant Gardener”. Charlone has acted as camera man on a fi lm by Tony Scott and directed the photography for “Suker Free City”, a fi lm directed by Spike Lee.

He also directed some episodes for the series “City of Men”. During the course of his career César Charlone has directed and photographed more than 700 commercials. Currently (February, 2012) he is directing, alongside Marcelo Trotta, the photography for the new series “Destination SP”, that ‘O2 Filmes’ is making for ‘HBO Brazil’, with episodes directed by Fabio Mendonça and Alex Gabassi. The series is a fi ctional portrayal of the relationship of new immigrants arriving daily in Sao Paulo with their dreams, hopes, frustrations, joys and search for opportunities.

Paulo César Toledo, co-diretor for Project Maldives, has degree in Radio and TV at Universidade Metodista de São Paulo. Nowadays produces content for webcasting live and On Demand for Universo OnLine (TV UOL, UOL News) e for Yahoo! Brasil. Among his experiences there is work for Bloomberg Television, as technician, editor and director for live broadcasting.

5- creative concept

The destination of a trip is not a physical location. People do not travel to a city, a mountain or an archipelago - they travel to a place which they had dreamt about. They are not seeking concrete items such as sand, palm trees, or seas. These are the scenarios. The purpose of the travel is always to “live an experience” - intense, different, unique.

There are beautiful sceneries - but which do not offer experiences. And there are places which offer experiences but not striking scenery.

Our challenge is to show to the world that the Maldives offers both beautiful settings as well as a host of memorable experiences to be remembered for always.

Beyond the landscape

It is not diffi cult to demonstrate that the Maldives offers spectacular settings to fulfi ll every tourist’s dreams. Any photograph from the Maldives, showing white sand and turquoise sea, is incontrovertible evidence of this simple fact. No lover of natural beauty will be disappointed with the Maldivian archipelago.

But we need to remember that white sand, deep blue sea, lush vegetation and coral reefs can all this can be found in many parts of the world as well as the Maldives. These are not “uniquely Maldivian” characteristics.

And to be completely honest, there are millions of tourists who want something beyond natural beauty. People who are looking for something more. Certainly, the beach is the setting, but the story is more elaborate.

How, then, to add value to the concept of “Always Natural”? How to make tourists realize that beyond the call of nature, the Maldives have an arsenal of experiences to offer them and that one of them will undoubtedy live up to their dreams?

Our joint venture will devote much of its efforts towards achieving this goal, so as to maximize the number of tourists who become interested in knowing more about the Maldives.

We will strive to make tourists clearly understand that the Maldives are not just a destination for relaxation and leisure or a destination for couples in love - or a destination purely for fans of water sports.

The opportunities offered by the Maldives are rich and diverse, potentially attractive to a huge range of visitors, including families, groups of friends or people who simply want to have an intense experience, different and unique - in a truly fabulous setting.

What is unique about the Maldives?

The answer to this question is the key communication concept. Only the Maldives have … the Maldivians! No other place in the world can offer their joy, warmth and hospitality.

Moreover, the Maldivians are the ones who can add enjoyable experiences alongside the stunning natural settings. They are the ones who will welcome guests to the hotels, to teach diving - and who will prepare unforgettable dinners. Such is the Maldivian spirit which will transform sand and sea into an unforgettable journey, a dream to come true.

And once the Maldivians themselves come to realize that they are truly valued by their visitors, they will try even harder, to please - in terms of hospitality, enthusiasm and care. This can become a virtuous circle in which everyone wins - tourists, Maldivians and the country itself.

The Characters - and the parts they play

Of course, any Maldivian campaign must necessarily be involved with the beautiful landscapes - ours would be no different. However, alongside these landscapes, our proposal incorporates the human element, the Maldivian himself. He is the source of information about the different experiences that the Maldives are able to offer. And his friendliness and smile both add an important human touch to the scenario.

Using our experience, we will identify those Maldivian characters which are essential to successful outcome. Here are some of them:

The scuba instructor - who offers exciting aquatic experiences whilst taking care to provide beginners with reassurance and a high level of safety. He can open up this experience to tourists who may not have previously considered themselves capable of taking part in scuba diving.

The chef - who will provide a rich culinary experience for the enjoyment of all. He will ensure that there is a variety of menus on offer - all of which meet international standards, even in the midst of a spartan and informal environment such as the beach.

The therapist - there are a huge variety of treatments (and experiences in terms of spas and relaxation) available in this category, even for a tourist who is staying in one place for most of the time.

The chambermaid - her care and attention can make a real difference to the welfare and comfort of the tourist. Whatever the purpose of the trip, it can be made so much more enjoyable when we are aware that someone has our comfort in mind.

“Always Natural” icons

We have spoken a lot about what lies beyond the natural beauty of the Maldives. But we do not want, by any means, to neglect its importance in Maldivian tourism. All of our publicity pieces will contain landscape pictures (our proposal will include more than double the amount of photographic material requested). But, over and above the images, we propose to include four main icons which rpresent the theme “Always Natural.”

These icons will stand for the four elements of nature, all present in the Maldives:

Water - represented by turquoise seas

Earth - represented by lush vegetation

Air - depicted by the gentle breeze

Fire - represented by the brightness of the sun

Besides the visual matterial, these icons will act as organizers. The four icons will always appear in communication pieces, with one of them highlighted - the one which is most appropriate to the particular photograph in question.

Thus, the icon highlights a particular type of landscape, yet reminds us that there are other landscapes (and other experiences) available.

The icons can also be used in other applications eg leafl ets, freebies, signposts etc.

Capturing images

Of course, the photos shown are not amogst the ones that will be used. They are intended to provide an insight into the sense and feel of what we are offering. All photos will be produced as required in 1.1 to 1.5 of the RFP. However, we want to produce not 20 but 50 pictures of each class. Additionally, we will produce pictures of the characters mentioned above (always using Maldivian casting). And although the photographer is a Brazilian, we will use local professional studio facilities, lighting, makeup - and local assistance in aerial and underwater photography (more details in the business proposal).

In short, Athos will deliver:

Business Proposal

9.1 – Photos

In our business proposal, we offer not 100, but 250 high quality photos, equally divided among the fi ve categories:

9.1.1 – Scenic - being 40% of them, or 20 photos, from Resorts and their facilities

9.1.2 – Water Sports – including surfi ng, Jet ski, water skiing, kayaking and body boarding

9.1.3 – Culture – People, culture, food, dance and any cultural manifestation form Maldivian people

9.1.4 – Aerial – mainly the inhabited islands, and the group of them

9.1.5 – Underwater – coral reefs, sea life and scuba diving

All the production staff, as well casting models, will be choosen among local suppliers.

9.2 - Video

We will produce and deliver the materials as required in item 3 of the RFP, namely:

9.2.1 - To capture images at mutually agreed locations

9.2.2 - To edit and complete a 7-10 minutes long commercial

9.2.3 - To edit said commercial down to the required 60, and also to 30, seconds

9.2.4 – To produce a version without sound for use in the trade fairs

As well as these materials we also offer the following videos

9.2.5 - Four videos with participation of the characters in our campaign, lasting 30 to 60 seconds each.

All videos will have their script and story board previously submitted to the client for approval. We will use local producers and casting.

We can provide artwork in any language required. We will produce a basic databank with all formats in the commonest idioms, but any other format or language can be requested during the duration of the contract. For these artworks, we request advance notice of 72 hours

We will provide ready-to-use artwork for all of the formats required, thus:
