The motion was voted on and the motion passed. Treasurer Report: The financial paperwork was presented and reviewed. Early Childhood Committee Report: Submitted by Bekki Parsons, e-mail: Meeting minutes - January 11, 2011 Present: Bekki Parsons, Early Head Start; Sherry Domann, Infant-toddler services We received $2,000 from the grant proposal this year. They proposed having Junior High student mentoring with AES kids to make healthy choices as well as a High School to Junior High mentoring program. There was discussion for creating an after-school program and hiring staff for that program as well as building Healthy Choices into the curriculum in AMS presentations. Funding was also requested for a retreat and planning for the program. A request for $20,000 grant money was sent and an answer should be given by next month. New Business: NONE

Early Childhood Committee Report: Submitted by Bekki Parsons, e-mail:Meeting minutes - January 11, 2011

Present: Bekki Parsons, Early Head Start; Sherry Domann, Infant-toddler services We received $2,000 from the grant proposal this year. We have turned these funds over to Keystone

Learning for a match in funds. We are waiting to hear about how much of a match we will bereceiving.

We have decided to move our meetings to the second Thursday of the month at 9:00 am to havemore participation from community members.

We then discussed collaboration of services in the community for our families. The next ECC meeting will be February 10th at 9:00 am.

Parent University: Discussion was held and it was decided to look at hosting it in the fall of 2011.Please think of possible motivating topics. We discussed tapping into parents that might be able to shareor ideas on what they wanted or even possibly be presenters. It was discussed how and where to obtainthis information. Diane Neilson will visit with school personnel to get some ideas. It was decided that acommittee is needed to be formed so discussion was tabled until a meeting with better attendance.

Old Business:

Imagination Library: Elaine Scott provided information prior to the meeting: Elaine is still workingon arranging for someone from Jefferson County to come talk. She is having difficulties due to thetime of our meetings. She did suggest meeting with the ECC and will work on arranging this.

K-State Extension community health Grant – Diane Nielson, presented.The subcommittee met in January and came up with the idea of kids mentoring kids in making healthychoices. They proposed having Junior High student mentoring with AES kids to make healthychoices as well as a High School to Junior High mentoring program. There was discussion forcreating an after-school program and hiring staff for that program as well as building Healthy Choicesinto the curriculum in AMS presentations. Achievement Services: Dixie Williams in attendance: The Governor’s budget request eliminates the funding source of state dollars for the MR/DD

program. Family support grants come from this funding source. There is an executive order to move people into the community out of State Institutes. The

proposal is to move 7 people a month out in the community and close KNI within 2 yrs. Resource Network is to provide a proposal to government to develop a provider assessment.

Atchison County Health Department: Karen Compton and Connie Zeit, in attendance: The ACHD was given the approval to hire a full time nurse. Leila and Marilyn retiring within the

year. Kathy is back helping part-time. There is also funding to hire a Breast feeding counselor and they should be on staff soon.

Atchison County Extension Office: Diane Neilson in attendance: There is a new online program, E-extension across the United States which will provide

information to families. Diane is planning on working Hospital to get information out. The Solution to the Diet Revolution book review. There will be discussion on the Cooper Clinic's

step by step approach to your health and well being for life. First session, January 21 (12:10-12:40) at the Atchison Library.

Diane is still working on starting a Diabetic support group.

Atchison Housing Authority: Tina Pierce in attendance: All Section 8 housing options have vacancies and there are no waiting lists.

Atchison Public Library: Greg Bevis in attendance In celebration of Kansas’s 150th Birthday, January 29th, there will be a. Pie bake –off and Kansas

Jeopardy. Check site for times and how to sign up to participate. Toddler Story hour has begun again and is held on Wednesday’s and Friday’s at 10:30am

Atchison SRS: Gail Fox, e-mail: SRS to Accept LIEAP Applications 1/13/2011

Topeka- The Kansas Department of Social and Rehabilitation Services (SRS) will be acceptingapplications for the Low Income Energy Assistance Program (LIEAP) beginning today, Thursday,January 13 through Thursday, March 31, 2011. LIEAP provides an annual benefit to help qualifying households pay winter heating bills.Individuals with disabilities, elderly persons, and families with children are the primary groupsassisted. In 2010, 50,946 households received an average benefit of $714.92. ”The current weather conditions across the state remind us that a warm home is a necessity forevery Kansan,” said SRS Acting Secretary Rob Siedlecki. “We encourage those who are having adifficult time paying their heating bills to work with their utility company to ensure that their heatis not turned off. For those who qualify, we encourage you to apply for assistance from theLIEAP program.” To qualify, applicants must be responsible for direct payment of their heating bills. Incomeeligibility guidelines are set at 130 percent of the federal poverty level. Persons with incomeswithin the following guidelines may receive LIEAP benefits:

Guidance Center: Submitted by LeA’nn Glover and Kate Werring, email: Early Childhood Psychosocial Group: We currently have 15 children participating. We have

space for 5 more children. Group meets Monday through Thursday mornings from 9-12, forchildren between 3 and 5 years of age. This program is designed to assist young children who areexhibiting early symptoms of serious emotional disturbance to improve emotional regulation,learn to play and share cooperatively, manage mood, and in general be emotionally ready to learnwhen they enter kindergarten. Recovery Services: Alcohol/Drug Information School for Adolescents: February 19, 2011, 8:30 – 12:30. Cost is

$50, which includes administration of the SASSI to help participants examine their ownattitudes regarding alcohol/drug use, and private discussion with the program presenterregarding the results and implications for future decisions. This 4-hour program is designed toprovide participants with knowledge to equip them to make healthy choices. It provideseducation about substances, their effects, the physical and social complications which canaccompany substance use, issues of peer pressure, etc. Additionally, its focus expandsbeyond just the use of substances, to include healthier thinking in general, which can improvetheir lives. Flex Fund- The current flexible funds balance in Atchison is $981.40 as of Jan. 20th, 2011. Thesefunds are used for families who have a severely emotionally disturbed child living within theirhome and there is a financial need. The applicant first must check at least 2 community resourcesand be denied help before applying. These funds are available to anyone meeting the criteria inthe Atchison Community. To apply contact LeA’nn Glover (913) 682-5118.

Infant Toddler Program: Submitted by Sherry Domann, in attendance and by email Atchison City Infant-Toddler Program is serving twenty-seven infants, toddlers and their families

this month. One child is scheduled to exit from the program in this month. There are threechildren in the transition process, three new evaluations are pending and there are four newreferrals.

The program was one of twelve across the state awarded a portion of the BEACH grant throughthe tiny-k Foundation. The local agency was one of nine networks that earned the maximumaward-$1674.21 which will be used to serve the increasing numbers of children and families beingreferred to the program. A total of $18500.03 was distributed to the participating networks for thischallenge period.

Appointments are available for developmental screenings (Count Your Kid In) for children agesbirth to five for February 11 at AES. This FREE screening includes assessment of skills inspeech/language, thinking, fine and gross motor, social/emotional and self-help skills as well asvision and hearing. Call AES at 367-1161 to schedule. The next scheduled CYKI screening isMarch 11.

Treasurer Report: The financial paperwork was not available at this time. Information on the Fire pup program is needed. Nancy Bullock provided Dixie with the necessary

information Dixie had received an invoice for Chamber dues. Nancy Bullock moved to pay the Atchison City

Chamber dues and the motion was seconded by Greg Bevis. The motion was voted on and themotion passed.

Dixie received the Bookkeepers invoice. It is $25 for 9 months with a total $225. Dream Team Officers need to see Dixie for a new bank signature card.

Early Childhood Committee Report: Submitted by Sherry Domann, e-mail: Attending: Janet Settich, PAT, Karen Compton and Connie Zeit, Health Dept., Kellie Galley,

The Guidance Center, Sherry Domann, Infant-Toddler Parenting Programs: There is a Love & Logic program in the county at this time. Janet will

check with Elaine for schedules for other locations for this spring. Breastfeeding Clinic: The grant funds have been submitted to Keystone (PAT) for the match.

Diane Kerekanich, an ECC member, has been hired as the peer counselor and will oversee thepreparation of the space at the Health Dept. for the project.

Blockfest: The blocks have been ordered by Keystone. The event may be postponed until falluntil the specialists can be trained and the blocks are delivered.

Awareness: The committee is planning to host a series of in-services for the local physiciansand their staff members to create more awareness about the services each program provides andto clarify contact information for referrals. The in-services would be provided over the lunchhour and a meal would be provided for the attendees. Sherry will contact a staff member at aphysician’s office and request that the staff member serve as the point of contact for this project.

The meeting was adjourned. The next meeting is scheduled for Thursday, March 10, 9:00 a.m.at the Parents As Teachers resource room, Board of Education office.

Parent University: The ECC committee will brainstorm the need for and/or ideas for Parent University.

Imagination Library: Elaine Scott has been working arranging having someone visit from JeffersonCounty but scheduling has been difficult. Discussion was held and the question arose that if, in thecurrent economic state, it would even be possible to raise the money necessary for this program.Elaine offered to be a contact with the Jefferson County providers; so if anyone had questions theycan e-mail them to Elaine and she will forward them.

Agency Reports:

Achievement Services: Dixie Williams in attendance: Several of ASNEK board members and employees joined other providers for a reception for

legislators on Tuesday. Most of the legislators attended. ASNEK hosted a Valentine’s Dance for area agencies. Benedictine students assisted with making

decorations with consumer’s the week prior and assisting with hosting the dance.

Atchison County Extension Office: Diane Neilson by e-mail; An Assistance Dog Exhibition will be held March 8 on the Kansas State University campus for the

public to learn more about assistance dogs and their roles and responsibilities in the lives of peoplewith disabilities. If there is an interest, we can do an internet webinar locally. I would need tomake arrangements somewhere in Atchison with internet.

On another note, I will be kicking off Walk Kansas on March 13. Contact me for a packet. Justgot the latest data and we are just behind WY County in inactivity.

And the good news from the extension office is that will have a program on Friday at 1:30 atthe Exchange Motor Bank on the topic of Vitamin D.

Also on Friday is noon hour book review group on the solution to the diet revolution. Folks arewelcome to join us.

Atchison County Health Department: Karen Compton and Connie Zeit, in attendance: The Atchison County Health Department is working on getting the Breastfeeding room going.

Diane Kerekanich has been hired as the WIC Breastfeeding Peer Counselor and will overseethe utilization of the ECC grant for the room. We hope to initiate an Electric Breast Pumpprogram soon.

Atchison Housing Authority: Tina Pierce in attendance: The Atchison Housing Authority is waiting for a finalized 2011 budget to know what cuts will

occur and to what degree.

Atchison Public Library: Greg Bevis in attendance Greg reported on the T.A.L.K. book discussion programs in March at the Library. Janet Settich

added further information." The Library hosted a Technology Open House on Tuesday 2/15/11, with good turn out of kids and

adults. One goal was to educate people on how to download e-books from the state library ontodifferent technology sources.

VITA tax help is available at this time. They are taking walk-ins.

Some library personnel will be attending the Summer Reading Workshop next week with theprogram scheduled to begin June 1st.

Happy Hearts: Submitted by Elaine Scott, in attendance: Happy Hearts currently has 25 people enrolled and there are 8 slots in our childcare; 1 family

participating in GED/Family Lit; 3 EHS families with children attending and 3 openings. The Dollar General grant due Feb 24th. Happy Hearts made a presentation at DoVes, it went great and we discussed ways to collaborate

for service. There has been a crib recall, NEK-CAP donate Pack-n-Play. The rest of the cribs need replaced

and we are checking into options (Wal-Mart was one of several) Diane Weaver came to talk at the end of session celebration as well as Sherry Domann and Anna

Fowler. Sherry Domann and Anna Fowler were guest speakers/presenters at the Adult LearningCenter's Child Dev. Class.

Early Childhood Love and Logic- planning programs in Atchison and Atchison Co. Elaine iscurrently teaching a class in Topeka

Infant Toddler Program: Submitted by Camilla North in attendance and Sherry Domann by email: Atchison City Infant-Toddler Program is serving twenty-six infants, toddlers and their families

this month. Three children are in the IFSP planning phase of the enrollment process. There arefour children in the transition process, one in the intake process and there is one new referral.

The program is working on the requirements of the BEACH grant for the first half of the year.Sherry gave a presentation to Family Literacy parents in January and a fundraiser is scheduled atthe annual Trunks for Treasures event sponsored by AHS booster Club for mid-spring.

NEK-CAP Inc.: Submitted by Bekki Parsons, in attendance: Head Start is currently taking applications for next year. Interested applicants can contact the

center at 367-7848 to set up an appointment. They will need to have proof of income, socialsecurity numbers, immunization record, and medical insurance card.

Early Head Start Kim Lackey is a new CFA for Early Head Start. We are currently full on all three caseloads, but

are continually taking applications. We have been watching the government closely, as therecommendation from the Governor was to eliminate state Early Head Start funding. If theelimination happens, this will affect our program dramatically and will result in loss CFAsacross our nine counties.

Community Services The new office hours are Monday and Wednesday 1-4 and Tuesday and Thursday 8:30-12.

Robin has also taken over the Hunger Task Force funds.

Open Wide Dental: Submitted by Christen Lacey, e-mail: I've been doing a lot of school screenings for the state of Kansas.....hoping to expand the Open

Wide program to Troy, Highland, Bendena, Horton and Hiawatha!!

Parent’s As Teachers: Submitted by Janet Settich, in attendance: Atchison PAT is serving a group in Atchison Co. There are openings in both the county and city. The program may be forced to alter the qualifications for services going with a means testing

funding which is means that it will possibly based on income.

Present: Bekki Parsons, Early Head Start; Sherry Domann, Infant-toddler services; Karen Compton,Healthy Start; Diane Kerekanich, Parents as Teachers; Connie Zeit, Atchison County HealthDepartment; Kelly Galley, The Guidance Center

Sherry talked to one of the nurses and she thought it would be a good idea to coordinate with thedrug representatives to make the medical community more aware of programs offered in ourcommunity. Sherry thought it would be more effective to bring visuals to increase awarenessinstead of making a presentation. There was concern expressed that the drug representative wouldbe the priority and it would need to be known that we may only have time to introduce ourselves,not give many details about our programs. We decided to let Sherry talk to the nurse more and seewhat would be the best action to take to be able to get the most participation from the medicalcommunity to be addressed from our different agencies.

The parent educators have been trained with the blocks for Blockfest. This targets kids from 0-8. Itis a parent child interaction activity. The blocks are set up in stations and get a few minutes perstation and then switches until the stations are completed. The parents go home with handouts withfollow up activities. Dates being discussed are end of September, beginning of October. The traineris willing to come to our community to provide training for people interested in being trained withthe blocks. Diane is going to find out when a Blockfest is happening that we could observe.Someone that is trained has to be with the blocks when they are set up at all times. It will takebetween 12-20 volunteers when the event is offered.

The breastfeeding clinic has an order they are ready to make for supplies. Diane has been workingwith Keystone to figure out the process to get supplies ordered. Diane is going to fax Keystone theorder for the breast pump and supplies. Karen, Connie, and Diane are going to figure out a processto get the rest of the supplies purchased.

Janet is applying for a Target grant for literacy for the Early Childhood Committee. Parents asTeachers have been awarded a grant to promote nutrition and fitness. They are willing to come tothe community to offer trainings. There was discussion about possibly trying to apply for TheMarch of Dimes grant. Karen is willing to work on it with someone to make the deadline of April29th. The grant has to target low birth weights or medical homes. Karen, Diane, and Bekki havetalked about working on it the morning of the 25th. They will get together and decide a time.

Love and Logic started last night. We are not sure what the final enrollment count is, but there werea high number of pre-registered participants. We discussed the fee for child care and the standardoperating procedure has been to pay $10 per hour. That is what we will pay for any volunteersduring the parenting classes.

The next meeting will be Thursday, May 12th at 9:00 at the Board of Education, Parents as Teachersresource room.

Parent University: The ECC committee will brainstorm the need for and/or ideas for Parent University.

New Business: Sherry discussed that the Dream Team needs to discuss possible new projects as we are notcurrently working on something new. Ideas included a Fund Raiser selling Discovery Toys rightbefore Christmas. There was also an idea to have a Kinder-Music presentation. Sherry is looking intoboth of these. There is a need to update and print new Dream Team brochures. Sherry will visit with Gail Foxabout this.

Agency Reports:

Atchison County Health Department: Karen Compton, in attendance: Connie and Karen attended the WIC conference and the presentation was Physical Activity and

Learning. The discussion was on how they are linked. Connie and Karen also attended the GKPHconference where the focus is on policy changes.

Atchison Housing Authority: Tina Pierce in attendance: The Boys and Girls Club hosted a football camp with a good turn out of kids. They are working

with the school to provide classes for the summer camp program.

Atchison Public Library: Greg Bevis in attendance Greg noted that last week the Library hosted An American Girl Tea party and had 4 girls in

attendance. They also hosted Super Hero’s/Local Hero’s for the boys. On April 28th the library will be hosting a “Go Green” activity. The Early Literary Station to promote early learning is set up downstairs behind the circulation

desk. The computer was obtained through a grant. The summer reading program will be Destination Reading. Diane Weaver’s last day is Monday and she will be working at the Basehor Library.

City of Atchison Community Development: Stephanie Leif, in attendance: There are currently 40 houses slated for demolition in the next year Safe Haven for Babies was signed into law with new stipulations. The baby must be under 45

days but it can be left at the hospital, fire department, or police department without any legalaction taken against the parent.

DCCC: Brandi Munoz, in attendance: On May 7th the DCCC will begin the Sticker Shock program with letters being sent out to Maur

Hill and ACCHS as well as businesses. She was unable to get any participation from AHS.

There is some concern that these funds will be cut completely by Kansas legislation and if they arethe Guidance Center will look at alternative funding if needed.

30th. Appointments are available for developmental screenings (Count Your Kid In) for children ages

birth to five for May 13th at AES. This FREE screening includes assessment of skills inspeech/language, thinking, fine and gross motor, social/emotional and self-help skills as well asvision and hearing. Call AES at 367-1161 to schedule.

Parent’s As Teachers: Submitted by Janet Settich, in attendance: Friends of the Library are hosting a speaker; author Tom Averill from Topeka. He is the editor of

“What Kansas Means to Me”; a collection of essays. The program will be Saturday, April 23rd atthe Trinity Episcopal Church from 12-3pm. Lunch from Snowball is included in the $10admission fee.

On June 26th at 2pm, there will be a speaker at the Atchison Theater to visit about growing up in aOne-room School House.

Janet is now taking children from Atchison county and they have room for 3-4 kids.

Sherry was able to talk to the director of the clinics and said the most beneficial way to get ourinformation out would be to contact the nurses. She said a Thursday morning at 7:30 a.m. with 45minutes would get about 10-12 nurses. We discussed doing it on June 9th and then meetingimmediately afterward. They would appreciate it if we could provide yogurt parfaits. All agenciescan give a 5-10 minute presentation at this meeting. We discussed doing these meetings once aquarter. We will use money from our funds to provide the parfaits.

Diane said that they would like to set up a tentative training date this summer for Blockfest, so thatwe could help with Blockfest in the fall. Diane is going to contact the trainer to set up potentialdates for Thursday mornings. E-mail Diane dates that you are unavailable to have training if you areinterested.

Supplies are starting to be purchased for the breastfeeding clinic. The breast pump was at a muchlower price than expected for WIC clinic. The breastfeeding lactation consultant is working ongetting a brochure drawn up for the breastfeeding clinic. Diane has been talking to a fewbreastfeeding mothers helping with their processes. She is ready for any referrals.

Zonta awarded the committee $150 to continue with helping the community. Janet has submittedthe Target grant and will have notification by the end of the summer. Any grant applications webecome interested in the committee will look at.

The Love and Logic parenting program has finished and all the bills have been submitted. It wassuccessful. There will not be any parenting programs offered until fall.

Sherry suggested doing a Kindermusik event. Diane said that the parent educator in DoniphanCounty has set up an event at the YMCA. Diane is going to forward the information to us and see ifthis is an event that we can offer to parents in our programs. Kindermusik is a parent-childinteractive circle time activity. It is very active and uses music and equipment to keep all thechildren interested. She was not sure what the cost would be. We discussed bringing the idea toDream Team about covering the cost of the Kindermusik for people that the fee may be a hardshipfor. Update: $80 per person for a

Old Business: Fund Raising: Fund Raising ideas were suggested with the following people offering to check

into the following options: Subway- Janet; Pizza Hut- Bekki; Gambino’s – Karen; Goals – Brainstormers “Target” Grant- Janet has completed the paperwork for the Target grant. In the grant she noted

that what the Dream Team would do would be to go out to day care centers and do 30 minute talkon food/fitness in Atchison County. PT and NEK-CAP, Inc. has curriculum that can be used. Wewill know in Aug. if we are recipients and Keystone will match it if we are.

A community activity/education push: Try to utilize the Downtown Mall area – walk andeducation, tie in with emotional connection,

Sponsor initiative: Possibilities- work with pool to offer adult swim time in pm, changingmemorial hall hours to be more accessible to families, day care education, development of bikeroute, recreational track by school, exposure to parks and what we have available

Healthy Community Committee: Karen, Stephanie, and Camille will check to see if similarcommittees are in existence.

Atchison County Health Department: Karen Compton, by e-mail and in attendance: Breastfeeding room is slowly taking shape. Health department staff is collaborating with the

Lactation Consultant at the hospital to communicate the Breastfeeding program with the physicians,office staff, and OB staff. A brochure is being developed for handout to pregnant moms andbirthing moms. Referrals are welcome any time.

Karen attended the Integrated Medical, Public Health, Preparedness and Response Training Summitin Grapevine Texas May 1-5. The summit included workshops for Medical Reserve Corps. MRC isa group of locally organized healthcare and non-healthcare volunteers working to strengthen thehealth and safety of the community. Medical Reserve Corps is a program of the Office of theSurgeon General.

A new clerk will be hired within the next few days as Marilyn Hattan plans to retire soon. Karlene Higley, RN is new full-time nurse at the Health Department. Karlene previously was

employed with the Health Department over 10 years ago. Intentions are to offer child assessments on specially planned days to help with the overload of

August for preschool and kindergarten age children. Please remind your clients to think about immunizations and assessments early (before August) as

schedules are much lighter earlier in the summer. Call for appointments as soon as possible.

Atchison Elementary School: John Neiderhiser, by e-mail; We are working on a new anti-bullying program that will be implemented this fall. I will be

attending seminars for this program this summer and will report details in our next meeting. I amsure Mr. Sack and others will be looking for community involvement as this develops.

We are trying to cope with new Medicaid limits on services which became effective April 1st.There is a way to ask for exceptions when medical necessity is present; some have been granted,others not. This is part of the Governor’s budget reduction process.

Summer programs are ready to go; all groups are full. With budget reductions, we are also examining our ability to serve the uninsured population. For

the present time we will use the same concept of service limits as we do with Medicaid.

this month. There are six new referrals-three children are currently in the evaluation process andthree are in the intake process. There are seven children in the transition process.

Joyce and Sherry participated in Trunks for Treasures, the annual AHS Band fundraiser. Weraised $105 which will go into the program fund to help provide services for children who areunderinsured or uninsured. The fundraiser will help us meet some of the requirements for a Beachgrant from the tiny-k Foundation.

Appointments are available for developmental screenings (Count Your Kid In) for children agesbirth to five for June 3 at AES. Presentation: KSI Healthcare Resource for a Healthy Community: Aggie Asher discussed the development of

KSI Healthcare Resource for a Healthy Community. Their vision is: the healthiest lifestyle culturefor any community in the State of Kansas. The mission is to develop a healthy and safe culturethrough collaborative planning, community action, education, and policy advocacy. Dream Teammembers discussed that this was right in line with what we were discussing developing. A DreamTeam member will attend the next meeting and report; as well as Aggie was extended an invitationto be a member of the Dream Team. Hand-outs are available.

Advocates for Better Living for Everyone (ABLE): Donna Cadle and Patty Jensen presentedinformation about ABLE (formally known as Independent Living Center). They discussed theexpansion in services offered as well as support groups offered. Brochures are available.

Present: Bekki Parsons, Early Head Start; Sherry Domann, Infant-toddler services; KarenCompton, Healthy Start; Diane Kerkanich, Parents as Teachers; Janet Settich, Parents as Teachers.

Awareness: We met with the nurses at the Atchison Hospital and had good response from thenurses. We were able to give an overview of our programs and get necessary information to them.The nurses requested packets to leave in the doctor’s office and ob department to get peopleconnected with the appropriate services. We decided to give an update but doing this again in sixmonths. We also discussed where else we wanted to go to get the awareness of our services out tothe community. We talked about putting together folders with all of our information in it tomainstream the presentation. We want to start with the schools to increase awareness and thenwill also go to civil service groups.

Blockfest: Diane spoke to Bobbi and she said she would be able to come and train us on July 14th

from 9-1 at the Board of Education resource room. Anyone from local agencies that want to betrained is welcome to attend. Parents as Teachers is going to purchase another set of blocks forBlockfest that will be stored in Atchison.

Breastfeeding Clinic: Karen has received some of the referrals and had a person use thebreastfeeding clinic. She met with the staff in the ob department at the Atchison Hospital and theyseemed very excited about the clinic. Karen is also working on developing a brochure for theclinic.

Grants: We will not hear anything from Target until September. We need to turn in theapplication for the Westerman Foundation grant by the end of July. We need to ask for funds forparenting programs. We discussed looking into the community for a need that we could helpmeet. We decided to focus on the physical fitness and family fitness more specifically. We talkedabout for a kickoff event to have Jim Cosgrove come. We will check on the price for him. Wetalked about the importance of nursery rhymes and getting the information to the children. Wewill continue to discuss a more specific area and begin writing the grant. We will work on thisthrough email.

Parenting Programs: Love and Logic parenting class information has been finalized. Theystarted with eight participants with seven graduating. There will be more parenting programsoffered in the fall.

The next ECC meeting will be July 14th from 9-1 for the Blockfest training!

Parent University: The ECC committee will brainstorm the need for and/or ideas for Parent University.

Old Business: Fund Raising: Bekki Parsons presented on the Pizza Hut fund raising and Karen Compton

Housing Authority. She will begin on June 27, 2011. The Boys & Girls Club will be hosting a Water Volleyball Event on Friday, July 1, 2011 at the

Atchison Lions Pool to encourage adult/child interaction. See flyer for more details. The Boys & Girls Club 2nd Annual Cabbage Ball Tournament will be held on Saturday, July 30,

Presentation: Kellie Galley, Guidance Center Early Childhood Program Manager:The Early Childhood Program serves preschool children ages 2 through 7 who may be at risk fordeveloping a serious emotional disturbance (SED). The child needs to have Medicaid, either throughTitle 19 program or the SED waiver. The program provides year round psychosocial services. It isavailable from Monday- Thursday 9-12pm. Meals and Transportation is provided. It is a groupcurriculum covering feeling identification, behavior and social appropriateness, and socialization. Blockfest Training – 8 persons were trained through the 4 hr training Next Meeting- Aug. 11th, 9:00 am, at the Resource Room of the Board of Education. Blockfest Activity was held on Sat. July 16th. It was an informal set up to provide an introduction

of the program to the community. There was good participation with some older kids goingthrough the program. The hope is to recruit the older kids to help with the program.

Parent University: The ECC committee will brainstorm the need for and/or idea` s for Parent University.

Old Business: Fund Raising:

Karen Compton shared more information on the Gambino’s fund raising opportunity. We getto pick the date, although, Gambino’s prefers a Wednesday or Friday. The customer wouldpay the full price and 15% of the price will be donated.

Janet Settich also shared about the Subway fund raising opportunity. It is a $5 card that mustbe used within the month. The Dream Team will retain ½ of the proceeds. The group candetermine the amount and can turn back in the cards not used.

It was determined to do one fund raiser at a time. Nancy Bullock made the motion to moveforward with the Gambino’s fund raising and Sheila Boos seconded the motion. The motionwas voted on and the motion passed. Sherry Domann moved to hold the fund raiser onAugust 11th and Greg Bevis seconded the motion. The motion was voted on and the motionpassed.

New Business: School Enrollment Booth: A table at the Atchison Elementary School will be available to be used

to get information to the community. Janet Settich will arrange for person’s to sit at the booth. Ifyou have information you want to have at the booth, you can bring it to Nancy Bullock, atAchievement Services by Aug. 1st.

Fair Booth: A motion was made, and seconded, to have a booth at the Fair. The motion was votedon and the motion passed. Karen Compton will make the arrangements and arrange for person’sto sit at the booth.

Achievement Services: Nancy Bullock, in attendance The state has cut funding to the State Grant Funds which provided funding to children and their

families that was used for a variety of needs such as paying for someone to provide respite for theparent, providing for needs such as building wheelchair ramps, air conditioners, or other needsrelated to the child.

Atchison County Health Dept.: Karen Compton and Connie Zeit, in attendance and by email: The Breastfeeding room is nearly finished. We are waiting on the Medela order for the electric

breast pump. Referrals to the Breastfeeding Peer Counselor are being taken. Breastfeeding momsor those contemplating breastfeeding can call the health department for assistance inBreastfeeding.

Beth Brown has been hired as our new office clerk. Please encourage families to call soon to make appointments for immunizations and child

assessments. The Health Department can give immunizations to those children withMedicaid/Healthwave coverage and to those children who do not have insurance to coverimmunizations.

The health department gave Tetanus vaccinations to city and utility workers in anticipation offlood clean-up.

Atchison Housing Authority: Christina Wagner, in attendance: The AHA is reaching out to those displaced by the flood and providing housing opportunities.

Atchison Public Library: Greg Bevis, in attendance: Gary Landezk is the new director of the Atchison Library. He begins Aug. 8th. Cheryl Sylvester has resigned as of July 29th. Storytime will go back to its regular schedule in Sept. There is no Storytime in Aug. There is now a Teen Advisory group in place to assist in organizing activities. The library was a recipient of an Energy Grant and will be having a new heating and cooling

system installed in Sept.

Benedictine Nursing Program: Michele Hinds, in attendance: Benedictine College now has a nursing program. The students need opportunities to practice their

skills in the community. If you have any ideas please contact Michele.

Boys and Girls Club: Christina Wagner, in attendance: The Boys and Girls club is after school, 3-6pm. There is a $10 monthly fee. There are new

programs, including a photography and art programs, as well as, Bitty Basketball for kids K-3. They are looking for volunteers to help with the programs.

City of Atchison Community Development: Stephanie Leif, in attendance: There have been 15 houses approved for demolition. The city is working on developing a standard for landlord licensing which will include holding

yearly inspections.

DCCA : Brandi Munoz, in attendance and by e-mail: On May 7th we did the Atchison Sticker Shock. We only had two students from Atchison County

Community High School but it was a great success. 4 offices and 1 ABC agents plus myself alsohelped. We did 7 stores: Casey’s General Store, Country Mart, Quick Stop, Quick Stop West,Stop and Go, Hundley’s Liquor, Raven Liquor. The Atchison Globe also did an article over theSticker Shock. The stores were great supporters and very helpful when we went in. CTC data isout and I will have that for you next month.

Family Literacy Center/ Happy Hearts: Elaine Scott, in attendance: The Adult Learning Center begins on August 15th for orientation with Session 1 starting Aug. 22nd.

Parent and Child time will be included. The WIA places kids ages 16-21 in community jobs. Love & Logic Classes will focus on parents with children birth to 6 years of age.

Infant Toddler Program: Submitted by Sherry Domann, in attendance and by email: Atchison City Infant-Toddler Program is serving twenty-eight infants, toddlers and their familiesthis month. Three children will exit this month and three new IFSPs have been developed. There arethree new referrals-one child is currently in the evaluation process and two are in the intake process.There are two children in the transition process. The agency was awarded a $2347 for completing the requirements for the BEACH grant throughthe tiny-k Foundation. We were one of only five Infant-Toddler agencies statewide to earn themaximum award. We also received a $500 grant from the McConnaughey Committee for thebiannual funds for local agencies. The next appointment available for developmental screening (Count Your Kid In) for childrenages birth to five is August 19 at AES. This FREE screening includes assessment of skills inspeech/language, thinking, fine and gross motor, social/emotional and self-help skills as well as visionand hearing. Call AES at 367-1161 to schedule-staff is available to make appointments for the Augustscreening.

NEK-CAP Inc.: Submitted by Bekki Parsons and Pam Wilburn, in attendance: Head Start is full and they are developing a waiting list. Please continue to send referral’s They will be providing services to Doniphan County, also.

Parents as Teachers USD #409: Janet Settich in attendance: There is an opening for a part-time Parent Educator in Atchison and/or Atchison County. A

bachelor’s degree is a requirement but they prefer a master’s degree. PAT did not have any cuts to their funding.

The Family Conservancy: Mary Williams, in attendance: All day care providers are to be licensed. She provided a brochure to get the information out to

parents about the new regulations of the providers.

The Guidance Center: Submitted by LeA’nn Glover, Kellie Galley, and Kate Werring; e-mail and inattendance:

Flex Fund- The current flexible funds balance in Atchison is $921.34 as of July 21st, 2011. Thesefunds are used for families who have a severely emotionally disturbed child living within theirhome and there is a financial need. The applicant first must check at least 2 community resourcesand be denied help before applying. These funds are available to anyone meeting the criteria inthe Atchison Community. To apply contact LeA’nn Glover (913) 682-5118 or complete theapplication found online and send to LeA’nn.

State funding continues to be cut. There is a new restriction on services for those on Medicaid. The new Child Psychiatrist is Will Warnes. Benedictine Students, 68 of them, will be moving into the 2nd and 3rd floor of the building.

At-Large Member: Shelia Boos, in attendance: The State Health Department did have some funding cuts T-Dap immunizations are available for adults if they have an infant less than 1yr old and limited to

two caregivers. It is part of a cocoon project to provide projection to protect infant from Pertussis.This is available after Sept. 1st. Cost is $35 for just the Tetanus and $50 for the T-Dap.

I. Awareness* The nurses accepted us well and have had some positive comments about what information

we were able to bring to them through our awareness breakfast. We discussed what groupsto target next. We decided to only send a couple of people to present and it was broughtup to make a power point presentation to make the presentation the same for everyone. Wedecided to meet at a different time to put some of this information together. We decided tomeet on August 25th from 8:30 to 10:30 to get some of our tasks done. We also discussedputting together a brochure specific to the ECC committee. We will work on both tasks atthis time.

* We also discussed again making a central referral form for families. The form would listall the agencies in the area and the family would be able to check who they would wantcontacted from. The family would then sign and the doctor would fax to the appropriateagency. There would be a fax number list given to each doctor. There should be postcardsready to mail to the doctors to say thanks for the referral.

* We then talked about doing awareness at the Atchison Hospital Health Fair on October 8th

from 8-12. Sherry is going to ask for two tables. One will be a table for Dream Teamwhere we can be represented at the fair. We will bring a schedule to the Dream Teammeeting to help man the booth.

II. Blockfest* The blockfest in the fall have not been set yet. It will be in September. We will let

everyone know as soon as it is scheduled. III. Breastfeeding Clinic

* Referrals have increased. The breast pump has been ordered and awaiting arrival. We willbe sending quarterly reports to send to the foundation that awarded us the grant.

IV. Grants* The special initiatives grant has been submitted. We received a letter that they have

received the grant application and will be reviewing it in October. They will let grantapplicants know their decisions in November with grants being awarded in December. Itwas discussed again about sending the money to Keystone to get the money matched if weare not awarded the full amount we asked for. Janet said that she has discussed the systemwith Keystone and it has improved. We will decide when the money is awarded.

* Sherry brought information about a grant through Kansas Health Foundation that is totarget the health of all Kansans. Janet said that she would look at the grant and see if shewill be able to submit for any additional grants.

V. Parenting Programs* Love and Logic will be offered Wednesdays this fall. Dates will be Sept. 21, 28 and Oct. 5,

12 from 6-8 p.m. It will be held at the Happy Hearts Inc. There will be child care offeredto the first 25 families registered. The class will be facilitated by Elaine Scott.

VI. Reminder that the Dream Team Fundraiser is at Gambino’s Pizza Today!!!

Healthy Community’s Report: Karen Compton and Diane Neilson are participating in the public forum. There is a youth forum tentatively scheduled on Oct 5th. The youth are from Jr. High, High

School, and college age. They will be selected by their principles from every school in thecounty. There was discussion on assisting with funding a part of the meal for the YouthPublic Forum.

The community leader forum is scheduled for Oct. 11th and the public forum is scheduled forOct 25th, 6:30-8:00pm and in Effingham for Nov. 15th, same time.

OLD BUSINESS: Fund Raiser: We do not have the amount yet from the Gambino’s fund raiser. Elementary School Table: We were placed in a high traffic area but really needed a banner

to identify our agency. Fair Booth: The Fair booth was well visited especially when popsicles were given to the

kids that stopped by with their parent.

NEW BUSINESS: Health Fair: The annual health fair will be held in Oct. We need to have an interactive

booth. The idea of using small blocks on a mat was suggested. Volunteering to serve onthe committee for gathering ideas is Nancy Bullock, Mary William, and Camilla North.

AGENCY REPORTS:

Atchison County Health Dept.: Submitted by Connie Zeit, in attendance: Beginning in Sept., Tdap’s will be available for all post-partum caregivers of children, 12

months and under. There are 2 shots available per family and will be given at no cost. The ACHD is monitoring the mosquito population along the Missouri river. There is 1 ½

miles between traps and the traps are to be off the ground. At this time there have been noWest Nile detected.

Atchison Elementary School: Submitted by John Neiderhiser, in attendance: The Elementary school is asking for volunteers to help the kids with reading. They are using the Character Counts program to work on character development. This year

is just an introduction to the program and working with the kindergartners with the themes ofthe program.

Atchison Housing Authority: Submitted by Tina Peirce, by email and in attendance: The Atchison Housing Authority is continuing to offer outreach to flood victims. Staff

attended the Sunday dinner at the Rushville Christian Church to meet those affected.Applications were left there to make it easier for those displaced to access the information. Wewill go back in 2 weeks (8/28). They are in need of donations of snack foods and canned itemsthat can be heated on hot plates.

Atchison Public Library: Submitted by Greg Bevis and Gary Landeck, in attendance: Gary Landeck is the new director of the Atchison library. He is just working on getting to

know the community at this point. There is no story hour in Aug. Please send any notices of programs to Greg and he will post them at the library.

Boys and Girls Club: Submitted by Christina, in attendance: The Boys and Girls club gets back in session on Sept. 12th. They serve kids from 1st – 8th

grade. The Benedictine students are volunteering, again, to provide extra help and tutoring. Soccer Camp will be held Sept. 10th with different times through-out the day for different age

levels.

Children’s Mercy: Submitted by Marcie Eckhart-Charay, in attendance: The Healthwave Eligibility Warehouse is staying caught up. It was noted that school age children are getting their annual physicals and post partum

We are going to have information available at the Dream Team booth to promote our awareness.We discussed what committees would be good to present our information to. The multi-disciplinary committee was brought up as an option. Sherry Domann is going to approach thecommittee and see if they would be interested in having us present.

There has been no date set for the Blockfest yet. Diane is going to certified breastfeeding training at the beginning of October. She has been

coming to the clinic every Tuesday and has been seeing more people. The word is getting outand the clinic is getting used more often. The breast pump has arrived and ready to be used.The OB staff at the hospital has been on board with referrals.

We will hear about our grant in October. Love and Logic will begin next week and enrollment is good, but will take more referrals to fill

the class. We discussed and worked on finalizing the brochure. We have decided fax numbers are what

will be provided on the brochure. It will be finalized and sent out to the committee members byBekki for review.

Bekki will put together a brochure and email it out to the committee members for review assoon as possible. We are hoping to have the brochure together for the health fair.

The next meeting will be Wednesday, October 12, 2011 at 9:00.

Live Well, Live Atchison: There will be two public forum meetings in Atchison. The general public meeting will be held 9/24

at 7:30pm. The Community Leader meeting will be held 10/11 and there will be 30-40 individualsinvited.

NEW BUSINESS: Nominating committee for 2012 Officers: Sheila, Janet, and Diane. Board of Directors: Include the current officers, past president (Shelia Boos), and two appointed

members (Tina Pierce and Christina Wagner). Discussion was held regarding having another gift basket available at Octoberfest and the

Healthfair for individuals to donate money for a chance to win the basket. Sherry will check to seeif it's ok to have the basket at Octoberfest as it doesn't fit their requirements for submissions.Dianne Nielson moved to have the basket be a Family Game night basket and Bekki Parson'sseconded the motion. Sherry Domann will be in charge of getting the basket and donations are tobe brought to Nancy by 9/30. Diane offered to have the basket a the 4-H booth. Calendars have arrived for families. Will start Sabbatical leave in October to focus on work will be healthy living and supportive

community environments. Recently graduated from the Kansas Public Leadership program. Helpful to define community

Atchison Housing Authority: Submitted by Tina Pierce, in attendance: AHA visited at Rushville on the 28th of Aug. in effort to provide families with information

regarding services. They did receive a few referral and made contact with FEMA. They are going through applications and have evicted some tenants.

Atchison Library: Submitted by Greg Bevis, in attendance: Applications for the position of Children’s Librarian close tomorrow. There is a Library Board Meeting on Monday There will be no story time until the Children's Librarian is hired.

Boys and Girls Club: Submitted by Christina Wagner, in attendance: The B & G Club started on Monday with 10 kids enrolled. The cost is $10 a month with K- 5th

being on Mon-Wed; and 6th - 8th on Thurs-Friday. Power Hour is a program that's goal is to increase homework compliance and improve classroom

behavior. There is tutoring available to help with homework. There was a Soccer Camp with 30 kids attending. Twenty of them were pre-k to 2nd grade. The B & G Club is collaborating with Benedictine College and USD #349 for tutors and helpers.

Guidance Center: Submitted by LeA’nn Glover, in attendance: Flex Fund- The current flexible funds balance in Atchison is $406.68 as of September 21st, 2011.

These funds are used for families who have a severely emotionally disturbed child living withintheir home and there is a financial need. The applicant first must check at least 2 communityresources and be denied help before applying. These funds are available to anyone meeting thecriteria in the Atchison Community. Infant Toddler Program: Submitted by Sherry Domann, in attendance and by email: Atchison City Infant-Toddler Program is serving twenty-seven infants, toddlers and their families

this month. One child exited this month and three new IFSPs have been developed. One child hasrecently been evaluated and qualifies for services and there are no new referrals. There are fivechildren in the transition process.

Sherry was interviewed for the Potty Learning: 101 article in the September issue of LadyAtchison magazine. Leigh Anne and Sherry will attend the Birth to Five Regional Summit on Oct.5 in Topeka. Leigh Anne, Joyce, and Sherry are scheduled to attend domestic violence preventiontraining and an ASQ screening workshop in Topeka on Oct. 11.

The next appointment available for developmental screening (Count Your Kid In) for children agesbirth to five is October 7 at AES. This FREE screening includes assessment of skills inspeech/language, thinking, fine and gross motor, social/emotional and self-help skills as well asvision and hearing. Call AES at 367-1161 to schedule-staff is available to make appointments forthe screening.

DCCCA: Submitted by Brandi Munoz, in attendance: Family Day – This is a project to remind parents to eat with their kids at the table. Communities that Care- The surveys are complete. The overall participation is down but the results

are better.

Head Start started school on September 8th and is getting full. They are still acceptingapplications. Early Head Start is currently full, but accepting applications to build our waiting list.

We attended a conference on poverty presented by Donna Beegle, which offered new insight toworking with our clients.

Parents as Teachers: Janet Settich, in attendance: Connie was hired for PAT in Atchison County and will begin training in Oct. All PAT teachers had a 3-day retraining with the program change to evidence based practice. Janet distributed the flyers for Love & Logic, which begins on Wed. There are 12 participants

enrolled, thus far, and they are hoping for 20.

We did the awareness at the Atchison Hospital Health Fair. There were several people thatcame by that took information with them. We drew the name for the basket and the winnerwas Carla Wolfe. Sherry was going to deliver the basket.

We discussed what events would be good for presenting information next. There wasdiscussion about getting a power point presentation put together so that we could break intosmaller groups to do the presentations, but they would be consistent. Kelly is going to see ifshe has an electronic copy of the power point presentation from Leavenworth that we couldbase our information off of. We will have the power point put together by November 16th.On November 16th we will present at The Guidance Center. The group will attend to seehow the program will work and then break into smaller groups for monthly presentationsstarting in January.

Diane is having trouble getting a confirmed date to have the Blockfest. As soon as we have aconfirmed date, we will be scheduling the event. We will have to take shifts to be with thekit at the Atchison Elementary School. We are hoping to have a November date.

The breastfeeding clinic brochure is almost complete. The referrals have been getting moreconsistent. The awareness in the community is going well and getting referrals from severalagencies. There have been more advocacies for breastfeeding. There are some communitiesin Kansas that offer breastfeeding diaper bags. Diane said that there is an agency checkingon this for this community.

We will know about our Early Childhood Grant application soon. Tonight is the last night of Love and Logic Parenting classes. There were 9 participants, 4

were court ordered. There was response on one of the surveys that said that the programshould be mandatory in the hospital when a baby is born. Sherry contacted the district

attorney’s office about the costs of the program. He said that he would check on somedifferent funding resources and get back to Sherry. Elaine would like to continue to focus onthe Early Childhood program and will get flyers out when another program gets offered.

Healthy Community’s Report: Aggie Asher was in attendance to give an update to the Live Well Live Atchison Program.

OLD BUSINESS: The Family Fun Gift Basket raised $73.00 for the Dream Team. The basket was on display

at the Atchison Hospital Health Fair. The winner of the basket was Carla Wolfe.

NEW BUSINESS: Meeting Dates and Times: Discussion was held regarding what works best for members of

the committee for our meetings. The members concluded it would be best to email allmembers to determine if Tuesday or Thursday was a better date. The time will remain at3:30 pm. A vote will then be taken in November.

Bookkeeping Services: There was a Special Board of Director’s Meeting on September 30,2011 to discuss some financial concerns. The membership was brought up to date with theconcerns of the current situation. The By-laws state the need to have a bonded bookkeeper.Marcie Eckhart-Charay made a motion to review the possibility of hiring a new bondedfinancial service provider to work with the current and future treasurer. Seconded bySheila Boos. Discussion was held and the Consensus was that we need to move-on andlook at our options. Vote on the motion was taken and passed unanimous.

Upcoming Election: The Nominating Committee presented the slate of officers for the2012 year:

o Karen Compton, Presidento Kristen Lacey, Vice-Presidento Nancy Bullock, Secretaryo Tina Pierce, Treasurer

Per the by-laws this slate of offers is subject to additional nominations from the floor. Fire Pup: Janet Settich made a motion to support the Fire Pup program as we have in the

past. Seconded by Sheila Boos. Discussion was held. Vote on the motion was taken andpassed unanimous.

NON-AGENDA ITEMS: Janet Settich inquired for input from the group what would be a good date and time for a

breastfeeding support group that Diane Kerkanich is trying to organize. Discussion washeld and the consensus was lunch time would probably be a good time but Monday’s werenot a good day.

Atchison County Health Dept.: Submitted by Karen Compton, in attendance: Encouraging families to obtain the T-dap vaccine. This vaccine is available for all post-

partum caregivers of children, 12 months and under. There are 2 shots available per familyand will be given at no cost.

Flu vaccines are available.

Atchison Elementary School: Submitted by John Neiderhiser, in attendance: The Atchison Elementary School met with the Ministerial Alliance and they are looking to

implement more parenting classes. They are looking for new options. They have utilizedLove and Logic as well as 1-2-3 Magic.

AES hosted a character development/anti-bullying week. Morning assemblies were held andmembers of the community presented programs that incorporated the 6 Pillars of Character.Students were recognized for exhibiting these qualities.

Atchison Free Clinic: Submitted by Aggie Asher, in attendance: Hoping to have the dental clinic open in November. Their initial clients will be children

without insurance or Medicaid. The dental clinic will be open 2 nights a week.

Atchison Housing Authority: Submitted by Tina Pierce, in attendance: With the absence of a locally owned pharmacy, some are having issues obtaining their

prescriptions.

Atchison Public Library: Submitted by Greg Bevis, in attendance: Holly Hutchinson is the new Youth Services Librarian of the Atchison library. Story Hour will be held on Monday’s and Thursday’s beginning on November 3 and

November 7 at 10:30 am. This is geared to Toddler’s and Preschool age children.

Boys and Girls Club: Submitted by Christina, in attendance: We are working on character building at the club There was a Biddy Basketball Camp held on October 15, 3011 The “Heart of Community is Service” poster contest is coming up.

Secretary Report: A change in October minutes in the ECC notes as to the number of parents that attended the Love

and Logic classes and the number of parents that attended that were court order. A motion was made by NancyBullock to approve the minutes with the correction and Tina Pierce seconded the motion. Vote on the motionwas taken and it passed unanimous.

Treasurer Report: The Treasurer report was reviewed. There was a question as to the correct Flex Fundamount as LeAnn Glover has a different total than what is presented on the report. LeAnn and Dixie Williamswill visit and rectify the amount.

Bekki has the shared release form finished. She will complete the brochure and slide show by Mondayand send to everyone to be edited. We will then go to The Guidance Center on Wednesday, Nov. 16th todo the trial run with the staff there. Everyone will need to bring individual information for theirprograms to leave.

Blockfest will be held in January, if not at the Atchison Elementary School, then at the Board ofEducation office. Diane is putting the blockfest event together and will be contacting others for staffvolunteers. Diane will notify everyone when a date is set.

The breastfeeding clinic has been doing well. There have been referrals from the hospital. Diane isneeded at the health department twice as much as she was in the past, due to the increase of interest.The breastfeeding clinic has increased the community partnerships and awareness of services within thecommunity as well as encouraging and increasing the length of time babies are breastfed. Diane saidshe would like to start a support group. KPATA has received a grant to provide support groups fordifferent regions, eventually leading to support groups in every community. Diane is going to introducethat pilot program for this region.

We received $4,200 from the Westerman Foundation grant for parenting classes next year. Janet andDiane will be working with Keystone about matching funds. They are going to get a financial statementfrom Keystone concerning the funds from our current grant.

Love and Logic concluded the fall session and 9 participants completed all 4 sessions. There were 4court ordered participants. Child care was provided on site at The Family Literacy Center. Elaine hasturned over the curriculum to Keystone. She is considering purchasing her own curriculum to use.There are other parenting options being considered for the area. Love and Logic will be offered in thespring for Atchison County and Atchison City.

We discussed where to go next for awareness. We discussed going back to Atchison Hospital andinviting other small agencies if they have people that would like to participate. We will go to AtchisonHospital in December and the Atchison County Health Dept. in January. We will find out what moneywe have to see if it is a possibility to provide snacks. Sherry will contact the Hospital to set up details.We will ask the Dream Team for minimal funds for snacks. Sherry thought it would be a good idea todo a pre-test and post test to see if our information is new to people we are presenting. Sherry willdevelop the test.

Diane and Camilla are sponsoring a support group for children that have allergies. If we know anyonethat could benefit from this group, they can come to the meeting November 17th at 6:30 at Board ofEducation Resource Room.

Next meeting will be December 14th at 9:00 at Board of Education Resource Room

Healthy Community’s Report:Karen Compton, Christina Wagner, and Elaine Scott attended the Public Forum held in Atchison. There

were approximately 40-50 community members in attendance. Some ideas generated include:community gardens; accessible and affordable public transportation, needing cohesive place for familiesto be active.

o The next Public Forum to be held:November 15, 2011 from 6:30 to 8:00 pm at The Effingham Blue Building

OLD BUSINESS: Date and Time of Meeting: Nancy Bullock presented the results of the e-mail poll on which date was

preferred; the 3rd Tuesday or the 3rd Thursday of the month. Discussion was held and Nancy Bullockmoved that the Dream Team meetings be held on the 3rd Tuesday, agency reports kept to 5 min or under,start at 3:30pm, and to begin in with the December meeting. Elaine Scott seconded the motion, vote onthe motion was taken, and it passed unanimously.

Elections of Officers for 2012: The slate of officers was presented by Sheila Boos. They are asfollows: Karen Compton- President; Christen Lacy, Vice President; Nancy Bullock – Secretary; TinaPierce - Treasurer. After discussion there were no other nominations. Shelia Boos made the motion toaccept slate of officers as presented and Greg Bevis seconded the motion. Vote on the motion was takenand it passed unanimously.

Bookkeeping Services: Karen Compton shared that she had spoken with the owner of Marie’sBookkeeping Service and he will most likely charge $30 a month. After discussion it was determinedto continue to research and that the process of obtaining a new bonded financial service provider willbe followed up by the new officers.

NEW BUSINESS:The Board of Directors for 2012- Discussion was held regarding the Board of Directors as Tina

Pierce had been a non-officer member and now she is an officer. Karen Compton, as President,appointed Christina Wagner and LeA’nn Glover as non-officer members. A proposal to make changesto the wording to include meetings can be held via phone conference/electronic. Nancy Bullock willdistribute this proposed change to the By-Laws by e-mail.

NON-AGENDA ITEMS:Recruitment of Members: Discussion was held regarding extending invitations to agencies that have

not been involved recently or new agencies. Those agencies noted include: YMCA; ABLE; RedCross; Salvation Army; Home Team; Benedictine College; Ministerial Alliance; and Project Concern.

Showing of Courageous: Three Atchison business men (Todd Caudle, Tim Newkirk, and Chad Ball)are working with the local theater to provide a showing of Courageous. Courageous is a movie aboutthe importance of Fathers in the family.

Thanksgiving Dinner: Home Team will be hosting a Thanksgiving Dinner at Project Concern. They

AGENCY REPORTS:

Achievement Services: Submitted by Nancy Bullock, in attendance: The Elks hosted the annual Halloween Dance, with karaoke, for the consumers of Achievement

Services. Benedictine students assisted with the dance and a good time was had y all.

Atchison Housing Authority: Submitted by Tina Pierce, in attendance:Sheryl Swendson, Director of AHA, attended a recent public forum with the Director of SRS at the local

SRS office. It was brought to the attention of the SRS Director that residents of public housing receiveutility allowances as part of their rent calculation and they are also qualifying for LIEAP. This is inessence receiving a double benefit. The SRS director said they would look into this.

There will be an increase in all Social Security recipient payments of 3.6% beginning January 1st, 2011.This however, will also include an increase in Medicare premiums.

Atchison SRS Office: Submitted by Gail Fox, by e-mail Kansas Medicaid Reform Plan Announced: Yesterday the Brownback administration announced the long-awaited plans to reform the Kansas

Medicaid program. A Request for Proposals (RFP) has been issued to select at least three managedcare companies to provide all Kansas Medicaid services. All three companies will operate statewide,and Medicaid beneficiaries will be able to choose a company to work with. The new Medicaidprogram will be called KanCare and is scheduled to go into effect in January 2013.

The plan is slated to save $853 million all funds over five years, and there will be no reductions ineligibility or provider rates. Currently only the HealthWave (Medicaid/CHIP) program operates in amanaged care environment in the state. The move to the KanCare program for Medicaid will meanall Medicaid services, including long-term care services. The managed care contractors will beencouraged to use established community organizations, such as hospitals, Community MentalHealth Centers, safety-net clinics, Centers for Independent Living, Area Agencies on Aging, andCommunity Developmental Disabilities Organizations.

As a part of the reform process, three state agencies will undergo additional reorganization. TheDepartment of Social and Rehabilitation Services (SRS) will be re-named the Department forChildren and Families and will add some family preservation and other services now in theDepartment of Health and Environment (KDHE) and the Juvenile Justice Authority (JJA). TheMedicaid Home and Community Based Services waivers and mental health program now in SRSwill move to the Department on Aging, and that agency will be re-named the Department for Agingand Human Services. Additional Medicaid fiscal and contractual management will be consolidatedwithin KDHE as well.

Boys and Girls Club: Submitted by Christina Wagner, in attendance:The Boys and Girls Club hosted a Halloween party with the help of the Benedictine College students:

100-120 people came including parents. The parents stayed and participated with their children. The B & G Club was awarded a grant from the Courtney Turner foundation. The B & G Club is working on Living Healthy and Character; next month there will be a Nutrition

Teacher come who will teach the children about healthy snacks and health fast food. They will also beincreasing organized exercise.

The Heart of Our Community is Service- Pictures of examples of community members providing aservice, were taken by the children and developed into a collage. This collage will be judged bycommunity members. 1st-4th graders are eligible to participate.

The kids and staff will be bell ringing for the Salvation Army, this year.

Guidance Center: Submitted by LeA’nn Glover, in attendance:Flex Fund- The current flexible funds balance in Atchison is $1347.22 or .16…. as of Nov. 10th, 2011.

These funds are used for families who have a severely emotionally disturbed child living within theirhome and there is a financial need. The applicant first must check at least 2 community resources and bedenied help before applying. These funds are available to anyone meeting the criteria in the AtchisonCommunity. Infant Toddler Program: Submitted by Sherry Domann, by email:Atchison City Infant-Toddler Program is serving twenty-four infants, toddlers and their families this

month. Three children exited this month and two new IFSPs are scheduled. There are seven newreferrals. Five children in the transition process.

The network Coordinators received a message from the state Coordinator yesterday. The Governor hasrecommended a change in the state lead agency for Infant-Toddler services from KDHE to SRS. A newagency named Children and Family Services would be created to house both agencies and includeadditional former and new agencies. The legislature will have sixty days to respond to the Governor’sproposal.

The next appointment available for developmental screening (Count Your Kid In) for children ages birthto five is December 9 at AES. This FREE screening includes assessment of skills in speech/language,thinking, fine and gross motor, social/emotional and self-help skills as well as vision and hearing. CallAES at 367-1161 to schedule-staff is available to make appointments for the screening.

was confusion as to when they were going to start as the flyers have one date and Camilla had a differentdate on her schedule. Camilla will check into this and let us know.

Early Childhood Committee Report: Submitted by Bekki Parsons, by e-mail ECC Meeting minutes December 14, 2011

Present: Janet Settich, Parents as Teachers; Bekki Parsons, Early Head Start; Elaine Scott, FamilyLiteracy Center; Kellie Galley, The Guidance Center. The Guidance Center presentation went well. We need to provide brochures and shared release

forms for the staff. We will wait to reschedule Health Department presentation until we areable to speak to staff there.

No information available for Blockfest. There is interest in having another training to havemore trainers available.

No update for the breastfeeding clinic is available at this time. Janet will write a thank you note to the foundation for our grant award. We discussed

doing the matching funds through Keystone. Janet would like until the next meeting to gathermore information before we make a decision. Bekki asked Keystone for accountability for thefunds that have been spent in the previous year. Nancy, from Keystone, is going to deposit thecheck into the bank until we make a decision.

We will not be planning the parent child exercise activities until we work out where the moneywill go. We will discuss this next month. Bekki will bring a copy of the grant so we can beginthe planning process.

We did approve a Love and Logic class located in Effingham in the spring. Elaine will be theinstructor for this course. We are going to ask Connie Pantle to find some child care providersfor us. We are still working on getting a date, due to needing to know the schedule of USD#377.

We would like to change the color of the front of the brochure from red. The picture is nice, butthe red is too bright. Bekki will work on toning the color of the brochure down or changing it.Janet would like it to say under Parents as Teachers to say they serve prenatal to 3.

The next meeting will be January 11, 2011 at 9:00 am at the Board of Education ResourceRoom.

Live Well, Live Atchison: Presented by Karen Compton: The forums are completed and the information obtained at these forums is being tabulated to

see where the most interest and needs are. A request will be made to Aggie Asher, AtchisonHospital, to present the finding to the Dream Team.

OLD BUSINESS: Bookkeeping: The Executive Committee will research the bookkeeping options and bring back

a proposal.

Addendum to the By-laws: It was suggested at a prior meeting that the by-laws be amendedto note that the Executive Committee can meet electronically or by phone. Sheila Boos madethe motion and Sherry Domann seconded the motion. After discussion, the motion was votedupon and was carried.

Thursday the 22nd.

Atchison County Health Department: Submitted by Karen Compton, in attendance: The Breastfeeding Room is prepared and ready for use. There is still T-Dap and Flu shots available at the Health Dept. The T-Dap is free to 2 caregivers to

a child under the age of 1 year old. The WIC and Family planning programs are going well.

Atchison Elementary School: John Neiderhiser, by e-mail: I have heard from Diane regarding parenting classes for our community. Janet and I are also going to be

working with David Meyers with 409 to determine which curriculum would be best suited for our needs.

Atchison Housing Authority: Submitted by Tina Pierce, in attendance: There are no open apartments through AHA.

Atchison SRS: Submitted by Gail Fox, by e-mail: Last Thursday Governor Brownback announced the resignation of Department of Social and Rehabilitation

Services Secretary Rob Siedleck effective December 31, 2011. Secretary Siedleck took a position with theState of Florida in order to be closer to his family. Chief of Staff, Jeff Kahrs will perform the Secretary’sfunctions in the interim. Note: there will be no significant changes. Regional realignment and programchanges will continue same time frame. The Governor will appoint a new Secretary late January, stay tune toadditional information!

Points of Interest for the 2012 LIEAP Season

LIEAP application processing has returned to SRS. The processing center will be housed in the KansasCity SRS service center, however ALL LIEAP mail will be delivered via regular mail to:

Applications will automatically be mailed to customers currently receiving food assistance and thosethat received LIEAP last year

Applications will be available online, at SRS service centers, and at helping agencies throughout theregion.
