Dear friends,

I truly wish I could wave a magic wand and comfort you all but this climate of fear and isolation is such a massive change to us all, I doubt any of us has yet to truly feel it’s implications. Be assured my prayers and pastoral support is with you. Don’t think twice before picking up the phone to contact me for a chat, to help in a practical way. I will do what I can to help. We haven’t had a ‘dispersed’ church since the days when Jesus himself walked this earth. Soon after his life on earth church buildings to gather for worship and pastoral support were built by the disciples copying the pattern of the Jewish syna-gogues of the day. Today as a dispersed church we are figuring out how to be church. If this restriction to isolate goes on, what will become of church buildings when they can’t afford their statutory upkeep including insurance, parish share and all? How will this virus refocus our society? Will the threat of this virus weaken or strengthen the Christian church? Will we become more or less community minded? As we see the empty shelves in our shops from panic buying we are certainly chal-lenged to pray more earnestly, “Give us today our daily bread”. This phrase re-minds us to ask for what we need and no more. I heard a lovely story recently. A farmer milked their cow, took what they needed and left the rest at their gate. Villagers helped themselves to what they needed and what was left had a culture added to it and yoghurt was made to share. The leftover yoghurt was blended for butter and that too was shared. Trust was re-quired for this system to work where no one took more than was necessary. To reach the point of trusting others not because they are trustworthy but to make them trustworthy is a real challenge. How do we untangle ourselves from the self-ish action of grabbing more than we need? We say we want a more simple lifestyle, but do we? Do we genuinely embrace a daily life without excess, do we seek con-tentment over richness and do we seek community over selfishness. Our three villages have community spirit in boatloads. People are offering their help in so many ways I think they are stars. In our hospitals I truly feel for the staff as they put themselves on the front line to help patients who arrive in great distress. They too are stars. We have much to be thankful for in this crisis. Rural Transport Report

Along with the many rural parish councils in Tees Valley, your Parish Council has been cam-paigning to get rural transport issues higher on the public agenda. Although it has taken time, it has not been in vain…Ben Houchen, Tees Valley Mayor listened, and took action! By now you will all be very aware that Elwick residents once again have access to the public transport network, with Tees-Flex, funded by the Mayor as a trial for three years. This on-demand service, for rural residents of Hartlepool only, will be provided by Stage-coach, using a fleet of three brand-new Mercedes 12-seater buses. (NB: East Cleveland and rural Stockton have a similar service). The service is available from 7.00am to 8.00pm 6 days a week. It will not run on Sundays or Bank Holidays. It is intended to allow you link into other transport services, such as bus or rail to out of town areas, such as Newcastle or Mid-dlesbrough, or even Seaton or the Headland! If you think you might like to use the bus, you will first need to create an account; this is easy especially if you have access to the internet via a computer or smart-phone ([email protected]). There is an ‘app’ you can download, but don’t worry if you don’t have a smart-phone, you can use a landline to call the service free to register and also to book a journey (0330 678 1545). You can register a credit or debit card or pay using PayPal – if you are entitled to concessionary fares (such as a senior citizen bus pass) then you just tell them, and there is no charge! Please remember though that concessions may only travel free after 9.30am. Fares will never exceed £6 for a return journey; it’s only £1.50 adult return for up to 2 miles, £3.00 for up to 5 miles, £4.50 for up to 10 miles and then £6.00 for over 10 miles; under 19s travel half price. When you book your journey, you will be told exactly when you will be picked up and where, and how much it will cost. You can book a journey from one of the primary destinations (Dalton Piercy, Elwick, Hart or Wynyard) to any of the secondary destinations and back again later! For example, you could book to go to the hospital for a 10.00am appointment, expecting to return home at 11.00am, so you book accordingly, up to three days in advance or even up to an hour before your jour-ney. On the day, the bus picks you up from the nearest ‘virtual’ bus stop - and takes you di-rectly to your destination without any detours. Unfortunately, the doctor is running late, so you ring up/use your app, to cancel the original return trip and book a better time. There are currently a limited number of secondary destinations (Transport Interchange, Mari-time Avenue/Marina Way, Queen’s Meadow (connects to the 36 bus southbound), the hospi-tal, York Road and Victoria Road). I have already submitted a request for extra destinations to be added, such as the 3 major supermarkets, One Life Centre on Park Road and the cor-ner of Catcote Road/Elwick Road – this latter to allow access to secondary schools and 6th Form College. If you find that you cannot access a destination within the borough that others may also want to access, then please let me know; whenever there is sufficient demand, I will forward this to the service managers. How about linking the villages? PLEASE do use the service:

to get to work, education/training, medical appointments, retail therapy or simply to meet up with friends for a coffee and catch up!

to save fuel, save the planet.

ELWICK LADIES FELLOWSHIP

Eleven members met at Margaret Self’s home for our March meeting. As

our AGM was overdue we begn by discussing business matters. Mary will

continue as leader of the group, Sylvia Sadler as reporter and Sylvia Jobson

as Treasurer. Members were asked to think of new subjects for future meet-

ings and possible venues for outings. We decided to give donations of £50

each to the Motor Neurone and Dementia Charities.

The subject for discussion this month was “dance”. A favourite poem about

dancing was read by Mary, then we talked of our own memories or experi-

ences of attending dances or dancing on other occasions. After this it was

time to relax with our customary tea and biscuits before closing with The

Grace.

Thank you Margaret for your kind hospitality.

Our next meeting was due to be held on Monday 6th April, 2.00pm at 6 Hill-

crest Grove but this may be cancelled.

Your Parish Council has sadly, in the light of Government advice today, made the de-

cision to cancel all parish council activities for the foreseeable future. This includes

Parish Council meetings. The work of the parish will continue, using electronic me-

dia, so please let me know of any issues you wish us to address, by contacting me at

You will have seen from the flyer we have already circulated around the village that

we are working to put together a system of support for any individual or family that

need to self-isolate. Wynyard Residents Association are doing the same for Wynyard

residents.

If you would be willing to volunteer to help a resident/family who need to self-

phone number. Volunteering might involve collecting prescriptions or food shopping,

for example, or simply just ringing them for a chat to alleviate their isolation!

Members were welcomed to the March meeting, minutes read and financial statement

given. We discussed the possibility of outings for the coming months but didn’t

make any definite arrangements because of the current situation with the Corona-

virus.

Our speaker for the evening was Mr Howard Leslie, a Nurseryman with his talk enti-

tled “Planting Plants etc”. He showed slides of some of his favourite plants and

flowers and gave us tips on how to get the “best” from our garden planting.

We only had two entries for our competition “a garden in a flan dish”, which was

won by Norma Pagdin with Sylvia Stockdale 2nd. The raffle was won by Sylvia

Jobson.

Report for February 2020

Your Parish Council Chairman and I attended the launch of

the new Tees Flex bus service, which we hope will change

the lives of many of our residents for the better. (see the

separate Rural Transport report).

We also both attended the latest Rural Crime Forum where we were made aware of a

FREE postcode-engraving service, for both resident and business. If you would like to

have your property engraved then simply let me know and I will arrange a village visit

by the police team. This is most useful for easily transported (stolen!) property such as

bicycles, garden furniture and tools, farm machinery and so forth.

The Hartlepool Rural Plan Group, of which your Parish Council is an active member, re-

cently made a presentation about the Rural Plan to HBC’s Planning Committee members

and officers, which was warmly greeted. The proof of the pudding though, is as they

say……we shall soon see whether they really mean to abide by it! NB: The Rural Plan

officially became part of the Local Plan in December 2018.

The Borough Council is to undertake a full investigation into the cause of the flooding on

Church Bank, probably in April. Please be aware this will require the road to be closed

for the period of the investigation. We have also requested the gully cleaners give 48-

hours’ notice of future visits; this will allow us to ask those residents who park on or near

gullies, especially around the village green, to park elsewhere overnight to allow the gul-

ly-cleaning vehicle access. We shall place traffic cones where necessary and ask you to

respect these. With luck, this may help to address the problem of flooding outside the

Spotted Cow and shop.

Our Wynyard-based Parish Councillors informed us that Wynyard Residents’ Association

has applied to HBC for Wynyard in Hartlepool to be ‘parished’. This makes complete

sense and is supported by your Parish Council, as we are two, very different communi-

ties. If, following consultation with all voters in the parish, this is agreed, it will not hap-

pen until May 2021. It will have a considerable negative impact on the Elwick precept

though, as currently over 70% of our income comes from Wynyard residents.

month.

The Elwick Annual Parish Meeting is to take place at 7.00pm, Thursday 23rd April at

Elwick WI Hall. As usual, we shall hear from our village organisations, the Social Activi-

ties Committee and Wynyard representatives. This is very much a social event, which also

provides voters with the opportunity to suggest new ideas or activities, and this year you

will be able to see our new Digital Mapping technology! Come and join us for coffee &

cake or wine & cheese or even all of these! This meeting has now been cancelled.

NEWS FROM HART APRIL 20

We are fortunate the sun is out the wind is warmer and we can see the new leaves and

blossom in the hedge rows. I can hear the young lambs in the fields of North Hart Farm

and bird song in the early morning. These are the beautiful sounds of spring.

Although the suspension of church services is a time of sadness we hope many will be

able to visit Hart church for a time of quiet prayer and reflection. See the news update.

I would like to thank our information “drop off service” who enabled the prayer book-

lets produced by the Revd Janet to be delivered so quickly.

Families in the 3@4 decided to raise money for The Brooke charity; this charity pro-

vides welfare support and advice on working animals in the 3 rd. world. They have

sent £60 to assist with this work.

We will continue to collect for the Leprosy mission when we can resume

Eyes and Ears in Hart Village

A new Neighbourhood Watch Scheme has been launched in the village by former

County Councillor John Riddle.

More than 90 members are now signed up to the NWS with most of the roads in the

village having a “road representative”. The scheme has the blessing of the Parish

Council, Revd. Janet and St. Mary Magdalene PCC.

Neighbourhood Watch stickers have appeared throughout the village and in a press re-

lease John Riddle said, “One of the aims of the scheme is to keep COWS out of the

village”. COWS is an acronym for “Criminals on Wheels” and the NWS hopes to cur-

tail the activities of those who come into the village via the A179 and engage in crimi-

nal and anti-social behaviour.

“When I read about the most recent problems with travelling burglars I felt a little re-

sponsible as I was your councillor and pushed through the Hart by-pass during my

term of office to take the heavy traffic out of the village. I suppose that for every plus

there is a minus” concluded John.

In addition to watching events John has also been successful recently in getting the

council to clean an overgrown pathway after complaints from a resident about the dif-

ficulty in wheeling a pushchair went unanswered.

Report for February and March 2020

Mr. John Riddle came to the February meeting to propose the setting

up of a Neighbourhood Watch Scheme for Hart village. Following his

presentation, in which he described the development of a similar

scheme at Bishop Cuthbert, Councillors agreed to support the idea. By

the time of the March meeting, the Scheme had recruited 95 households in Hart and the

private website was fully functioning. This can only be good news for all law-abiding

residents.

Progress on the Chare Wall repair has been very slow – it has proved almost impossible

to find anyone willing to fund the repair of a wall! It’s hard enough to find money for a

building, but a wall, on its own? Sorry! At last we have a possible breakthrough – no

promises, but at least a funder who hasn’t turned us down immediately! Now we can

make a formal application to the National Lottery Heritage Fund… fingers crossed! In

the meantime, we have become so worried about the state of the wall that we have

placed ‘Warning’ signs at each end. Do please be careful when using the Chare and

keep well away from the wall!

Dog fouling around the village is getting worse. Who are these irresponsible dog own-

ers who think it’s alright for their dog to use the pavements, or grass areas where chil-

dren play, as a toilet and then don’t bother to clean up the mess? Or the ones who clean

up the mess and then toss the bag into the hedge or over the wall instead of using the

bins provided or taking it home to dispose of? Please report anyone you see committing

such an offence, check your CCTV footage too – it’s anti-social behaviour and should

not be condoned.

The Annual Parish Meeting will take place at 7.00pm on Monday 20th April at Hart

Village Hall. This annual event will this year provide residents with an opportunity to

see the Digital Mapping technology. As well as hearing from local organisations, we

would like your thoughts on what we should be doing as a Parish Council. We’ll pro-

vide the coffee & cake, cheese & wine, we’d like you to come with suggestions for

what the Parish Council should be doing or for a Red Gap Community Fund applica-

tion!

We have been invited to hear the results of an inspection of the village by some of the

children at the school. We look forward to hearing what they have to say!

NEWS FROM DALTON PIERCY PARISH COUNCIL - APRIL

Coronavirus: You should have already received a flyer

through your door, but please know that the Parish Council is a

point of contact if you need help in any way. Villagers have already phoned the Clerk to

volunteer to shop, run errands etc., so please don’t hesitate to let us know. We can also put

you in touch with other services you may need. Contact numbers below. Please look out

for one another.

Broadband: After raising ANOTHER complaint with BT/ Openreach the response

has been that even though fibre is now in our village and will be available for the new de-

velopment, BT has NO PLANS to connect the rest of the village. DPPC are appalled at

this. We would like your help to fight for our case to get connectivity. Please, even if you

have registered already, register your interest for fibre broadband at: https://

www.openreach.com/fibre-broadband. DPPC has registered for the scheme called

‘Community Fibre Partnership’ If you, like us, feel strongly about this, write to our MP at:

[email protected] and let him know your thoughts.

Village improvements: On a brighter note, several projects have been completed.

A village pump and stone trough, on the original site, has been installed. Although this is a

working pump the water supply to it has been capped. The well in the picnic area has had a

make-over with a smart wrought iron cover and a new reclaimed brick surround. The bog-

gy waterlogged area where the well drains has had its stone surround restored and a drain-

age system put in place. A very swish larger notice board replaces the old one and more

bird boxes erected in trees in College Close and at the pond.

Tree damage: The big old ash tree on the village green in the picnic area has been

damaged, having large branches sawn off (one left hanging). Unauthorized work on vil-

lage green trees is strictly forbidden. Please report to the Clerk any instances you see of

trees being vandalised. HBC’s Arboricultural Officer has been out to check the tree is still

stable as it leans towards the road. The matter has been reported to the Police.

Litter picking update: Subject to government restrictions we still plan to continue

with litter picking over the summer months. Third Saturday of the month, 10.00– 12.00,

all equipment provided, meet at the Village Hall.

Village Hall Land: Couple more meetings have taken place with HBC Leader of

Council, Shane Moore, Chair of the Village Hall Association, Cllr. Mike Patrick, and

DPPC Cllrs. Rezai and Ireland. We’re pleased to report these have been moving in a very

positive direction.

Parish Council Meetings: There will be no monthly Parish Council meetings for

the foreseeable future. Parish business will be conducted electronically for the time being.
