BANGLADESH City Region Development Project II Loan No. : 6010-BAN Project No. : 49329-001 Amount (US $ million) : 5 Executing Agency : Local Government Engineering Department Sector : Water and other urban infrastructure and services Sub Sector : Other urban services Responsible ADB Officer: Mingyuan Fan, South Asia Department, Urban Development and Water Division Status: ADB Board approved on 15 December 2016. Description: The City Region Development Project (CRDP) II will support priority infrastructure investment to stimulate urban development and economic growth in the selected city regions of Dhaka and Khulna to fill the urban infrastructure gap. In Dhaka city region, CRDP II will improve urban connectivity in line with the recommendations of the Dhaka Structure Plan. In Khulna city region, CRDP II will support drainage, and sewerage and solid waste management. Furthermore, CRDP II will support the development of a physical and spatial plan of Khulna city region, similar to the plan prepared for Dhaka region under CRDP I. It will support strengthening of RAJUK and Khulna Development Authority for developing climate resilient urban planning involving efficient land use, and road network. It will also support the strengthening of the coordination mechanisms of various agencies involved in delivering climate- and disaster-resilient, inclusive, and environmentally sensitive infrastructure and basic services in these two city regions. Business Opportunities

Consulting Services: An estimated 585 person-months of consulting services (90 person-months of international consultants and 495 person-months of national consultants) are required to: (i) facilitate PDA project management and implementation, (ii) strengthen institutional and operational capacity of the executing agency, (iii) carry out detailed design and construction supervision, including monitoring for safeguards compliance, and (iv) provide institutional and capacity development programs. Consulting firms will be engaged using the quality- and cost-based selection (QCBS) method with a standard quality:-cost ratio of 90:10 and full-technical proposal.

development; Decentralization Responsible ADB Officer: Sofia Shakil, East Asia Department, Urban and Social Sectors Division Status: ADB Board approved on 12 December 2016. Description: The proposed Asian Development Bank (ADB) assistance will be the first sovereign public-private partnerships (PPP)-related loan in the PRC that can potentially transform the delivery of social services by local governments. The PPP Demonstration Program (the program) will build capacity for developing, procuring, and managing transparent PPPs and finance a demonstration PPP for socially inclusive, efficient, and quality elderly care services (ECS) in one municipality (Yichang, Hubei). The program will serve as a demonstration for other local governments, and create more opportunities for ADB to finance inclusive and efficient service delivery in the PRC. Business Opportunities

Air Quality Improvement in the Greater Beijing–Tianjin–Hebei Region—China National Investment and Guaranty Corporation’s Green Financing Platform Project Loan No. : 3504-PRC Project No. : 50096-002 Amount (US $ million) : 810 Executing Agency : China National Investment and Guaranty Corporation Sector : Energy; Finance; Transport Sub Sector : Energy efficiency and conservation - Renewable energy generation -

biomass and waste - Renewable energy generation – solar; Small and medium enterprise finance and leasing; Urban public transport

Responsible ADB Officer: Lin Lu, East Asia Department, Energy Division Status: ADB Board approved on 12 December 2016. Description: The project will establish a dedicated green financing platform for this purpose which will overcome the three barriers mentioned above (limited commercial bank financing, lack of incentive structures, and the lack of strategy for pollution control). The proposed Green Financing Platform (GFP) will introduce innovative financial instruments, recommended in the recently issued Green Financing Guidelines by China Banking Regulatory Commission and NDRC, to mobilize private and social capital for green investments. The proposed financing facility will offer a variety of financial products, which may

include: (i) debt financing with limited recourse to fixed asset collateral; (ii) loss guarantee support to low-carbon development, energy saving, and environmental improvement projects for easier access to commercial bank financing; and (iii) mezzanine financing in the form of subordinate debt or preference share investments in promising SMEs, etc. This proposed project will also introduce international experience and bring advance technologies to the greater BTH region to help industries become low-carbon, low-emission and efficient green industries, thereby improving the air quality. FIJI Urban Water Supply and Wastewater Management Investment Program Project No. : 49001-002 Amount (US $ million) : 255 Executing Agency : Ministry of Economy Sector : Water and other urban infrastructure and services Sub Sector : Urban sewerage - Urban water supply Responsible ADB Officer: Jude Ernest Kohlhase, Pacific Department, Pacific Subregional Office in Suva Status: ADB Board approved on 9 December 2016. Description: The impact of the proposed investment program will ensure future growth in the greater Suva area (GSA) is sustainable and will improve public health. The outcome will be improved access to sustainable water supply and sewerage services in the GSA. The investment program has three outputs: Output 1: Supply and access to safe water in the GSA improved. The investment will expand water supply by 40,000 m3 per day by constructing a new supply intake on the Rewa River with associated water treatment plant, pumping station, reservoir, and transmission main to connect to the existing system. Reliable and sustainable long term operations and maintenance practices will be enhanced through a Design-Build-Operate (DBO) contracting arrangement. A catchment management plan will be developed to safeguard the water source and ensure long term sustainability. Non-revenue water (NRW) reduction will be achieved by improving leak detection and repairs; replacing meters; and establishing district metering areas and pressure management systems. Water Authority of Fiji (WAF) will supply 200 liters per capital per day to 315,947 persons by 2023, ensuring continuous supply to 98% of the GSA population. The climate change component of Output 1 will include adaptation measures for building the new Rewa river scheme specifically moving the facility from 29 km to 49 km from the river mouth to avoid future climate change impacts embodied in projected rising sea levels and potential migration of the salt water wedge up the river. Output 2: Wastewater treatment (WWT) and management capacity in the GSA increased. The wastewater network will be rehabilitated and expanded by: (i) upgrading 31 existing wastewater pumping stations; (ii) upgrading about 18 km of wastewater trunk mains to increase carrying capacity; (iii) relining 13 km of wastewater trunk mains; and (iv) extending the wastewater network to service an additional 15% of households (approximately 4,500 existing lots in backlog areas) currently using septic tanks. Additionally, the WWT capacity at Kinoya will be expanded by 164% to cover approximately 277,000 person equivalent to treat wastewater from current and future households. By improving the network and expanding the WWT capacity, WAF will ensure that 60% of households in the GSA will have access to a reticulated sewage collection system by 2023. The remaining households with individual septic units will be catered by a fecal sludge management system. Output 3: WAF management and sustainable service delivery capacity improved. Program management and capacity development support will be provided to: (i) support WAF in the implementation of water demand management, NRW reduction and the national liquid trade waste management programs; (ii) support the Department of Environment (DOE) developing the environmental regulatory framework for treated municipal wastewater discharge, sludge treatment and disposal practices and standards, and associated monitoring and enforcement; (iii) complete the corporatization of WAF; (iv) formulate water safety plans to protect the quantity and quality of water at all source intakes; (v) improve financial management; (vi) promote gender equity; and (vii) study alternatives to reduce the long term energy consumption of the existing urban WWT system.

Description: The Regional Urban Development Project aims to improve livability and urban services in the municipalities of Attariya, Bhimdatta, Biratnagar, Birgunj, Dhangadhi, Jhalari-Pipaladi, Nepalgunj and Siddharthanagar in the Terai Region of Nepal through planning, infrastructure investments, and institutional strengthening. The eight cities have high population growth rates, are severely lacking investment, and are experiencing a high level of environmental degradation. The project is also in line with ADB s Nepal Country Partnership Strategy (2013-2017), which supports the government s development objective of accelerated, sustainable, and inclusive economic growth, and with the Asian Development Bank’s (ADB) water and urban operational plans. Description: The Tranche 3 will continue from Tranches 1 and 2, to establish a sustainable civil aviation network to support the economic growth of the country. Tranche 3 will further strengthen and sustain the operations of National Airports Cooperation (NAC), PNG Air Services Limited (PNG ASL), and Civil Aviation Safety Authority of PNG (CASAPNG). The national airports have low level of compliance with safety and security standards, creating risks of accidents and illegal movements of people and goods. The air-side runway pavements, terminal buildings and utilities are in poor condition. Tranche 3 will improve and upgrade nine national airports including pavement strengthening, runway extensions, security fencing, apron extensions, fire stations, traffic control tower and terminal buildings. In addition, runway lights at seven airports, runway security fencing at three other airports and new market sheds will be constructed for women to promote local artifacts. Business Opportunities

Advance actions for the recruitment of consulting firm will include preparation of detailed Terms of Reference (TOR), preparation of Request for Proposals (RFP), upon approval of ADB (Submission 0) advertisement for expressions of interest (EOI), evaluation of EOIs and shortlisting (Submission 1). Upon loan effectiveness, RFPs will be issued to shortlisted firms. For recruitment of individual consultants for project start-up, model resource school and STEM, the CPMU will prepare detailed TORs and advertise for EOIs. The EOIs will be evaluated and then submitted to ADB for approval. Upon approval of ADB, contract negotiations with the first ranked candidates will be carried out and the contracts will be signed immediately after loan effectiveness. Contracts for goods valued at less than $100,000 will be procured following shopping procedures. Procurement through NCB will follow the government's Law on Procurement No. 43/2013/QH13 dated November 26, 2013 ( Law on Procurement ) and Decree No. 63/2014/ND-CP dated June 26, 2014 (collectively, National Procurement Laws ) subject to the modifications described in the NCB Annex attached to the Procurement Plan. Procurement of goods and services following ICB, NCB and shopping procedures will be carried out by the CPMU with support and assistance from consultants from the program implementation consulting firm. All ICB contracts will require ADB prior approval. The first contract under NCB, and shopping procedures will be subject to ADB prior approval but subsequent contracts of similar nature will be subject to ADB post approval. Prior and post review thresholds are included in the procurement plan in Section D below.

Before the start of any procurement, ADB and the government will review the public procurement laws of the central and state governments to ensure consistency with ADB's Procurement Guidelines (2015, as amended from time to time).

An 18-month procurement plan indicating threshold and review procedures, goods, works, and consulting service contract packages and national competitive bidding guidelines is in Section C.

The program will require assistance from international and national consultants during implementation. Approximately 77 person-months of international consultants and 166 person-months of national consultants are required. Program implementation will require the services of international and domestic advisers to help set up the financial management system, manage procurement, develop staff, and coordinate consultants' inputs. Program implementation will also require specialists input in education, human resources policies; STEM; vocational education: health; financial management; and accountability as well as large scale assessment. Submitting Expressions of Interest Consultant selection for technical assistance grants are based on the consultant’s prior Expression of Interest (EOI). A good EOI should reflect the firm's experience and expertise in relation to the ADB project being pursued. It is important for a U.S. firm to emphasize this, or similar project experience in the country or in a similar geographic area rather than state a general profile of its consulting activities. When submitting an EOI, the project name should exactly match the one listed in this report to avoid confusion. Each project requires a separate EOI. An EOI should be submitted on-line through the ADB website at https://uxdmz06.adb.org/OA_HTML/adb/adbpos/jsp/ADBCMSLogin.jsp.

The ADB consultants registration system has been revised into a new and integrated system called Consultant Management System (CMS) for both consulting firms and individuals.
