Annual charges shall be due and payable on January 1, 2013 and shall be deemed delinquent if not paid by March 31, 2013. The District shall withhold delivery of water from any tract of land until the charges for the current year and any prior year(s), including interest, lien and collection costs and fees, are paid in full. Any charge not paid in full when due shall accrue interest at the statutory rate of 1 1/3 percent per month until paid dating back to January 1, 2013.

Requests for assessment payment extensions can be made at the District office on or before March 15, 2013. If approved, customers can make 4 equal monthly installment payments beginning on March 31st, interest free while also having water delivered.

Assessment payment extension stipulations:

The Secretary of the District shall cause a late payment notice to be mailed to each parcel for which delinquent charges are owed. Said notice shall be provided and mailed to landowner on or after June 1, 2013 advising the landowner that an administrative fee of $150 will be added to the unpaid balance if not paid by June 30, 2013.

For each account remaining delinquent and unpaid as of August 31, 2013 a second notice will be mailed to each parcel for which delinquent charges are owed. Said notice shall be provided on or after September 1, 2013. The land owner will be advised that the unpaid charges are accruing interest and that a Notice of Claim of Lien for any unpaid and accrued charges will be prepared and recorded if all charges are not paid by September 30, 2013.

For each account remaining delinquent and unpaid as of October 1, 2013, the Secretary shall refer to the District’s legal counsel to prepare and record in the County Clerk’s office, a Notice of Claim of Lien for the amount of the unpaid charges, the delinquent charge, the administrative fee, cost of preparing, recording and releasing said Lien and any legal fees.

On October 1, 2013 for each account remaining delinquent and unpaid from September 30, 2012, the Secretary of the District shall refer to the District’s legal counsel for collection, including foreclosure as provided by law, each lien that remains unpaid.

If you have questions or concerns about your assessment, you may present them to the Board of Directors for changes or relief at the Board of Equalization on January 8, 2013, at 3:00 pm at 19604 Buck Canyon Road in Bend. For further information contact (541) 382-7664.

1. A $50.00 set-up fee payable to the District must be submitted with a signed payment extension agreement in the office by March 15, 2013.

2. Under no circumstances will payment extension requests be accepted after this date.

3. Payments are payable in equal installments over 4 months: 1st payment – March 31, 2013; 2nd payment – April 30, 2013; 3rd payment May 31,2013;

4. If customer fails to comply with any of these terms, the customer’s water will be shut off and interest will accrue on the unpaid balance at the statutory rate of

4th payment – June 30, 2013. Payments must be in the office by the due date without exception.

1 1/3 percent per month until paid from January 1, 2013. Water will not be turned back on until paid in full.
