INTERNATIONAL STUDENTS – 2017

TUITION FEES

ANNUAL TUITION FEE $15,300

The tuition fee covers all course fees and the majority of text books which are on loan for the period of study.

ACCOMMODATION FEES

BOARDING FEE (38 WEEKS) $13,350

+Homestay Accommodation as required (Homestay accommodation will be organised for exeat weekends and school holiday periods. Homestay accommodation is charged to the student’s disbursements account at NZ$40 per night.)

ENROLMENT DEPOSIT $1,000

Refundable if all accounts have been paid at the end of the student’s time with us.

ADMINISTRATION & PASTORAL CARE $1,250

TOTAL PAYABLE ON ENROLMENT NZ$30,900.00

UNIFORM AND STATIONERY

All uniform and stationery will be purchased upon arrival and charged to the Disbursement Account. Average cost for full uniform is $1000-$1200.

EXTERNAL EXAMINATION FEES

Examination Fees of NZ$385 will be invoiced with annual fees or on enrolment for students in Year 11, 12 & 13

MISCELLANOUS CHARGES

Boys in boarding provide their own duvet & duvet cover. The College can purchase these for International students and charge it to their disbursements account (approximately $120 for duvet & cover). Students will be charged for class trips, club activities, specialised music tuition, etc, on a case by case basis. This will vary depending on the subjects taken and the extracurricular activities undertaken by the student. All additional expenses will be charged back to the student's parents by way of a monthly DISBURSEMENT ACCOUNT. This account will contain itemised details of all charges made and is payable within 14 days of issue. Overdue accounts will be subject to an additional interest charge. Please see 'Terms and Conditions of Enrolment' for further information.

UNIFORM COSTS FOR NEW STUDENTS $1,700

This is the estimated cost of new uniform. The uniform may be sold back to the College when the student leaves.

EXTERNAL EXAMINATION FEES (YE ARS 11 – 13) $385

External examination fees will be charged with annual fees on enrolment for students in Years 11 to 13.

INSURANCE $580

The College can arrange medical insurance, as required under NZ law, at a cost of approximately $580 per annum.

INCIDENTAL COSTS $2,000 to $3,000

Incidental costs vary from student to student but typically these will range between $2,000 and $3,000.

PAYMENT TERMS - FEES

Fee invoices are sent to parents in October for the following school year. It is recommended that fees are paid by the middle of November to allow time for the processing of visas and other documentation. Payment is required before an Offer of a Place for International Student form can be completed. International fees should be paid directly into the following bank account, referencing the student’s name.

PAYMENT TERMS - DISBURSEMENTS

Additional costs are recovered from parents by means of a disbursement account. This account will itemise details of all charges and should be paid to the College by the 20th of the month following invoice. There are various means by which payment may be made: By Credit Card – you should contact the school office to provide card details Electronic payment may be made directly to the College’s bank account, referencing the student’s name. Students can open a local bank account to enable the College accounts to be paid on a regular basis. Parents can deposit a lump sum with the College at the beginning of the year, to cover disbursements during the year. This should be in the order of $5,000 to $8,000 depending on the student’s year level. If you have any further queries regarding fees and other charges please contact the College.

RATHKEALE COLLEGE INTERNATIONAL STUDENTS REFUND POLICY

This policy is based on Section 4B (7) of the Education Amendment (No. 4) Act 1991. “(7) Where at any time a foreign student withdraws from a subject, course, or programme at a state school, the Board may

refund to the person who paid the fees (in respect of the student’s enrolment in the subject, course of programme) the amount of fees referred in subsection (1) of this section (or the sum of any instalments paid in respect of those fees) any amount it thinks appropriate not exceeding the extent (if any) by which the amount paid exceeds the sum of the following amounts.

(a) The Board’s best estimate of the costs to the Board (including the appropriate proportion of the Board’s

administrative and other general costs and the appropriate proportion of any initial or start-up costs of the subject, course, or programme for one student up to the time.

(b) An amount that is in the Board’s opinion an appropriate reflection of the use made by one student receiving tuition in the subject, course or programme of the Board’s capital facilities.

(c) The appropriate proportion of the amount (if any) prescribed under section 4D of this Act for a student receiving tuition at a state school in the subject, course or programme.

(d) All other fees (if any) prescribed by the board.” In order to be eligible for any refund the student must apply in writing to the Board of Trustees, setting out the special circumstances of the claim. In arriving at their decision the Board of Trustees will take into consideration the special circumstances of the withdrawing student and:

i. costs already incurred by the Board ii. the salaries of the teachers and support staff and any other components of the fee already committed for the

duration of the course iii. an amount which covers the use of the facilities and resources to date of withdrawal iv. any refund of the foreign student’s fee, from the government

TUITION FEES –

1 If the enrolment is cancelled prior to arrival in New Zealand full tuition fees will be refunded less an administration fee of

$NZ500. 2 If the student withdraws within seven days after the first day of the course for which attendance of students at the school

is required full tuition fees will be refunded less an administration fee of $NZ500. 3 If the student withdraws following the initial seven day period no refund will be made except in the case of: a) return home because of student’s serious illness b) return home because of death or serious illness of a close member of the student’s family. In these cases under New Zealand law the school must retain an amount to cover costs already incurred. The balance will

be returned. Medical evidence must be provided. 4 All refunds will be made to the person who paid the fees in the country of origin: a) Parents/guardian of the student b) Agent/representative of the student 5 No refunds will be made for students who are asked to leave the school because of misbehaviour, poor attendance or

violation of the school rules. 6 No refunds will be made for students who are asked to leave the school because of breach of the New Zealand law. 7 No refunds will be made for students who wish to transfer to another school for whatever reason. 8 No refunds will be made for students who return home for any reason other than the student’s serious illness or death or

serious illness of a close family member. 9 No refunds will be made to students who acquire Permanent Residence after having commenced their studies.

will be notified in writing and are final.

FEES PROTECTION POLICY -

1 Rathkeale College’s Board of Trustees guarantees to keep sufficient funds in reserve to ensure a refund of the unused

portion of fees, should the school be unable to continue an International Student’s programme.

Rathkeale College agrees to abide by both the: 1) Consumer Guarantees Act Under the Consumer Guarantees Act Rathkeale College will ensure that the delivery of its services to International Students

will be –

Carried out with reasonable care and skill.

Fit for the purpose for which they are required.

Completed within a reasonable time.

Reasonably priced.

Of such a nature and quality that they can reasonably be expected to achieve any particular result made known to the student.

2) Fair Trading Act In accordance with the The Fair Trading Act Rathkeale College will not –

Mislead students, or engage in behaviour that is likely to mislead students, about educational services, including over the nature, characteristics, suitability for a purpose, or quantity of educational services.

Make any false or misleading representations to students about educational services. This includes (amongst other things) falsely representing that services are – - of a particular kind, standard, quality or quantity. - supplied by a particular person or by any person of a particular trade, qualification or skill. - sponsored, approved, endorsed or affiliated. - offered at a particular price. - needed for a particular purpose.
