• The service providers’ SMS cannot effectively perform either in a regulatory vacuum, or in an exclusively compliance-oriented environment
• In such environments, service providers will only implement and demonstrate, and the State authorities will only assess, the tokens of an SMS

ICAO ANNEX 13 - 5.24.1ENTITLEMENT OF ACCREDITED REPRESENTATIVESAdvisers5.24 A State entitled to appoint an accredited representative shall also be entitled to appoint one or more advisers to assist the accredited representative in the investigation.
5.24.1 Advisers assisting accredited representatives shall be permitted, under the accredited representatives’ supervision, to participate in the investigation to the extent necessary to enable the accredited representatives to make their participation effective.
