PRESIDENT’S REPORT

Another interesting cricket year!

one of the distinct highlights being the marketing success of the inaugural pink ball test in Adelaide...a great

spectacle, highlighted by a phenomenon I saw as a domination of ball over the bat in each of the final daily

sessions...something, test cricket batsmen are not at all used to!

the Adelaide Strikers and S.A. Redbacks both performed admirably before succumbing at late hurdles...overall,

some very encouraging results for our state!

Adelaide Turf Cricket Association (ATCA) once again provided excellent community cricket opportunities in a

variety of competitions. Participation numbers were sound, standards very good and development remained

strong.

Once again, the issues confronting the Executive Officer and Board of Management (BOM) were numerous. Most were attended to routinely, but much of the season was unfortunately marred as a result of poor player behaviour issues by a select few. Unfortunately, some of these issues subsequently escalated further, harming other players, teams, competitions and indeed, the ongoing integrity of the game. It was most disappointing and the players involved, desperately need to change their games! Congratulations to all of the Grade Premier teams. Many results proved very exciting. Also, a big well done to all trophy winners, champion players, player Life Members, player representatives, those selected in the ATCA Team of the Year and to Spirit of Cricket Award winners, Reynella. We know these achievements do not just happen and ATCA readily recognises your superior levels of performance. Do you know what it means to be a Life Member of ATCA? Well, Board Chairman, Ron Barber has just found out, having been recently nominated and approved as a Life Member. For many years, Ron's contribution to ATCA has been most significant and his quality of service has been appreciated by all. The SAMCA Cup offers the opportunity to play in cricket representative teams against other metropolitan cricket associations. As in other years, ATCA participated in all of the Junior and Senior programs, producing some excellent results. Congratulations to all representatives. Junior cricket programs were once again, very well supported by clubs and players. Participation and ongoing development are major goals and the future of cricket in South Australia looks to be in very good hands. Thank you to the efforts of the Adelaide Turf Cricket Umpires and Scorers Association. The contribution has again been significant as we continue to see a striving for excellence of performance. The efforts of your members are truly appreciated.

To finish off, I would like to acknowledge and thank the participation of Club Administrators. Your task can be thankless, but be assured that worthwhile contributions are appreciated by all, even if they are not always acknowledged to the extent of the commitment. Successful clubs just do not happen...they are invariably a result of good management, healthy finances and strong player commitment. Best wishes to all in the coming season. Bob Wigley President, ATCA

CHAIRMAN’S REPORT

The Adelaide Turf Cricket Association (ATCA) enjoyed a very successful 2015/16 season. Thank you to all players, officials and members of the ATCA for your contributions and support throughout the past year. Once again, the fixtures were again interrupted by the weather in both the senior and junior competitions. Conditions for the Grand Finals were excellent, which resulted in some very good cricket being played. My congratulations to all winning teams in both the senior and junior grades. The Twenty/20 competition was again well supported and successful. The final was to be played under lights at the Adelaide Oval in conjunction with the SACA Volunteer Recognition Day and the SAMCA Twenty/20 finals. Unfortunately, the ATCA Grand Final between PAOC and Modbury was washed out shortly after play commenced. It was decided to replay this match at the Modbury Oval. In a very exciting finish, PAOC defeated Modbury, after having to play a ‘Super Over’. Association teams again participated in the SAMCA competitions. Congratulations to the U/15 North and U/21 teams who were successful. Unfortunately, the senior team was defeated by the Adelaide Suburban Cricket Association. Thank you to all coaches, players and officials who took part in this SAMCA series. The Association remains in a sound financial position. Rising costs are still a great concern, and the Board of Management are endeavouring to ease the burden on clubs. The Board is disappointed with the number of serious issues that have come before the Compliance Panel and Tribunal. As I have previously stated, there is no place in our Association for bad sportsmanship and I again appeal to all players/clubs to play the game in accordance with the Spirit of Cricket. The ATCA and the Adelaide Turf Umpires and Scorers Association continue to enjoy a very good working relationship and thank you to the President, Doug French and the Executive Committee for their support throughout the season. The Annual Presentation night was held at the Arkaba Hotel on 16 March 2016 and again was a sell-out. The evening was a great success and my thanks go to all who organised the evening. The Association Patron, The Lord Mayor of the City of Adelaide, The Right Honourable Martin Haese and the Lady Mayoress, Mrs Haese, attended. It was a great privilege to be presented my Life Membership of the ATCA by the Lord Mayor. Thank you to the Master of Ceremonies, Wayne Phillips, who ensured the evening proceeded smoothly. Congratulations to all award winners for season 2015/16! A very successful Junior Presentation Night was held at the Northgate Community and Sports Club Gepps Cross, on 22 March 2016. My thanks to all players, coaches, team managers and most importantly parents, for the time you have given to make this competition successful. Jack Coppins from the Golden Grove CC, was the winner of the Bill Alchin Memorial award for the U/17 Player of the Year. My thanks to David Heyzer, Raj Singh and the Northgate Community and Sports Club for ensuring an enjoyable evening. The ATCA continues to have a very good relationship with SACA, SAMCA and other Community Cricket Associations. Thank you to our Executive Officer, David Heyzer for this, and his proficient administration of Adelaide Turf. Thanks also to our Admin Assistant, Larraine Markesinis for her contributions this season. My sincere thanks to the President, Bob Wigley, Vice President, Jeff Emmel and all Board members for your valuable contributions and support. We will continue to promote both senior and junior cricket, while encouraging new clubs, players, officials and volunteers to become involved in the Adelaide Turf Cricket Association. I wish you all a successful 2016-17 season. Ron Barber Chairman

EXECUTIVE OFFICER’S REPORT

I submit for consideration the 2016 Adelaide Turf Cricket Association’s Annual Report, which summarises the season. My role as Executive Officer continues to throw up challenging situations which can test one’s commitment to this role. However I am pleased to find my role as the Executive Officer continues to be a rewarding one.

A total of 48 Clubs participated, fielding 166 senior teams and 48 junior teams. The Association continues to have a thriving Twenty/20 competition with 68 teams participating. The task of producing the yearly fixtures proves to be a perplexing task each year but this year more than normal had its additional challenges. It is somewhat disappointing that 4 teams were withdrawn at late notice which saw 3 of the two day competitions fielding a bye, which is frustrating to clubs and the Association. I would appeal to clubs when considering team nominations to appreciate the enormity of the task of preparing the fixtures, without exaggeration in excess of 400 hours over a 10 week period is required to extract an acceptable outcome.

The Association continues to have a strong Board of Management consisting of 11 dedicated people that continue to support me in the advancement of the Association. I would like to thank Mr Ron Barber, Chairman, Mr Bob Wigley, President, Mr Peter Smith, Treasurer and Mr Jeff Emmel, Vice President for their continued guidance on the direction the Association is taking

As in past seasons the most unpleasant duties of the Executive Officer is dealing with players and clubs that continue to breach the ATCA Code of Conduct resulting in a record number of suspensions handed down this season, I must thank our volunteers who presided over these often complex and challenging matters. The ATCA remains committed to the game of cricket being played within the Spirit of the Game. My thanks go to Greg Gade and his Compliance Committee for their assistance in this area.

The management of umpires for the second year came under the direction of SACA. My thanks go out to Neil Poulton and Sarah Fry in what proved to be a challenging and sometimes thankless task.

I would like to acknowledge the support the ATCA has received from the South Australian Cricket Association. The two Associations have formed an excellent working relationship and I look forward to continuing to build a stronger link between both Associations. I would particularly like to thank SACA Cricket Operations Manager, Mr Shane Bernhardt and his team for their guidance throughout the season.

The season saw some great cricket played with the highlight of the season taking place at Lindblom Park hosting the A1 Premier Grade Grand-Final with Pooraka defeating PAOC. Congratulations to the Pooraka Cricket Club PAOC capped off a good season by winning the City Holden Division 1 Twenty/20 competition.

Congratulations to all other teams in all Senior and Junior grades who have been recognised with premierships.

The Annual Senior Presentation night was once again held at the Arkaba Hotel with 302 people attending with some of the major award winners being:

Jeff Emmel Spirit of Cricket Award – Reynella Cricket Club

A1 Player of the Year – Mark Hanson– Pooraka Cricket Club

A.T.C.A. Club of the Year – Reynella Cricket Club

Club Secretary of the Year – Rob Stewart – Marion Cricket Club Congratulations must go to all other award winners recognised on the night.

The performance of teams representing the association in the various SAMCA Cup competitions over the summer was outstanding and my personal thanks go out to the senior coach Steve Sykes, U/21 coach Gordon Smith and U/15 coaches Ari Karvelas, Muditha Maduwantha and Daniel Farrugia. The ATCA were successful in the U21 and U/15 Competitions but unfortunately lost the senior grand-final to Adelaide Suburban Cricket Association. Congratulations to the ASCA

Sponsorship was on par to last year. This support allows the Association to reduce the burden on clubs. The ATCA is grateful to its sponsor partners Kookaburra Sports, Greg Chappell Cricket Centre and City Holden for their continued support. I trust that clubs appreciate and support our sponsors.

I also acknowledge the quality administrative assistance I received from Larraine Markesinis, her performance often extends beyond the scope of her duty statement and for that I am most grateful.

On a sad note the Association lost two Life Members in Gerry Goulter and Charlie Britton and former Board of Management member in Cliff Lark, these 3 gentlemen contributed many years of dedicated service to the Association and on behalf of the Association offer our deepest sympathy to the families.

In closing, I thank all the club officials for their contributions to cricket. I particularly thank the secretaries for their efforts and I look forward to working with clubs again in season 2016/17. Thanks to all club personnel and Board Members that form the various ATCA sub-committees; your efforts are truly appreciated. David Heyzer Executive Officer

UMPIRE DIRECTOR’S REPORT

It is with my pleasure that I present my report on umpiring for season 2015/16. The pre-season commenced with our annual umpiring launch which was held at the Adelaide Convention Centre. The evening was well attended by ATCA umpires who made up around one third of the 110 in attendance. In the following weeks law study nights were held at Adelaide Oval with umpires working through questions and scenarios within their panels, led by their umpire coach. Pre-season concluded with a full day seminar at Adelaide Oval for all umpires on Saturday 19 September and Sunday 20 September was attended by panel 1 umpires only. The seminar included presentations from Steve Davis, Daryl Harper, Cricket Australia’s Technical Officials Manager, Sean Easy along with sessions on fitness, nutrition and psychology. This season SACA made 5,100 individual umpire appointments to over 90 grades of competition, utilising 274 umpires in the metropolitan area. For ATCA there was an increase in appointments overall compared to the previous seasons. From 1082 in 2013/14 season to 1453 in 2014/15 SACA was able to further grow umpiring service to ATCA by enlarging that number again to 1556 in 2015/16. Twenty One new umpires were introduced into the ATCA ranks, half of who began umpiring in ATCA junior competitions as the second umpire with some then progressing to umpire in the senior competition. ATCA Panel 1 umpires attended regular training with their SACA counterparts and 2 ATCA umpires also trained with the SACA Umpire Development squad. There were also 6 ATCA umpires who officiated in the Under 16 Country Cup, 6 ATCA umpires participated In the Under 12 Statewide Cup, 1 umpire was involved in the Australian Country Cricket Championships held in Mount Gambier, Under 14 Junior Premier League and the Blind Cricket International series held in Adelaide. These appointments only being possible though ATCA’s strong umpiring partnership with the SACA. Overall aggressive targets were met to recruit and train new umpires, building the base for metropolitan cricket. SACA achieved its strategic goal of 176 new accredited umpires throughout South Australia, 65 of which were new umpires to senior metropolitan cricket. There were 13 new representative umpires and over 600 participants attended 28 umpire training sessions. The performance of all umpires across ATCA was continually measured throughout the season from team captains and umpire coaches. The result was pleasing with a satisfaction rating which exceeded any previous years. Congratulations to all umpires who achieved milestones during the season and thank you for you continued support. SACA will continue its progression to grow umpiring across the state, nurture umpires through the pathway and support those with higher aspirations. Neil Poulton SACA Umpiring and Coaching Development Manager.

COMPLIANCE REPORT I preface this report with the following statement which comes about as a direct consequence of a disturbing trend which is emerging especially in the LO Grades over the last few seasons. Cricket is a sport for everyone it has the capacity to transcend cultural differences and promote inclusion, it has long played an important cultural role in Australia. Cricket Australia’s vision is that the long term future of the game is dependent upon embracing all people irrespective of their age, gender, race religion or ability. The National Cricket Census in 2014-15 found that there were some 173,000 indigenous/multicultural participants playing the game. There would not be a club in the ATCA that does not have a diverse cross section of players from different cultural backgrounds. Over the last few seasons with the introduction of the predominantly Multicultural based cricket clubs into the association it’s has become obvious that the game is not immune from acts of discrimination, harassment and abuse, rather it has provided an environment which has lent itself to conduct that is inappropriate. The ATCA along with its clubs have an obligation to be at the forefront of promoting and reinforcing its expectations of all players regarding sportsmanship, attitudes and respect for opponents. In saying that this applies across the board, all clubs must accept that its players make mistakes when both playing the game and especially in the non-umpired grades when umpiring. Because a decision goes against your team it does not mean you automatically associate it with the oppositions culture or previous history, and the opposite applies when decisions are questioned that it’s associated vice versa. It could just mean they are not as knowledgeable as they thought and plain and simply bad umpires or heaven forbid have made an honest mistake. As well as that clubs need to instruct individuals who are undertaking such duties that they need to know their boundaries and not interfere or try to impose themselves into situations they have no jurisdiction over. Unfortunately too many times such occurrences created ill feelings amongst the teams and are then being built into a racist or discrimination issues. This is reflected in the increasing number of complaints as reflected in the Compliance report. In addition if all clubs want to earn respect and play on an equal footing they themselves need to respect the decisions of the association. We therefore all need to appreciate that the game of cricket has its origins in its numerous guilty pleasures, its test of nerve, skill and judgment, not in inappropriate on field conduct and the endless hours spent adjudicating on such reports. It needs to be seriously addressed and not paid lip service by clubs and one starting point is having a strong captain who sets the example as a leader and conciliator ,not a protagonist. From the Association’s view point the last thing we wish to do is be forced to adopt even harsher penalties on individuals with the resultant flow on effect to the team in the guise of match point penalties. As indicated above the compliance report (copy on website) does not make pleasant reading and the harsher penalties handed out along with the majority of reports emanating from the LO Grades are based on incidents that have clear racial overtones. In fact the report does not reflect the numerous numbers of complaints about the alleged bias shown by particular clubs in their interpretation of events that have transpired on the field. The matters recorded on the report show 35 matters requiring adjudication, of these twenty three (23) involved direct player reports which was a substantial increase from sixteen (16) the previous season and the most since the 2013/14 season twenty one (21). Of these the most severe penalty was a ban until 21/12/18, with only two matters referred to the Tribunal with both resulting in a reduced penalty. The CEP did this year hand out nine (9) reprimands with several also having a fine attached. There were the usual decisions involving the playing of unregistered players, although these numbers are on a steady decline and hopefully changes to the clearance and registration rules on MyCricket this season will make things easier for both players and clubs. The most challenging decision that the Compliance Committee had to deal with involved the MSCC club and the report of their Captain and the clubs subsequent refusal to play out the LO1 season in protest over sanctions handed down. The ATCA was faced with a very tough and challenging decision in the face of this outright defiance and after weighing up several options ultimately decided that the betterment of cricket and the need to not penalise the innocent meant the remaining MSCC teams were allowed to play out the remainder of the season. The original CEP decision was subject to a Tribunal hearing and I must thank the Tribunal members in particular the chairperson Mark Twiggs and Mark Wishart for undertaking this difficult task. I must also thank the SACA who offered their support and assistance throughout this process and another matter involving the MSCC and ICCSA club officials. In addition to thanking both Mark Twiggs and Mark Wishart, I also extend my thanks to Adam Crichton, Rajesh Singh, Don Von Einem, Jeff Emmel, Perry Brook and Anthony Crocker for giving their time in dealing with the numerous reports that have arisen this season. That just leaves me to thank the CEO David Heyzer who must open his email box every Monday morning after a Saturday round with trepidation knowing full well that a call to the Chairperson of Compliance is possibly in the wings, here’s hoping not this season. Greg Gade Chairperson
