Special Duties and Requirements: The individual filling this position will be assigned to the Lawrence or Haverhill Career Center as needed. Must have a valid drivers license is required and reliable transportation. May be required to work extended hours as needed. Detailed Statement of Duties and Responsibilities: Interviews customers by conducting an initial assessment to identify barriers and establish job readiness. Reviews with customers any services previously received at CAREER CENTER or other one-stop center as recorded in the Massachusetts One Stop Employment System (MOSES) in order to avoid unnecessary duplication. Refers customers to suitable job opportunities by reviewing customers' qualifications and matching them to job specifications. Uses computerized job match system and other tools to support this duty. Explains to customers CAREER CENTER and DCS programs, services, policies and procedures for accessing services, and customer rights and responsibilities. Assists customers in completion of all required documents. Assists in development of resumes, cover letters, and job applications one-to-one or through workshops. Case manages customers with barriers to employment and/or members of target groups. Guides appropriate customers in the development of an employment plan to eliminate job readiness barriers. Coordinates the sequence of services necessary to complete the employment plan and maintains frequent contact with customers until the customers are successfully re-employed or referred to other agencies for more suitable services such as Workforce Initiative Act (W.I.A.)Title I Training, Mass Rehab, Job Corps, and the like. Contacts customers by telephone and/or in writing to inform them of relevant job opportunities, to offer additional CAREER CENTER services, or to follow up on previous services. Maintains positive working relationships with employers to facilitate referrals. Contacts employers to solicit job openings, to job develop, or to schedule interviews for qualified candidates. Follows up with employer on applicant referrals using suitable tools like telephone, fax, letter, etc. Administers and scores aptitude tests, skills tests, and interest inventories to facilitate ongoing assessment of CAREER CENTER customers. Establishes and maintains effective working relationships with peers, supervisors, and CAREER CENTER partners. Actively participates in CAREER CENTER teams to improve quality of services to employers and job seekers. Contributes suggestions and ideas that create and promote a positive work culture.

Conducts career center orientation/seminars and/or unemployment insurance orientations. Participates in staff development and cross training opportunities that expand and support functional skills and promote professional growth. In accordance with DCS policies and standard operating procedures, accurately records full registration and all other data into the computerized Massachusetts One Stop Employment System. Performs other duties necessary to support customer service and insure the smooth daily operation of the Center.

Qualifications: Minimum Entrance Requirements: Applicants must have at least (A) two years of full time, or equivalent part-time, professional or paraprofessional experience in any of the following: (a) personnel interviewing, recruitment or job placement; (b) employment, vocational, educational, psychological, sociological, or rehabilitation counseling or guidance; (c) credit or claims adjustment interviewing; (d) job analysis or position classification work, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree from a recognized college or university may be substituted for one year of the required experience.* II. A Bachelor's or higher degree from a recognized college or university may be substituted for the required experience.* *Education towards such a degree will be prorated on the basis of the proportion of the requirements actually completed. Special Requirements: None. Preferred Qualifications: Demonstrated knowledge of principles and techniques of human service interviewing. Ability to assess customer's needs through interview, observation and examination of records and exercise discretion in handling confidential information. Ability to communicate effectively orally and in writing. Ability to understand, explain and implement policies and procedures, standards, guidelines, laws and regulations that govern Career Center and DCS activities. Demonstrated knowledge of principles and practices of conducting workshops. Proven ability to interact in a team environment and to establish and maintain harmonious working relationships with peers, supervisors, other agency representatives and customers. Working knowledge of MS Windows and Word. Proven ability to accurately and concisely record information and maintain the integrity of the computerized data base.
