INTRODUCTION

In compliance to the directives of the Hon'ble Supreme Court of India, the All India Institute of Medical Scienceswill conduct a competitive entrance examination on all-India basis for admission to 50% of the total numberof Ministry of Health & FW/MCI/DCI recognised/approved/permitted seats of Government Medical/ DentalColleges for various postgraduate courses (MD/MS/Diploma and MDS). The entrance examination will begoverned by the rules and regulations specified by the Government of India, Ministry of Health and FamilyWelfare.

(I) MD/MS/PG DIPLOMA COURSES

Duration of the courses :

MD/MS: Three years from the date of admission. Candidates are eligible for admission after completion ofcompulsory rotating internship.

Diploma : Two years from the date of admission after completion of compulsory rotating internship.

1. SCHEME OF ENTRANCE EXAMINATION-ALL INDIA QUOTA & PARTICIPATING STATESThe scheme for selection of candidates for admission to postgraduate medical courses for admission to 50%of total seats on all-India basis shall be applicable to all Medical/Dental Colleges/Institutions throughout thecountry and no Medical/Dental College/Institution shall hereafter conduct competitive entrance examinationof its own for these seats on all-India basis, except the States of Jammu & Kashmir and Andhra Pradesh whichhave been excluded by the Supreme Court from the purview of their judgements in this regard. Therefore,the students having passed their MBBS examination from any Institution in these two States shall not beeligible to participate in the All-India Competitive Entrance Examination for selection of candidates againstthese seats. However, the candidates who were nominated by the Government of India to do MBBSfrom Medical Colleges in Andhra Pradesh and Jammu & Kashmir shall be eligible to apply for admission,subject to submission of a bond on a Non-Judicial Stamp Paper of Rs. 10/- to this effect. A copy of thenomination letter must be attached with the bond.

2. ACTUAL NUMBER OF SEATS(i) The number of seats available for the year 2011 have not been communicated by all the colleges covered

under the Scheme till the time of publication of this Prospectus. The number of seats available in differentcolleges, with their subject-wise break-up, shall be displayed at the venue of Personal Appearance andon web-site (www.mohfw.nic.in) during the period of counselling by the Directorate General of HealthServices.

(ii) Stipends may vary from State to State and from Institution to Institution. Some seats may be non-stipendiary. Dte. Gen. Health Services shall not be responsible for the same.

3. CENTRES FOR EXAMINATION(a) Appendix I shows the list of cities where examination will be conducted. The candidate shall indicate

in the Scannable Application Form, the city where he/she would like to appear for the examination.

(b) The centre of examination once opted will not be changed and any request for such a change willnot be entertained. Therefore, candidates should indicate their choice of centre after due careand thought.

(c) The allotment of centre/city will be done by AIIMS and will be final and binding. This may not necessarilybe that of candidate's preference. The centre once allotted shall not be changed.

4. ELIGIBILITY CRITERIA(a) The candidate must be an Indian National.

(b) A candidate, who holds M.B.B.S. degree from a recognised medical college (Appendix-III) or a foreignmedical degree included in the Schedules to the Indian Medical Council Act, 1956 and who has obtained

full registration either from the Medical Council of India or any of the State Medical Councils aftercompleting compulsory rotating internship shall be eligible to take this examination.

(c) The candidates who have obtained their MBBS degree from the Medical Colleges which are notrecognized by Medical Council of India shall not be eligible.

(d) However, a candidate who, after passing the final qualifying examination (MBBS or the foreign medicaldegree recognised by MCI), is undergoing 12-month compulsory rotating internship/practical trainingand is likely to complete the same by 31st March, 2011 can take up this examination, but he/she shallnot be eligible for admission unless he/she has completed the compulsory rotating internship andobtained full registration on or before 31st March, 2011 or the candidate produces a certificate fromthe head of Institution that he/she will be completing internship by 31st March, 2011.

(e) No condonation of Compulsory Rotating Internship shall be accepted.

(f ) Those candidates who are undergoing 12-month Compulsory Rotating Internship and whose Internshipis likely to be completed on or before 31st March, 2011, shall have to submit a certificate from thePrincipal/Dean of the college regarding the likely date of completion of internship in the proformaprovided on the back side of Scannable Application Form, failing which their applications will besummarily rejected.

(g) The cut off dates for the recognition of the Medical Colleges and Dental Colleges, from where thecandidates have passed their MBBS/BDS Degree Course and completed compulsory rotatory Internshipfor the 2011 will be 31st October, 2010. The Colleges recognised after this date will not considered.

(h) Registration with M.C.I./D.C.I./State Medical Council/State Dental Council is necessary and itsdocumentary proof should be furnished at the time of counselling.

(i) Some of the Universities are having regulations that candidates who are already pursuing the PG Coursein their University or in another University are not eligible for admission till they complete the course.The candidate who are already pursuing PG Courses either through All India Quota or State Quota andare applying for a seat under All India Quota may confirm the eligibility conditions of that University inthis regard. Dte. Gen. Health Services shall not be responsible if such candidates are refused for admission.Such candidates may opt for the subject and the college at their own risk and cost.

5. INSTRUCTIONS FOR FILLING THE SCANNABLE APPLICATION FORM

i) (Fill in the Application Form from item No. 1 onwards. Columns for Batch No. and ApplicationForm No. are for office use only.)

ii) Fill in the Application Form in your own handwriting, clearly and legibly and in BLOCK LETTERS. Do notoverwrite. This form is to be processed on ICR scanner. Do not tear, spoil or otherwise disfigure thisform; it may lead to rejection of your application.

iii) Wherever choice has to be indicated by putting a tick mark (✓) take care to put the tick marks prominentlyand within the box ✓

iv) No document should be attached with Scannable Application form.v) Guidelines to fill in Columns 1 to 24 :

Col.1. Course: Indicate whether you are applying for MD/MS/PG DIPLOMA or MDS courses by putting atick mark (✓) in the appropriate box.

Col.2. Community : If you belong to a Scheduled Caste, tick (✓) in the box below "SC". If you belong toa Scheduled Tribe, tick (✓) in the box below "ST". If you belong to OBC and does not coveredunder creamy layer as per Central Govt. list, tick (✓) in the box below OBC. OBC certificate mustbe in the format as mentioned in Appendix-V. Col.17. Choice of Counselling : Write Code of City in the box under the col. choice for counselling Venue i.e.A1 for Delhi, B2 for Mumbai C3 for Kolkata & D4 for Chennai. Changes are not permitted.

Col.18,19 Write your Telephone number and Mobile No. if any, within the boxes.

Col.20. Name and Address : Write the name in the first line, full mailing address within the next fourlines and PIN Code in the boxes, clearly & legibly, in capital letters and within the space providedbecause the fascimile of the name and address written by you in this column will be printed onthe Admit Card. AIIMS will not be responsible for any delay in or non-receipt of Admit Card causedby failure on your part to scrupulously follow these instructions.

Col.21. Put full signatures in the space provided for this purpose. The signatures should be clear andstrictly within the box. Unsigned applications will be rejected.

Col.22. Affix firmly a recent clear passport size photograph (Black & White or coloured) with lightbackground in the space provided for the purpose as per "Instructions for Photographs" on theinner side of back cover of the Prospectus. The Photo should be pasted (not pinned or stapled).Application without photograph will be rejected.

6. METHOD OF SUBMISSION OF APPLICATION

(a) A candidate seeking admission to the Entrance Examination is required to send his/her application inthe prescribed form, given along with this Prospectus. Application submitted on a copy/photocopyof application form will be summarily rejected.

(b) Examination fee is included in the cost of Application Form-cum-Prospectus. The same is non-refundableand no correspondence in this regard will be entertained.

(c) The candidate should fill in the application form in his/her own handwriting clearly and legibly. Thedetailed instructions given in the Prospectus should be read carefully and followed scrupulously whilefilling in the Scannable Application Form.

(d) The candidate is required to go through the Prospectus carefully and acquaint himself/herself with allrequirements regarding filling in the application form.

(e) Each Application Form bears a unique number which a printed on the Prospectus and ScannableApplication Form. Candidates are directed to check the number and ensure that same number is printedon the Prospectus and the Application Form. In case of any discrepancy, it should be immediatelybrought to the notice of Examination Section of AIIMS. Complaints received after the last date forreceipt of applications will not be entertained. However, the serial number on the ScannableApplication Form will be considered as final number for correspondence purposes.

(f ) Furnishing of false information or suppression of material information in the Application Form willentail disqualification and shall render the candidate unfit for admission. If ineligibility is detected atany stage, the candidature/admission will be treated as cancelled and no further correspondence inthis regard will be entertained. Further, intimation in this regard will be sent to MCI/DCI/State MedicalCouncil/Dental Council, concerned Medical/Dental college for necessary action.

(g) Application form complete in all respects should be sent to Assistant Controller of Examinations, AllIndia Institute of Medical Sciences, Ansari Nagar, New Delhi-110 608 in the envelope providedwith Application Form by Speed Post or Regd. Post or deposited by hand at Examination Section,AIIMS so as to reach on or before the last date prescribed under 'AT A GLANCE' on the inner side of frontcover of the prospectus. Applications received after the prescribed last date will be rejected.

(h) Incomplete application forms will be rejected and no correspondence will be entertained by the Institutein this regard.

(i) It will be the responsibility of the candidate to ensure that correct address is filled in the ApplicationForm. The Institute shall not be responsible for any loss in transit or for incorrect address givenby the applicant in the Application Form.

(j) The candidates in employment may send their applications directly to AIIMS. Such candidates are requiredto sign the 'Undertaking' on page 2 of the Scannable Application form that they have informed the headof their Institution/Department in writing that they are applying for this examination and that in theevent of any communication from their Institution/Department withholding permission to their appearingin the Entrance Examination/admission to the course, their candidature/admission may be cancelled.

(k) No candidate should submit more than one application. However, if submission of another applicationbecomes necessary for any reason, the word "Duplicate" and Form No. of the earlier application shouldbe clearly mentioned in red ink on top of the second application. Failure to do so, may entail rejectionof both applications. Only one Admit Card will be issued to a candidate irrespective of the number ofapplication submitted.

(l) Since allotment of seats are made through personal appearance, candidates are not required to givetheir choice of subject and college at the time of submission of application form.

(m) Status of all the applications received will be available on AIIMS web site www.aiims.ac.in,www.aiims.edu and www.aiimsexams.org after 25-11-2010. Candidates are advised to check position

regarding receipt of their applications on the websites. If a candidate's application number is notavailable on the websites he/she may write to the Asstt. Controller of Examinations, A.I.I.M.S., NewDelhi alongwith the full particulars and proof of delivery of the application in AIIMS.

7. ADMIT CARDS

(a) A downloadable Admit Card will be hosted to all the eligible candidates on website www.aiims.eduand www.aiims.ac.in as well as www.aiimsexams.org w.e.f. 25th December, 2010. However, admit cardwill not be sent through Postal System.

(b) The Institute bears no responsibility for non-receipt of Admit Card due to loss in transit or on any otherground.

(c) No candidate will be allowed to enter the Examination Hall/Venue of allotment of seats by personalappearance without valid Admit Card in original.

(d) Candidates are advised to preserve the Admit Card till allotment of seat in College/Institute. DuplicateAdmit Card will not be issued after the examination.

8. CONDUCT OF EXAMINATION

(a) The examination will be conducted at various centres on Sunday, the 9th January, 2011 from10.00 A.M. to 1.30 P.M.

(b) Candidates should report at the allotted centre of examination at 8.30 A.M. No candidate will be allowedto enter the examination hall after 9.55 A.M.

Important : Candidates are advised NOT TO BRING their own PENS to the Examination Centre as it willbe provided by the Institute to each candidate before the commencement of the examination.

(c) No candidate should carry any textual material, printed or written, bits of papers or any other materialexcept the Admit Card (without envelope) inside the hall. If a candidate is found to be copying/conversing with other candidates/to have in his/her possession papers, notes or books, he/she shall bedisqualified from taking this Examination and the next one or two such Examinations according to thenature of offence and its intimation will be sent to the M.C.I./D.C.I./State M.C./D.C. and the concernedMedical/Dental College for necessary action.

(d) After distribution of Question booklet, candidates must immediately ensure that they have receivedquestion booklet of the correct course viz. MD/MS or MDS, as applied. Subsequent representation willnot be entertained.

(e) Candidates shall maintain silence and attend to their papers only. Any disturbance in the examinationhall shall be deemed as misbehaviour and the candidate shall forfeit the right to continue to write inthe examination. The decision of the Centre Superintendent shall be final and conclusive.

(f ) Do not carry cellular phones, pagers, calculators etc. while coming to Examination Centre; theseare strictly prohibited in the Examination Centre.

9. SCHEME OF EXAMINATION

(a) There will be one paper of 3½ hours duration containing 300 Multiple Choice Questions (MCQs)consisting of Pre-Clinical, Para-Clinical and Clinical subjects.

(b) The questions will be single response objective type. Each answer with correct response shall beawarded four marks. One mark will be deducted for each wrong response. Zero mark will be given forthe questions not answered. More than one answer indicated against a question will be deemed asincorrect response and will be negatively marked.

(c) The tentative number of questions from each subject will be as given below :-

Anatomy (15), Physiology (15), Biochemistry (15), Pharmacology (20), Pathology (25), Microbiology (20),Forensic Medicine (10) Social and Preventive Medicine (25), Medicine Dermatology and Venerelogy(37), Surgery, ENT, Orthopaedics & Anaesthesia (46), Paediatrics (15), Obstetrics and Gynaecology (20),Radiodiagonosis and Radiotherapy (12), Biophysics (5), Ophthalmology (10), Psychiatry (10).

(d) The examination will be conducted in English medium only.

10. DECLARATION OF RESULTS

(i) The result of successful candidates with their rank numbers is expected to be declared by the 15thFeb., 2011 and will be displayed on the notice board of Examination Section, AIIMS. It will be availableon the internet at www. aiims.ac.in and www.aiims.edu It will also be published in prominentnewspapers of the country.

(ii) The candidates who figure in the merit list will be intimated individually about their rank. However,please do not wait for the communication to be received by post. Postal delays may lead to yournon-appearance on the notified date & time and subsequently forteiture of your claim for a seat underAll India Quota.

(iii) A downloadable Duplicate Rank Letter will be hosted on website www.aiims.edu and www.aiims.ac.inas well as www.aiimsexams.org only two days before the commencement of counselling.

(iv) The Institute will not intimate the individual unsuccessful candidates regarding the result of entrancetest and no correspondence on this subject will be entertained. However, the marks of individualcandidate will be available on AIIMS website on completion of the admission process.

(v) There is no provision for rechecking/re-evaluation of the answer sheets and no query in this regardwill be entertained.

11. MERIT LIST

(a) The merit list will consist of number of candidates equal to number of seats available for allotment.Candidates securing less than 50% marks (40% in case of SC/ST/OBC and 45% in case of PH candidates)in the Entrance Examination will not be considered for admission and their names will not be includedin the merit list. A waiting list containing 40 percent of the merit list will also be declared from amongstthe successful candidates who have secured not less than 50 percent marks in the competitiveexamination (40% in case of SC/ST/OBC and 45% in case of PH candidates) As per the directions ofthe Hon'ble Supreme Court dated 31.1.2007 in Writ Petition (Civil) No(s) 138 of 2006 (Abhay Nath & Ors.Vs University of Delhi & Ors.) there is 15% reservation for SC candidates and 7.5% for ST candidates fromthe Academic year 2007 onwards in 50%. All India PG Quota Seats.

In Pursuance of the Hon'ble Supreme Court Order dated 10.04.2008 and according to detailedinstructions of the Ministry of Human Resource Development vide their O.M. No. 1-1/2005-UI A/847dated 20th April, 2008, Ministry of Health & FW has decided to implement OBC reservation in All IndiaQuota in phased manner on the pro-rata basis in respect of seats being contributed to the All IndiaQuota by the Central Education Institutions only from the academic year 2009. There is 3% horizontalreservation for Physically Challenged persons also (only for locomotory disabilities of lower limbsbetween 40% to 70% or as per the MCI guidelines in this regard) in 50% All India PG Quota seats.Detailed information in this regard is available on the website of the Ministry of Health & Family Welfare(www.mohfw.nic.in).

(b) In case of two or more candidates obtaining equal marks in the competitive entrance examination,their inter se merit will be determined in order of preference as under :-(i) Candidate scoring less negative marks.(ii) According to age, older will get preference over younger.

12. ALLOTMENT OF SEATS BY PERSONAL APPEARANCE (COUNSELLING)

(a) The allotment of seats shall be made to the candidates through personal appearance as per 3200 PointReservation Roster and they will be called in batches in the order of merit as per Time Schedule for 1stRound of Counselling. The "Time Schedule" for 1st Round of Counselling will be hosted on the websitei.e. www.mohfw.nic.in after declaration of the result. The 'Time Schedule' for 2nd Round of counsellingwill be also hosted later on at the said website after completion of 1st Round of Counselling. Thecounselling shall only be done according to the Category Rank (UR/SC/ST/PH) and not by theOverall Rank. No separate intimation regarding counselling (allotment by personal appearance) willbe sent. Therefore, all the successful candidates are directed to be in touch with the websites ofthe Ministry of Health & Family Welfare and All India Institutes of Medical Sciences till the date ofcompletion of the admission process for PG Cources, fixed by the 'Medical Council of India'.

SC/ST/PH candidates should report 3 counselling days in advance to their scheduled date ofcounselling at their concerned counselling venue but not before the date of commencing ofcounselling i.e. first day of counselling. Those who have reported in advance may or may not get theseat alloted on the same day. If they do not get the seats alloted on the same day, they will be allotedthe seats on the following day or dates or as mentioned in the schedule. Hence, they should maketheir own arrangements atleast for 2-3 days stay nearby their concerned counselling city/centre.

There may be chances that because of more absentees in the unreserved category, some of thereserved category candidates may have to come even on the next day of their counselling datementioned in the Prospectus. If SC and ST candidate fails to report in advance he/she will bemarked absent and will not be considered for the counselling even on the specified date asmentioned in the counselling schedule. There may be a possibility that on the last day of 1st roundof counselling SC & ST candidates may not be available. In this situation, 3200 Reservation Roster cannot be filled, as a result Dte. Gen. Health Services will not be able to allot the seats even to UR categorycandidates. These UR candidates will be considered for allotment of seats in the 2nd round ofcounselling at their rank.

(b) The candidate appearing for allotment by personal appearance should bring the following documentsin original along with an attested copy of the documents :-

(i) Admit Card issued by AIIMS.

(ii) Rank letter issued by AIIMS.

(iii) Mark Sheets of MBBS/BDS 1st, 2nd and 3rd Professional Examinations.

(iv) MBBS/BDS Degree Certificate.

(v) Internship Completion Certificate/Certificate from the Head of Institution or College that thecandidate will be completing the Internship by 31st March, 2011.

(vi) Permanent/Provisional Registration Certificate issued by MCI or DCI/State Medical or DentalCouncil.

(vii) High School/Higher Secondary Certificate/Birth Certificate in proof of date of birth.

(viii) The Candidate should also bring the following certificate, if applicable :

(a) SC/ST Certificate issued by the competent authority and should be in English or Hindi inlanguage. Sub caste should be clearly mentioned in the certificate.

(b) OBC certificate issued by the competent authority. The sub-caste should tally with the CentralList of OBC. The OBC candidates should not belong to Creamy Layer. The OBC certificate mustbe in the format as mentioned in Appendix V.

(c) Orthopedic Physical Disability Certificate issued from a duly constituted and authorized MedicalBoards. (Please see Para 14 for details) . No other PH certificate, issued by any otherAuthorities/Hospital will be entertained. The Locomotor Disability Certificate must bein the format as mentioned in Appendix VI.

Note:Provisional certificate of MBBS/BDS Degree is permissible for those candidates who had passedthe MBBS/BDS course in the year 2010 only.

Candidates without original certificates/documents shall not be allowed to participate in thecounselling at all. Candidates who have deposited their original documents with the Institutes/Colleges/Universities and come for counselling with a certificate stating that "their originalcertificates are deposited with the Institute/Colleges/University" will not be allowed to participatein counselling.

(c) The number of seats for allotment, as intimated by respective college/Institute, shall be displayed atthe counselling venues and will be updated on day to day basis. Information in this regard may also beavailable on Ministry of Health & F.W.'s website www.mohfw.nic.in.

(d) The candidates will have the right to choose any one of the available seats at his/her rank and the samewill be allotted to them. However, some of the seats earmarked for OBC candidates only and in theNEIGRIHMS, Shillong there is no reservation for SC/ST/OBC as NEIGRIHMS, Shillong is declared as Centreof Excellence by the 'Central Education Institutions (Reservation in Admission) Act, 2006'.

(e) In case of dire-emergency (i.e. Hospital admission/Accident/Mis-happening) if the candidate is unableto appear in person on the notified date for personal appearance, he/she can send his/her authorizedrepresentative with an undertaking, authority-letter for allotment (performas for the said undertakingand authority letter are given at Appendix VII to IX) alongwith requisite original documents and themedical-certificate isssued by the Government Hospital only. The allotment made to the authorizedrepresentative shall be binding on the candidate. Only Blood relative/spouce shall represent as anauthorised representative for candidate.Authentic proof/certificate of his/her hospitalization/mis-happening from the Govt. Hospital onlyshould also bring along with the Original ducument. Original allotment letter will be issued tothe authorized representative only after when he/she will come along with the candidate. Nocertificate will be entertained from private hospitals.

(f ) The mere fact that a candidate has appeared for allotment on a notified date does not mean that theallotment will be made to him/her, as the same shall depend upon the availability of a seat at his/herrank and the choices exercised by the candidates.

(g) Allotment letter will be issued on the same day of counselling after the conclusion of the particularsession itself to the candidate only.

(h) Stipends/fee structure/course duration/bond amount/rendering of service in rual/tribal area/otherconditionalities etc. may vary from State to State and Institute to Institute. Some seats may be approvedbut not yet recognised by MCI or non-stipendiary. The allotment made through counselling on personalappearance will be firm and final as per Hon'ble Supreme Court's guidelines. Therefore, the candidatesshould well examine these points before opting a seat at a medical college. The Directorate General ofHealth Services (Dte. GHS) shall neither be responsible nor shall entertain any case on above groundsincluding the law and order problems, if any.Note : With regard to Delhi, placement of candidates will be made by the Dean, Faculty of Medical

Sciences, University of Delhi to various Medical Colleges & Hospitals except PGIMER, Dr. RMLHospital and VMMC & S.J. Hospital, which are under GGSIP University situated in Delhi as perCollege/Hospital wise allotment made by Directorate General of Health Services.

(i) There shall be two rounds of allotment by personal appearance :(a) First round of allotment from 23/02/2011 to 17/03/2011 covering ranks from 1 to last rank of

merit list and(b) Second round of allotment is likely to be held from 22/04/2011 onwards.(c) In the second round of allotment the candidates who had been alloted a seat in the 1st round

and had joined the allotted college will be permitted for change of college/course in order ofmerit. The candidates who were absent or rejected or not joined or resigned after joining theseat allotted in the 1st round of counselling will not be eligible to participate in the 2nd round ofcounselling. The following candidates will be ELIGIBLE for consideration :-(i) The candidates who have been allotted seats in the first round of allotment and have joined

the allotted colleges may come for reallocation in the 2nd round of counselling, if interested.They must bring their Undertaking Form (Appendix-IX) with them for reallocation dulysigned by the Principal/Dean of the allotted college at the time of 2nd round of counselling.

(ii) Application duly forwarded by any person other than Dean/Principal will be summarilyrejected. In case of officiating Dean/Principal, the applications should be countersigned bythe Head of the Administration of the Institution.

(iii) The candidate who comes for re-allocation has to complete the above formalities failingwhich he/she shall not be considered for re-allocation. On re-allocation, the allotmentmade earlier shall stand automatically cancelled with immediate effect and thecandidate shall have no claim whatsoever on the earlier allotment. In case he/she doesnot opt for re-allocation due to any reason, his/her original seat will not be disturbed.

(iv) Candidates for re-allocation must bring the undertaking form for re-allocation, admissionslip and admission fee receipts in original as a proof of admission to the earlier allottedcollege along with a photocopy of Admit Card duly attested by a Gazetted Officer.

(v) No candidate will surrender his/her previous allotted seat without opting the new seat duringthe 2nd Round of counselling. Such candidate should surrender his/her seat in the college.

(j) Each candidate shall be given 15 days time or the time as mentioned in the allotment letter, issued tohim/her on the date of personal appearance, to join the allotted college and course. There is no provisionof extension of joining date under any circumstances. The allotment made will be firm and final.Change of subject/college from one place to another is not permitted. Therefore, request for the samewould not be entertained by the Directorate General of Health Services after the allotment.

(k) The candidates, who do not appear on notified date or who reject the available seat at their rank orwho do not join the college by the last date of joining mentioned in the allotment letter, shall forfeitthe claim for a seat under All India Quota. All the seats remaining vacant after the allotment of 2ndround of counselling or falling vacant thereafter, shall be deemed to have been surrendered back tothe respective States.

Candidates who have taken admission in the allotted college must join their courses on the notified date.If they fail to join on or before the notified date they shall forfeit the claim for a seat under 50% All IndiaQuota 2011.

(l) Candidates who have been admitted must join their courses on the date to be notified after admission.If they do not join, they shall forfeit all their claims for a seat, under All India Quota 2011.

(m) If any candidate, after joining, discontinues the PG course, or his/her admission is cancelled by theInstitution for any reason, he/she shall forfeit the claim for a seat under the All India Quota 2011.

(n) While reporting for admission, please carry all the relevant certificates/documents in original. Theseoriginal documents may be kept with the Institution till completion of the course.

(o) In the matter of allocation/admission of candidates to respective Medical College/Institution, thedecision of the Directorate General of Health Services shall be final.

(p) All disputes pertaining to conduct of examination by the AIIMS and allocation of seats in varioussubjects and colleges by the Directorate General of Health Services shall fall within the jurisdictionof Delhi only.

(q) No oral enquiry would be entertained by the Directorate. Candidates are requested to communicate inwriting. They must take special care to indicate their rank number, roll number, name and postal addressin their letters. They should also sign the same.

(r) Canvassing directly or indirectly for the allotment of seats or adjustments thereafter would disqualifythe candidate for admission on the basis of this examination. Influencing the staff by unfair meanswould lead to serious consequences for all concerned. The candidates or their relatives visiting NirmanBhavan, New Delhi for seeking change of the allotment would face disqualification, since such visitswould be treated as trespassing.

(s) The Directorate is not obliged to enter into any correspondence with the candidate, unless it isconsidered necessary.

13. COUNSELLING VENUES :

From the year 2009 Directorate General of Health Services has decided to hold muti-city counselling bypersonal appearance through Video-conferencing tentatively from the following centres with the maincounselling venue at CHEB Building, opposite Mata Sundri College for Woman, Kotla Road (Near ITO),New Delhi-110002.

1. All India Institute of Hygine & Public Health, 110, C.R. Avenue, Kolkata, West Bengal.

2. National Institute of Sidha, Tambraram Santorium, Chennai, Tamil Nadu.

3. All India Institute of Physical Medicine and Rehabilitation, Haji Ali, K. Khadye Marg, Mahalaxmi, Mumbai.

Therefore, candidates are requested to indicate their counselling venue at the appropriate place of theapplication form. Counselling will be strictly done at the venue as opted by the candidate in his/her applicationform. No change in the venue of counselling will be allowed under any circumstances.

14. GUIDELINES FOR PH CANDIDATES

The qualified locomotor disabled candidates should get themselves certified at one of the under mentionedDisability Assessment Boards, constituted at the four metro-cities, before their scheduled date of counselling:

The Locomotor Disabled (LD) candidates are required to bring their treatment papers related to their disability,including the investigation reports, at the time of reporting to the above mentioned designated institute tosuch disability certificate.

15. IMPERSONATION

If during the counselling, it is found that candidates appearing in the Counselling indulged in any case ofimpersonation i.e. not matching the photograph/signature/documents of the candidates etc. he/she will behanded over to the Police and the cases will be dealt as per the Indian Penal Code in this matter and ifrequired, the cases will be handed over to CBI for further investigation.

Such candidates will be debarred permanently from taking All India Pre-Medical/Pre-Dental EntranceExamination in future.

(II) MDS COURSES

The general principles as enunciated for postgraduate medical courses (MD/MS) in Part (I) shall mutatismutandis apply for the competitive entrance examination for admission to postgraduate dental courses (MDS).

1. DURATION OF THE COURSE - 2 years

2. ELIGIBILITY CRITERIA

(a) The candidate must be an Indian National.

(b) A candidate who holds BDS degree from a Dental College recognised by the Dental Council of Indiaand who has obtained full registration either from the Dental Council of India or any of the StateDental Councils after passing the final BDS examination and has completed one year (12 months)Compulsory Rotating Internship in an approved/recognised Dental College shall be eligible.

(c) The condition of one year Compulsory Rotating Internship is not applicable to those candidate who hadpassed their final BDS Examination on or before 1988 and hold a BDS Degree from a Dental Collegerecognised by the Dental Council of India and have obtained full registration from Dental Council of India.

(d) No condonation of Internship of 12 months period shall be accepted.

3. COMPETITIVE ENTRANCE EXAMINATION

The syllabus for the competitive entrance examination for admission to the MDS courses shall be thatof BDS standard and shall cover all the subjects taught during the BDS course. There will be only onepaper of 3 hours duration (10.00 A.M. to 01.00 P.M.) containing 200 MCQs. The approximate distributionis as under :

General and Oral Human Anatomy, General Human Physiology and Biochemistry, DentalMaterial, General and Oral Pathology and Microbiology, General and Dental Pharmacoloy 100 MCQsand Therapeutics, General Medicine, General Surgery, Preventive and Community Medicine

Prosthodontics and Crown & Bridge, Conservative Dentistry including Endodontics,Pedodontics, Oral Surgery, Periodontics, Orthodontics, Oral Medicine (Oral Diagnosis) 100 MCQsand Radiology.

4. This Scheme shall be applicable to the dental college included in Appendix X. These dental collegesshall not hereafter conduct competitive entrance examination of their own for these MDS seats onAll-India basis.

1. One recent clear passport size Black & White or Coloured photograph with lightbackground is required. Polaroid photograph is NOT acceptable.

2. Photograph MUST be snapped on or after 01-09-2010.

3. Photograph must be taken with name of candidate (as in application) and date of takingphotograph.

Example :

Important : (i) The photograph must be snapped with a placard indicating name ofcandidate and date of taking photograph. In case name and date are writtenon the photograph after taking it, the application will be rejected.

(ii) The name and date on the photograph must be clear and legible.

4. Photograph should not have cap, or goggles. Spectacles are allowed.

5. One photograph should be pasted (NOT stapled) on Scannable Application Form.

6. The photograph on the Scannable Application Form is NOT to be attested.

7. Applications not complying with these instructions or with unclear photograph will berejected.

8. Keep a few identical photograph in reserve for use at the time of Entrance Examination/Admission/Counselling.
