2013 NATIONAL ART PORTFOLIO DAY

All Seniors who attended the eventThursday, November 14th, 2013, marked theannual Sage Portfolio Day at Sage College inAlbany NY. Averill Park High School’s mostdedicated art students eagerly await thisshowcase for multiple reasons. Artdepartment representatives from many of thebest art schools in the country venture tothis event with intentions of finding strong

candidates for their highly regardedprograms. The professionals evaluating workprovide the young artists with great criticismand advice. Some students are approached with scholarshipopportunities and even acceptance offers.At this year’s Portfolio Day, twenty-one of Averill Park’s aspiringartists chose to have their portfolios reviewed. These portfolioscontain a sampling of each student’s best work and allow thereviewers to easily get a feel for the individual’s style andpersonality. While some lugged heavy canvases and large scaledrawings, others carried snapshots of their best sculpturesand ceramic pieces or photo series’. The girls from Averill Parkwere not the only ones being reviewed. It was amazing to seethe various techniques and creative thoughts of students fromother school districts. New ideas inspired new approaches andproject ideas.The amount of time and dedication involved in the creation ofeach individual piece of artwork is unbelievable. Years of hardwork and self exposure were placed in front of professionaljudges. This can be a scary process, but almost always ends ina large confidence boost. Artists from Hartwick College,Syracuse University, The College of St. Rose, SUNY Schools,and various others provided these reviews. As previouslymentioned, all of our students were well received by thesehigh-end institutions. Among them, Junior, Sarah Malenfant,received positive feedback on her delicate and highly realisticgraphite drawings from the College of Saint Rose, and evendiscussed acceptance with them. Senior, Hannah Akots,presented her photography and also talked about acceptancewith a terrific school: The New Hampshire Institute of Art.While these students received well-deserved offers regardinghigher education, many others were presented with exceptionaladvice to improve the content of their portfolios. An artist fromSUNY Purchase gave Senior, Belle Morizio, useful feedback. Hecomplimented her composition and gave her some things towork on, as well as career ideas. Regardless of what adviceand critiques were given to our students, each one left PortfolioDay feeling confident and eager to get back into making theirartwork.The art program in the Averill Park School District is exceptional.The artists imparting knowledge on our students are professionaland extremely effective in their teaching. They assure everystudent is well-prepared for the college experience. The amazingfeedback received at Sage Portfolio Day reinforces the successof our program and inspires us to keep on making art.

MARTIN DINAN PROMOTED TO COLONEL

Wynantskill resident Martin “Marty” Dinan, a veteran of threewars and a civilian police officer, has been promoted to Colonelin the New York Army National Guard.Dinan, who earned a commission in the Army Reserve throughthe ROTC program in 1986, is currently serving as thecommander of the 53rd Digital Liaison Detachment, a smallunit based at the historic Park Avenue Armory in New YorkCity.Dinan served in the Persian Gulf War of 1991 as a member ofthe Army’s 11th Armored Cavalry Regiment, he deployed toIraq in 2004/2005 with the Troy-based 42nd Infantry Division,and went to Afghanistan in 2011 as an advisor to the DistrictChief of Police and the District governor in Panjwai District,Kandahar, Afghanistan.Dinan’s military career includes service in the Active Army, theArmy Reserve and the Army National Guard. He has served asa tank platoon leader, tank company executive officer, cavalrysquadron support operations officer, squadron adjutant,headquarters company commander, assistant operationsofficer, and division headquarters company commandant,transportation officer and resource management officer. Healso served a Joint Force Headquarters as head of the exerciseand evaluations section.He served as commander of the Auburn-based 102nd MilitaryPolice Company from 2007 to 2010. The unit had elementslocated across upstate New York.Dinan responded to the Sept. 11, 2001 attacks in New YorkCity and also served in the New York National Guard responseto a North Country ice storm and tornado in Mechanicville inthe 1990s.His awards include two awards of the Bronze Star, the CombatAction Badge, the Meritorious Service Medal, the ArmyCommendation Medal, the Army Achievement Medal, the IraqCampaign Medal, the Afghanistan Campaign Medal, the KuwaitLiberation Medal. The Southwest Asia Serve Ribbon, theValorous Unit Citation, the Meritorious Unit Citation, theHumanitarian Service Medal and the Parachutist Badge.

VACCINATION CLINICSRensselaer County Executive Kathleen M.Jimino has announced the 2014 scheduleof the County’s Rabies Vaccination Clinics.The clinics aim to prevent human exposureto the potential ly deadly disease byimmunizing domestic animals and pets thatcould potentially carry the disease.“These vaccination clinics for your pets arean excellent step in protecting your family from exposure tothis deadly disease. I encourage all pet owners to takeadvantage of these rabies clinics and the educational informationavailable from our County Health Department on rabies, aswell as a host of other health related issues,” said CountyExecutive Jimino.During the upcoming clinics, Rensselaer County Department ofHealth staff will provide the appropriate rabies vaccination andbooster shots as mandated by the New York State Departmentof Health to cats, ferrets and dogs. Owners are asked topresent their pets’ most recent immunization certificate, and allpets must be secured either in a carrier or on a leash. As legislative representatives of District 3, including the towns

of Brunswick, Pittstown and Schaghticoke, we are happy to

provide our constituents with a report on actions taken at the

December 10, 2013 legislative meeting and other meetings

during the month.

At a special meeting December 2, legislators adopted the 2014

county budget. The budget is the third consecutive budget to

be under the state tax cap, meaning the county is one of a

select group that have complied with the tax cap each year the

tax cap has been in place. The budget also maintains important

county services and maintains the solid financial position and

bond ratings the county has earned in recent years.

Members of the legislative majority supported the budget after

working with the County Executive to lower the amount of the

property tax increase to under one percent, and to increase

savings in county government. The budget is the latest to

include a reduction in legislative spending. Legislators also

reached an agreement with the Executive to begin an effort to

county roads and bridges in 2014.

At the December 10 legislative meeting, legislators approved

shared services agreements with several municipalities for ice

and snow removal. These shared services agreements have

reduced costs for taxpayers and maintained services to help

keep roads safe during winter.

During the meeting, legislators approved a resolution seeking

to prevent the state from using the county seal and name and

likeness of county elected officials, including the County Clerk,

in enforcing the NY SAFE Act. Rensselaer County is among the

first counties to adopt this resolution, just as the county was

among the first to oppose the NY SAFE Act. We have received

requests from neighboring counties for copies of our resolu-

tion, and expect other counties to also adopt similar resolu-

tions, along with the other counties in the process of adopting

the resolution.

We also adopted a resolution mourning the passing of Robert

Reiter, who served as county Veteran Service Agency director

and died this fall after a long illness.

THE ASSESSMENT OF FIBER OPTIC CABLELetter to the Editor: The next time you are out for a drive takesome notice of the utility lines and poles that run along thehighway and notice the poles and wires that cross the roadand run along private property. They look pretty much thesame, but they are assessed differently. The utilities that areon the public right of way are valued by the New York StateOffice of Real Property Services and are known as SpecialFranchise. The utility lines on the private property are valuedby your local assessor.A recent Appellate Court decision removed the assessment offiber optic cable from the section of the assessment roll managedby your local assessor but left the assessment on the SpecialFranchise section.The Rensselaer County Assessors’ Association which iscomprised of your local Assessors, cannot fathom the logic inremoving the value on the property located on the privateland and keeping the value on the public roads. We argue thatthe value should be left on both the public and the private landas it has been since the early 1980’s when fiber optic technologywas first used as a medium to transmit voice and datacommunications.We wish to bring this matter to the attention of our residentsbecause when a property becomes exempt from taxation, inthis case because the value was removed by the Court’sdecision, the tax burden falls on everyone else. Throughoutour County this loss of value is estimated in the millions. The Town of Brunswick HighwayDepartment will begin curbside collectionof Christmas Trees on January 6th. Thecollection will begin on one side of Townand proceed across the entire Town. Thiswill be repeated as manpower, equipment

and weather permit. The collection program will end on January31st. Residents should place their Christmas trees on the edgeof their property adjacent to the roadway edge or curb, treesneed to be free or ornaments, plastic bags, metals and anyother contaminates. The following are highlights of the December 10, 2013 regularmeeting of the Rensselaer County Legislature:Requests Review of Changes – Acting in the best interests of theresidents of Rensselaer County, the Legislature passed a resolutionrequesting review of changes to the Federal Flood InsuranceProgram. The Federal Emergency Management Agency is currentlyimplementing a flood insurance reform passed by Congress in 2012that phases out insurance subsidies, and property owners to pay agreater share for flood insurance. The Legislature believes the newreform will cause hardship to property owners, restrain sales andincreases in flood insurance.Opposes Resolution – In support of the democratic process andthe laws of New York State, the Minority Office voted in oppositionof a resolution that seeks to prevent the use of the county seal anduse the names and likeness of any county official in enforcing theNY SAFE Act.Confirms Re-Appointment of Commissioner – Randy Hall wasre-appointed as Commissioner of the Rensselaer County Departmentof Social Services. Mr. Hall has distinguished himself during hispresent term as Commissioner.Receives Funding - Rensselaer County Legislature voted to acceptfunding in the amount of $62,407 to provide DWI crackdownenforcement through saturation patrols and checkpoints. Of thatfunding, $10,401 will be used by the Troy Police Department toadminister these special DWI patrols in 2013 and 2014.Regular Meeting - The Rensselaer County Legislature will hold itsnext meeting Tuesday, January 14th, at 5:30 PM in the LegislativeChambers located on the 3rd Floor of the Ned Pattison GovernmentCenter, 1600 7th Avenue, Troy. The students of SacredHeart School celebratedthe Holiday Season withmusic, song and pageantryat school, church, ColonieCenter Mall andneighboring senior livingcenters over the lastseveral days. TheChildren’s choir began thisbusy time with a visit to alocal nursing home,followed by all of the schoolsinging at Colonie Center

and culminating with a concert and pageant on a Thursdayevening and Sunday afternoon. They simply needed to sharethe joy of this Season with others.
