The NetSyMoD CSM workshops
Active involvement of the key stakeholders, identified in year one, in a brainstorming exercise
The knowledge gathered during the workshop is formalised in DPSIR framework (EEA, 1999)
WHY? Makes sure that indicators identified truly reflect the
perceptions of people who would ultimately be the end-user of the project’s main outputs, and respond to their needs
the n. of measures to describe the system is reduced communication to stakeholders is simplified .

The NetSyMoD CSM WS TUTORIAL
TUTORIAL: the “guidelines” are specifically designed to guide BRAHMATWINN local partners to organise and carry out a CSM workshop . The remainder of the guidelines, together with the accompanying documents, is an activity planning tool which has been tested in several occasions, including within the BRAHMATWINN project. In general, it should help you plan for and organise a meeting with local actors, allocate human and financial resources, etc.

Objectives of the Actor Analysis (AA) identification of the relevant actors (i.e. all potential
stakeholders/experts involved or affected by the decision under investigation) and their relationships within the local social network;
Before the workshop: the participants list
to single out those actors who should take active partin the group participatory exercises and projects’decision making process.
• Keeping the number of SHs to a manageable size,
• yet ensuring that all interests and positions with respect to IWRM in the basin are represented in the meeting

Before the CSM WS: the participants list
Whenever it is not possible to identify the key actors through a SNA:
the choice of participants becomes more critical, as it is prone to subjective biases tendency to rely on existing relations,... some segments tend to be underrepresented (i.e. gender workers, environmental groups, other NGOs).
11
Before the CSM WS: the participants list
1. Who is directly responsible for the decisions on the issues?
2. Who is influential in the area, community and/or organisation?
3. Who will be affected by any decisions on the issu e (individuals and organisations)?
4. Who runs organisations with relevant interests?
5. Who is influential on this issue?
6. Who can obstruct a decision if not involved?
7. Who has been involved in this issue in the past?
8. Who has not been involved, but should have been?
12
Before the CSM WS: the participants list
1. Keep the number of participants to a manageable number: not more than 15-20 participants .
2. Make sure that the key interest groups are represented (i.e. responsible authorities, water users’ associations, hydroelectric power companies, …)
worksheet PARTICIPANTS[CD > U2. Tutorial\Additionalmaterial CSM\Meeting planning CHECKLISTS.xls]
Once you have identified the participants, list themtogether with their personal and contact details in the excel file included in your training material.

Welcome greeting
Brief introduction of the project and of the case study areaStep A:Enrolment
Phase
The facilitator presents the question to the participants should focus on during the exercise
The facilitator clearly states the objectives of the brainstorming session (e.g. elicitation of the issues related to IWRM and climate change…)
The facilitator in general clarifies the objectives, methods and structure of a brainstorming and explains the use of tools (e.g. software) which will be used to facilitate the process
Step B : the brainstorming
Presentation of the results
Domains’ Weighting exercise
Introduction to the exercise for the choice and weighting of the indicators
Selection of indicators
The results are shown back to the participants for further adding, adjustments and validation
At the end of the session the facilitator elaborates the results clustering the concepts in the DPSIR framework Step C:
Clustering and validation

The software
ROLES visualisation of the question and of the ideas
emerging during the discussion;
 keeping track;
facilitating the elaboration of the results (clustering and linking) and their presentation
11
31
The software
The software specifically facilitates 4 important steps of the CSM workshop, the:
 brainstorming exercise,
 clustering,
analysis of relations among concepts and of causal loops,
additions and adjustments to validate the model.
32
The Software
“IHMC Cmap Tools” software is freely available, open-source and both source-code and executables can be downloaded from the web. http://cmap.ihmc.us/
The software specialist is the person in charge of documenting the main ideas arising during the discussion, simultaneously translating them into concepts through the use of the software.

Results Assam
DRIVERS: Governance (International and national politics, the status of women, the short vision approach and more generally several Policy lacunae which include corruption, lack of enforcement and implementation etc..) and the underway population boom which,
PRESSURES on the environment of the basin (built up area, city expansion, sewerage etc…). Other worrying pressures are the ones related to the sand and timber extractions activities, the oil withdrawals, the effluents from different industries and theenergy production.
STATE of the Environment which does have some significant direct or indirect IMPACTS on the natural resources and on livelihood.
The RESPONSES needed, as pointed out by the participants, concern mainly the need to integrate participatory approach and research into traditional Decision Making.
42
Conclusions
Box : General tips/lessons learned for a successful CSM workshop
- Remember to double check that participants will attend- Ensure that participants are committed for the whole
duration of the workshop- Make sure that language is not a barrier or an impediment,
on both sides- Record the discussion for double-checking and further
content analysis after the meeting- Fast reporting and feedback collection- Make sure you factor in delays in starting

Questionnaire
Questionnaire for the assessment of the Actors’meeting
Participation - Quality of the facilitation and documentation
- Brainstorming questions- On the use of the (ICT) traditional tools flip charts, chalk or white
boards, Post-Its during the brainstorming exercise?- DPSIR…Ranking Comments and suggestions on the methodology used
“Questionnaire for feedback collection”[CD > U2. Tutorial\Additional material CSM \CD\2. Tutorial\Additional material CSM]
45
Concluding the meeting
Submit to the participants the questionnaire for the assessment of the actor’s meetings. “Questionnaire feedback collection”
The feedbacks collected will allow you improving the overall management of the brainstorming session as well as the use of the tools and methodology for the elicitation of opinions and the design the cognitive map of the system.
16
46
1. Make sure to save some time for the discussion
2. In concluding the meeting, you should also let participants know how and when they will receive some feedback from the research team, for instance, a workshop report . This is important when you want to maintain the interest and the involvement of the actors, as well as if there are any further issues which their input may be required upon.
