At the request of Senate staff, AASHTO was requested this week to provide information on 1993 cost experience by the states with crumb rubber modified hot mix asphalt projects (CRM HMA), based on actual project costs . In the Association's earlier 1993 AASHTO Rubberized Asuhalt Survey released on April 1, 1993, actual costs for 1992 projects was reported, state by state. The Senate staff desires information for 1993 cos~s, to compare with the 1992 . costs in the April 1 report.

To respond to this request, on September 23 }.ASHTO Headquarters faxed a survey form to its member departments, asking for 1993 project cost information for the months of January through September, 1993. The survey was forwarded to all member departments, but concentrated on the 34 departments who advised in our 1993 &~SHTO Rubberized Asuhalt Survey that they planned to construct at least one crumb rubber modified hot mix asphalt pavement project during 1993. By today's survey return deadline, 38 member departments had responded.

The member dep~rtments were requested to p~ovide information under the following headings, based on actual bid prices for their projects, with price/Ton referring to the asphalt mix, not the liquid asphalt.

Below is TABLE A summar~z~ng the results from the survey, state by state. Of the 38 responding states, 13 reported that they have not yet undertaken a CRM HMA project in 1993. Accordingly, TABLE A includes cost data from 25 states that have 1993 CRM HMA projects.

The average cost of CRM HMA pavements for the six states reporting utilization of a patented process was $44.81/Ton. The range of cost for the CRM HMA was from a low of $35.58/Ton (KS) in June, to a high of $56.00/Ton (NV) in August. The average cost paid for conventional HMA in these six states was $24.23/Ton, ranging from a low of $18.59 (MT) in June, to a high of $28.65 (KS) in June.

Of the 22 states reporting use of an unpatented process, three states also used a patented process. The 22 states utilizing an unpatented process reported an average cost for CRM HMA of $48.35 per ton, from a low of $30 . 00 (OH) in February, to a high of $96.07/Ton (AL) in July. The average cost paid for conventional HMA in these 22 states was $29.37/Ton, ranging from a low of $19.25/Ton (MN) in September, to a high of $47.40 in May.

It is observed that patented process CRM HMA averaged $44.81/Ton while CRM HMA produced by an unpatented process averaged $48.35.

Overall, the average cost of CRM HMA. ignoring process, was ,$47 . 80, and for conventional HMA $28.60. Thus, average cost of CRM HMA for these 66 actual projects over the period January through September, 1993, was about 67 percent more than the average cost of conventional HMA projects.

SPECIAL NOTES

Michigan reported t ha t they rec e ived a special price discount for t heir CRM pavement.

California and Nevada reported that they reduce the thicknesse s for their CRM pavements.

Virginia bid one contract that contained both a patented and a non-patented process and received one identical per ton price for both processes.
