REPORT

1 PURPOSE

11 This report provides the Planning Divisions annual overview of subdivision and condominium activity in the Region from January 1 to December 31 2011 The report focuses on those subdivision and condominium applications which achieved a major milestone in 2011 in terms of application received draft-approval or registered plan This report also compares the 2011 figures to the subdivision and condominium activity that was recorded in 2010

2 OVERVIEW

This report contains figures and maps which show the extent and location of subdivisioncondominium activity by municipality in 2011 A brief summary is as follows

bull Applications Received in 2011 17 (14 subdivision 3 condominium generating 1662 residential units) (see Figure 1)

bull Draft Approved Plans in 2011 14 (9 subdivision 5 condominium generating 1 785 residential units) (see Figure 2)

bull Registered Plans in 2011 34 (30 subdivision 4 condominium generating 2466 residential units) (see Figure 3)

bull Total Number of Active Subdivision and Condominium Applications in Durham Region 253 applications (205 subdivision 48 condominium generating 15895 draft approved units and 25152 in-process [not yet draft approved] units) (see Figure 4)

Applications Received

22 In 2011 17 subdivision and condominium applications were received compared to 14 applications in 2010 Of these 17 applications one was an industrial plan of subdivision All 3 condominium applications received were common-element plans Typically common element plans of condominium do not contain units instead~ they normally comprise private roadways parking and other common areas that are tied to a particular development These common element condominium applications are captured under Other in Figures 1 to 3 attached to this report

2 3 The total number of residential units within the remaining 13 subdivision applications received was 1662 compared to 1167 units in 2010 This increase in the number of units can be attributed to a number of larger plans of subdivision especially one in the Town of Whitby (Heathwood Homes in West Whitby) comprising of 699 residential units

24 Approximately 42 of all the proposed residential units in applications received in2011 were located in the Town of Whitby with another 43 of all the proposed residential units located in the City of Oshawa and the Municipality of Clarington

Draft Approved Plans

25 The number of residential units in draft approved plans was slightly lower in 2011 than in 2010 (1785 units compared to 1951 units in 2010) This decrease in number of units corresponds to a slight decrease in the number of plans that were draft approved in 2011 (14 in 2011 compared to 17 in 2010)

26 Over 75 of all residential units in Draft Approved plans in 2011 were located in the Town of Whitby Most of Whitbys draft approved units were within one plan namely the Brookfield proposal near the Towns marina which contains 1243 apartment units Another 15 of all residential units in Draft Approved plans were in the Municipality of Clarington

Registered Plans

27 The number of subdivision and condominium plans Final Approved and registered in 2011 increased slightly from 28 plans in 2010 to 34 plans in 2011 There was also a corresponding increase in the number of residential units contained within registered plans (2466 units in 2011 compared to 2093 unitsin 2010)

28 The Municipality of Clarington and the Town of Whitby had the majority of the middot plans registered in 2011 more than 60 of all residential units in registered plans were located in those area municipalities A combined total of 29 of ali residential units registered in 2011 were located in the Town of Ajax and the City of Pickering

Residential Units by Type

29 The proportion of single detached units in Applications Received increased from 58 in 2010 to 63 in 2011 There was a slight decrease in the proportion of multipletownhouse units from 28 in 2010 to 25 in 2011

210 Single detached units and multipletownhouse units in Draft Approved plans each represented approximately 15 of the total number of draft approved

units in 2011 The proportion of single detached units in draft approved plans in 2011 is considerably lower than in 2010 where the proportion of single detached units accounted for 59 of the total Apartment units in Draft Approved plans represented almost 70 of all units in 2011 However it should be noted that all of these apartment units are from the Brookfield development in south Whitby mentioned earlier

2 11 There was a slight increase in the proportion of single detached units in Registered plans over the previous year (64 in 2011 compared to 59 in 2010) There was a corresponding decline in the proportion of semi-detached and multiple units in Registered plans between 2011 and 2010 however there was an increase in the proportion of apartment units

Active Applications

212 The active applications as shown in Figure 4 are in two categories In shyProcess applications (not yet draft approved) and Draft Approved plans The In-Process applications reflect the potential for 25152 residential units most of which are attributable to plans in Seaton The active draft approved plans have the potential to provide for an additional 15895 residential units

3 CONCLUSION

31 The number of Applications Received and the number of Plans Registered increased from the previous year In turn there were a greater number of

residential units in Applications Received and in Registered Plans than in 2010 Single detached dwelling units continue to be the predominant housing type in Applications Received and Registered Plans Apartment units were the predominant housing type in Draft Approved plans in 2011 due to the one application in Whitby containing a substantial number of high density residential units

Applications Received

22 In 2011 17 subdivision and condominium applications were received compared to 14 applications in 2010 Of these 17 applications one was an industrial plan of subdivision All 3 condominium applications received were common-element plans Typically common element plans of condominium do not contain units instead~ they normally comprise private roadways parking and other common areas that are tied to a particular development These common element condominium applications are captured under Other in Figures 1 to 3 attached to this report

2 3 The total number of residential units within the remaining 13 subdivision applications received was 1662 compared to 1167 units in 2010 This increase in the number of units can be attributed to a number of larger plans of subdivision especially one in the Town of Whitby (Heathwood Homes in West Whitby) comprising of 699 residential units

24 Approximately 42 of all the proposed residential units in applications received in2011 were located in the Town of Whitby with another 43 of all the proposed residential units located in the City of Oshawa and the Municipality of Clarington

Draft Approved Plans

25 The number of residential units in draft approved plans was slightly lower in 2011 than in 2010 (1785 units compared to 1951 units in 2010) This decrease in number of units corresponds to a slight decrease in the number of plans that were draft approved in 2011 (14 in 2011 compared to 17 in 2010)

26 Over 75 of all residential units in Draft Approved plans in 2011 were located in the Town of Whitby Most of Whitbys draft approved units were within one plan namely the Brookfield proposal near the Towns marina which contains 1243 apartment units Another 15 of all residential units in Draft Approved plans were in the Municipality of Clarington

Registered Plans

27 The number of subdivision and condominium plans Final Approved and registered in 2011 increased slightly from 28 plans in 2010 to 34 plans in 2011 There was also a corresponding increase in the number of residential units contained within registered plans (2466 units in 2011 compared to 2093 unitsin 2010)

28 The Municipality of Clarington and the Town of Whitby had the majority of the middot plans registered in 2011 more than 60 of all residential units in registered plans were located in those area municipalities A combined total of 29 of ali residential units registered in 2011 were located in the Town of Ajax and the City of Pickering

Residential Units by Type

29 The proportion of single detached units in Applications Received increased from 58 in 2010 to 63 in 2011 There was a slight decrease in the proportion of multipletownhouse units from 28 in 2010 to 25 in 2011

210 Single detached units and multipletownhouse units in Draft Approved plans each represented approximately 15 of the total number of draft approved

units in 2011 The proportion of single detached units in draft approved plans in 2011 is considerably lower than in 2010 where the proportion of single detached units accounted for 59 of the total Apartment units in Draft Approved plans represented almost 70 of all units in 2011 However it should be noted that all of these apartment units are from the Brookfield development in south Whitby mentioned earlier

2 11 There was a slight increase in the proportion of single detached units in Registered plans over the previous year (64 in 2011 compared to 59 in 2010) There was a corresponding decline in the proportion of semi-detached and multiple units in Registered plans between 2011 and 2010 however there was an increase in the proportion of apartment units

Active Applications

212 The active applications as shown in Figure 4 are in two categories In shyProcess applications (not yet draft approved) and Draft Approved plans The In-Process applications reflect the potential for 25152 residential units most of which are attributable to plans in Seaton The active draft approved plans have the potential to provide for an additional 15895 residential units

3 CONCLUSION

31 The number of Applications Received and the number of Plans Registered increased from the previous year In turn there were a greater number of

residential units in Applications Received and in Registered Plans than in 2010 Single detached dwelling units continue to be the predominant housing type in Applications Received and Registered Plans Apartment units were the predominant housing type in Draft Approved plans in 2011 due to the one application in Whitby containing a substantial number of high density residential units

25 The number of residential units in draft approved plans was slightly lower in 2011 than in 2010 (1785 units compared to 1951 units in 2010) This decrease in number of units corresponds to a slight decrease in the number of plans that were draft approved in 2011 (14 in 2011 compared to 17 in 2010)

26 Over 75 of all residential units in Draft Approved plans in 2011 were located in the Town of Whitby Most of Whitbys draft approved units were within one plan namely the Brookfield proposal near the Towns marina which contains 1243 apartment units Another 15 of all residential units in Draft Approved plans were in the Municipality of Clarington

Registered Plans

27 The number of subdivision and condominium plans Final Approved and registered in 2011 increased slightly from 28 plans in 2010 to 34 plans in 2011 There was also a corresponding increase in the number of residential units contained within registered plans (2466 units in 2011 compared to 2093 unitsin 2010)

28 The Municipality of Clarington and the Town of Whitby had the majority of the middot plans registered in 2011 more than 60 of all residential units in registered plans were located in those area municipalities A combined total of 29 of ali residential units registered in 2011 were located in the Town of Ajax and the City of Pickering

Residential Units by Type

29 The proportion of single detached units in Applications Received increased from 58 in 2010 to 63 in 2011 There was a slight decrease in the proportion of multipletownhouse units from 28 in 2010 to 25 in 2011

210 Single detached units and multipletownhouse units in Draft Approved plans each represented approximately 15 of the total number of draft approved

units in 2011 The proportion of single detached units in draft approved plans in 2011 is considerably lower than in 2010 where the proportion of single detached units accounted for 59 of the total Apartment units in Draft Approved plans represented almost 70 of all units in 2011 However it should be noted that all of these apartment units are from the Brookfield development in south Whitby mentioned earlier

2 11 There was a slight increase in the proportion of single detached units in Registered plans over the previous year (64 in 2011 compared to 59 in 2010) There was a corresponding decline in the proportion of semi-detached and multiple units in Registered plans between 2011 and 2010 however there was an increase in the proportion of apartment units

Active Applications

212 The active applications as shown in Figure 4 are in two categories In shyProcess applications (not yet draft approved) and Draft Approved plans The In-Process applications reflect the potential for 25152 residential units most of which are attributable to plans in Seaton The active draft approved plans have the potential to provide for an additional 15895 residential units

3 CONCLUSION

31 The number of Applications Received and the number of Plans Registered increased from the previous year In turn there were a greater number of

residential units in Applications Received and in Registered Plans than in 2010 Single detached dwelling units continue to be the predominant housing type in Applications Received and Registered Plans Apartment units were the predominant housing type in Draft Approved plans in 2011 due to the one application in Whitby containing a substantial number of high density residential units

units in 2011 The proportion of single detached units in draft approved plans in 2011 is considerably lower than in 2010 where the proportion of single detached units accounted for 59 of the total Apartment units in Draft Approved plans represented almost 70 of all units in 2011 However it should be noted that all of these apartment units are from the Brookfield development in south Whitby mentioned earlier

2 11 There was a slight increase in the proportion of single detached units in Registered plans over the previous year (64 in 2011 compared to 59 in 2010) There was a corresponding decline in the proportion of semi-detached and multiple units in Registered plans between 2011 and 2010 however there was an increase in the proportion of apartment units

Active Applications

212 The active applications as shown in Figure 4 are in two categories In shyProcess applications (not yet draft approved) and Draft Approved plans The In-Process applications reflect the potential for 25152 residential units most of which are attributable to plans in Seaton The active draft approved plans have the potential to provide for an additional 15895 residential units

3 CONCLUSION

31 The number of Applications Received and the number of Plans Registered increased from the previous year In turn there were a greater number of

residential units in Applications Received and in Registered Plans than in 2010 Single detached dwelling units continue to be the predominant housing type in Applications Received and Registered Plans Apartment units were the predominant housing type in Draft Approved plans in 2011 due to the one application in Whitby containing a substantial number of high density residential units
