    PROPOSEDPROJECT:

    The demolition of a single-story single-family residence and detached garages andrelocation or replacement of two protected trees, for the use and construction of 68 two-story detached residential dwelling units a maximum of 30 feet in height in the proposed(T)(Q)RD3-1 Zone on a 6.0 acre site after dedication. Five dwellings are proposed to frontand have individual driveway access from Penfield Avenue and the remaining 63 dwellingswill take access from one shared driveway entrance on Winnetka Avenue. The proposalincludes 202 parking spaces on-site including 66 guest parking spaces in excess of the153 spaces required. The project also proposes approximately 82,474 square feet of openspace, in excess of the 11,900 square feet required, including individual rear yards for each

    dwelling and a common recreational pool area. Site grading will include 50,000 cubic yardsof over-excavation.

    REQUESTEDACTION:

    The Hearing Officer will consider:

    1. Pursuant to Los Angeles Municipal Code Section (LAMC) Section 11.5.6-B, a General

    Plan Amendment to the Chatsworth-Porter Ranch Community Plan from Low IResidential to Low Medium I Residential land use.

    2. Pursuant to LAMC Section 12.32-F, a Zone Change from RA-1 (Suburban Zone) toRD3-1 (Restricted Density Multiple Dwelling Zone) to allow for the use and density ofthe subdivision.

    3. Pursuant to LAMC Sections 12.32-R, the request for a Building Line Removal of a 25-foot building line along the east side of Winnetka Avenue established by OrdinanceNo. 108,814 (approved on January 23, 1957).

    4. Pursuant to LAMC Section 12.27 Zone Variances, to permit a deviation from LAMC

    Section 12.21-A,19(c) to provide individual recycling receptacles for each detacheddwelling unit in lieu of the required common recycling area/room.

    5. Pursuant to Section 16.05 of the Municipal Code, Site Plan Review for developmentover 50 dwelling units.

    The Deputy Advisory Agency will consider:

Pursuant to the LAMC 17.03, a Tentative Tract Map to permit the merger andresubdivision of eight lots into one lot for the construction of a 68-unit detachedresidential condominium with 136 resident parking spaces and approximately 66 guestparking spaces in the proposed (T)(Q)RD3-1 Zone, all on an approximate 6.0 net

    acres site.

    7. Pursuant to LAMC 17.03, reduced building separations and passageways from LAMC12.21-C,2(a) and (b), to allow a minimum 8-foot building separations andpassageways in lieu of 10-foot required.

    8. Pursuant to Section 21082.1(c)(3) of the California Public resources Code, adopt theMitigated Negative Declaration (MND) for the above referenced project.

    The purpose of the hearing is to obtain testimony from affected and/or interested persons regarding this projecThe environmental document will be among the matters considered at the hearing. The decision maker wconsider all the testimony presented at the hearing, written communication received prior to or at the hearing

    and the merits of the project as it relates to existing environmental and land use regulations.
