On 27 April 2016 NITI Aayog chaired by Vice Chairman Dr Arvind Panagariya launched the Urban Management Programme in Vigyan Bhawan, New Delhi. Secretaries of Urban Development, Municipal Commissioners and other senior officials of the state government participated in the event. The Programme is designed by NITI Aayog, Temasek Foundation and Singapore Cooperation Enterprise (SCE) under the platform of the Memorandum of Understanding signed between NITI Aayog and the Singapore Cooperation Enterprise (SCE). It was to tap the expertise of Singapore in urban sector to build capacities in State Governments and ULBs to design efficient solutions to urban problems.

On 27 April 2016 China successfully launched the Kunpeng-1B sounding rocket at Hainan Province in China. The rocket reached a maximum height of 316 kilometres (196 miles), with the total flight time coming to 10 minutes. New materials of flexible carbon fibre were also used in the rocket to enable easier flight. This is the first time Kunpeng 1B’s arrow configuration of altitude control system and carbon fibre stretching rod has been used on a sounding rocket in China. China first launched a Kunpeng-1 Sounding Rocket in April 2013.

On 25 April 2016 the International Bank Note Society (IBNS) announced that New Zealand’s five-dollar note won the Banknote of the Year Award for 2015. The bill came out as a clear winner among nearly 40 eligible designs from a record 20 countries. On 28 April 2016 Indian academician Radha Kumar was appointed to the United Nations' University Council to formulate its principles and policies, consider and approve biennial budget and work programme. She is among 12 people who are appointed by UN Secretary-General Ban Ki-moon to the council. They will serve for terms of either three or six years. About Radha Kumar; She is the Director General of New Delhi-based think tank Delhi Policy Group. She is a specialist in ethnic conflicts, peacemaking and peace-building. Formerly Director of the Mandela Centre for Peace and Conflict Studies at Jamia Millia Islamia University, Kumar has also been a Senior Fellow in Peace and Conflict Studies at the Council on Foreign Relations in the city.

On 28 April 2016 Gujarat government announced 10 percent reservation for economically backward classes (EBCs) in general category. A notification will be issued on the Gujarat state formation day on 1 May 2016. EBCs in the upper castes, include Patidars, with a family income of 6 lakh rupees annually that is 50000 rupees per month can avail the benefit. There will be no change in reservations presently available to SC, ST and OBCs in the state. The ordinance will be drafted in a way that constitution provisions regarding reservations would not be violated.
