In the last week of April 2016 the National Bank for Agriculture and Rural Development (NABARD) sanctioned a loan of 1000 crore rupees to Haryana State Warehousing Corporation (HSWC). The loan aimed for the purchase of wheat during the ongoing rabi marketing season. The loan will help the HSWC for payment of wheat purchased from farmers in various mandis/outlets in Haryana, to pay the farmers dues at the earliest. The Haryana Food and Supplies Department expects around 75 lakh metric tonnes of wheat in the current season.

K Ashok Kumar, a food engineering research scholar from IIT Kharagpur has won the prestigious International Plant Nutrition Scholar Award. The award was recently given by the US-based International Plant Nutrition Institute (IPNI). The award carries a cash prize of USD 2,000 and a recognition certificate. Kumar has been pursuing his PhD at the department on nutrition management of rice-chickpea production system in laterite soil. The research will help application of organic fertilizers such as vermicompost in right amount and at the right time to the rice crop. It will increase the yield of the rice-chickpea cropping system by 10% as compared to the use of conventional synthetic fertilizers.

On 26 April 2016 Union Tourism Ministry launched NOC Online Application and Processing System (NOAPS) Web Portal of National Monuments Authority (NMA). The Portal was developed through the technology and expertise of Indian Space Research Organization (ISRO), who are in the process of mapping of 3686 ASI protected monuments and sites. The web portal has been integrated with the online portal of local bodies of Delhi and Mumbai viz. NDMC, Municipal Corporation of Greater Mumbai (MCGM) to facilitate single window clearance for construction on a common application form. However, large projects involving construction of building beyond 2000 square metres have been kept out of the purview of Single Window Clearance System, keeping in view their possible impact on the Monument or the site. Background; Under the present rules of Ancient Monuments and Archaeological Sites and Remains (AMASR) Act, 1958, 100 meters area around the monument is a prohibited zone. While the area between 100 to 300 metres is regulated zone for which no-objection certificate is needed for construction-related works. The time limit for availing NoC was 90 days.

Badminton ace Nandu Natekar in April 2016 became the first non-Cricketer to be inducted into the Legends Club founded by the late Cricket Club of India (CCI) president Raj Singh Dungarpur. Natekar was inducted into the club along with 1983 World Cup-winning captain Kapil Dev, who became the sixth cricketer to be inducted in the club. The two, Nandu and Kapil were inducted into the Club’s legend group after consultation with the Cricket Club of India (CCI) president, Kekoo Nicholson.

The objective of the conference is to bring peace and stability to Afghanistan and to speed up its reconstruction with a focus on enhancing investment and connectivity to the country. On 26 April 2016 Parliamentary Standing Committee’s report on the Consumer Protection Bill 2015 was tabled in Parliament. The committee was headed by Telugu Desam Party MP J C Divakar Reddy. The report holds the celebrities accountable for misleading advertisements and recommends stringent provisions such as jail term up to five years and penalty up to 50 lakh rupees. The Advertising Standards Council of India (ASCI) has been suggested to minimize misleading ads apart from proposing stringent penalties, jail and cancellation of licenses of those involved in food adulteration. For first time offence, the offender may be penalised with either a fine of 10 lakh rupees or imprisonment up to two years or both. For second time offence, it recommends a fine of 50 lakh rupees and imprisonment of five years. For every complaint against an advertisement, FIR will be launched within a defined timeline without fail.

In the last week of April 2016 the Japanese financial services firm, Nomura announced that India may surpass China in attracting Foreign Direct Investment (FDI) in 2016. The firm mentioned that the gap in inflows between the two nations has been narrowing due to ongoing reforms in India. The trend of rising inflows to India and moderating inflows to China began in 2013 and FDI inflows to India can surpass those into China in 2016. It is because India already has large investment commitments from MNCs in sectors like electronics, solar energy, auto, defence and railways. These trends of rising inflows to India and moderating inflows to China are likely driven by a mix of pull and push factors, such as divergent growth outlooks, ongoing FDI liberalisation or economic reforms in India and rising labour costs in China. FDI inflows not only provide a stable source of financing the Current Account Deficit (CAD), but also bring in technical know-how, which can boost India's productivity growth in the near future. On 25 April 2016 Supreme Court appointed senior advocate Gopal Subramanium as ‘amicus curiae’ and requested his assistance to explore how the recommendations of the Justice RM Lodha committee could be implemented. The recommendations pertain to large-scale structural reforms that the BCCI has been resisting. Further, he will examine the main matter in which the state associations argued that the implementation of several recommendations of the RM Lodha committee would violate their fundamental right under Article 19 (i)(c) of the Indian Constitution to form an association.

On 26 April 2016 the Shyam Benegal-headed committee constituted to revamp Central Board of Film Certification (CBFC) submitted its report to Information & Broadcasting Minister Arun Jaitley. Recommendations; Censor Board of Film Certification’s (CBFC) role should be restricted to categorising the suitability of films to various audience groups based on age and maturity. Certification guidelines should allow the audience to make informed viewing decisions and ensure artistic expression and creative freedom are not unduly curbed. The CBFC should refuse certification when a film contains anything that contravenes with the Cinematograph Act, or if the content of the film crosses the ceiling laid down in the highest category of certification. In addition to different classifications that we have currently, we should have two categories of U/A, one plus 12 years of age and one plus 15 years of age and two categories of adult, one is normal adult and another adult with caution. Background; The Shyam Benegal committee was constituted on 1 January 2016 by the Information and Broadcasting ministry for holistic interpretation of the provisions of the Cinematograph Act, 1952. The committee was asked to take note of the best practices in other parts of the world, especially where the film industry is given sufficient and adequate space for creative and aesthetic expression. The panel also includes actor-filmmaker Kamal Hassan, filmmaker Rakeysh Omprakash Mehra, adman Piyush Pandey and film journalist Bhawana Somayaa, among others.

On 26 April 2016 a Naval Detachment (NAVDET) was inaugurated by Southern Command of the Indian Navy at the Androth Island of Lakshadweep. The setting up of this naval detachment will extend Indian naval presence at Androth Island. It will provide communication network connectivity with mainland. It will enable Sea Lanes of Communication (SLOC) monitoring. It will function as an Observance and reporting organisation, besides radar surveillance. The setting up of a Naval Detachment at Androth Island will enhance the Navy’s reach and surveillance, and contribute significantly to strengthen maritime security and stability.
