Kejriwal lacks political acumen: Yogendra YadavAHMEDABAD

Former Aam Admi Party leader Yogendra Yadavon Monday said Delhi Chief Minister ArvindKejriwal lacks political acumen to confront theCentre on the issue of full statehood status forDelhi.

Yadav along with Professor Anand Kumaraddressed the media ahead of their their day-long'Swaraj Samvad' convention here.

Commenting on the ongoing tussle between theAAP chief and Lt Governor Najeeb Jung, Yadavsaid Kejriwal and his government should handlethe situation tactfully with patience.

The AAP defector, however, stood by Kejriwalon the issue of full statehood for Delhi, saying,"Primarily, demand for full statehood for Delhi islegitimate."

"To get full statehood and resolve the currentpolitical crisis, the AAP government must handlethe situation carefully. They need to understandthe situation with patience," said Yadav, addingthat however, there is a complete lack of all thesefronts in the present government.

"Instead of political wisdom, legal preparednessand patience, what we see is tussle and confronta-tion with Centre, mud-sledging and lock-downs ofoffices," Yadav said.

He said if such activities continue, it is doubtfulthat people of Delhi would ever get status of fullstatehood even in distant future.

Yadav on the occasion defended the KejriwalGovernment on reneging from poll promises andgoing 'slow' with plans.

"We don't see any harm in going slow. You cancreate headlines by taking speedy decisions with-out giving too much thought. This government(AAP) came to power with thumping mandate andit should be given some more time," said Yadav.

Chalking out roadmap of the Swaraj Abhiyan,Yadav and Kumar announced to hold kisan ralliesacross the country in coming weeks.

"To highlight plight of farmers and protestagainst the Land Bill, we will hold Kisan rallies inDelhi as well as other parts of state. The exactdates will be decided in our upcoming steeringcommittee meet on June 2. We are also planning tomarch to Parliament during monsoon session,"Kumar said.

AAP says BJP has now taken a U-turnon Delhi statehoodNEW DELHI

Amid confrontation between the Centre andDelhi government, the AAP on Monday fired afresh salvo at Centre over the statehood issue andsaid since 1992 the saffron party have been vocif-erous on its demand for complete statehood for thenational capital, but has now taken a U-turn.

The party said the BJP had promised both in the2013 Delhi Assembly manifesto and 2014 GeneralElection to grant full statehood to Delhi, but yetnot decision has been taken by the current dispen-sation. It added that while it was in power at theCentre, its veterans former Prime Minister AtalBehari Vajpayee and Lal Krishna Advani hadtaken keen interest in drafting the bill for grantingfull statehood to Delhi.

"Ever since its formation in 1992, BharatiyaJanata Party in the National Capital have beenvociferous on its demand for complete statehoodof Delhi have led several agitations and protestsfor the same," the party said in a statement.

"The BJP's eagerness to accord full statehood toDelhi is established further from the fact that withBJP led coalition in power, it drafted the legisla-tive bill under the guidance of its stalwarts likeAtal Bihari Vajpayee and Lal Krishna Advani andpresented it to the Parliament," the party said in astatement. It added that more than one standingcommittee report have been presented, one of iteven suggesting particularly that the Traffic Policein Delhi should be in direct control of the Stategovernment.

dispute with the Centre,Delhi Chief Minister ArvindKejriwal has received solidvindication in court. Delhi'santi-corruption branch musttake its orders from MrKejriwal's government andnot the Centre, the DelhiHigh Court said today. Thejudge also said thatLieutenant Governor of DelhiNajeeb Jung is "bound to actupon the aid and advice ofthe Council of Ministers."

Last week, the Centre saidthat its officers could not beinvestigated by the Anti-

Corruption Bureau of theDelhi government because itdoes not have the right tointervene in matters of land,the Delhi Police, or theappointments of key bureau-crats. The Centre also saidthat the Lieutenant Governor,who acts as its representativein Delhi, is not obliged toconsult Mr Kejriwal on theseissues.

Mr Kejriwal has describedthe Centre's stand as perfidyand a blatant attempt to pro-vide cover to corrupt offi-cials.

The clash between theCentre and Mr Kejriwal isover how their powers aredivided in the administrationof Delhi, which is a union ter-ritory and not a full state.

That is what Mr Kejriwal,elected in February with adazzling mandate, wishes tochange. Today, in a character-istically maverick move, hehas summoned a cabinetmeeting at a public park inthe heart of Delhi, and hassought the attendance of theaam aadmi or common manthat his party is named after.

Sharing the preliminary find-ings, Mr Khan noted that thenarrow 1932-built bridge atDawki was one of the majorconstraints.

A 32-seater bus can narrowly

pass through the narrow bridgealong the Indo-Bangladeshborder near Tamabil in WestJaintia Hills district, Mr Khansaid.

He also said that the waysideamenities are one of the draw-backs on the Indian side addingthat there are no proper toiletsand eateries for the passengerswho will be using the service.

On the three-hour delay at theimmigration check point atTamabil, Mr Khan said theservice has to be upgradedsince they are operating manu-ally at present.

The Dhaka-Shillong-Guwahati service is aimed atimproving people-to-peoplecontact between residents ofboth the countries.

This preliminary service waslaunched by Bangladesh RoadTransport Minister ObaidulQuader at the Bangladesh RoadTransport Corporation (BRTC)bus depot on Friday. The serv-ice comes after Dhaka-Kolkataand Dhaka-Agartala services.

Last week, they com-plained to the districtcollector. When theirdistress made media

headlines, a separatebore-well was hurriedlyconstructed over theweekend. Officials saythey could not convincethe upper caste villagersto stop harassing thefamilies.

"We immediatelyinstalled a second bore-well in the village toprovide water to the dal-its. Untouchability is asocial evil. We will tryto sensitize peoplethrough camps in thedays to come," SekharVerma, a senior districtofficial, said.

No action has beentaken so far againstthose accused of beatingthe Dalits and forcingthem to use dirty water.

"We will not go toJaipur for the talks. Wewill hold talks inBayana only. I havegiven a letter to the gov-ernment for this,"Bainsla told PTI.

The agitation, whichwas started on Thursdaylast week, would becalled off only when thegovernment fulfils the

Foreign policy is all aboutsecuring permanent inter-ests. As such, it may be

best judged in the long run.Nevertheless, since foreign pol-icy has been so prominent dur-ing the government’s first yearin office, an interim assessmentmay be useful. What are theareas of continuity and change,the successes and blind spots?

Since the early 1990s, theoverarching goal of our foreignpolicy has been a stable andconducive external environ-ment for India’s internal eco-nomic transformation and alarger international profile.Towards these ends, successivegovernments have soughtsimultaneously to preserveIndia’s key security interestsand to deepen its ties with theglobal economy. From thisstandpoint, Prime MinisterNarendra Modi’s foreign policyhas been continuous with thatof his predecessors. Yet, Mr.Modi has also sought to pushthe boundaries of certainengagements much further.This is not just a question giv-ing a fresh vim to foreign poli-cy, although the vigour is pal-pable.

The U.S. and China

Consider his approach todealing with the two mostimportant powers: the UnitedStates and China. For over twodecades now, every Indian gov-ernment has tried to impartmore substance to relationswith these countries. Even asNew Delhi has moved steadilyto forge strategic ties withWashington, it has sought toplace its relations with Beijingon an even keel. However, Mr.Modi has been exceptionallyclear in articulating India’sinterests and trying to leveragethe relationship with the U.S.and China. Thus, during U.S.President Barack Obama’s visitto India in January 2015, India

issued a separate joint state-ment on security in the Asia-Pacific and Indian Ocean. Andon Mr. Modi’s trip to China thismonth, a separate joint state-ment was issued on climatechange in the light of theupcoming conference in Paris.In both cases, there may be agap between rhetoric and reali-ty. Still, Mr. Modi is clearlyattempting to push the envelopeand advance India’s interestswithout making binary choicesin its engagement with thesecountries.

In South AsiaCloser home, he has consis-

tently outlined a vision ofshared prosperity for SouthAsia and has credibly projectedIndian leadership in the region.His visits to Nepal, in August2014, and Sri Lanka, in March2015, have gone a long way inhelping reset relations withboth these countries. Similarly,his decision to abandon theBharatiya Janata Party’s stanceand ratify the Land BorderAgreement with Bangladeshhas given a shot in arm to thebilateral relationship. Yet, thereal challenges lie ahead ofhim. The earthquake in Nepalwill certainly delay — and mayeven complicate — the arduoustask of drawing up an agreedconstitution. India will not onlyhave to prepare for longer-termassistance in reconstruction,but will also have to engageNepalese parties more proac-tively to prevent the politicalprocess from drifting. In SriLanka, the present governmenthas rolled back the worst fea-tures of the presidential system.It has also moved to return theland acquired by the securityforces, including in the Tamilareas. But it remains to be seenif Sri Lankan PresidentMaithripala Sirisena is open toa political settlement with theTamils. After all, his own baseincludes a slice of the Sinhalachauvinists. In any event, theTamil question remains a

potentially thorny issue in bilat-eral relations. Colombo’s rela-tionship with Beijing is anothersensitive area. On campaigntrail, Mr. Sirisena had spokenout against his predecessor,Mahinda Rajapaksa’s tilttowards China. In office, he hasstruck a more equivocal note.This is hardly surprising givenChina’s economic importanceto Sri Lanka — ties that willdeepen further with China’splans for a maritime silk route.

During his forthcoming tripto Dhaka, in the first week ofJune, Mr. Modi will undoubted-ly seek to capitalise on theboundary agreement.Bangladesh also seems open toimprove transportation andtransit links with India. So far,New Delhi’s inability to deliveron an agreement on Teesta riverwaters had led Dhaka to holdback on transit arrangements. Itis unlikely that BangladeshPrime Minister Sheikh Hasinawill execute a complete volte-face and fall in with India’srequirements. Yet, growinginternational pressure on hergovernment may make hermore amenable to Indian inter-ests. New Delhi has done wellto stand by Ms. Hasina in theface of the ongoing onslaughtby the Islamists. Yet India mustalso be mindful of the problemof being identified solely withthe Awami League. A stabletwo-party democracy inBangladesh is in India’s long-term interests.

The Pakistan question

As ever, the sharpest chal-lenge for India’s regional ambi-tions comes from Pakistan.Despite getting off to a goodstart with Prime MinisterNawaz Sharif, Mr. Modi hasbeen unable to craft a coherentand consistent approach todealing with Pakistan. Like hispredecessors, he has swungfrom engagement to disengage-ment — only to be forced to

pick up the diplomatic piecesand return to the table. There issomething curious aboutIndia’s policy towardsPakistan, which consists ofdoing the same thing over andover again and expecting a dif-ferent result. Mr. Modi has tobreak this mould. Diplomaticengagement should not be seenas a reward for Pakistan’s goodbehaviour. The symbolism ofdiplomacy should be reduced— even if substantive progressremains tough to achieve.

The current impasse withPakistan also impinges on ourties with Afghanistan. Here,Mr. Modi faces a situation thathas turned rather unfavourablefrom New Delhi’s perspective.Afghanistan President AshrafGhani’s attempt to cosy up toPakistan has led to aninevitable downgrading of tieswith India. Whether or not thisyields results, India has toensure that its interests inAfghanistan are not placed onthe chopping block. China’sbacking for reconciliation withthe Taliban will further compli-cate India’s position onAfghanistan. Unless New Delhiadopts a clear strategy, Mr.Modi may well find himselfpresiding over a retrenchmentin Indian engagement withAfghanistan.

While the overall record inSouth Asia has been mixed,there has been a startling lackof focus on our extended neigh-bourhood to the west. Even asWest Asia is roiled by a rangeof conflicts, the governmenthas remained content withmounting rescue missions forIndians living in trouble spots.This policy will prove unsus-tainable if instability deepensand widens in West Asia: someseven million Indians live inthe Gulf countries. India needsto position itself as a force forstability in the region, which inturn will require enormousdiplomatic engagement. So far,

the government has proved pur-blind on West Asia.

Part of the problem is the per-sisting flaws in the institutionalset-up on foreign policy andsecurity. Despite considerablecentralisation in the PrimeMinister’s Office, the silosbetween various ministriesseem intact. The lack of func-tional integration of expertise isevident in several areas. Thinkof the ill-considered decision topurchase 36 Rafale fighter jets.The Defence Minister is stillunable to explain how theremaining 90 aircrafts will beprocured — if at all. The inabil-ity to grasp the import of megaregional trade pacts beingnegotiated under Americanleadership is another case inpoint. The Ministry ofCommerce has done little morethan set up a company to investin countries like Vietnam—hoping thereby to secure accessto other markets if the Trans-Pacific Partnership goesthrough. There is still no indi-cation of a strategic response toattempts by leading industrialeconomies to change the rulesof world trade. The govern-ment’s stance on IntellectualProperty Rights in yet anotherexample. Conflicting state-ments issued by the govern-ment have unnecessarily putIndia on the defensive.

Fine-tuning the institutionalsupport for foreign and strate-gic policy is imperative to fol-lowing through on the earlysuccesses as well as addressingvarious gaps. Recall that thefirst United ProgressiveAlliance government chalkedup rather more impressiveaccomplishment after just overa year in office: the joint state-ment with the U.S. on thenuclear deal and the agreementon parameters for settling theboundary with China. The chal-lenge is to sustain focus andmomentum in the tougher yearsthat lie ahead.

On April 11, Gujarat ChiefMinister Anandiben Patel vis-ited Juhapura, a neighbour-

hood in the new west zone ofAhmedabad. The convoy of sportsutility vehicles that was followed bypolice and media vehicles marked thefirst time that a Chief Minister wasvisiting the Muslim ghetto, whosepopulation doubled after the 2002riots. Two weeks prior to this, theAhmedabad Municipal Corporationhad announced its plans to demolishmore than a hundred illegal buildingsin what is the largest Muslim ghettoin the city. Demolitions and the con-sequent resistance by residents beganin late March. Shabnam Sheikh, a 17-year-old girl living in Juhapura, senta petition in the form of a singlequestion to the Chief Minister. Herparents’ house was on the list ofbuildings to be demolished while heruncle’s house had been razed.

Ms. Sheikh had heard rumours thatMs. Patel had planned to announcenew projects to ensure the uplift ofMuslim women and that she wouldreverse the Gujarat’s government ear-lier record of denying basic serviceslike schools and roads to Juhapura.

The girl wrote out her question on asheet of paper and walked through acrowd of photographers and politi-cians, both from the ruling BharatiyaJanata Party and the OppositionCongress party, to reach Ms. Patel’sinner circle. Before she could speakto the Chief Minister, one of the staffmembers stopped Ms. Sheikh,grabbed the paper from her hand, andread it. It said: “If my father pays the‘impact fee’, will you stop the demo-lition of our home?”

He tossed the sheet of paper asideand said, “No! No! The CM will notanswer that. She is only here to talkabout women’s issues.”

After Ms. Patel went aroundJuhapura for about an hour and a half,she announced the government’splans to build a school and awoman’s health centre, all of which

left Ms. Sheikh unimpressed. “Noneof these promises will make a differ-ence if we do not have a home,” shesaid.

‘Impact fee’ and Juhapura

Weeks earlier, on a Saturday morn-ing on March 28, Ms. Sheikh waswatching television at home whenbulldozers arrived. Being RamNavami, the birthday of Ram, shewas off from school. Her 14-year-oldcousin, who lived a few buildingsaway, ran in frantically shoutingabout an “impact fee”, the first timeMs. Sheikh heard the phrase.

Juhapura is an area with nearly fivelakh residents, almost all of themMuslim. On the outskirts ofAhmedabad, it came under the city’smunicipal government in 2007. Mostof the area is still designated as primeagriculture land despite the fact thatthere is no farming done today with-in the boundaries of Ahmedabad.Juhapura is also the largest land areawithin city limits earmarked forsewage storage and treatment.

Ms. Sheikh’s family moved toAhmedabad from rural Gujarat fiveyears ago. Unable to take a house onrent elsewhere in the city, they movedto Juhapura. Before the 2002 riots,Juhapura’s population was about halfits size but has grown since. TheSheikhs knew that they could savemoney living in an illegal building,as the rent can be half of what it is fora legal building, an important consid-eration for a struggling carpenter likeher father, Mansoor Sheikh. Theyhoped to gradually save and maketheir home legal. “The government isobliged to provide residents theoption of paying the ‘impact fee’, aservice which would start the legali-sation process,” said Rizwan Kadri,an architect in Ahmedabad. This wasnot an option given to Juhapura resi-dents like Ms. Sheikh’s relativeswhose home was torn down.

As the bulldozers began demolish-ing eight buildings in Juhapura, Mr.Sheikh had some questions for the

city officials: “Why are you onlydoing this to Muslim buildings? Whyare you making us pay taxes if youare not providing us with services?”

He got no answers.

Policemen carrying batons and teargas canisters also surroundedFatehawadi and arrested dozens ofresidents who resisted the demoli-tions. While Mr. Sheikh was in amosque, his wife and childrenwatched from their apartment. “Theyare breaking our backs,” he said.

The controversial Fatehwadi site,across 84 acres, was acquired by theAhmedabad Collector after theAhmedabad Urban DevelopmentAuthority (AUDA) planned a sewagetreatment plant at the site. But afterthe 2002 riots, a number of Muslimfamilies began migrating to the openplot from different areas of the city.

In 2006, with the expansion ofMunicipal Corporation limits, thearea came under its limits but thecivic body saw that constructing atreatment plant would be impossible.On the day of Narendra Modi’s land-slide victory as Prime Minister andleader of the Bharatiya Janata Partylast May, I spoke with BhushanBhatt, a BJP legislator in Gujaratwhose late father, Ashok Bhatt, was aconfidant of Mr. Modi. “You will see,you will not even recognise the newIndia,” he said. Moments later, hechided me for asking a questionabout Gujarat’s Muslims.“Mohamed,” as Mr. Bhatt addressedme, “today we should speak onlyabout one Bharat.”

Integration a challenge

A few feet away, I noticed a groupof saffron-clad men dancing. Onnoticing my camera, one of themstopped to declare, “We will nowteach Bangladesh and Pakistan a les-son.” Later that night, groups of BJPsupporters drove through Juhapura,chanting, “Kashmir hamara hai!(Kashmir is ours!)” Fireworks wereset off throughout Ahmedabad that

night but Juhapura was on policelockdown.

In a recent study published byCharlotte Thomas of France’sSciences Po University, she citesintegration — both economic andsocial — as being one of the keychallenges that Muslims in Gujaratface. Thomas spent six years visitingJuhapura and she has documentedthe struggles Muslims face in havingloans sanctioned, getting schooladmissions, and even in filing com-plaints with the government. Sheconcludes: “Although formallyMuslim citizens have the samerights as their Hindu counterparts, inAhmedabad and even more inJuhapura, their ethnicity disqualifiesthem from an effective form of citi-zenship.”

J.S. Bandukwala, a retired physicsprofessor and one of Gujarat’s mostseasoned human rights activistsfrom Vadodara, is not optimisticabout the changes he has seen sinceMr. Modi’s victory. In Septemberlast year, clashes between Muslimsand Hindus erupted for nearly aweek near his home, leading to twodeaths and the arrest of over 150. Hespoke about the growing influenceof the Rashtriya SwayamsevakSangh and the Vishwa HinduParishad (VHP) over Gujarati socie-ty.

Ali Asgar Zaveri, a Muslim busi-nessman, bought a house in anupper-class Hindu neighbourhood inBhavnagar; in December, after hisneighbours objected to his presence,Pravin Togadia of the VHP led acampaign and forced him to sell thehouse and move back to a Muslimarea.

There are also increased efforts tomake Muslim majority schoolsbegin their days with mandatorysalutations to Hindu deities. For Mr.Bandukwala, it comes as little sur-prise, “It is what I have been sayingall along but people do not want tolisten,” he said. “This is not justabout one man, Modi. This is institu-

tionalised discrimination.”

In February, I drove around theKalyan Nagar slum with the 68-year-old activist. Kalyan Nagar wasbeing razed by the government tomake way for a new developmentproject. Hindu and Muslim homeswere also being demolished. Mr.Bandukwala fought for the Hinduslum residents to find housing againbut feared that it would be unluckyfor the 450 Muslim families there.

He had reason to be pessimistic.During the 2002 Gujarat riots, Mr.Bandukwala’s home was burneddown, and for years no Hindu fami-ly would want to live next to him.By late May, the 450 Muslim fami-lies still did not have a permanent,legal place to live. “Before it wasjust a small segment of Hindus thatinsisted that Muslims should not livenext to them, but now it is the over-whelming majority,” he said.

Housing as defining issue

For Rafi Malek, the founder of theAhmedabad-based urban planningfocussed Center for Development,the defining issue for Muslims inGujarat today is housing. “We can-not say that because Gujarat is riotfree, therefore there are no prob-lems,” he said. “There is anothertype of violence occurring and thatis the denial and the lack of quality,legal housing for Muslims.”

Mr. Rizwan Kadri echoed his con-cern. “Muslims are about 10 per centof Ahmedabad’s population and yetMuslims only occupy about 4 percent of the land. There are no gov-ernment provided low-cost housingschemes in Muslim-dominated areasand the Gujarat government is notmaking legal land available forMuslims to expand on, as they arefor the Hindus.

The law and city planning itself isbiased against Muslims,” he said.He acknowledged that the previousCongress government had also madeit difficult for Muslims to gain

access to legal housing but warnedthat the issue was now reaching “adangerous level”.

Damini Shah, a professor at theGujarat Vidyapith University,researched three Muslim-dominatedareas in the State — Anand,Ahmedabad, and Sabarkantha — fora Gujarati language report on hous-ing, published earlier this year. Shefound that 85 per cent never tried toreturn to their original residenceafter shifting to the ghetto, 92 percent of residents do not have contactwith the majority (Hindu) communi-ty, and 93 per cent described them-selves as being in financial distressand struggling to find work.

Part of the problem is that the cur-rent government, like Mr. Modi’sgovernment before it, has stigma-tised those who bring up the topic ofMuslims in Gujarat. When a groupof mostly Hindu students fromAhmedabad University tried tointerview the Ahmedabad city gov-ernment earlier this year for theirclass project on ‘the ghettoisation ofMuslims,’ they were told to leave.One official even told them that theirefforts to understand this problemwould create more division. This ishow the Gujarat government, bothpast and present, has dealt withmany issues — by stigmatising thecomplainant.

Chief Minister Patel has tried todistinguish herself from Mr. Modiby making women’s issues a prioritybut Jameela Khan, a women’s rightsactivist in Juhapura who was alsopresent during Ms. Patel’s visit toJuhapura, thinks this new focus isinsincere. “The Chief Ministerwants to hear us Muslim womenspeak on women’s issues but themoment we talk about communal-ism or housing, we are asked to keepquiet,” she said. “How can theseissues be separated?”

The Tamil Nadu government’s move to approach theSupreme Court seeking a review of its recent judg-ment barring the use of pictures of political leaders

in government advertisements is retrograde and unneces-sary. The court’s verdict restricting the list of dignitarieswhose photographs are permissible on government adver-tisement material to the President, the Prime Minister andthe Chief Justice of India, is a significant step in eliminat-ing the partisan use of government resources to gain polit-ical mileage. Indeed, if there is a flaw in the judgment, itis in the exception made in favour of the holders of thesethree offices. Even though it says the President, PrimeMinister or CJI could themselves decide on the inclusionof their pictures in advertisements, there really is no needfor anyone’s image in such material if disseminating infor-mation is the sole purpose. The Tamil Nadu governmenthas argued that there should be parity between the Centreand the States, and that the judgment, by privileging thedignitaries at the Centre, violates the principle of federal-ism. It is indeed an attractive argument if one contends thatthe same privilege should be extended to the Governor,Chief Minister and Chief Justice of the High Court so thatthere is Centre-State parity. However, the spirit of the ver-dict is to take government advertising out of the domain ofpartisan politics. In course of time, the apparent disparityshould also give way to a universal prohibition of the useof pictures of any dignitary. It is disappointing that thecourt did not accept a key recommendation made by athree-member committee that there should be specialcurbs on government advertisements during election time.This could have been an important guideline that wouldfurther purify the election process. The court may be con-fident that if the government adhered to norms there willbe no need to adopt special, election-eve restrictions, butit should have taken note of the propensity of the politicalclass to seek to gain mileage by delivering politicallyloaded messages using the official machinery during elec-tion time. In a democracy, the main reason for a govern-ment to issue advertisements is dissemination of essentialand useful information about its functioning, its schemesand projects and their benefits. There is no real need toconfer on any individual the privilege of being projectedin official publicity material to give the impression that ascheme or measure owes its existence to the generosity ofthat individual. One can discern in the Tamil Nadu govern-ment’s review petition only an eagerness to overcome anylegal impediment to its known penchant for projecting theruling party leader as the sole benefactor behind its wel-fare programmes.

number, so whenever you quit a job, theunique ID number is transferred - and sois the money. Every year someone who got a

pension had to prove he was alive, weused technology to put an end to that. We will put an end to 1300 outdat-

He further said that improvement in taxcollection will increase the ability of thegovernment to step up spending onsocial and infrastructure projects andprovide relief to individual taxpayers.

Xiaomi is expected to release anOTA (over-the-air) update for Mi4i users in India this week. The

system update (V6.5.5.0) is said to bring afix for overheating issues.

Xiaomi India initially started rolling outthe OTA update (V6.5.4.0 LXI) to theXiaomi Mi 4i late last week; though can-celled the update as many users faced newissues after updating to the latest systemupdate. According to a post by an MIUIdevice team member, a new OTA update(V6.5.5.0) will be rolling out with a fix forthe overheating issues this week.Unfortunately, the post doesn't reveal anexact time frame for the OTA updatearrival for the Mi 4i.

Jai Mani, Lead-Product Manager,Xiaomi India in a statement last week toTechnology Personalized said, "We'veheard from some Mi 4i users that theirdevices can get warm under strenuous con-ditions such as complex 3D gaming andbenchmarking apps."

Mani explained that the company toaddress overheating issues on the Mi 4ioptimised the thermal control algorithm tobetter regulate temperature. "The new ther-mal controls adjust frequency, voltage andthe number of cores in use depending on

the chipset temperature," he added.Priced at Rs.12,999, the Xiaomi Mi 4i

was launched last month amidst much fan-fare in India. Xiaomi, in a move toimprove its after sales serv-ice, announced a partner-ship with GadgetWood ear-lier this month. Under thepartnership, GadgetWoodpromised a one-day repairservice, which includedpick and drop services forXiaomi devices (smart-phones and tablets) withina business day of placingthe request for a fee of Rs.99. The service is initiallyavailable in Delhi-NCR atthe moment, but a Xiaomispokesperson said Gadgetsthe company was "explor-

The BCCI secretary'sown observation on IPLis that "a young crickterlearns much more intwo months of leaguethan they would learn in5-10 years".

"It's an opportunity forplayers to share thedressing room with thelegendary players. Inthese two months, whatthey learn is much morecompared to what theyget to learn in 5-10years," Thakur stated.

He then cited theexample of MandeepSingh batting in compa-ny of a star like AB deVilliers.

"Mandeep and ABwere batting you canevaluate your player.Mandeep was lookingmore aggressive andbetter while facing the

same bowlers in similarconditions. You canmake similar compar-isons, so it's easier forselectors to pick playersfrom the IPL," theBCCI secretarysaid.

An extract from a planttraditionally used inChinese medicine may

help suppress appetite and loseweight, new research says.

The findings suggest that thecompound extracted from the"Thunder God" vine could bedeveloped into a drug for treat-ment of obesity.

In the study, the compoundwas found to reduce foodintake significantly and causeup to a 45 percent decrease inbody weight in obese mice.

The weight-loss compound,called Celastrol, produces itspotent effects by enhancing theaction of an appetite-suppress-ing hormone called leptin, theresearchers noted.

"If Celastrol works inhumans as it does in mice, itcould be a powerful way totreat obesity and improve thehealth of many patients suffer-ing from obesity and associatedcomplications, such as heartdisease, fatty liver, and Type-2diabetes," said senior studyauthor Umut Ozcan fromHarvard Medical School.

Within only one week ofCelastrol treatment, obese micereduced their food intake byabout 80 percent compared tountreated obese mice. By theend of the third week, treatedmice lost 45 percent of theirinitial body weight almostentirely by burning fat stores.

This dramatic weight loss isgreater than that produced bybariatric surgery -- an opera-tion on the stomach and/or

intestines that helps patientswith extreme obesity to loseweight, the study noted.

Moreover, the weight-losscompund decreased cholesterollevels and improved liver func-tion and glucose metabolism,which collectively may trans-late into a lower risk of heartdisease, fatty liver, and Type 2diabetes.

Even though Celastrol didnot produce toxic effects in

mice, whether the compoundwould be safe for use inhumans is not yet known.

"Celastrol is found in theroots of the thunder god vine insmall amounts, but the plant'sroots and flowers have manyother compounds," Ozcan said.

"As a result, it could be dan-gerous for humans to consumethunder god vine extracts tolose weight," Ozcancautioned.
