OBITUARYJAMES L. ANDERSON James L. Anderson, age 86, of Eden, New York died unexpectedly on Fri-day, February 7, 2014. He was born March 28, 1927 in Sacket, PA. He was the son of the late James and Dorothy (Jefferds) Ander-son. He served his country in World War II in the Navy. He was a member of the VFW Memorial Post 8625, Eden., where he was a former Quarter Master.He was the devoted hus-band of Evangeline (nee Smutz), the loving father of James L. (Susan) An-derson, the brother of Elnora Johnson, Dora Wedlock and late Donna Anderson, the grand-father of Erick (Karen Meader) Anderson, Brian Anderson, Bethany (Jon) Gable and Jeffrey (Nata-lie) Anderson and the great grandfather of Bai-ley and Madalyn Gable. POSITION: Financial Officer GRADE: Neg/EBASIC FUNCTION: Responsible for oversight of all day-to-day financial and fiscal operations of the Seneca Nation Housing Authority. Assists the Executive Director in the area of administration, planning, accounting, investing and budgeting. Knowledge of Peachtree Software.GENERAL RESPONSIBILITIES:

Administer and monitor the financial system in order to ensure that the Seneca Nation Housing Authority • finances are maintained in an accurate and timely manner.

Assist with the preparation of the SNHA budget and implement financial policies and procedures to control • budget to actual expenditures and ensure compliance with grant agreements.

Reviews present financial and accounting policies and procedures and implements changes and modifications • designed to increase the efficiency and effectiveness of accounting operations.

Prepares reports which outline the SNHA financial position in the areas of income, expenses, and earnings • based on past, present and future operations.

Oversees accounts payable and accounts receivable, grants and contracts, information systems, payroll and • purchasing.

Recommends investment vehicles to Investment Management Board and coordinates cash management needs • with investments.

Develops the indirect cost proposal on an annual basis and manages this fund.• Provides forecasted revenue for budgets and coordinates with appropriate personnel.• Manages all overhead costs for SNHA and recommends methods for reducing these costs.• Research, review, and report on special accounting projects during the year.• Prepares and implements staff development plan.• Other duties as assigned.•

MINIMUM QUALIFICATIONS:Thorough knowledge of finance, accounting, budgeting principles including Generally Accepted Government •

Accounting Principles, Government Auditing Standards, grant funding, fund accounting and reporting principles, automated financial and accounting reporting systems.

Ability to analyze financial data and prepare financial reports, statements and projections. Professional written • and verbal communication and interpersonal skills.

This is normally acquired through a combination of the completion of a Bachelor’s Degree in Finance or • Accounting, five years of experience in senior level finance or accounting position, fund accounting experience.

Work required willingness to work a flexible schedule. Position is subject to pre-employment and random • drug screens.
